Was There a Coup Attempt in Iraq?

Earlier reports about a “coup attempt” in Iraq may have been false: Iraqi officer arrests related to ‘terror’: general.

BAGHDAD (AFP) — A top Iraqi general said on Thursday that security forces reportedly arrested in connection with an attempted coup were actually detained on suspicion of aiding “terrorism.”

“The office of the commanding general of the armed forces announces the arrest of 24 officers from the ministries of interior and defence who have nothing to do with an attempted coup,” said a statement from General Qasem Atta, spokesman for Iraq’s military command.

Earlier an unidentified senior interior ministry official said almost 40 policemen were in custody accused of plotting a coup against the Shiite-led government and trying to bring the Baath Party of ousted dictator Saddam Hussein back to power.

Atta said the arrests were carried out “following information that certain officers have aided terrorist activity, outlaws and henchmen from the former regime.”

BAGHDAD (AFP) — Iraq has arrested about 50 interior ministry officials for plotting a coup against the Shiite-led government, a senior Iraqi security official said on Thursday.

“Fifty interior ministry civil servants, including senior officials, were arrested over the past three days for trying to topple the government of Prime Minister Nuri al-Maliki,” the official told AFP on condition of anonymity.

Among those seized was General Ahmad Abul Rif, the ministry’s security chief, he said.

“They were linked to the Al-Awda (The Return), a clandestine group that was working to bring the Baath Party back into power,” he said.

Maliki himself was persecuted by Saddam's Sunni-led regime, but five years after the invasion hundreds of members of the Baath party have returned to public life.

This doesn't sound good.

50 interior ministry officials...

The Interior Ministry is a cesspool of corruption and Ba'athists despite efforts to purge it of those affiliated with the ancien regime and the insurgency. We've repeatedly seen over the past several years how the Interior Ministry has created its own fiefdom of patronage and its officials have looked the other way as terrorists operate right under their watch. It's well documented and this isn't new.

What's news is that even at this late date reform is slow in coming.

Its security forces aren't nearly held in as high regard by the Iraqi people as those of the Iraqi Army or Iraqi police trained by the US.

It's hard for me to believe that even Ba'athists would be so daft as to plot a Sunni coup in the middle of Shi'astan. For a coup to work, the country has to be willing to accept the plotters' rule. That's not happening in Mesopotamia post-Surge (maybe they could have pulled it off versus Saddam in 2002).

I'd like to hear details of this plot. So far it smells like someone unloaded a pile of fresh manure nearby.

Lots of possiblities. It could be a crackdown on run-of-the-mill corruption. Or the Iranians. Iran has cut down the number of EFPs, and taken to other tactics. Could the IRGC be behind this as a tactic to discredit the Shia loyal to Iraq, and not Iran?
