Unlike the G77, they are not necessarily in the pocket of the Chinese and so found themselves arguing against the G77+China group last night.

The last speaker was Lumumba Stanislaus Di-Aping
From the CIA Factbook:
Background:
Military regimes favoring Islamic-oriented governments have dominated national politics since independence from the UK in 1956. Sudan was embroiled in two prolonged civil wars during most of the remainder of the 20th century. These conflicts were rooted in northern economic, political, and social domination of largely non-Muslim, non-Arab southern Sudanese. The first civil war ended in 1972 but broke out again in 1983. The second war and famine-related effects resulted in more than four million people displaced and, according to rebel estimates, more than two million deaths over a period of two decades. Peace talks gained momentum in 2002-04 with the signing of several accords. The final North/South Comprehensive Peace Agreement (CPA), signed in January 2005, granted the southern rebels autonomy for six years. After which, a referendum for independence is scheduled to be held. A separate conflict, which broke out in the western region of Darfur in 2003, has displaced nearly two million people and caused an estimated 200,000 to 400,000 deaths. The UN took command of the Darfur peacekeeping operation from the African Union on 31 December 2007. As of early 2009, peacekeeping troops were struggling to stabilize the situation, which has become increasingly regional in scope, and has brought instability to eastern Chad, and Sudanese incursions into the Central African Republic. Sudan also has faced large refugee influxes from neighboring countries, primarily Ethiopia and Chad. Armed conflict, poor transport infrastructure, and lack of government support have chronically obstructed the provision of humanitarian assistance to affected populations.

United States Department of State
Bureau of Consular Affairs
Washington, DC 20520
This information is current as of today, Thu Dec 10 2009 00:38:40 GMT-0700 (Mountain Standard Time).
SUDAN
April 08, 2009
The Department of State warns U.S. citizens of the risks of travel to Sudan and recommends that American citizens defer all travel to Sudan due to uncertain security conditions and the possibility of violence and harassment targeting westerners. On April 9, the Department of State authorized non-emergency Embassy personnel and family members who had departed Sudan in March 2009 to return to the country. This Travel Warning for Sudan replaces the Travel Warning issued on March 9, 2009, to note the lifting of the Embassy’s authorized departure status.
In March 2009, the government of Sudan expelled numerous aid groups from the country and senior government officials publicly called humanitarian aid workers "spies." Officials from the Sudan Humanitarian Affairs Commission seized the finances and assets of many of these organizations, as well as personal property of aid workers, including passports and laptop computers.
Recent protests have featured sharp anti-western rhetoric. There is a continuing possibility that ongoing protests may encourage violent action against Europeans and Americans.

China Invests Heavily In Sudan's Oil Industry
Beijing Supplies Arms Used on Villagers
By Peter S. Goodman
Washington Post Foreign Service
Thursday, December 23, 2004; Page A01LEAL, Sudan -- On this parched and dusty African plain, China's largest energy company is pumping crude oil, sending it 1,000 miles upcountry through a Chinese-made pipeline to the Red Sea, where tankers wait to ferry it to China's industrial cities. Chinese laborers based in a camp of prefabricated sheds work the wells and lay highways across the flats to make way for heavy machinery.

Another excerpt from the article:
In the case of Sudan, Africa's largest country, China is in a lucrative partnership that delivers billions of dollars in investment, oil revenue and weapons -- as well as diplomatic protection -- to a government accused by the United States of genocide in Darfur and cited by human rights groups for systematically massacring civilians and chasing them off ancestral lands to clear oil-producing areas. The country once gave safe haven to Osama bin Laden and is listed by Washington as a state supporter of terrorism. U.S. companies are prohibited from investing there.

They've also been accused of genocide in Darfur and are on record for providing safe harbor for Osama bin Laden.

U.S. relations with Sudan were further strained in the 1990s. Sudan backed Iraq in its invasion of Kuwait and provided sanctuary and assistance to Islamic terrorist groups. In the early and mid-1990s, Carlos the Jackal, Osama bin Laden, Abu Nidal, and other terrorist leaders resided in Khartoum. Sudan's role in the radical Pan-Arab Islamic Conference represented a matter of great concern to the security of American officials and dependents in Khartoum, resulting in several drawdowns and/or evacuations of U.S. personnel from Khartoum in the early-mid 1990s. Sudan's Islamist links with international terrorist organizations represented a special matter of concern for the U.S. Government, leading to Sudan's 1993 designation as a state sponsor of terrorism and a suspension of U.S. Embassy operations in Khartoum in 1996. In October 1997, the U.S. imposed comprehensive economic, trade, and financial sanctions against the Sudan. In August 1998, in the wake of the East Africa embassy bombings, the U.S. launched cruise missile strikes against Khartoum. The last U.S. Ambassador to the Sudan, Ambassador Tim Carney, departed post prior to this event and no new ambassador has been designated since. The U.S. Embassy is headed by a charge d'affaires.

Sudan broke diplomatic relations with the U.S. in June 1967, following the outbreak of the Arab-Israeli War. Relations improved after July 1971, when the Sudanese Communist Party attempted to overthrow President Nimeiri, and Nimeiri suspected Soviet involvement. U.S. assistance for resettlement of refugees following the 1972 peace settlement with the south added further improved relations.

An ill-chosen voice from Khartoum
The G77 group of developing nations has done itself few favours by choosing Sudan to carry its banner at the Copenhagen climate summit.
SNIP
What is difficult for developed countries to understand is the choice of Sudan as a standard-bearer in the first place. The G77 elected Sudan as its chair in September, 2008, when its genocidal campaign in Darfur was already well known. By March, 2009, Omar al-Bashir, the country's president, became the first sitting head of state to be indicted for war crimes and crimes against humanity by the International Criminal Court, all related to the Darfur attacks that killed hundreds of thousands of civilians. Mr. al-Bashir is a wanted man, and his attendance at Copenhagen is unlikely; Sudanese leadership cannot be credible.

I don't know. I'm listening to the live feed and I'm getting an earful. There's some serious doom and gloom rhetoric being tossed about. The Guardian also gets the lead question for the second time after the Susan led the G77/China representation. The head of the AOSIS delegation is Dessima Williams who is speaking now:
Dessima Williams is a Grenadian diplomat and former Ambassador to the United Nations from Grenada who was reappointed to the ambassadorship in 2008. She was a professor of sociology, development and gender at Brandeis University in Waltham, Massachusetts. 39 | freetoken Thu, Dec 10, 2009 1:12:10am |
Here is that sticking point as I understand it: The AOSIS group's desire to not be flooded translates into a much stricter emissions plan than even originally envisioned by the designers of the Kyoto Protocol.
There is no way to reach the limitations necessary and allow China to continue to grow emissions as they have been. Even if the US would go to 0 emissions (not possible, but let's assume), the limits of the AOSIS can't be reached without the developing world being more aggressive than what China (and in theory Brazil and India) can allow if they are to have any traditional industrial growth at all.
Since everybody knows this, I assume the Chinese led block sees the AOSIS proposal as an out for the US and others to throw up their hands and say "impossible", and the whole arrangement (of having the industrialized world fund some of the developing world's mitigation and adaptation) would collapse.

These details are new to me. I was just reading an article in the Yale Climate Forum and they talk about target temperatures and more:
“I think that arguments over temperature targets are a distraction,” Ken Caldeira, a climate scientist at Stanford University and the Carnegie Institution, wrote in an e-mail exchange with The Yale Forum.
“We should be talking about emissions targets, and the right emission target is zero,” Caldeira said. “We are going to solve the carbon-climate problem when we create an understanding that it is no longer acceptable to use the atmosphere as a waste dump … This should not be a discussion about targets, it should be a discussion about which kinds of objects people should be allowed to build.”
Some are calling for a 1 degree target.

re: #40 Gus 802
The scientific discussion, if I understand it correctly, is what are the real impacts on sea level for any given temperature rise.
During the previous two interglacial periods, roughly 100,000 and 200,000 years ago, sea levels were many feet higher even though the temperature was just a bit warmer than today.
This leads us to the recent paper (to which I linked) which looked at climate changes beyond 2100 and found that there is indeed much more change to come even with a greatly limited emissions regime.
If this is the case, then the AOSIS nations are sunk. Yes, up till 2100 sea level rise might only be say a foot and half - devastating for some islands but not others. However, sea level rises would continue as the glaciers in Greenland and WAIS will respond for many years even after greenhouse gas rises stop.
The hysterics of AOSIS may seem unwarranted today, but over the next couple of centuries they very well could be proven true.
But here again we are the point where we are talking about changes over the next 6 generations of humans, and it is hard to get people agree about what to do for next year's summer vacation, and in light of this trying to manage human behavior for the sakes of their grand-grand-grand-grand children is not a politically winnable strategy.

I'm finding it difficult to grasp actually. It seems as though we're being asked to go from some Highway to Hell to Zero in a couple of years. Or as Gordon Brown said something about a few weeks. How can we realistically go from our Ford F350s to nothing while paying the G77/China and AOSIS countries a dividend while down sizing to prevent a leveling off of sea and land global temperature at our around 1.5 to 2.0 degrees C? And at the same time China is pulling our proverbial chain.

re: #47 Gus 802
As near as I can understand, there are several agendas in play here, not all evident as really being to address AGW.
However, on climate change proper, the problem is that of "sunk cost" when any region or country makes a commitment. E.g., if you build a coal plant, you will likely use it and use it for many decades.
So the urgency for action now is to try and get all the parties to start to change their direction, because if it isn't done now in what is considered the best political atmosphere to date (e.g., the US is no longer stone-walling, the EU has learned from their carbon market experience, Russia is relatively benign in their posturing, etc.).
If under these circumstances a reasonable agreement can't be made, then when will one be made?
And if the worlds waits N number of years more to come to agreement, then during those N years even more sunk costs will be made into carbon based energy systems.

re: #49 Gus 802
I've already mentioned to Ludwig (to his chagrin) that I think we need to be in triage mode now.
I have no faith in humans to act in the best interest of the species as a whole, or the other species on this planet.
E.g., we will not give up our cars in the country, and once it becomes clear that oil production can't keep pace with demand, we will turn to non-oil sources to create liquids, which will spiral us into even greater emissions.
The rest of the world will do the similarly. Only a few European countries met their Kyoto obligations to date, and the developing world wants to burn coal and trees as fast as possible.
IMO, we should make this offer to AOSIS: 40 acres and a mule. IOW, an open door immigration policy (which VDARE will hate, but heh...).
The larger developing countries will have to take care of themselves.

Absolutely, but they've only been able to stretch this out because the rest of the world has allowed it. We (and by "we" I mean the rest of the free world) have put zero pressure on China to do the right thing instead of what they feel is in their best interests. Hi kids!
Obama's speech was very good. He began by acknowledging that there were others more worthy of the prize, those in the trenches working for peace, but that he also understands why he was awarded the prize . . . that he is the leader of the nation that has sacrificed much in the name of world peace
After the ceremony he did talk with the King, Queen, Crown Prince and Princess among others. I do believe the Royals are a bit disappointed as are the Norwegians, and that Obama's handlers have sort of blown it here . . . spending more time with the Nowegians would have been time well spent, but be that as it may . . . they love Obama intensely here.

The Great Flagpole Dispute of 2009 started last summer when Van T. Barfoot, a retired Army colonel who single-handedly took on three Nazi tanks in World War II, moved to the Sussex Square neighborhood near Richmond to be closer to his daughter. Barfoot believes in flying the colors of the nation he loves, so he erected a flagpole in his front yard.

re: #151 Sabnen
I think a degree of snubbing was in order. Best of all would have been to simply refuse the prize on the grounds that it was, at best, premature and that nothing deserving of it had actually been done. Given how unlikely that would be, accepting and bailing and denying the Committee a splashy publicity spectacle sends at least a muted message that those in charge of this prize have watered down it's prestige and need to rethink their stance and manipulation of it if they want it to regain any of it's past lustre.
So, good on 0bama for treating this as the second-rate event it's made itself into.

I'm aware of that. You have to go back quite a while before you find a period where it had prestige, but it did at one time.
Awards to Arafat and Carter are difficult stains to remove. And awarding it without merit sullies it even further.

Actually, not so much. Listen, i'm as "patriotic" as they come, but he moved into a complex WITH HOA restrictions that he had to agree to in writing (signed Home Owners Association agreement) or else he would not have been able to buy there. (THE biggest reason I chose the sub division I live in rather than one with an HOA)
That stated, and as onerous as most HOA's are (that I've encountered) we are still a nation run by the rule of law.
I salute this mans service to my country for all those years and I respect him as an elder, but he knew going in what the lasw were

re: #165 sattv4u2
I do have a question. Is it known what the specific terms of the HOA were? Were flags not allowed at all, or just not allowed to put up a flagpole and fly the flag from it? There's a big difference between the two.
171 | SixDegrees Thu, Dec 10, 2009 6:26:35am |
re: #158 rwdflynavy
I'm glad this turned out the way it did. But I have mixed feelings about the problem that arose. It wasn't that Barfoot had erected a flagpole; it's that he erected it without obtaining permission first. The result was a pissing match between the Neighborhood Association and...well, pretty much everyone else. But it would have been better if Barfoot had simply put in a request first. If permission hadn't been granted, then I'd wholeheartedly take his back. As it is, he isn't without blame here.
The NA could have also conducted themselves better, rather than digging in their heels over a violation that could have been better dealt with by granting retroactive approval.

They SHOULD, but they DIDN"T, so again his options should have been obey the laws he signed up too, work to change that one restriction (lobbying others in the HOA) or move to somewhere that does NOT have that restriction. I know the last sounds draconian especially for a man of his age, but as I stated, he knew what the restrictions were prior to buying there

They don't have any specific rules against such things. The problem arose because Barfoot never obtained permission to erect the flagpole, and never even asked for it; he just went ahead and put it up.
The issue wasn't about flags, it was about not following the association rules. The same thing would have happened if he had installed a garden shed or other structure without approval, as an example.

I too live where a HOA operates - in fact it's one of the oldest in the nation and is specifically exempted from NJ HOA laws, so it operates quite differently than many others.
The benefits of the HOA mean that we can't build McMansions and the area is treated as a historical district because of its design and plan to minimize reliance on cars.
Yet, we are not allowed to post political signs or signs generally. I think it's wrong, and I would like to see that changed so as to allow political speech, but we do allow flags to fly...

He can keep giving it but I really don't think it will change much. On the left there is a very strong feeling that we are in Afghanistan without any good reason. With regard to war the left doesn't normally jump on the band wagon very easy just for patriotic or hawkish reasons. They normally want some concrete reasons to be putting our troops in harms way and spending our money.
What I'm saying is, with regard to the left, it's details that have a chance to sway things. Personally I'm not excited about sending more troops or even staying more than another year but... that opinion is open to adjustment if I felt like there was some real benefit to additional efforts.

I salute this mans service to my country for all those years and I respect him as an elder, but he knew going in what the lasw were
Booo! We may be a nation run by the rule of law but that doesn't excuse the total lack of common sense displayed by the HOA. There are exceptions to every rule and since the only complaints came from the HOA and not his neighbors they should have pulled their heads outta their asses and let this old MOH winner fly the flag.
[Link: www2.timesdispatch.com...]
There is no provision in the community's rules expressly forbidding flagpoles, Barfoot's daughter said. But she said the board ruled against her father's fixture and ordered it removed in July, deciding that free-standing flag poles are not aesthetically appropriate. Short flag stands attached to porches dot the community.
The HOA decided on a whim, without it being written into his contract, if he was allowed to put up a 21' flagpole. Another "booo!" is appropriate for their behavior.

I disagree about the motivations on the Left. They simply don't want to do the heavy lifting of defending the nation against the very enemies that struck at the US on 9/11. It's reflexive that they seek appeasement and accommodation, and it took the national outpouring of anger to push them to act after 9/11 to approve the mission in Afghanistan.
The Democrat party has internalized all the wrong lessons from Vietnam, and they see it in every corner of the world when it comes to dealing with our enemies - they believe every conflict will result in another fiasco, ignoring the fact that it was a failure to deal a decisive blow to the enemies that prolonged the conflicts. Col. Barfoots MOH citation:
For conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty on 23 May 1944, near Carano, Italy. With his platoon heavily engaged during an assault against forces well entrenched on commanding ground, 2d Lt. Barfoot (then Tech. Sgt.) moved off alone upon the enemy left flank. He crawled to the proximity of 1 machinegun nest and made a direct hit on it with a hand grenade, killing 2 and wounding 3 Germans. He continued along the German defense line to another machinegun emplacement, and with his tommygun killed 2 and captured 3 soldiers. Members of another enemy machinegun crew then abandoned their position and gave themselves up to Sgt. Barfoot. Leaving the prisoners for his support squad to pick up, he proceeded to mop up positions in the immediate area, capturing more prisoners and bringing his total count to 17. Later that day, after he had reorganized his men and consolidated the newly captured ground, the enemy launched a fierce armored counterattack directly at his platoon positions. Securing a bazooka, Sgt. Barfoot took up an exposed position directly in front of 3 advancing Mark VI tanks. From a distance of 75 yards his first shot destroyed the track of the leading tank, effectively disabling it, while the other 2 changed direction toward the flank. As the crew of the disabled tank dismounted, Sgt. Barfoot killed 3 of them with his tommygun. He continued onward into enemy terrain and destroyed a recently abandoned German fieldpiece with a demolition charge placed in the breech. While returning to his platoon position, Sgt. Barfoot, though greatly fatigued by his Herculean efforts, assisted 2 of his seriously wounded men 1,700 yards to a position of safety. Sgt. Barfoot's extraordinary heroism, demonstration of magnificent valor, and aggressive determination in the face of pointblank fire are a perpetual inspiration to his fellow soldiers.

The very first gulf war, and even Bosnia and Afghanistan, should tell you all you need to know about how the democrat party views the use of military force.
Locker might get pissed at me for this one, but... I know he served in at least one of those. So using blanket statements like "The left doesn't want to defend America" against a vet is a pretty pitiful tactic in my opinion.

re: #225 Locker
Asking questions about why going to war with al Qaeda and the Taliban in Afghanistan? Really? What questions are appropriate to ask - how many troops to send, how quickly to send them, and how much money to put aside.
You are joking right? Alrighty then. Consider the fact that Democrats are currently trying to: 1) limit the number of troops; 2) limit the money and look for all kinds of ways to hamstring the effort by proposing taxes and "fiscal responsibility" when they're busy throwing all kinds of money at social issues of dubious intent (aka pork) in the stimulus package; 3) question the utility of going to war in Afghanistan altogether and are looking for a lighter footprint citing all manner of issues dealing with Afghan infrastructure.
On that last point, it's almost hilarious to hear people like Kerry and others question Rumsfeld's decision to go in to Afghanistan with too few troops (most notably in relation to the Tora Bora campaign) at a time when the Democrats are resisting troop increases for precisely the same reasons alluded to by Rumsfeld and the DoD at that time - limited logistics, supply lines, difficult winter conditions, etc.

My brother and I were there too but that's irrelevant. What is relevant is the lack of consistency in their arguments. On the one hand they argue we cannot act unilaterally and yet 90% of their party voted against the use of force in the first gulf war when Bush Sr. compiled the largest multi-national force in the history of the planet. The left in this nation is stuck on vietnam and they can't seem to get over it. They completely ignore the lessons learned in that theater and instead make up their own version of reality. It doesn't fly. I didn't necessarily agree that the "left doesn't want to defend America", they just never see a need for ground troops which is what my Bosnia remark was in reference too.

For Utah lizards
I mentioned the I-15 Core project whose winning design team was announced yesterday but I did not say what the project actually was. Here's a brief description from I-15 Core's website.
[Link: www.i15core.utah.gov...]
I-15 CORE expands the freeway by two lanes in both directions from Lehi Main Street to Spanish Fork Main Street; extends the express lane from University Parkway in Orem to Spanish Fork; rebuilds and reconfigures 10 freeway interchanges; replaces and restores 55 bridges; and provides additional improvements that will meet or exceed travel demands through the year 2030 including using 40-year concrete pavement along the entire corridor. An aggressive timeline, designed to minimize inconvenience to the public, has been set. It is anticipated that construction will start in spring 2010 and be completed as early as December 2012. The current number of traffic lanes will be maintained both southbound and northbound during the majority of construction.
In other words, it's a pretty frickin' huge and impressive project that will be complained about for the next two years.

I agree with Walter here. Al Gore's involvement in Global Warming irked the hell out of me. Excellent link. I don't often lean back and think 'i'd really like to be a Norwegian government official', but in this case i'll make an exception. How much fun would it have been, after Russia initially denied that there had been a missile test, to go to the press and say "The Russian official is a fool. Of course there was a missile test. They told us last week that there would be a missile test."
ok, so i have a weird idea of fun. but then, being a Norwegian government official, i could drive a half-hour away and strap on my snowboard. Instead, i dream of mountains from flat Florida. sigh.

Yes... these remarks seem reasonable...
"In them, Obama refused to renounce war for his nation or under his leadership, saying defiantly that "I face the world as it is" and that he is obliged to protect and defend the United States.
"A nonviolent movement could not have halted Hitler's armies. Negotiations cannot convince al-Qaida's leaders to lay down their arms," Obama said. "To say that force is sometimes necessary is not a call to cynicism, it is a recognition of history."

That has always been my problem. 5 or 6 years ago the science was settled regarding when humans made their first appearance on the North American continent. They believed it was 13,000 years ago. Turns out it's closer to 50,000 years ago which means the settled science was only off by about ~350%.

I don't agree... we talk settled science here all the time.
I know and it is wrong to do so...Newton laws of gravity were thought to be settled till Einstein came along. Science is never settled that is its heart...inquiry. However we can, and often do, have scientific data that is so grounded that we feel comfortable acting.

NYT's oops:
[Link: www.mediaite.com...]
What I would like to know is who thought this was a good idea? In this year’s NYT’s Annual Holiday Gift Guide there is a section devoted to “Of Color %P% Stylish Gifts.” From the intro to the section.Somali fashion, do-it-yourself henna kits, children’s books that draw inspiration from the lives of Barack Obama and Sonia Sotomayor: it’s not hard to find gifts created for and by people of color this holiday season. Here are some possibilities.
I had to read that twice. Because really New York Times? NYTPicker, who was the first to note the addition thinks there’s no other word for it but racist. I’m not sure I’m willing to go that far. But badly, terribly thought out, bordering on offensive, absolutely.

What's possibly "racist" about this ad?
Personally I think having a section devoted to gifts for "colored" people offensive. I might be being a little too thin skinned about it but in a thread yesterday someone used the word "boy" and was roundly thrashed for it.
FTA:
Meanwhile, if they are going to include sections devoted to particular segments of the population why only highlight one based on race? (Why highlight it at all, really … there are plenty of things listed here people who are not black or Latino may want, but anyway.) Why not have a section for the gay people in your life? Or Jewish? The answer, of course, is because it is insulting and offensive and so utterly at odds with how the NYT conducts itself in all other areas of the paper.

There was consensus on Kyoto - and for all the hoopla surrounding its targets; they failed miserably. Nations that committed to the Kyoto protocols failed - the EU fells short, and global emissions grew tremendously, particularly because of the steep increase in Chinese emissions. India was right behind, and the US emissions grew during that period as well.
Now, they're looking to create a regime similar to Kyoto for the period after Kyoto expires. That's why this is so damned important, and yet we've seen the same countries fail to curb their emissions unless their economies decline (reducing output as a side effect of economic slowdown).
The science isn't even at issue here - it's a political game, and it's a shell game at that.

Ethnic target marketing is decades old, and there's nothing wrong with it. In fact, back in the bad old days, that was one of the grievances minorities had against society--that Madison Avenue ignored them. I think I remember a campaign that Jesse Jackson launched one time years ago, urging the black community to spend dollar coins one day, to show their economic presence, and get advertisers to pay attention to their unique desires.

Walter, I'll use the evolution example, although admitting there may be more questions about AGW. You can accept that both evolution took place and that man is warming the planet and still expect to not have all the answers.
I think it is settled science that the earth is warming, and that man's contribution of CO2 is causing much of it. We can quibble around the edges while agreeing some action is prudent.

I think the models are crappy. I was debating Obdicut about it a week or two ago. And yet Charles didn't revoke my membership - in fact, he gave me a ton of reading material, much of it helpful. But the models are still crappy. So you can say that in general, it seems to be settled that there is some AGW, but that you have less faith than most in the current long-term climate models and their respective margins of error. You'd be pretty darn close to where I am, and i still feel right at home here...

re: #384 lawhawk
I recommend folks look at the freetoken/Gus interchange up thread.
China has done, IMO, a pretty substantial demonstration of "soft power" at this conference. They have managed to get most of the poor countries coming to China's demands for a continuation of Kyoto where China / India get a pass on carbon caps while getting the bonus of receiving tax payments from the US/Europe. All while China is on a trajectory to emit as much CO2 in 2040 as the entire world does now, even after doing "carbon intensity cuts" of 45% every 10 years.
China has done a very effective media campaign with US media parroting that China has "stepped up" to cuts when they have not in the least.
Absurd that China (the world's largest emitter of GHGs) should be able to triple CO2 output in 30 years and be subsidized by "rich countries" in order to do it. Yet that is precisely where the conference is - supporting such a protocol.
I am with James Hansen on this one - this approach needs to fail.

Walter - give this episode of BBC's One Planet series a listen. It's from this morning, from the Copenhagen conference, and they buttonhole a scientist who has some interesting things to say about both the science and the conference.
For one, he wasn't happy with those who portray the scientific conclusions about AGW as absolute and certain. His take was that it's much more like a plane that has a 50/50 chance of crashing, and whether you'd want to get on it - probably not, but also far from the utter certainty over outcomes that are so often put forward. He was also harsh towards those scientists and others who portray the most extreme, doomsday scenarios. His reasoning was similar - there is a certain probability of such outcomes, but they are often worst case scenarios and those who fail to make that connection are chided for pursuing a policy that basically shuts down discussion and suggests to many that the problem is simply too large to do anything at all about.
Many of the points were similar to those I've made here, and I've gotten the same reaction you're describing - basically being shouted down for suggesting that there's even a hair's breadth of uncertainty involved or that the future might not be quite as bleak as suggested.
It's a refreshing report in many ways. Give it a half hour if you can spare it.

AGW Supporter here. I'll tell ya what I see happening, and what I'd like to see. First, after checking on wikipedia quickly, I see that 20% of the emissions come from China. The bulk of the rest come from nations with free market economies (US-style economies roughly). So in these free nations, for the most part its not the government producing the CO2, its private industry. I'd like to see a Copenhagen-style conference, but not with governments. With the actual companies producing the CO2. Have the free market come up with its own solution. But since this doesn't seem to be on the table at at all then yes, I think government needs to be involved.

I'm getting a creeping epiphany about the Copehagen conference. The science may be beyond me, but the politics isn't. The end product is going to be a consensus monster beyond all imagining.
Here's a synopsis of the politics.
Okay I think we should all do something.
Guy in the corner: Why it's not settled, it's not THAT bad. I don't understand...
Shut up go stand in the corner or something you're an idiot.
Okay back to the topic at hand. Guys we really should do something.
Everyone else "Yep yeah, yea haw!"
'rabble, rabble, rabble, rabble...think of the kids...rabble, rabble"
Shit this is like hard and stuff.
"rabble, rabble, rabble..."
"Okay we can do this if you do this!"
Wtf the fuck are you serious? We're not going that look at what you guys are doing!
Well we have to do that. Your the bigger problem you should do this.
Screw off, we ain't going to do that unless you guys do this and hell look at what bozo brain over there is doing.
Well if we do this then it's going to kill us economically, politically [insert reasons here]
Yeah well if we do that it's going to kill us, economically, politically [insert reasons here]
Guy in the corner: Can I say something?
Everyone: Shut the fuck up you ain't helping things here.
"rabble, rabble, rabble..."
Hey what about that guy in the corner anyways. If he doesn't agree to at least something then he gets a whole lot of benefit.
Rogue!
Asshole!
Just friggin ignore him.
Shit this is like hard and stuff.
Guys check the time here we're running out. We really have to do SOMETHING.
Yeah, yeah okay. You're right.
Okay so and so won't do this if we won't to that and so and so over there won't do this if so and so won't do that. And so and so over there won't...
This is getting confusing.
I'm tired.
Can I go home yet?
Time people, it's a wasting!
Okay, nose to the grindstone.
Oh hey we have an agreement! This, that whatnot...
Someone pipes up: You know as much as I'm happy and everything I'm not sure this is really going to do much.
Well who the fuck cares we at least can all agree on it, right? That's what's important.
Guy in the corner: I don't agree!!!
Everyone: Shaddup!!!
Sure we agree but I thought we were, you know, actually supposed to do something that would you know DO something.
We did do something. We agreed to do something that we all agreed on.
But, but that something won't really do something!!!
Oh shaddup. I'm tired and I want to get to the big speech part. The food is better there.

Hmm. Something wrong with either the stream or my Linux-based player. It craps out after the first couple of minutes.
But he didn't seem like a fruitcake of any sort. He was, in fact, one of the most reasonable voices I've heard on the topic, giving quite frank explanations of what science can know and can't, and although pressing for an agreement to be reached reducing carbon emissions, also realistic about the prospects for such an agreement emerging. In his view, the world isn't going to end if Copenhagen doesn't produce some of the more draconian results being demanded by some; he would view an agreement, say, between the EU, US, China and Russia for modest reductions over the next decade or two significant and sufficient to at least build upon, even if the reductions don't rise to the levels some are pressing for.
I agree that some here, hearing him claim that demanding the US or any other country cut it's emissions to zero (as some have proposed) is preposterous would brand him a denialist and flog him publicly if they ever encountered him face to face.
Anyway, give it a listen. Maybe I was out of the room when they announced he was an escaped mental patient off his meds.

Well, neither yes or no will answer "how many" (giving you a little shit there, Walter ;) )
Read freetoken's comments. They are sage IMO. Copenhagen isn't about science. Not remotely. It is about economic development rules.
And we all have an interest in that regardless of where we stand on AGW.
China and India are happy to have industry move from places where labor costs and regulation are comparatively higher. China, for example, has "lights out" laptop factories where almost the entire laptop is built by robotics. You'd think with such a low labor cost that Boulder Colorado could have such a plant and compete with China. But China maintains very little in environmental regulation. Not just carbon, but the nasty stuff that gets washed off of circuit boards when they are manufactured.
China and India want to use AGW and their developing nation status (as well as their giant populations) to create a protocol where they are essentially laisez faire zones for industrial activity. They then get a permanent advantage over all other competitors in the global market place.
it isn't just AGW - I have sat in Korea as the brown clouds drift over from China and make the air almost unbreathable.
I know that doesn't answer your question directly, but that is what is actually taking shape in Copenhagen and "the deal" that appears to be in the offing would not reduce emissions AND create the structural trade disadvantage/ unwarranted wealth transfer that many skeptics fear.

No, I'm not. To me its a simple formula. Per capita CO2 production. Any other number is bullshit. We all have the same responsibility to cut. I also think that countries that import goods/Power from other nations should take responsibility for a certain portion of that CO2 production in the first place.

re: #419 McSpiff
AGW Supporter here. I'll tell ya what I see happening, and what I'd like to see. First, after checking on wikipedia quickly, I see that 20% of the emissions come from China. The bulk of the rest come from nations with free market economies (US-style economies roughly). So in these free nations, for the most part its not the government producing the CO2, its private industry. I'd like to see a Copenhagen-style conference, but not with governments. With the actual companies producing the CO2. Have the free market come up with its own solution. But since this doesn't seem to be on the table at at all then yes, I think government needs to be involved.
get out a spreadsheet and plug in china's population, gdp, growth rates of both, their carbon emissions (China #1 at 21.5%) and then calculate China's "carbon intensity" (tons of CO2 per $M of GDP). Then calculate what their emissions will be if they "cut" carbon intensity by 45% every 10 years. In 30 years they will emit more than the entire world does now.
That is no cut. That is no solution. That locks the world into a development model where China and India get to operate under Business As Usual while the West cuts and the truly poor stay poor.
It is a mind boggling turn of events, but that appears to be where this conference is headed. Fortunately, the Obama Admin is on record candidly stating that nothing will get done unless China signs up to actual cuts.
At this point, it won't happen.

I'm all about A Christmas Story. National Lampoon's Christmas Vacation is a close second, probably. I can't say I hate It's A Wonderful Life, but I've seen it about eleventy billion times and I don't think I could handle another minute of it.
You would probably like our version. It's 5 actors playing all the parts as if it were done as a radio show in 1946. So, there is two stories going on, the "Wonderful Life" story and the personal stuff going on between these "radio actors" which comes across as they are performing the radio script. There are a lot of "asides" going on which the "studio" audience gets to see.
And on top of that, toward the end of the show, the "George" character actually starts acting out the "you've never been born" segment, talking him out of the "studio setting" almost like a "twilight zone" incident.
It's very clever and at the same time sticking to and honoring the original movie. There's a lot new in it for those bored with the same old story, yet the same old story is front and center for those who need their yearly dose of "Wonderful Life."

Think in terms of percent increase. The US has been a fairly static 20% and has not increased emissions very much. China is obvious, and India has been increasing in relative terms even if its absolute output is not significant to date.

re: #438 McSpiff
No, I'm not. To me its a simple formula. Per capita CO2 production. Any other number is bullshit. We all have the same responsibility to cut. I also think that countries that import goods/Power from other nations should take responsibility for a certain portion of that CO2 production in the first place.
You can't do per capita CO2 right now and expect it to work.
If China gets to have per capita CO2 production matching today's US per capita then they get to exceed all of the world's combined CO2 production plus 10%. That won't solve a thing.
It sounds hypocritical, but it is about development. Developing nations need to build up using clean infrastructure while developed nations need to swap out dirty for clean. that will take time and over that time there will be a disparity between the per capita of the 2 groups. But they will be on a trajectory to converge. In 50 years they can be the same, but insisting on it now won't create a solution - it will create more CO2.

It's their growth rate. Their economy is expanding rapidly, fueled more by service industries like software than by manufacturing, and this is creating a burgeoning middle class, with an insatiable appetite for all the appurtenances of middle class life in the West - clothing, big screen TVs, air conditioning, cars and on and on. If you don't think adding, say, a third of a billion cars to the current world total over the next 10 to 20 years isn't a problem, you need to think about it a bit harder. Even simply providing enough electricity to meet demands is going to be exceedingly difficult - without any regulation.
Also, look up the "Asian Brown Cloud," a gigantic blot of particulate pollution dense enough to reduce crop yields in eastern Asia, produced largely by inefficient combustion of cooking and heating fuel - like wood - still in use by vast numbers of people in India and the surrounding region. Moving that combustion to other sources, whether electric or fossil, is another looming challenge.

I agree that there is a disparity and that it seems intrinsically unfair. But we have to play the cards dealt. The west industrialized unaware of GHGs.
India has been in lockstep with China on insisting that they 1) get no actual carbon cap or cut; 2) get to make a pledge about cutting "intensity", though such a pledge in non binding; and 3) insisting that the Kyoto concept of developed nations providing subsidies to the developing stay intact.
Many of India's problems are of India's making. Just the same I am happy to see Indians competing in the world economy and becoming more prosperous. I just won't be guilted into given India and China a status that allows them to import every dirty industrial method for making things in the name of equity.
The big emission sources are transportation and industry. Transportation emissions can be attacked via electric vehicles and urban planning (the US is at a distinct disadvantage here - we have urban sprawl that will take time to re-develop into concentrated cities where clean public transportation is viable). Industrial emissions won't be rolled back if a dirty plant is simply allowed to move to the lowest cost jurisdiction - yet that is what both China and India are aiming for. they want the flood of wealth that comes from being industrial powerhouses and having a built in cost advantage of cheaper energy sources and no regulation of waste would give that to them. And the whole world will suffer for it. All to allay some misplaced guilt.

Oh, wait - that's what we're already doing.
Already stated in a previous post that importing goods should require the importing nation to take a certain degree of responsibility for the CO2 production used to produce them + ship them. If anything I feel the US should be able to shift responsibility for its CO2 production to its trade partners.

Nope, that's not what you're being told. You're being told that they have work to do just like the rest of us.
I guess my opinion is simply that the US and China (especially China) are the obvious, low hanging fruit that could have an impact today, not at some point down the road when nations like India are an actual concern.

JEFFERSON CITY — A day after he was charged with felony assault for a Nov. 15 incident in Scott County, former Missouri Speaker of the House Rod Jetton closed down his political consultant business, Rod Jetton and Associates.
Jetton’s lawyer, Steven Wilson, announced in an e-mail that the Marble Hill Republican would be leaving politics to focus on defending himself against the charge that he choked and hit a woman during “rough intercourse.”
...
In a probable cause statement attached to the complaint, a Sikeston police officer said the woman who was with Jetton went in and out of consciousness after drinking wine and being struck by Jetton. The woman said the two had agreed to a “safe word” of “green balloons” if the sex got too rough.“You should have said green balloons,” Jetton allegedly told the woman the next morning, according to the affidavit

OT:
Bill Roggio has more on the five people arrested in Pakistan who had previously been in the US. Of note, the 11 minute martyrdom video and CAIR's actually responsible actions in reference to the video and informing the authorities.
I watched yesterday's CAIR press conference on this incident; the statements in that conference comprise basically the entirety of the quotes from Muslim community leaders appearing in the CNN piece. The press conference was, reasonably enough, sparse on details due to both privacy considerations for the families and also the fact that there is an ongoing investigation. However, reading between the lines it actually provided a fair amount of information. One very interesting detail, which had been divulged to CNN in advance of the press conference by CAIR's Ibrahim Hooper, was that one of the men had left behind an 11-minute video. At the press conference, the speakers would not classify it as a martyrdom video, but strongly implied that it was. CAIR's Nihad Awad said the content of the video "disturbed" him, that it referenced "the ongoing conflict in the world, and that young Muslims have to do something." It was clear from Awad's remarks that the video had theological content, and he described it as "like a farewell." Last night I spoke with a high-level source in US intelligence who has also watched the video. He explicitly characterized it as a martyrdom tape, and said that the individual who made it claimed to speak on behalf of the group.
It is unusual for would-be jihadists to make martyrdom tapes in advance of receiving training, and jihadi groups tend to discourage this practice for obvious reasons that are made clear by this case: the tape can be found before the men have received a mission of any kind. In this case, the fact that one man made a tape before going to Pakistan suggests that he may not have intended to return to the US. There is, according to my source, a lot of talk of Afghanistan in the video: perhaps he intended to fight coalition forces there. But if the men succeeded in liaising with jihadi groups and received training, there's no guarantee that they wouldn't have been sent back to the US.
Were the five men who were reportedly arrested in Pakistan able to liaise with a terrorist organization? Tahir Gujjrar, the Sargodha police superintendent quoted in the above CNN piece, claims that they were not because neither Jaish-e-Mohammed nor Jamaat ud Dawa showed interest in them. Certainly there are other cases where Westerners with the intention of linking up with jihadists in Pakistan have been turned away. In the recent Tarek Mehanna case, his associate Ahmed Abousamra was unable to gain admission to training camps in Pakistan. The criminal complaint filed by FBI Special Agent Heidi L. Williams in that case notes: "ABOUSAMRA made contact with terrorist groups, included Lashkar e Tayyiba ('LeT') and the Taliban. However, because ABOUSAMRA was an Arab (not Pakistani) the LeT camp would not accept him, and because of ABOUSAMRA’s lack of experience, the Taliban camp would not accept him."
But the intelligence source with whom I spoke last night said that they had not in fact been turned away: they were arrested in a guest house where they were waiting to be placed in a new class of trainees. Since I don't have access to the underlying information upon which these conclusions are drawn, I can't definitively say whether the jihadist groups that these men allegedly reached out to did in fact intend to place them in camps. Rather, I want to note that Gujjrar's preliminary assessment is not uncontested.

Price is an accurate reflection of cost.
Also: You're incorrect, neither labour nor energy cost anywhere near the same in China as the US. Thats literally the entire point. China is building dime a dozen coal fired plants that produce vast amounts of CO2, beyond anything the US would allow. It also significantly lowers the cost of energy in China, at the price of increased CO2 production. Thus the chinese product is cheaper, while producing more CO2. So how exactly does price account for CO2 again?

Photographer arrested at mall after taking holiday photos
CHARLESTON, W.Va. -- An award-winning video journalist was arrested by Charleston Police Tuesday after he took pictures of Santa Claus and a choir at the Town Center Mall.
...
Rensberger is a freelance videographer and in 1991 won an Investigative Reporters and Editors award and was named National Press Photographers Association Photographer of the Year. He said he takes photos of all the places he visits and sends them to his girlfriend in D.C.He went into a store to shop for a scarf for his girlfriend when two men stopped him and told him he had taken a photo of one of their children with Santa Claus.
"I didn't even realize there were kids in the shot. It was a wide shot," he said.
Rensberger said he apologized and pulled out his camera and erased the photographs of Santa Claus and the children. He said he scrolled through the photos so the men would know there were no more photos of the child on the camera.
...
When he was finished in the store he walked by "Santa's Cabin" again, talking to his girlfriend on the phone about what had just happened. He saw one of the two men who had stopped him talking with police and mall security.
"I thought, how crazy is this, all these officers for taking pictures of Santa Claus," Rensberger said.
Rensberger said Basford stopped him and said, "Why are you taking pictures of kids?"
Then it turned violent...The officer in question should be fired and charged with assault. The kids father needs a good kick in the ass too.

The amount of electricity to make the same products may be similar, but how the amount of carbon emissions will vary greatly between electricity generated by natural gas, nuclear, or coal burning plants. China is big on coal and it is cheaper, so the amount of emissions is not simply captured in the price.

The problem with #3 is that it's not going to happen. China's economy is driven by it's exports, and it isn't going to hamper those exports in any way, either by charging more or reducing them. China has basically said as much many times; it's targets for yearly economic growth don't allow for such a solution. Hence their yapping about "carbon density" reductions instead of, you know, reductions.

Who said anything about letting China match the US'a per capita? US cut to china's per capita and I'd be happy.
China is at 4.61 tons per person while the US is at 18.92.
We currently emit 5,752,289 kilotons of CO2 per year. To get to China's per person we need to emit 1,400,348 kilotons.
To do that we will have to eliminate all CO2 from electrical generation (plausible with nuclear power), all transportation (electric cars will help, but trucking, jet travel and trains are a different matter), and all commercial/agricultural emissions (CO2 given off from things like making concrete, making chemicals, fertilizers and whatnot) in order to meet that number and not change residential or industrial usage (oil heating of homes, non-grid energy inputs for industrial activity).
Not something that can happen overnight.

China emits roughly the same number of co2 despite an economic output of 1/3 of ours. it should suggest that they can emit 2/3 LESS by simply arriving at the point where we are today.

Not something that can happen at all, realistically. Although there are attempts to push such draconian nonsense at Copenhagen, most realize that they are counterproductive and give everyone a handy excuse to walk away in disgust.
Unachievable "solutions" are no solutions at all. They're jokes.

China emits roughly the same number of co2 despite an economic output of 1/3 of ours. it should suggest that they can emit 2/3 LESS by simply arriving at the point where we are today.
that's why you have to measure emissions per economic output, unless you want to lower emissions by greatly increasing poverty.
That seems to be the goal of many.

re: #591 SixDegrees
The problem with #3 is that it's not going to happen. China's economy is driven by it's exports, and it isn't going to hamper those exports in any way, either by charging more or reducing them. China has basically said as much many times; it's targets for yearly economic growth don't allow for such a solution. Hence their yapping about "carbon density" reductions instead of, you know, reductions.
I agree. i didn't say it was realistic, i said that it was more sensible than #2, which is the same concept applied less sensibly.
and as a result, Copenhagen is a waste of time. if China doesn't allow for this sort of a solution, then it's like trying to quit smoking in a small car while your friend puffs away. waste. of. time.

Coal is traded on the world markets. If China can build power plants more efficiently than the United States, that has nothing to do with the cost of fuel and everything to do with the cost of labor.
Rinse and repeat if you're going to argue that China's coal is produced internally.
A few questions that I don't have answers to. Maybe if you do it will help clear some of this up. Is wikipedia wrong then in stating that China is the worlds largest producer of Coal? Is China subsidizing the price of electricity the same way it subsidized the price of oil and other fuels? What is the price of electricity in China? Is it comparable to the price of electricity in other markets?

I disagree with the notion that "anything is better than nothing" here. A strong economy is needed to reduce carbon emissions. We need to pay for all the investment required to replace the old infrastructure and vehicle fleet with new. If the ecomomy completely tanks and there is no way to pay for all those improvements, than all the plans being made in Copenhagen go right down the toilet.

That's a working definition of "moral panic". Maybe it will end in a beer bash.
I live just down the street from an elementary school. One of my dogs is afraid of kids for some reason so in the spring I used to walk him around and hang out and watch the kids little league practice thinking it would be good for the dog to watch a group of kids running around just to get used to their movements, trying to keep him from getting freaked by little kids. One evening one of the school employees came over to ask me what I was doing. I was kind of taken aback, I hadn't thought anything of it. Apparently one of the parents was concerned about a single male watching their kids play. Needless to say I was pretty shitty about the whole thing.

Just remember that poor people tend to burn inefficient fuels to stay warm. You can still walk down the streets of Seoul in the winter and find people burning wood in barrels and others burning coal in small cast iron heaters. And developing countries have low GDPs so it is hard to spread subsistence energy use over an unproductive economy.

It costs more to run a coal plant that has reduced CO2 emissions than one that doesn't. Chinese plants for the most don't have these costly features, so they produce cheaper electricity than comparable western plants, but at much larger CO2 costs.

Question:
Would wood-burning be considered a fairly stable amount of carbon-emission? Increase beyond a certain level runs you out of trees rather quickly. And if you keep up a sustainable amount of trees-for-fuel doesn't that essentially create an equilibrium of growing trees trapping carbon compared to said trees being burned to release carbon. A higher population burning wood (or burning higher amounts) would be a change in said equilibrium, but would essentially still run into the issue of having sufficient planted trees to support the demand.
Obviously coal/oil is different since it is essentially freeing carbon that was previously sequestered.
And this is not addressing the related issue of loss of bio-diversity if "natural" forests are denuded in favor of some sort of wood monoculture.

No, I'm not. To me its a simple formula. Per capita CO2 production. Any other number is bullshit. We all have the same responsibility to cut. I also think that countries that import goods/Power from other nations should take responsibility for a certain portion of that CO2 production in the first place.
If we cut per capita CO2 production can we take a similar percentage out of our foreign aid, agricultural assistance and millitary support so we're equal to other countries in per capita support provided to the US? If Americans were the only one's to benefeit from our industry and agriculture that would be one thing... but a lot of the world population depends on us to feed and protect them.

My favorite PB story is that when Rob Reiner asked Mark Knopfler to do the soundtrack, he agreed on one condition: that Reiner make an effort to place a direct Spinal Tap reference into the film. Hence, on one of the shelves in the boy's room, you'll see the hat worn by Reiner's Marty DiBergi character from Spinal Tap.
'Course, thinking about the soundtrack also reminded me that it included Willy DeVille's most commercially visible single, Storybook Love, which then reminded me of my sadness at his passing earlier this year...

I drive when convenient, not because of any carbon calculation, but I do believe that flying is a lot MORE carbon efficient than driving is, although I don't know the numbers. Think about it. How much gas would even a hybrid need to drive from New York to London?
Even if you pay $1000 (which is high) for a round trip ticket, you wouldn't be close to the gas cost for the car.
