Task Force on WMD: The Risk is Increasing

The risk of an attack against the US with weapons of mass destruction is growing, and it shouldn’t surprise anyone. Except maybe some Obama voters.

The odds that terrorists will soon strike a major city with weapons of mass destruction are now better than even, a bipartisan congressionally mandated task force concludes in a draft study that warns of growing threats from rogue states, nuclear smuggling networks and the spread of atomic know-how in the developing world.

The sobering assessment of such threats, due for release as early as today, singled out Pakistan as a grave concern because of its terrorist networks, history of instability and arsenal of several dozen nuclear warheads. The report urged the incoming Obama administration to take “decisive action” to reduce the likelihood of a devastating attack.

“No mission could be timelier,” says the draft report of the Commission on the Prevention of Weapons of Mass Destruction Proliferation and Terrorism, which spent six months preparing an assessment for Congress and the new president-elect. It adds: “In our judgment, America’s margin of safety is shrinking, not growing.”

The report, ordered by Congress last year, concludes that terrorists are more likely to obtain materials for a biological attack than to buy or steal nuclear weapons. But it says the nuclear threat is growing rapidly, in part because of the increasing global supply of nuclear material and technology.

Mumbai Police Home in on Attack Mastermind

A senior police official said that, in all, the names and numbers of five members of the Pakistani group's leadership were contained in a satellite phone left behind by the terrorists on a fishing vessel they hijacked then abandoned before reaching Mumbai. Records from the phone show calls had been made from it to these five men.

Among them: Yusuf Muzammil, head of Lashkar-e-Taiba's terrorism operations against India. The senior Indian police official said he was identified as the mastermind of the attacks by the only terrorist captured alive, Ajmal Kasab, or Qasab. The police official said two of Mr. Muzammil's deputies orchestrated the strikes, according to Mr. Kasab's testimony.

Formula For Surrender - Brookings Saban Report

"The most problematic recommendation in the chapter devoted to Iran, however, is an assessment that resorting to a military option will not produce results worthy of the effort invested and therefore, the US should prepare for the reality of a nuclearized Islamic Republic.

If Iran attains nuclear weapons, the report states, it is "likely" to use them like other nuclear states, i.e. as a strategic point of leverage for threatening its neighbors without actually using the weapon. According to the report, unless faced by a direct American threat, Iran will not transfer such weapons to the hands of terror organizations.

On the Palestinians, the writers suggest that the US work towards Palestinian unity, because any diplomatic initiative will produce no results unless there is one political address on the Palestinian side.

The report suggests the US drop the demand that Hamas accept the Mideast Quartet's demands - which include recognizing Israel, eschewing armed struggle and abiding by previous agreements signed between Israel and the Palestinians.

Furthermore, the report suggests the US should force Israel to freeze building of new settlements, including stopping further construction in existing settlements."

Swing trading. Some folks are making good money by range trading, so more are doing it. When the selling starts, you liquidate and jump back in the next day or two for another 10 or 15% climb.

Enough people have gone out on margin that they get forced to sell on the liquidation days (like yesterday) which just adds fuel to the fire.

Maybe it's a mistake, but I believe most on the right are actually libertarian at heart (little "L"). Distrustful of government, or at least big government. Liberals on the other hand think government is the answer to the problems.

Dennis Prager says conservatives think liberals are just mistaken, while liberals think conservatives are evil.

I love Prager and you're very correct. One of the lessons of history is that it is the State (in its totalitarian form) that is the greatest threat. The Communists and the Nazis represented different ends of the political spectrum yet the thing they had in common was the threat they presented to their own citizens - to the tune of millions dead. Didn't matter that one was considered left while the other was considered right. The common denominator was the state and I think conservatives/libertarians inherently understand this.

Use of a NBC weapon automatically allows their use in reprisal attacks. If a WMD attack from a Pakistani group goes up, we could reduce their country to a charred cinder. No need to send troops in.

Not that Barry would have the cajones to do the right thing.

Turning a country into a parking lot is easy. We had the technical capability to do that with Iraq and Afghanistan. Not killing the vast majority of people in those countries that we do not want to kill is not so easy, and takes time and effort. Like it or not, that is the way we fight now, we are not the barbarians, leftist protestations aside.
But one has to wonder, what would the government of a nation do under the threat of war fought the old-fashioned way, where turning an entire city into rubble was an acceptable tactic. I would think that they would work pretty damn hard to prevent it, much harder than many seem to be working now.

Are any Lizards avid readers of Nelson DeMille novels? There is one called "Wildfire" that might apply to the current state of affairs in the proliferation of nuclear materials. The premise of the story (which is the 4th of a series that I highly recommend reading starting with "plum Island") is a modern day variation of MAD (Mutually Assured Destruction). As the scenario goes, if the US is attacked with a weapon of mass destruction, it will be assumed that it came from the middle east and a nuclear response will be automatic and largely out of the hands of the President. There are a list of Middle-eastern cities that will be targeted (most of them) without regard to where the attack came from. This information is intentionally leaked to these countries so that they know the consequences of "accidentally" allowing weapons of mass destruction to get into the hands of terrorists). This "Wildfire" response may not be so far from the truth - rumors of the existence of a "Wildfire" response have been floated over the Internet. It may be the only thing that could possibly stop a nuke attack from Islamic terrorists.

The Capitol Visitors Center, which opened this morning, may have tripled its original budget and fallen years behind schedule, but Senate Majority Leader Harry Reid found a silver lining for members of Congress: tourists won't offend them with their B.O. anymore.

"My staff tells me not to say this, but I'm going to say it anyway," said Reid in his remarks. "In the summer because of the heat and high humidity, you could literally smell the tourists coming into the Capitol. It may be descriptive but it's true."

Did you know that Campbell's used to make a real Turtle Soup?
When I was helping my parents move after they had a too big empty nest I found a couple of cans of it in their pantry.

I saw a turtle farm in Louisiana on a TV show. All the turtles go to the Far East as food. Except for the mutant ones he sells to collectors.

At this farm, it really was turtles all the way down.

There were indications that terrorists were playing with ricin and chemical weapons in Iraq (pre invasion). There's video of AQ killing dogs with chemical weapons. I actually think that it's more likely that a chemical weapon attack will come before either a bio or a nuke attack because of the ease of obtaining the materials necessary.

298 Bagua  Tue, Dec 2, 2008 11:09:51am

Sadly, it seems inevitable that the West, and most likely the US will have to actually experience the horror of a WMD attack on a major city before anything is done to end the threat. It will be another Pear Harbor, but with vastly higher casualties.

In 2001 it looked like the 9/11 attacks would be enough, Hussein was deposed and Afghanistan pacified, and AQ and related Jihadis were on the run in several places worldwide, but then the MSM and the Left demonised Bush to the extent that they broke his will to continue. So Syria, Iran, Pakistan and N. Korea continue to build WMD's and the threat grows exponentially.

Escalating attacks like the horror in Mumbai will never result in much, the lesson learned from 9/11 and Bush is that it is political suicide to do the right thing.

One thing I really question about the report is the statement "The odds that terrorists will soon strike a major city with weapons of mass destruction are now better than even" I question the word "a," our enemies will attack multiple cities simultaneously once they have the ability, and we already know the Iranians are preparing for a EMP attack that would destroy us with one missile.

re: #138 MJBrutus

For my part, I'm willing to see what the One does to counter this threat before I slam the man. He hasn't even assumed office yet.

Look, Obama was elected and will be our next POTUS. It sure as hell isn't what I wanted, but it is what I have. Certainly his campaign talk was of a horrendous strategy that would leave us all in unlimited danger. But, that may not be how he is really going to govern. All I can do at this point is hope that he no longer has any intention of standing by the promises and ideas he expressed during the campaign. He would be FAR from the first president to to do so.

We're all in this together. A successful attack on this country will be a disaster for all of us and we must all stand together, irrespective of who we voted for.

Yes, we are all in this together ...but it is not wrong to questions what he will do and his motives ...If he had done more during the campaign than talk out of both sides of his mouth maybe we could be more sure of what direction he wants to take this country and how he will defend it against any and all enemies...

But, he did not stand before us and state his intentions consistently ...he said whatever he felt was what his audience wanted to hear ...you only need to play his speech before aipac to know that ...they day after the speech after hearing from his Koskids he changed his mind ...how many times did he do this during the never ending campaign?

I have never felt more unsure of a president in my life ...who knows what he really believes? We were never really allowed to find out much about him ...he is a caricature of someone running for office ...I am sorry but I just do not feel like I know much about him and he was running for what 2 years?

All of us will stand up for our country no matter who is in the Oval Office ...I would just like to feel more sure of what our future president has in mind and I do not ...

Agreed! There is a bit of literary license taken in that novel. I actually designed military communications equipment in an earlier career and know a little bit about ELF and encryption, etc., so I was just a little bit "oh come on!" about portions of the book. That said, I still enjoyed it and wondered about the existence of something like "Wildfire." As the author says, "if it doesn't exist, it should."

The rumors I was hearing right after 9-11 were that they were worried aboout a smallpox threat. That is something to worry about. It would hurt America, but I don't think they could limit it to America. When it hits sub-Sarahan Africa, where HIV is so prevalent, it could rapidly depopulate almost the whole continent.

There's a lovely thought.

Ugh! and unfortunately, only those older than 50 or so have been vaccinated. I believe it was around 1970 the WHO decreed smallpox was no longer a threat, and most of the stockpiles of vaccine were destroyed subsequently. (It was after 1967 - 1968, because I was vaccinated prior to going abroad at that time. )

On this whole unconventional weapons thing, I've really wondered why it hasn't happened yet. The technology's not all that tricky, and the effects don't need to be so very dramatic to be effective as weapons of terror.

Case in point: that whole Aum Shinrikyo thing in Tokyo back in the 90's. Their final product was pretty crappy, it was poorly weaponized, and yet it achieved its desired effect. Mass casualties, and widespread terror. Seems to me that if some third-rate cult could get it together to make a nerve agent, however poor in quality, and could disperse it, however poorly, then surely the chief enemies of the West should be able to do at least as much.

I'm not encouraging it, obviously, but it mystifies me: is it simply a lack of know-how, lack of will, or is it that they're waiting? None of these answers are all that satisfactory, but I really can't think of any other possible explanations.

Not problems, Walter! You're SO insensitive. Challenges.

/sarc

I mean really. Ordinary school children, beset by the everyday problems and challenges that children have been up against for hundreds and hundreds of years are now put into a little compartment and prescribed medications to offset what I see as plain old growing pains.

If we can do this so readily to children, then why can't we question the mental stability of our leaders. Maybe our vetting process should include some standard psyche tests, the same shit that we give children, employees, lovers and friends.

Hell, the DSM IV has a lot of room in it for s few of our politicians.

I agree completely. The man was a cipher, wrapped in an enigma, cloaked by "hope and change". Our press failed to inform us about him and dig in to his background. Our fellow citizens were too enamored by the prospect of a nanny state and hatred of Bush to demand more information.

But, we are where we are. All I'm trying to say is let us give him his chance to see what he actually does. I'm with you in that I would sure as hell would like to know more about him right now, but the opportunity to do so is passed. Who knows, he just may act responsibly.

If that stuff gets loose, they'll stall us while politicos, celebrities and the mega rich get firsties on any vaccine available. This is exactly what happened during the Anthrax attack with the antibiotic cipro.

Unfortunately, I fear you're right. I say they should vaccinate the little kids first, regardless of status, and us old(er) fossils last, since hopefully our vaccinations will still provide some protection. I think we should protect the future generations instead of celebrities, even if they are national treasures, like Brangelina or Britney. (/scarc tag last sentence.)

Another warning concerning Islam. Maybe one more dangerous and certain.

Europe is heading towards a major cultural clash with an ever-growing Muslim population that does not want to adopt European culture, former Mossad chief Ephraim Halevy said Monday.

He added that prominent European countries, as well as Russia, could be nearly 50 percent Muslim by 2050, noting that England was currently debating whether Islamic law can be applicable to British Muslims instead of British law in certain matters such as marital disputes.

From the FoxNews version of this story:

The report says the potential nexus of terrorism, nuclear and biological weapons is especially acute in Pakistan.

"Were one to map terrorism and weapons of mass destruction today, all roads would intersect in Pakistan," the report states.

In fact, commission members were forced to cancel their trip to Pakistan this fall. The Islamabad Marriott Hotel that commission members were to stay in was blown up by terrorist bombs just hours before they were to check in.

"We think time is not our ally. The (United States) needs to move with a sense of urgency," Graham said.
