Indyk: ‘Europeans Will Have a Role in Everything America Does Under Obama’

Clinton administration ambassador to Israel Martin Indyk, a top adviser to Barack Obama, is interviewed by Germany’s Spiegel Online: ‘We Americans Have a Wonderful but Frightening Innocence’.

SPIEGEL: Is he a second Bill Clinton, who tried to mediate between the conflict parties in the Middle East — but ultimately failed?

Indyk: Bill Clinton was a very empathic president which helped him to become popular in the Arab world and Israel at the same time. He managed to communicate to the Arab people that he felt their pain. In this regard, Obama is very similar to Clinton.

SPIEGEL: Peace in this region of the world still seems very far away, however. Many in the West are tired of these conflicts. America too?

Indyk: There are three reasons why the United States cannot walk away. That part of the world generates the oil that fuels the industries of the West and increasingly China and India as well. America has commitments to the survival and well-being of the Jewish state on one side and the security of our Arab allies on the other.

SPIEGEL: To what extent can Obama change course at all?

Indyk: We Americans have this wonderful but frightening innocence, a belief that we have a mission to transform troubled parts of the world. Even more troubling is that we not only think it is our responsibility but that we can actually remake the Middle East in our own image as a peaceful, democratic place. It is that instinct which George W. Bush and Bill Clinton shared in the Middle East, even though they pursued the objective of transformation in two very different ways — one by peace-making, one by war making. But they shared that basic naïvety and they both failed. Now we have to be less naïve and more humble. I am sure Obama has understood that.

Indyk doesn’t like the word “concessions,” but…

SPIEGEL: And what is the price Obama will need to pay?

Indyk: If the Middle East should be a priority — and I am convinced it will be — the US needs to be more considerate of the interests of potential allies.

SPIEGEL: You mean: concessions.

Indyk: I don’t like the word concessions. But we need to understand something George W. Bush never grasped: We can’t have it both ways. Obama quickly needs to sit down with the Russian leadership and try to get a better understanding of their interests. If we want Russian support in the Middle East, we need to reconsider our current strategy on NATO expansion or the missile shield in Eastern Europe. We can’t have Russian cooperation on a strategy to prevent Iran’s nuclear program and the missile shield at the same time.

Russia's interest is to regain their previous dominance over Europe.

If we want Russian support in the Middle East, we need to reconsider our current strategy on NATO expansion or the missile shield in Eastern Europe. We can’t have Russian cooperation on a strategy to prevent Iran’s nuclear program and the missile shield at the same time.

So we have to toss Poland under the bus so we can get Russia to play hard ball with Iran. It's not in Russian's interests to cut off one of their main buyers, but it is in their interest to f*ck over eastern Europe.

Personally- I think we're capable of standing with Poland and Israel. Russia, at this point, is not an honest player.

I get all riled up every time I hear someone talk about America's "innocence". We lost our innocence (assuming we ever had any more of that quality than any other group of people, which I beg to doubt) around the time of the French and Indian Wars and have never gotten it back (assuming there was something to get back, which I beg to doubt).

All the talk after 9/11 that we had "lost our innocence" made my teeth ache.

We're about as innocent as the Roman Empire. It's called "realpolitik".

I never did get this missile shield thing. I mean why should we pay to protect other people, most of whom don't want to be protected... besides if Iran, for example, was going to try to nuke someone they would more likely drive/sail it over an open border. IMHO

The guy has a point. If the U.S. is to get help from Russia with anything, we will have to make concessions in return.

Russia wants to bring Ukraine to heel, to Finlandize its near-abroad, and to be feared and respected by its neighbors and others.

In a negative sense, they want the drift toward the EU and NATO of their former colonies stopped. They don't like defensive missiles of any kind in Poland, for example.

They've just finished administering a nice little lesson to Europe about who controls the taps to whose natural gas supplies, and a reminder that even in these days of global warming, winter can be a bitch when the heater shuts off.

Realistically, the best we can make of this situation is to avoid prodding the bear, and give it a few negative concessions: we don't try bringing Georgia into NATO, for instance, and we don't supply Ukraine with antimissile defenses. This doesn't appease the bear, and we don't get any help with anything. We get meddling and denunciations. The bear feels safer, knowing it is feared and knowing that "threats" aren't closing in on it. But it feels also some caution: after all, the adversary hasn't tucked tail and run. Why not? Maybe because it thinks itself strong? Maybe because it has reason to think itself strong?

We cannot be friends with Putin's Russia. Open hostilities are dangerous. That leaves the option of giving each other room and avoiding showy confrontations.

Of course Islam has opened up battle fronts in virtually ever region they have a significant presence, and their opponent's are typically not Marxists (with the arguable exception of Chechnya).

The Shootist (1976)

In "The Deceiver" (1931), Wayne had an uncredited role as a dead body, and in "Central Airport" (1933) he was one of two men seen floundering in the sea at night after their plane had crashed.

In one other film, "The Sea Chase" (1955), it is not made entirely clear whether he dies at the end or not. It is left for the audience to decide whether he survives or goes down with his sinking ship.

And don't think that Europe is disarmed. Those who want to can still get guns. I personally know one guy in Southern Germany who has a small arsenal, all of it legal.

This is not just a call for appeasement it's a call to bend over backward to enemies and hope they use lubrication.

Potential allies are not allies today. And may never be.

The whole idea of allies versus non allies is that the allies get consideration, the "potentials" -or more precisely the enemies -get notice that it doesn't pay to be an enemy. Rewards should come long after they themselves come to that realization.

Certainly you don't sacrifice a current ally for a quixotic potential.

It's definitely not just you. I feel alone. I feel that we have been left high and dry by a Republican Party that has nobody that is able to "Man Up" so to speak. At least when Clinton came in we had Gingrich. Who do we have now? Nobody is speaking for us except for wimps that run and hide at the first sign of confrontation.

The question is how do we correct this in two or four years?

I just read another article abou how a group of clebrity chefs were upset and disappointed that Obama had not fired the Bush's cook. They were hoping that he would usher in a whole new era of organic eating in the White House.

Then they learned that the WOMAN chef has been preparing organic meals for the Bush's for 2 years. "Why didn't they let us know that?" - they whined.

Obama who revealed letters he wrote to his young daughters, is the most self-promoting person I've ever seen - even WORSE than Bill Clinton if that is possible.

Building an aerial version of the Security Fence is the only way to go. It would do to Hamas what the Security fence did to the Intefadeh. It even more passive and politically correct for media and diplomacy purposes then the fence.

It would render impotent and silly not just Hamas but Hezbollah as well.

Remember, it doesn't have to work 100 percent. It's radar would let it only fire on missiles headed for population areas, and ignore projectiles that wouldn't hit anybody. Even at that, if it were only mostly effective it would reduce the threat to a manageable level.

Is this the same RESPONSIBILITY that is going to be shown at the inauguration when a Muslim prayer leader with ties to HAMAS is going to be part of the ceremonies?

Expect however he will really be tested by Putin. Russian military bases in Venezuela, Syria, and maybe Cuba, and getting tough on energy supplies with the weak and squeaky Europeans. "Hope" and "change" isn't going to work with the crew President-Light is going to encounter overseas.

What I'm trying to get my overly enthusiastic Obama-voting friends to see is that even in the best of times the ability of one person, even the US president, to "change the world" is limited by, er, well, the willingness of said world to be changed. Obama is not going to change Putin into a pussycat, or derail the Chinese pursuit of their own interests, or convince the Muslims to cut those nasty Jew-hating parts out of their Korans, or get the people in Minnesota who heat their houses with fuel oil to bet their lives that solar panels will keep them warm in the winter, or make families with kids start pedaling around in rickshaws. He's one guy, and he, like every president, is constrained more than most people will ever understand by the inflexible facts of political reality.

The people who are expecting miracles are going to be sadly disappointed. That doesn't mean he'll be a bad president, just that he can't put on a show with Bruce Springsteen and make all the icky stuff go away.

What really makes me feel bad for him is the mess he's inheriting, which may be enough to sink him in six months, and which is not his fault.

I know why I am unusually fearful. I didn't feel this way when Clinton was inaugurated. Even though I didn't vote for him, I had then the usual hopeful feeling one has with a new President.

What scares me about a coming Obama Presidency, what will make it different then any Presidency I can think of, is that he will govern without the usual checks and balances that makes this country work and that has prevented previous Presidents from screwing up irrevocably.

Not just that he will control the Congress, but worse, that he will not be criticized by the mainstream media and press. They are invested in him.

He has, IMO, such a free hand that he maybe surpasses FDR. And he will use that power to push a political ideology that may very well do such damage to this Nation that even if later saved may never be the same.

I know why I am unusually fearful. I didn't feel this way when Clinton was inaugurated. Even though I didn't vote for him, I had then the usual hopeful feeling one has with a new President.

What scares me about a coming Obama Presidency, what will make it different then any Presidency I can think of, is that he will govern without the usual checks and balances that makes this country work and that has prevented previous Presidents from screwing up irrevocably.

Not just that he will control the Congress, but worse, that he will not be criticized by the mainstream media and press. They are invested in him.

He has, IMO, such a free hand that he maybe surpasses FDR. And he will use that power to push a political ideology that may very well do such damage to this Nation that even if later saved may never be the same.

That is exactly how I feel ...I wanted a black president one day just like most of Americans ...but not this one ...and he is being excused for so many things because he is black and that was one of my major problems during the whole friggin campaign ...being called a racist for disagreeing with him or his supporters on anything ...enough of that crap ...I am an American first before anything ...I wanted the Best person for the job ...he was not it but we got him anyway because the PC ruled ...I hope this is the last time we deal with this crap ...

I feel like the only way liberals and this new administration will get behind what is best for America is if they attack "The One" personally ...its okay with them if America gets trashed but don't say anything bad about The One ...

Main priority ...keep us safe from harm from the inside and outside ...

I have a Corgi. He's a beast. I love him so dearly...he is the most loyal, most attached-to-me dog I've ever had, and boy, is he protective of me! (He's my second purebred PWC; the first was much more mellow - both incredibly smart.)

I've also got a Corgi/Basset mix who was a rescue, an extremely friendly (he tries to get into strangers' parked cars when we're walking if the doors are open), cuddly, and kind-hearted boy.

Corgis are great dogs!

in this day and age of American Idol, the President has to have an media personality. Clinton was always on the tube as was Obama. Reagan grasped the concept fully. I actually think it would be a problem, "IF" Obama had any kind of real allegiance to the Ideologies he has been sheltered under. I don't think it will be a problem, however, because Obama has a greater allegiance; not so much to America, but to himself. Obama will do his best for the country. I have a Corgi. He's a beast. I love him so dearly...he is the most loyal, most attached-to-me dog I've ever had, and boy, is he protective of me! (He's my second purebred PWC; the first was much more mellow - both incredibly smart.)

I've also got a Corgi/Basset mix who was a rescue, an extremely friendly (he tries to get into strangers' parked cars when we're walking if the doors are open), cuddly, and kind-hearted boy.

I just hate how they keep referring to us as "innocent", because we are on this side of the ocean. They seem to forget that our country was founded by those that seen what was wrong with Europe, that we are, as a nation, older than most European nations in their present state. McCain was fatally flawed from day one. If there ever was a RINO, McCain is it. Reaching across the aisle always meant capitulation. Bush, despite what the media said, is also quite centrist in all things beyond the military. Toward the end, he looked like a beaten down centrist. The guy has a point. If the U.S. is to get help from Russia with anything, we will have to make concessions in return.

Russia wants to bring Ukraine to heel, to Finlandize its near-abroad, and to be feared and respected by its neighbors and others.

In a negative sense, they want the drift toward the EU and NATO of their former colonies stopped. They don't like defensive missiles of any kind in Poland, for example.

They've just finished administering a nice little lesson to Europe about who controls the taps to whose natural gas supplies, and a reminder that even in these days of global warming, winter can be a bitch when the heater shuts off.

Realistically, the best we can make of this situation is to avoid prodding the bear, and give it a few negative concessions: we don't try bringing Georgia into NATO, for instance, and we don't supply Ukraine with antimissile defenses. This doesn't appease the bear, and we don't get any help with anything. We get meddling and denunciations. The bear feels safer, knowing it is feared and knowing that "threats" aren't closing in on it. But it feels also some caution: after all, the adversary hasn't tucked tail and run. Why not? Maybe because it thinks itself strong? Maybe because it has reason to think itself strong?

We cannot be friends with Putin's Russia. Open hostilities are dangerous. That leaves the option of giving each other room and avoiding showy confrontations.

Unless I'm just not seeing a intended sarc tag or that you were quoting an insane appeaser like Indyk, your post reeks like a big, steaming pile of horse manure...are you really that stupid as to think that, by capitulating on Ukraine and Georgia (among other things) as not to make Russia angry, Russia will ever be satisfied by anything we do, make nice, and behave?

I can't remember who said it, but the Russia of the past 15 years or so (up until Putin/Mededev) is an aberration, not the rule; if unchecked, Russia will continue to flex its muscles to show everyone (especially its former satellite states and the EU/NATO) that it can still make life very difficult for everyone else and will ally with anyone who can make problems for the US (such as Venezuela, Cuba, and Iran).

Anyone who blames ACORN for the mess we're in has no clue about the thieving going on on Wall Street. Those horrible subprime mortgages could have been absorbed if their value hadn't been magically inflated by orders of magnitude through the sleight-of-hand, voodoo returns generated by unregulated speculation.

The mistake was when we allowed banks/thrifts etc. to issue mortgages and immediately turn around and sell them to the next guy higher up the food chain, for a profit, and so forth, until most people no longer knew who was holding their note. If the mortgage had to stay with the bank that initiated it, banks would have been more careful. Instead they passed the plate from one hand to another, then the "investment" people bundled them, chopped them up into "tranches", and sold them as the equivalent of stock. Nobody knew what they were holding, they were happy as long as they could see a paper profit. The base value of the original mortgages (both good and bad loans) was vastly inflated by so-called derivatives, until the resulting economic superstructure far outweighed the original loans in value - on paper. This is why things crashed, not because there were defaults on loans - in a normal banking world these would have been covered - but because the robber barons of Wall Street had turned the loans into funny money.

And yes, this was not just the fault of the Republicans, it was largely set in motion by Clinton and Rubin and their fellow triangulators, who were so far up the asses of Wall Street their eyes were all brown.

Of course, it could have been worse - Bush could have gotten his wish and privatized Social Security, handing all of that money to Lehman Brothers etc., too, and then we would have seen that go poof along with Bernie Madoff's fifty billion and all the other worthless paper generated by these genius MBAs.

Pfui.

Mr. Indyk demonstrates several of the fallacies that have historically led to diplomatic disasters:

1.) That nation-states only pursue their own self interests if another nation-state makes them "angry."

2.) That the United States and Europe are the only nation-states with extra-territorial interests.

3.) That a nation-state can be persuaded to abandon pursuit of its interests in exchange for "understanding."

4.) That conflicts between countries do not arise from incompatibility of, or conflicts of interests, but from misunderstandings.

5.) That only the United States and its allies selects leaders that cannot be reasoned with.

6.) That moral responsibility for the death of civilians anywhere in the world is somehow always related to American's use of natural resources.

7.) That naive but well-intentioned diplomacy that results in massacres is somehow preferable to appropriate threats of force that does not.

I have no issue with the rapid investigation and possible prosecution of those who make death threats to our current president elect, for a multitude of reasons, not the least of which is, its against the law.

I'd like to think that each and every public death threat to W that was posted on the Left side of the internet was investigated as fully as it should have been, but I have my doubts, just because of the sheer numbers of those postings.

I'm quite positive that the MSM did not report nearly as many of those Left wing death threats against W as there actually were.
