Parsnips look identical to Hemlock until you pull the tubers. Parsnips have a single tuber, Hemlock has multiple tubers; other than that, the above-ground plants are virtually indistinguishable.

That will never happen. There's too damn many people that get their back scratched by the current scheme of things. No one is going to vote to cut off their voters' gravy train. Agriculture subsidies buy votes.
That is a lot more important than, say, balancing the budget or fully funding the Military.
