I think Israel, the US, Russia, Great Britain, and France could do so if they wanted.
I do not believe Pakistan, Iran, or North Korea know how to do this.
India might.
This is based on the discussions I had when a physics grad student, some independent research, and further reading.

I'm watching FNC right now. They have a bunch of undecided voters that they're talking to in some hotel in Vegas. Most of them seem to think that Little O won the debate because he "showed more concern for everyday Americans" and because they thought McCain was "antagonistic" and "bumbling". I'm calling bullshit on that.

Pretty clear to me that McCain was the winner here. He was literally schooling Obama at times.

Jim Lehrer did a pretty admirable job as debate moderator. Perhaps he should have chastised Obama for interrupting, but in the end, Obama only made himself look bad by so doing.

Obama either spins his past actions or flat-out lies about what he did and said, and that's going to obvious to some people. May not affect the O-bots, but at least some of the undecided are going to say to themselves, "Huh? That's not what he said a month ago!"
