I think it is more of a mitigation so it doesn’t catch fire before you can get the part replaced. Since it is cutting engine power I doubt it is meant to be operated in that manner, it is the equivalrnt of a donut spare tire. It is just meant to get you to the nearest service station.

It’s this. This is basically, “We need to do something before they sue the pants off of us, but we can’t physically yank the cars off the road.”
