Treasury Considering Islamic Finance?

Frank Gaffney says the US Treasury, as part of its effort to deal with the banking crisis, is preparing to submit to Shariah.

As reported in this space last week, Deputy Secretary of the Treasury Robert Kimmitt set the stage with his recent visit to Saudi Arabia and other oil-rich Persian Gulf states. His stated purpose was to promote the recycling of petrodollars in the form of foreign investment here.

Evidently, the price demanded by his hosts is that the U.S. government get with the Islamist financial program. While in Riyadh, Mr. Kimmitt announced: “The U.S. government is currently studying the salient features of Islamic banking to ascertain how far it could be useful in fighting the ongoing world economic crisis.”

“Islamic banking” is a euphemism for a practice better known as “Shariah-Compliant Finance (SFC).” And it turns out that this week the Treasury will be taking officials from various federal agencies literally to school on SFC.

The department is hosting a half-day course entitled “Islamic Finance 101” on Thursday at its headquarters building. Treasury’s self-described “seminar for the policy community” is co-sponsored with the leading academic promoters of Shariah and SCF in the United States: Harvard University Law School’s Project on Islamic Finance. At the very least, the U.S. government evidently hopes to emulate Harvard’s success in securing immense amounts of Wahhabi money in exchange for conforming to the Islamists’ agenda. Like Harvard, Treasury seems utterly disinterested in what Shariah actually is, and portends.

It might not be fair to focus on the sharia part, there has been a growing interest in some of the models of usury-free banking. (It's actually far more akin to the way banks worked back in the early 20th century than the derivatives-driven behemoths of today. Not necessarily optimum for profits however but far more stable which, from a national security - because banks are actually THAT important - is highly beneficial)

All that aside, they could study the same things in the US or in any country in Europe since there are already organisations without any religious affiliation that practice similar business models.

So if a bank were set up, and then borrowed money from a bank in Dubai, the Dubai bank would have absolute discretion over whether or not the money would be considered Sharia or not?
If so, would the borrowing bank carry the liability if it then loaned THAT money to consumers?

By the way, Harvard Law School has a large Islamic Law effort, which is extremely well-funded by Saudi money. Much of it given by the bin Laden family. I had a friend who had a Saudi-funded Islamic Law research fellowship at HLS once.

This is like me finding out that my November 23rd envelope - is going to community organizations as in ACORN. Last year the Catholic Church gave a boatload of money to them... and what for exactly?

The practical reality of sharia-compliant financial instruments and transactions will be a lack of transparency. Like Obama's credit card contributions, there will be no tracing who gave or sold what to whom.

Money will be siphoned off to support terrorism, not because all participants in sharia-compliant transactions wish to support terrorists, but because the system invites fraud and the invitation will be accepted.

Participants will generally do badly, because money siphoned off is not available to share out as profits. Banks will open themselves to unlimited liability after the next 911, because their participation will have helped the attackers finance the operation(s).

Altogether, a very, very bad idea.

Paying more up front to get into a house may not necessarily be a bad thing;
it seems directly antithetical to the "get everybody into home ownership" mindset that led to the CRA and our current real estate problems.

We could do without the rest of the bigoted religious baggage that comes with it.

Mortgages used to be 20-30% down until fairly recently and bizarre religious practices were not involved.

the simple fact of the matter is the US is terrified that the Middle East petrodollar states will quit buying our junk mortgage backed, treasuries, and other asset backed bonds (car loans, credit card receivables. etc.) Given the massive funding needs that we are going to have due to the bailouts and the slowing economy, the US Treasury is going to have to beg and grovel to fund our government. Im no fan of pandering to Sharia finance, believe me, but we dont have much choice really.

In all honesty if I was the Saudis or others, I would look for other places to invest my money and tell us to take a hike. As much money as we will be printing, the dollars they are going to be paid back in down the road will be worth a lot less. And at $60/barrel oil, they also have a lot less money to throw around.

I understand Shari'a finance to an extent, because I on occasion have to tell Muslims who inquire that no, we don't offer anything like that, and we won't be doing so. It's kind of hard to invest when you get all picky about not allowing any interest, know what I mean? Investments are intended to make money, oddly enough.

Also, the whole idea of lending without interest has spawned, imho, a field ripe for fraud and abuse of the Muslims who use such financial means to purchase a home. They still pay plenty - it's like buying a house on rent-to-own. It does give young people a chance to establish themselves, marry, and so forth, but the Sharia banks have these people over a barrel, and buying a house as if you went to a rent-to-own rip-off parlor is inefficient - plus it obeys the letter of the law while breaking the spirit, anyway. It's a typical Islamic trick (like Mutah marriage, for instance). The man in charge gets your money while pretending to be holy.

Not to mention the terrorist-enabling that accrues when so-called "ethical funds" - mutual funds that are Sharia-compliant - donate “tainted” revenues to Shariah-compliant “charities.” Charities like the Holy Land Foundation, natch.
