This sounds like pseudo-scientific "racialist" garbage to me:

VDare has been mentioned somewhere hereabouts I think. It's named after the first English child born in America, Virginia Dare. At a minimum, this site is devoutly anti-immigration. They say their stance isn't racist but claims of racism are "unavoidable since most Americans are white and most immigrants aren't". (If they would stop talking about the peril darker skinned immigrants posed to the national IQ, as in the example you quote, this disclaimer MIGHT be more convincing.)

Krikorian seems to fit VDare's unashamedly xenophobic and racialist template.
