Egypt Building Nuclear Reactor

Egypt has signed a 10-year agreement with an Australian firm to help build their first nuclear reactor. What could go wrong?

Thursday’s report quotes Prime Minister Ahmed Nazif as saying the 900 million Egyptian pound ($161 million) agreement is a step toward Egypt entering an era of peacefully using nuclear technology.

Egypt’s Electricity Ministry said last month it dropped US construction giant Bechtel as a consultant for the project without giving reasons. But local reports suggested the deal stalled over operation terms.

The entire project is expected to cost between $1.5 billion and $1.8 billion. It is part of plans to diversify Egypt’s energy resources and preserve the country’s oil and gas.

I’m sure this has absolutely nothing to do with Iran’s nuclear program.

ElBaradei, who has welcomed Obama's break from longtime U.S. zero-real-growth funding policy, said penny-pinching imperiled the agency's credibility.

"What you are reaping today is what you have sewn for the past 20 years (of tight funding)," he said in unusually undiplomatic remarks betraying frustration of IAEA staff trying to uphold a mandate covering non-proliferation inspections and aid for nuclear security, safety and peaceful uses of the atom.

"The whole idea that we now have to borrow money or stretch out our hat and say please give us money to do security, safety, is really a bastardization of an international organization that is supposed to be a spearhead of peace and security," ElBaradei said on a tape of his speech obtained by Reuters.

I think the IAEA's reputation has more to do with its leader being a total and complete fucking idiot than any funding issues.

Egypt: International Community's Caution is Sending the Wrong Message to the Iranian Regime

In its June 18, 2009 editorial, the Egyptian government daily Al-Ahram criticized the international community's cautious stance on the unfolding events in Iran. According to the editorial, this caution gives the Iranian regime the impression that the international community will overlook the crackdown on opposition protests so as not to adversely affect talks on the nuclear issue.

Following is a translation of the editorial in full:

"Events in Iran have followed in close succession since the announcement that fundamentalist candidate Ahmadinejad was elected to a second term in the presidential elections. Between the mass demonstrations [of the reformists] decrying electoral fraud, and the counter-demonstrations accusing the reformists of allegiance to the West, the international community has stood confused about what position to take towards this democratic outpouring in a country that is on the threshold of acquiring nuclear capabilities, something all international and regional actors consider an unwelcome development.

"The caution that has characterized the position of the principle international actors towards the abuses occurring in the streets of Iran, up to and including the killing [of protesters], may be sending the wrong message to the ruling powers there. The upshot of this message is that the strong desire to reach a political resolution to the Iranian nuclear crisis and to avoid a clash with the Iranian authorities is a goal that supersedes all other considerations - even if these other considerations be support for international principles and human rights, and the urging of the [Iranian] government to stop the violence and bloodshed and to lend an ear to the views of the Iranian opposition. [This opposition] has expressed its rejection of the election results and its resistance to a second term for the current president, primarily for domestic reasons, and principle among them [Ahmadinejad's] failed management of the economy."

I think you guys are probably taking this too seriously. The proliferation risk depends on the type of reactor. Unfortunately, it doesn't give the type in the article, but if the reactor is a modern light-water variety it won't produce any Plutonium that would be usable in a bomb. Since the reactor is being built by Australians, not say, the Egyptians themselves, or the North Koreans, it's probably safe to assume it will be a design with a reasonably low proliferation risk.

That's what it appears to be, IMHO. They could care less about Israel at this point. The Israelis would never nuke them, and have little interest in their territory. The mullahs of Iran and Ahamdinejad on the other hand would nuke them in a heartbeat.

GNEP's purpose is for this very example. Member states (USA, GB, France, etc.) would provide fuel fabrication and disposal services for less developed countries. It would have effectively, despite the oppositions claims, made null the proliferation argument. Of course, like the rest of nuclear power, GNEP's achilles heel was the politicization of the waste. There is a scientific consensus on disposition of spent nuclear fuel. The politicians don't want to listen.

According to a recent magazine article (Sci AM, maybe) Egypt has been catching up with the region in terms of their own oil/natural gas production. I'll go do a quick search, but the "nuclear power for energy only" theory always strikes me as a bit off when dealing with countries who are theoretically 100% independent already. Plus, the stability of any government in that neck of the woods can shift wildly with a quickness. Today's "moderates" could end up being out on their ears in a few short years.

I'm sorry Charles, but this doesn't actually have anything to do with Iran's nuclear program.

Iran's nuclear ambitions are multifold, but here they are in sum:
1) Iran is building or has built nuclear reactors;
2) Iran is building or has built enrichment equipment sufficient to sustain nuclear weapons development and procurement and is unrelated to Iran's nuclear reactor needs
3) genocidal rhetoric combined with missile tech = enemies of Iran succumbing to nuclear blackmail
4) nuclear facilities are being built in secret/underground/hardened facilities to thwart airstrike or knowledge about true intentions of program.

Point two and four are the key differentiators.

Iran is building an entire infrastructure to enrich uranium, which is unnecessary to the building of nuclear reactors since Iran could obtain such materials from nations like Japan, Germany, France, Russia or China without having to invest in the construction of underground bunkers to build centrifuges to enrich said uranium.

Claims that the Iranians are doing so to expand their domestic civilian program make little sense because of the tremendous costs involved, to say nothing of the secrecy surrounding the Iranian program.

In contrast, Egypt is pursuing the purchase and construction of a civilian reactor from foreign sources. It is not a nuclear weapons or proliferation issue - and is separate from any intentions Egypt may have to pursue a nuclear weapons program.

I think you guys are probably taking this too seriously. The proliferation risk depends on the type of reactor. Unfortunately, it doesn't give the type in the article, but if the reactor is a modern light-water variety it won't produce any Plutonium that would be usable in a bomb. Since the reactor is being built by Australians, not say, the Egyptians themselves, or the North Koreans, it's probably safe to assume it will be a design with a reasonably low proliferation risk.

All LWR's produce plutonium. Some more than others. One of the bombs in WWII was a Uranium bomb (Fatman? I think). It's been a while. So... plutonium may have it's benefits but it's not the only way to skin this cat.

The problem is closing the security gaps in the fuel cycle. Who's doing their enriching? Who's disposing of the waste? Are they reprocessing it or are they simply dumping it?

Despite what many people would like to believe, you can't exactly fold up a spent fuel pin and stick it in your back pocket. The engineering controls to handle and reprocess it are enormous and beyond the abilities of a single individual or small group.

Extracting the Plutonium from a used fuel rod is a chemical process,. This is much easier than enriching Uranium, which is a mechanical process, relying on a small difference in mass (

The anti-Israel groups have called for a national day of de-shelving Israeli products from Trader Joe's stores on Saturday, June 20, World Refugee Day.

Nuclear Weapons Program

The Egyptian nuclear program was launched in 1954. Egypt acquired its first nuclear reactor from the Soviet Union in 1961. The two megawatt reactor was opened by President Gamal Abdel-Nasser at Inchass, in the Nile Delta. The Soviets controlled the disposal of this small nuclear research reactor's spent fuel, which in any event was not capable of producing a significant amount of weapons-grade material. Egyptian nuclear ambitions were discarded following the 1967 defeat at the hands of Israel. Egypt signed the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in 1968 but delayed ratifying it, presumably because the government had evidence that Israel had embarked on a nuclear weapons program. Subsequently, Egypt lost many of its nuclear experts who had to travel abroad to seek work opportunities. Some emigrated to Canada and others joined the Iraqi nuclear program.

Unknown. Any sufficiently powerful nuclear bomb can be used as an EMP weapon. IIRC, it is the altitude that you detonate at that matters. High enough and powerful enough and you get the EMP effect.

A valve rated for the same use, pressure, temperature and volumes would cost several times when destined for a nuclear plant. The normal industrial valve would just have a certification, a valve for a nuclear plant had a file, documenting the source of the metals, all the fabrication steps, the testing results, xray results and a chain of custody.

There was no difference between the industrial value and the nuclear valve.

Just the required paperwork.

Update:

The jury commissioner of my pretty large city just gave me a personal call about my service dog. To recap: I'm due for jury duty on Monday and called yesterday to find out what to expect when I show up with Haku. It turns out this is the very first time they've ever been confronted with such a beast, and so it was referred straight to the top.

She began by demanding to know the medical condition for which I have the dog. I calmly explained to her that under the ADA I am not obliged to go into personal medical details about my disability. She got testy and snapped that she would get back to me. It is now 3:30 EDT and the office closes at 4:30. If I don't hear back from her today I'll be obliged (and am quite willing) to appear at the courthouse on Monday at 8:15 A.M. and see what happens.

This could get interesting.

The reason is, if a valve in a conventional plant fails, it is relatively easy to replace.
In a nuclear plant, if the valve is in a radioactive system, there are a lot of precautions to take, and the valve itself has to be treated as radioactive waste.

So if a valve in a conventional plant fails prematurely, the other conventional plants that use the valve can replace it at much less cost than nuclear plants.
The documentation can indicate whether a particular valve on a particular nuclear plant is likely to have the same flaw - same production run, or same source of metal, etc. This can save money by preventing the expense of replacing the valve if it fails.

The reason is, if a valve in a conventional plant fails, it is relatively easy to replace.
In a nuclear plant, if the valve is in a radioactive system, there are a lot of precautions to take, and the valve itself has to be treated as radioactive waste.

So if a valve in a conventional plant fails prematurely, the other conventional plants that use the valve can replace it at much less cost than nuclear plants.
The documentation can indicate whether a particular valve on a particular nuclear plant is likely to have the same flaw - same production run, or same source of metal, etc. This can save money by preventing the expense of replacing the valve if it fails.

Being somewhat familiar with Navy Nuclear Propulsion, I have to agree with this, and the reasoning behind doing it this way.

To recap: I'm due for jury duty on Monday and called yesterday to find out what to expect when I show up with Haku. It turns out this is the very first time they've ever been confronted with such a beast, and so it was referred straight to the top.

She began by demanding to know the medical condition for which I have the dog. I calmly explained to her that under the ADA I am not obliged to go into personal medical details about my disability. She got testy and snapped that she would get back to me. It is now 3:30 EDT and the office closes at 4:30. If I don't hear back from her today I'll be obliged (and am quite willing) to appear at the courthouse on Monday at 8:15 A.M. and see what happens.

This could get interesting.

Just tell her you're dogged in your determiniation to perform your constitutional duty...

Amen. Admiral Hyman Rickover realized early on that the metallurgy of nuc plants was crucial. He even discussed it with a doctor who was doing hip replacements while the Admiral was hospitalized. It turned out that the bad replacement hips had metallurgical defects.
On another note, Westinghouse Nuclear and Advanced Technology Division is hiring. They are going to build the AP 1000 Pressurized-Water Reactor (PWR)...in China.

When a supplier was supplying for nuc. they'd do the basic mettalurgy for the lot. Then pull a few off the line, in addition to the normal QA, and designate them for nuc. use.

I can understand higher standards for nuc use, individual xrays etc... But the individual file and chain of custody added expense.

Do it on a lot level.

Again, there is a bigger need, if a part fails unexpectedly, (not after it has reached its normal lifetime) to figure out why, and which other valves are likely to fail the same way. The chain of custody can be important as well. Maybe ones stored in one warehouse go bad because dirt got into them due to package damage. You wouldn't want to replace all the valves just because of that. But you would if the problem occurred during manufacturing.

You'll probably find the same paperwork for certain critical aircraft components.

Well, i know some guys on the tour and they say that they are no longer scared of Tiger anymore.

It used to be Tiger would so intimidate the rest of the field that they would all just start palying for second place by Saturday and concede the tournament to him if he was even close.

But not anymore. They see him on the range, they see him spraying the ball into the trees. You can only get so many miracle bounces in a career before the odds catch up to you and you have no shot from the trees anymore.

I have insurance. On a 10,000 my insurance pays 2,000 and I pay nothing. If I didn't have insurance I would pay 10,000, or nothing if I was an illegal. That's a problem.

Then there is the malpractice issue, which seems pretty straightforward. Bottom feeding lawyers and crooked patients use that as a lottery system. Yee haw, Ma. There's two problems that could be solved. Everybody pays the same, insurance or not, and knock of the trailer park trash law suits. Definitely no malpractice reform what with lawyers running the whole show.

Then have the schools teach like, oh I don't know, history, where people learn the government HAS NO MONEY UNLESS THEY TAKE IT FROM YOU.

Just a couple of random thoughts.

After failure is a separate issue.

There is no reason to require that extensive tracking of a object which is successfully being used under the same conditions, just because it's going into a nuc plant.

There is much about nuclear power that would have to be explained to allow you to understand why. Perhaps you should read up on Nuclear Power, and the Navy's outstanding program.

In the 80's I worked for The Sacramento Municipal Utility District/SMUD (non profit) which had Rancho Seco, a "Three Mile Island" (TMI) design nuke plant. After the TMI incedent, Smud completely renovated Rancho Seco to avoid any repeat of the TMI event. This was all done with the plant in operation and still making money.
Now that Rancho Seco went non-nuclear, hows their utility bill looking in Sacramento?

One objective of the tracking is to keep a record of how an item has been stored prior to installation. That is, was it left out in the rain on a pallet in the storage yard for three years, or kept in a climate/humidity controlled warehouse?

Very close, IIRC it was 1978, although one was restarted last year after a long period in mothballs (one of TVA's Browns Ferry units).

You miss my point. A one inch file, attached to a individual component does nothing for safety, it makes nuclear unnecessarily expensive and cumbersome. Just like the whole certification, EIS and etc... the system is designed against nuclear power not to make it safe and cost effective.

Lot and serial number, on a certified line would accomplish exactly the same thing. Nuclear specification makes Milspec look simplistic.

Update to my update:

Just called the commissioner back. She wasn't aware that my jury summons was for Monday, so I'm postponed until they can figure out what they want to do with me and the beast. She said she was unaware of any type of service dog besides Seeing Eye. I thought at least seizure dogs were common knowledge by now, but I guess not.

We even had a local news report recently about a courtroom dog for children who are compelled to testify against alleged abusers. The dog stays with the kids in the witness box and helps keep them calm while answering tough questions from defense council about their rapist grandfather or whomever. Some defense attorneys get really pissed because it gives the child witness added sympathy from the jury. But mostly the jury never sees the dog - she stays in the witness box the whole time. If I were a kid I'd want someone there with me too.

Anyway, I'm a pioneer! Haku will be the first service service dog ever in my municipal court system!

That's if they don't decide to excuse me permanently to avoid the hassle. I think that would be a pity. In fact, if they exclude me, I might even sue.

Yes there is.

On the radioactive side, it is important as you say. On the conventional side, it is important to have the extra assurance against failure since a failure on the conventional side could have a significant impact on the radioactive side. It is but one layer of safety in a place that must be as safe as we can make it.

In his speech on health care to the American Medical Association, President Obama explained why the U.S. has "failed" (yet again) to provide comprehensive reform that "covers everyone." He had a list of the failing people, who "simply couldn't agree" on reform: doctors, insurance companies, businesses, workers, others. And "if we're honest," he said (ergo, disagreeing with this is dishonest) we must add to the list "some interest groups and lobbyists" who have used "fear tactics."

It seems to me, if we're honest, that one other contributor to the health-care morass should have been on the president's list: Congress. Indeed a close reading of Mr. Obama's speech suggests he holds the political class innocent insofar as he blames everyone else but them. Can this be true?

Back before recorded history, in 1965, Congress erected the nation's first two monuments to health-care "reform," Medicaid and Medicare. Medicaid was described at the time as a modest solution to the problem of health care for the poor. It would be run by the states and "monitored" by the federal government.

The reform known as Medicaid is worth our attention now because Mr. Obama is more or less demanding that the nation accept another reform, his "optional" federalized health insurance program. He suggested several times before the AMA that opposition to it will consist of "scare tactics" and "fear mongering."

Whatever Medicaid's merits, this federal health-care program more than any other factor has put California and New York on the brink of fiscal catastrophe. I'd even call it scary.

Spending on health and welfare, largely under Medicaid, makes up one-third of California's budget of some $100 billion. In New York Gov. David Paterson's budget message, he notes that "New York spends more per capital ($2,283) on Medicaid than any other state in the country."

After 45 years, the health-care reform called Medicaid has crushed state budgets. A study by the National Governors Association said a decade ago that because of "new requirements" imposed by federal law -- meaning Congress -- "Medicaid has evolved into a program whose size, cost and significance are far beyond the original vision of its creators."...

Well of course, but they are only allowed to bill medicare for what medicare says they can bill, same as with insurance companies. If medicare fails to pay what medicare owes, I suppose the doc could write that off, but it would probably be challenged.

... unless the IRS agent needs a lap band or something ...

The EU has unanimously condemned Iran's crackdown against the protesters.

British Premier Gordon Brown said Friday that EU leaders are unanimous in condemning the violence against Iran protests.

Speaking at a European Union convention in Brussels, Brown added that the world's ewas now watching the Islamic Republic, and that Tehran must prove that the passing week's violence will not reoccur.

The UK premier added that London's future relations with Tehran will stand on three things: Its ability to prove that the presidential elections were held in a fair manner, observing human rights and maintaining freedom of the press.

Guess they aren't waiting around for Obama to come out and say something other than a bland non-committal meh. It also looks like they're not falling for the "meddling" nonsense either.

The way it works is you get 300 you report 300. Now at the end of the year if you spent 1000 on overhead you lost 700, but you can't simply charge whatever you want and claim a loss on the rest.

And it's actually worse than just losing on Medicare patients. Most have to sign up with HMO and PPO's in order to attract patients, at least in large towns where there is competition. There is a fee schedule so the doc agrees to accept whatever they pay and not charge back the rest to anyone. If they later determine the services were not necessary, the EOB with outright state that it is the docs "responsibility" to give the service away. Meanwhile the utilities, and landlords, and state mandated insurances, and salaries, and school loans, go on and on. It's truly a cluster fuck. My doc opened a botox clinic in the downstairs of his office so he could keep practicing medicine. I kid you not.

For 30 years I listened to my dad (an anesthesiologist) rail against the prospect of socialized medicine. It was a very specific itemized list of the ways it would be bad for doctors and bad for patients and bad for taxpayers. But every single item on his list... the insurance companies have ended up doing it anyway, and it's every bit as awful as if the government had done it. There have to be easier improvements than letting insurance companies, health "management" companies, or the government have monopolies over medicine.

I don't like HMOs getting rich while ripping off doctors and patients, believe me.
