Rule Number One of the United Nations political cartoon contest:

While cartoonists may send in what ever they please, the contest does not encourage maligning member nations or their leaders. Winning cartoons will be chosen for their ability to enhance, explain and even help direct the spirit and principles of the U.N.

Apparently there are some member nations and leaders that are OK to malign.
