Yes. I forgot the details, but you make it such that without very specialized equipment, you can't process the fuel, or even deal with it.

Obama has no clue how the economy works. Computers did not come about by government fiat, but because customers appreciated the value of their adoption. If green projects won't stand on their own, government subsidies won't make them economical.
