I am seriously wondering this:
IN the case of the bP oil rig disaster, I think a case of gross criminal negligence at the hands of management which caused the deaths of 11 people and untold billions of dollars in damage, could easily be made.
Why not put some oil execs in federal prison for manslaughter?
I am certain that if those cretins realized that they are not masters of the universe and that the law gets them too, it would make safety standards go way up.

GOP wins House seat in Obama's home district
HONOLULU (AP) -- Republicans scored a midterm election victory Saturday when Honolulu City Councilman Charles Djou won a Democratic-held House seat in Hawaii in the district where President Barack Obama grew up - the latest triumph for the GOP as it looks to take back control of Congress.Djou's victory was a blow to Obama and other Democrats who could not rally around a candidate and find away to win a congressional race that should have been a cakewalk. The seat had been held by a Democrat for nearly 20 years and is located where Obama was born and spent most of his childhood.

James Carville & Tingles are not happy with Obama over the oil spill.
Democratic strategist James Carville and MSNBC anchor Chris Matthews, two reliable supporters of President Barack Obama, have issued withering critiques of the administration's handling of the Gulf oil spill.
Carville, the famously outspoken Louisianian who was a chief political aide to Bill and Hillary Clinton, told CNN's Anderson Cooper on Thursday that the administration's response to the spill has been "lackadaisical" and that Obama was "naive" to trust BP to manage the massive clean-up effort.
"I think they actually believe that BP has some kind of a good motivation here," he said. "They're naive! BP is trying to save money, save everything they can... They won't tell us anything, and oddly enough, the government seems to be going along with it! Somebody has got to, like shake them and say, 'These people don't wish you well! They're going to take you down!'"
Carville also accused the White House of going along with what he called the "let BP handle it" strategy.

US lifts sanctions on Russian firms
WASHINGTON — The Obama administration on Friday removed sanctions against three Russian organizations the US had previously accused of assisting Iran's effort to develop nuclear weapons.
Penalties against a fourth Russian entity previously accused of illicit arms sales to Syria were also lifted.
The timing of the decisions, published in Friday's Federal Register but not otherwise announced by the State Department, suggested the possibility of a link to US efforts to win Russian support for a new UN Security Council resolution expanding sanctions against Iran over its nuclear program.
The State Department on Friday did not immediately respond to questions about lifting the sanctions.
Two of the entities — Dmitri Mendeleyev University of Chemical Technology and the Moscow Aviation Institute — had been sanctioned in January 1999 under a 1994 executive order authorizing such action. The order was aimed at organizations determined to have contributed to a foreign country's development or production of weapons of mass destruction or missiles capable of launching such weapons.
When the administration of former US president Bill Clinton announced those sanctions, then-Energy Secretary Bill Richardson said the two institutions "directly support Iranian efforts to develop nuclear weapons."
Is he out of his freaking mind?

UP DING
Blaming Obama for not being able to see the future is pretty silly. The lack of regulation and oversight over BP, and over oil drilling in general, is not a thing Obama can change with a wave of a wand. He can't magically reverse the culture of allowing oil companies in America to do whatever they want, whenever they want, on a dime. Obama can't use his x-ray vision to fly into the Gulf, peer into equipment, predict terrible management and maintenance of oil platforms. We had a guy in the White House for eight years who was very much on the side of oil companies, lest we forget. And something tells me he wasn't exactly a giant boot on the throat of big oil. Regulation fucking matters. GOVERNMENT is what regulates these guys. They don't regulate themselves.
Carville is one of those guys who loves the game, who's like a sports commentator for politics. Like Matthews is. He's an armchair quarterback, and a Clinton fan to boot. His gal lost in the primary. This is the game. The game is you secondguess everything the president does, you make hay, you yak on talk shows. He's the most powerful man on earth, he gets all the shit.
I guarantee you if Hillary was in the White House, same BP disaster, everything being equal, Carville would be as silent as deep space.

Obama campaigning against Bush--again
President Barack Obama is trying to ride the wave of anti-incumbency by taking on an unpopular politician steeped in the partisan ways of Washington.
It doesn’t matter that George W. Bush left office 16 months ago.
The White House’s mid-term election strategy is becoming clear – pit the Democrats of 2010 against the Republicans circa 2006, 2008 and 2009, including Bush.
It’s a lot to ask an angry, finicky electorate to sort out. And even if Obama can rightfully make the case that the economy took a turn for the worse under Bush's watch, he's already made it - in 2008 and repeatedly in 2009.
It’s not clear that voters still want to hear it.
“If you’re the leader of a large corporation and you’re in power for a year and a half and you start off a meeting with your shareholders by blaming your predecessor, that wouldn’t go over very well,” said Merle Black, a political science professor at Emory University. “This is a very weak approach. ... And I can’t imagine it having an impact on these very swing voters.”
Some Democrats would like Obama to shift his argument.
“The president needs to indict not simply Bush or even Republicans. He is a visionary thinker, and his rhetoric should reflect that,” said Democratic strategist Paul Begala. “I want President Obama to make a consistent, compelling indictment of conservative ideas.”
It's Bush's Fault™ is wearing very thin with most Americans.

The CBO has already revamped their figures and it's going to cost money instead of save money which was sold to us. They are still crunching numbers and predict more costs. All this happening in a bad recession.

- Which taxes did he raise that go into effect during the recession you're talking about?
- about the deficit, he followed the recommendations of his economic team, which has pretty impressive credentials. You may not agree with the New Keynesian Economics, but to argue that they "lack of understanding basic economics" is not just false - it's ridiculous.

That's also not true. The CBO revised expenses up, but the bill is still projected to save money in the medium to long run.
By the way, the bad recession didn't turn into a depression, which was what everybody feared in late 2008. And the Republican alternative to the stimulus plan would also make our fiscal situation worse. The difference is that they would have a bigger tax cut component (the stimulus package cut taxes too, you know?).
Apart from economists from the Austrian school, nobody recommended a deficit neutral way to deal with what was at the time a looming depression.

I havnt really checked, so I ask, were all of the "evil corporations" regulated properly, but only lapsed during Bush's term in office? If so, then "bad Bush!", if not........( and yes I think Bush ALSO, could have done more than he did to clamp down)

BP oil leak:
Yep, BP, they seem to be getting all the limelight, with a sideways glance at MMS and Interior Secretary Salazar. Together, they approved what has proven to be a faulty drilling plan. It is highly likely that similar plans have been approved on other of the 3,359 active platforms in the central area. I expect this will get a lot of attention as the details are confirmed.
But those two, BP and the government regulator were surely not the only management teams to sign off on the defective plan, BP was a 65% owner and the other drilling partners, Anadarko (NYSE:APC) 25% stake and Japan's Mitsui(NASDAQ:MITSY) 10% stake must have been complicit, signing off on the drilling plan.

The problem isn't that BP can't contain the spill, the problem is that no one can. BP has two rigs drilling relief wells, the best chance to kill the well. There is an armada of skimmers and support vessels involved in the clean up. State of the art robots and a drill ship with support vessels are on site trying to invent a fix.

There's nothing new here. Presidents always blame their failed predecessors. See Reagan with Carter, or Clinton with Bush Sr.
I know Republicans don't like to hear Bush criticized. But unemployment was 4% five years ago; and when Bush left office it was 8%. The stock market crash began when Bush was president, and the housing bubble occurred on his watch. Should we just ignore all this recent history?

re: #47 Bagua
The problem isn't that BP can't contain the spill, the problem is that no one can. BP has two rigs drilling relief wells, the best chance to kill the well. There is an armada of skimmers and support vessels involved in the clean up. State of the art robots and a drill ship with support vessels are on site trying to invent a fix.
Who do you suggest is better prepared?
I'm suggesting nobody. All I'm saying is that only BP has a financial stake, so it's down to BP trying to cap the well. Anyone else who could succeed, such as the Chinese, isn't going to do it unless there's a real incentive.
Forget about the environment. All the spilled oil has value and it's going to waste.

It doesn't matter what the government does now--the situation in the Gulf of Mexico is hopeless. The ocean, as I have known it my whole life as a Mobile, Alabama native, will be lost to several generations. The only way the government could have been of any use would have been to regulate the drilling before the incident happened. They didn't, and here we are.

The skitters up here are worst in the early morning and before sunset. During the middle of the day they're not bad if it's sunny with a good stiff breeze. The black flies only last a couple of weeks where I am, but boy are they vicious tiny buggers - unlike the skitters (who just stick and suck), they literally eat little holes in you and you don't even know they've done it until you touch the spot and get a blood smear on your hand.
Ain't nature grand?

You get the picture now. The spill affects the US Gulf Coast. Not the Mediterranean Sea. Not the North Sea. Not the Sea of Japan. Not the Persian Gulf. Nobody else has a vital interest in cleaning the local environment. On the contrary, the interests of other parties, such as the Arabs, are actually served better if the spill is used as a lever to retard or even halt drilling in the Gulf of Mexico.

Two days before the incident, the previously unknown "The Free of the Homeland" militia reportedly issued a statement criticizing the camp's organizer, the United Nations Relief and Works Agency (UNRWA), for "teaching schoolgirls fitness, dancing and immorality."

Perhaps the simplest thing to do with the oil spill is just to let whoever is able to fix it have it. If BP can't contain the spill, somebody else needs to be able to assume the mineral rights and have a go.

re: #93 oklahoma
BP made about 14 Billion in profit last year. They are shelling out roughly 6 million a day to clean up this mess. At that rate, it would take them 6.3 years to burn through all of last years profits. They can foot the bill and if the Navy had anything that could help them, I think they would be all over it since they can afford it and have a financial incentive to stop this ASAP. Every government agency is logging exactly how much time and money they are spending and BP will be paying up. I think BP is trying hard but the conditions that they are dealing with are pretty tough.

When Rondo stole the ball, jumped off the floor and made an easy layup... I was standing there with my mouth agape (more than usual anyway).
at the time, i told my sons "that is going to be the signature play of this series." Rondo is unstoppable and he will shred LA's defense in the finals. I'll be working games 3,4, and 5 in Boston ..... i cannot WAIT!

In the recent war of words regarding Arizona’s newly passed law requiring state and local law enforcement to apprehend those suspected of entering this country illegally, Los Angeles Mayor Antonio Villaraigosa called the Arizona Law “unpatriotic and unconstitutional.” Los Angeles Mayor Antonio Villaraigosa called the Arizona law “unpatriotic and unconstitutional.”
And without fail, many in Nancy Pelosi’s San Francisco are apoplectic.
Yet, many in the Golden State are unfamiliar with their own state law in regards to California law enforcement and illegal immigrants (CA Penal Code 834b). Specifically, California law isn’t all that different from Arizona’s;interesting
[Link: bsimmons.wordpress.com...]
Morning Steve,
Personally, I find this issue confusing. While in LA, probably a couple years ago, watching local tv news, Mayer Villaraigosa was addressing a group of Hispanics who were waving the Mexican flag. The mayer announced to much cheering that, illegal immigration is legal. In just those words I thought. (Didn't use quotes as my ears have sometimes betrayed me.) I have no problem with immigration but those words stick with me. My daughter-in-law is hispanic. Her entire family began as illegals. Last year she became a US citizen. I love her and have great respect for her family. Somehow I think the mayer's words were right on.

Raising taxes in a recession, tripling the deficit in one year (by a trillion bucks), it's no secret we are broke yet he keep spending like a drunken sailor (apologies to drunken sailor everywhere), he hasn't done anything to spur job growth which is what will fuel an economic comeback, and I think we haven't seen anything yet.
The whole "spending like a drunken sailor" meme, while popular among opportunistic right wing pundits, doesn't stand up to scrutiny.
1) Obama hasn't raised taxes (unless you mean the cigarette tax...are you really gonna grasp at that?) One-third of the stim was tax CUTS.
2) Obama's addition to the deficit is basically just the stim and bailouts. The rest of it--the bulk--comes from recessionary revenue shortfalls, putting the wars on the books, and continuation of programs already in place.
3) It may not work, but the stim was meant to spur job growth. Any other job growth program would ADD to the deficit...is this what you want?
If Obama had made reducing the deficit his top priority, he would have had to raise taxes and/or cut spending. Few economists of any stripe support those tactics in a huge recession.

So, I don't know if anyone here uses Yahoo!, but I've been using it as my homepage going on a decade and a half now. It's stayed around out of inertia, basically, when everyone else went to google news or just google.com or whatever else.
But recently Yahoo has enabled comments on their news articles and I was actually pretty shocked at the results. It was kind of a wake up call to what kind of a backwoods Yahoo has turned into, especially considering how amazing it seemed back in '95.
Check out the comments to this thread about the Republicans barely winning a seat with two strong democrats and one republican in the race. If there's one Democrat it's an absolute trouncing, but somehow the story gets wedged into the Republican wave narrative that the AP seems to dig so much.
The really shocking thing isn't thatt the comments are being made, it's that the most zenophobic, racist, paranoid comments are updinged to the moon.
Like I said I had no idea yahoo was such a backwater kind of place.

Dems can't enforce party discipline in the House because they've got 40 blue dogs. In the Senate a lot of their troubles are due to filibuster threats from Republicans. Despite all this they passed HCR, financial reform, stimulus, and cap and trade (in the House)--which is way more big legislation than any other recent Congress has passed.

My problem is that Yahoo has never monitored their comments. You said they did back in 95? I don't remember how long I've been reading, but I never saw anything bit vileness over there.

Squash!
I'm not a big fan of eating squash but it's easy to grow it will store in your basement or bomb shelter for 6-8 months with no problem.
I'm going to grow Tromboncino which can be used as summer squash like zucchini. It grows on a trellised vine so it doesn't take up a lot of floorspace like a zucchini plant does.
I'm also going to grow Butternut squash and Gold nugget squash.

Like I said I had no idea yahoo was such a backwater kind of place.

you're right, although he has improved slightly on the low post. as he showed against ATL, he is able to make some little moves down low, but with ornery guys like perkins and rasheed pushing him 2-3 feet further away from the hoop than he likes, those moves are not effective. he can't shoot facing the hoop at all. and he smiles and laughs a bit too much for my liking. did you ever see KG or perkins smile last night? even when they were up by 25? nope.

That's true, but the idea that all Congress critters are useless is being perpetuated by the Tea Party and that's certainly not true. However, it's driving them to elect candidates with zero experience and backward ideas.
Look at this douchebag who's running for governor in Florida, Rick Scott. In his previous career, he bought up hospitals and started downsizing them for profit. He ended up resigning from his corporation after paying $1.7 billion in penalties which made it the largest healthcare fraud settlement in history and most of those hospitals were in Florida.

That's also why I'm interested in the Gold Nugget squash, it was originally bred to be a substitute for sweet potatoes in areas with too short of a growing season. Each plant produces about 10-20 pounds of squash. That's a lot of food.

I don't think age really matters. It can matter, but it's never my first concern. Younger doesn't necessarily mean better.

Sure wish we could get to somewhere in the range of 80-100 sold!
As long a the sales keep trickling in we might make it. The economy is so bad. Even I had plans to buy the cookbook and kept putting it off because a bill came in or some expense came in. Times are tough. Just a few sales a day is the best we can hope for.

The better half brought this point up, gov't should be ran like a business. IOW, show a profit or at least a non negative balance. We have folks in congress, who are suddenly experts at everything, actually have no experience in anything.
The problem with that analogy for me has always been that it leads you astray really quickly.
The purpose of a business is to grow as large as possible, producing as large a return for shareholders as possible. Is that what we want from our government?
Government isn't a business it's a government. It does things counterintuitively to what a business would do, like run a deficit when business is hurting and run a big surplus (pull back on expansion) when it's running hot. That's exactly the opposite of what any sane business person would do.
I dig the larger point that I wish we judged government on its results rather than it's ideology, but that seems pretty impossible.

While I agree in principle, the problem is that the major role of government is to do things that are required for general welfare, but that no private entity would ever do because they don't run a profit. That's a legitimate role for government. It can do them because it answers to voters, not stockholders.
No corporation would build infrastructure to underpopulated areas - there's no money in it. And even if they did, it would be to monopolise the area and then we run the risk of usury. There's no profit margin in running a military, unless of course you use it to go conquer other places and pillage them. There may be a profit margin in running some utilities and services, but there's rarely much of a margin once you have to build the infrastructure for them. Government can do it, regardless. Private companies won't.
Besides, one way for government to be more revenue-neutral is for direct owned government businesses. In some limited cases they can work, but I suspect most would have strong ideological grounds against it.

Ah, that sucks. Here (my part of Ontario) we're running fairly decent temps if not a bit warmer then usual and way less rain then usual. Last year sounds like what you have now. Regardless it's really hard to tell what's going to happen over the next few months. or as an alien who is present in the United States in violation of
immigration laws. The verification process may include, but shall not be limited to, questioning the person regarding his or her date and place of birth, and entry into the United States, and demanding documentation to indicate his or her legal status.

You forgot the preceding requirements:
(b) With respect to any such person who is arrested, and suspected of being present in the United States in violation of federal immigration laws, every law enforcement agency shall do the following...
The difference between the California law and the Arizona law is that in California you have to have been arrested. In Arizona all that is required is contact with law enforcement. That a rather significant difference.

The problem is very simple - on any police contact, they will attempt to determine status. In practical terms this means, simply, that if you look brown, you have no right to police protection or services unless you have your birth certificate/passport on you because instead of protecting you they are going to try and throw your ass out of the country. Just because you might be an illegal...
It just became very, very, very easy to victimize these people as well because they won't dare call the cops on you even if you steal, rape or kill.
And that is why this law is evil.

I agree, and i'm sure you agree that there are principles of a well-run business that could often be adopted more effectively by government organizations (i'm sure you were all over this, though;)
Principles such as identifying and organizing around clear, core objectives/missions...being held accountable for operating within budgetary goals...a heavy focus on continuous improvement...recruitment of improvement ideas and creative thinking from all employees, with financial rewards for actual successes...development of transparent metrics to define the efficiency of the operation...etc.
I do that every day (although my current position is a little soft/slow right now). I expect my government to take their day just as seriously.

I've already said before that I think once you've been arrested I think it's perfectly reasonable to inquire as to the legal status including cross referencing with Federal authorities. Would also add that if the person is engaging in behavior or activity that would indicate suspicion it would also be reasonable. That could include evasion, walking along the vicinity of the border area, etc. I suppose there would be others.

re: #353 Rightwingconspirator
I am not disagreeing with you. Special order 40 effectively stops LAPD from getting into this at all. Follow the logic- Sworn peace officers are banned from enforcing certain laws, which implies something is wrong with the cops or the law. The dissonance reeks of immigration advocacy politics overcoming sensible laws.
I didn't think you were. I disagree with Special Order 40. I'm also not a fan of sanctuary cities. The Arizona law should be re-worked and Special Order 40 should be rescinded. There's an answer here and I think it lies somewhere in the middle.

re: #313 reine.de.tout
Absolutely true.
Every election year, one candidate or another here will start talking about the need to run gubmit more like a bidness.
The problem is that government is NOT a business, and has no business trying to act like one. That's not to say that government should not be trying to be good stewards of the taxpayers' money - but it just cannot be run like business.
And this comes more to the crux of the problem - it's not that our elected officials are incompetent. It's not that our government is inefficient - it is, and it can and should improve, but a measure of inefficiency is always going to exist. The true crux of the problem is that in our current system, we get the government we ask for.
It's us. We are fallible humans. We demand unrealistic things, and we allow ourselves to be swayed by stupidity and bad logic. We demand that our elected officials tell us what we want to hear, otherwise we won't elect them. We demand that our elected officials play a particular elaborate game to get into office, and then we get angry that they act the same as every other official who we've demanded play this elaborate game. And we won't tolerate being told the truth.
A person can be smart. A small group of people can be smart, and reasonable. Overall? People are dumb.
I want to see government become better, smarter, more efficient, and more effective as much as anyone. Most of us here are wise enough to understand how that may be realistically achieved. But it will not happen until we fundamentally change the electoral system, and stop demanding that our elected officials spin us ridiculous stories and use special codewords before we'll give them a job.

re: #342 Aceofwhat?
seriously? they gang up on the chickens? that's hilarious...
Yeah seriously and it is really hilarious. Last year a pair of chipmunks moved into a pile of wood near the coop and had several babies. They figured out that the coop was a great place to get easy food. Chipmunks love chicken feed. Chickens are generally really skittish and pretty much anything will get them going. Even just a leaf falling on one will get them squawking like crazy. Since we do have actual serious predators here when they start going crazy I usually at least check to see what's up.
So last year they were all going bonkers in the coop and wouldn't stop so I wandered out to see what the problem was. Saw the funniest thing ever, a half grown chipmunk in the coop trying to roll an egg that was almost as big as it was. After that it was a regular occurance to see a couple of the chipmunks sitting outside the coop with a couple of the chickens standing at the door of the coop clucking like crazy. This year it looks like the chipmunks are back and the whole food war thing is starting again.

re: #323 Walter L. Newton
I haven't really chime in at all about the new Arizona law concerning immigration and law enforcement, mainly because I was was waiting for all sides to make their points, and I was also reading the law and trying to absorb it's import. I guess the thing that baffles me the most is the different cities and agencies in California "boycotting" Arizona...
(1) Attempt to verify the legal status of such person as a citizen
of the United States, an alien lawfully admitted as a permanent
resident, an alien lawfully admitted for a temporary period of time
or as an alien who is present in the United States in violation of
immigration laws. The verification process may include, but shall not be limited to, questioning the person regarding his or her date and place of birth, and entry into the United States, and demanding documentation to indicate his or her legal status. It seems hypocritical to me that there is so much complaints about this law. I'm not convinced there is a problem with it.
The nominal reason for objecting to this law is that it will trigger a spate of harassment stops by law officers, to the point that citizens whose features suggest Spanish and Amerind ancestry will be unable to freely go about their daily business. This is nonsense. It won't happen.
It won't happen because there are many other clues to a person's immigration status than features. With experience and training, the enforcers of this law will pick up on them. Clothing. Demeanor. Which dialect of Spanish do they use, if they're Spanish speakers? Most legal immigrants and citizens will never notice that they've been scanned and passed over.
Second, it won't happen because the stop, in the first place, will have to be based on something other than immigration status. Anybody who runs a stop sign is going to get pulled over and asked for ID. It's nothing special. Unless you're blind, you won't run enough stop signs for this to be a major hassle.
The real reasons that so many people object are twofold. Some fraction of objections are based on a sincere belief that the nonsense threat of endless hassle will materialize. Good faith, wrongheaded fretting. But the other big source of objections to the law comes from material interest.
Illegal immigration is not an unalloyed bad thing for America. Among citizens, there are winners as well as losers when illegal immigration flow is strong. They do contribute to the economy, for instance. The economic winners are the guys who get cheap hotel labor, cheap roofing, cheap gardening, and so forth.* There are also political winners. Illegal immigrants may in time be granted amnesty and citizenship, and there is little doubt which party stands to gain from that. And whether or not amnesty is passed, their children born in the U.S. are automatically citizens, and when they grow up, they too will be voters.
From the perspective of the winners, any impediment to illegal immigration is bad. If they can't get it legalized, at least they can see to it that the laws on immigration are a practical nullity.
Arizona voters evidently see themselves as more falling in the loser camp than the winner camp.
Elections allow us to see which camp is more numerous, winners, or losers. Polls also give a clue. Public opinion is running in favor of this law, not because the public hates immigrants, but because by some margin, more people weigh up the costs of illegal immigration versus the benefits and see the costs.
*We also get some number of really great new citizens. But illegal immigration is unlikely to be any better for this purpose than legal immigration, where we can pick and choose, selecting those who will come with skills that are in short supply here.

True! The obstacle is two fold or two sided. We now have the far left and far right advocates dominating the debate. Thus leaving the middle as a useless shot up minefield of mis-perceptions and red hot rhetoric.
IMHO
Any effective act or change in the law on illegal immigration will be excoriated as racist. As will any attempt to remove or water down special order 40. For all the real racism out there, the term loses some value at this point.

Actually that's exactly what I'm trying out. Just went out and put a small plate of chicken feed where the chipmunks are. I figure I have several options. Let them duke it out, try to relocate the chipmunks, kill the chipmunks, make the coop chipmunk proof but then the chickens wouldn't be able to range in and out freely or just directly give the chipmunks what they're after. I'm going with the feeding option because it's easy, relocation is a pain and there's no guarentee that they won't come back or others will just not move in and I don't particularly feel like being a baby chipmunk killer this week.

Couple of things. Djou is not a Tea Party candidate and a mildly moderate Republican. The genius Democrats in Hawaii also ran two Democrats on that ballot.
All of the things you mentioned are incorporated into our state government agency operations. Agencies operate with a clear mission statement, and each year must complete an operational plan with objectives/missions/goals, with clear metrics for measurement of progress. All of this is public record, and I participated in this process every year.
Fiscal accountability is a big part of that. Each year's operational plan must show what was budgeted for programs/goals for last year, what the outcomes were, and what is budgeted for this year.
Use of positions (wages being the biggest cost of gov't) is also in there. The legislature approves "x" number of permanent positions per agency every year. Agencies cannot exceed that number, without jusitification and reasons presented to the legislature.

GOP wins House seat in Obama's home district (Hawaii)
[Link: news.yahoo.com...]The seat had been held by a Democrat for nearly 20 years
Did you actually look at the results? The GOP won the seat with 39% of the vote. The other 61% went to the TWO Democratic candidates.
Had the Dems narrowed their field to one candidate, they clearly would have retained the seat.

New Jersey and Virginia were not special elections. Massachusetts was a special election. Given Scott Brown's rather moderate voting record thus far he stands a good chance of winning again in November.
I'm not whistling past and graveyard since I'm an independent observer. If I was in Hawaii I may have considered voting for Djou. All is not as it may seem Sat in you assessment of my motivations.

It's not rocket science. This is American politics. American's get tired of the Democrats so they'll vote for a Republican in the next election cycle. This tendency is lower with the House and higher with the Senate. It plays a primary role in presidential elections.
With Djou in Hawaii I look at the basic math. Djou got 1/3rd of the vote. The other two Democrats got 1/3rd each. 2 x 1/3 = 2/3 which is greater than 1/3. In any event, if Djou doesn't win again in November the Republican party is sure to make significant gains on election day.

But I never claimed that NY23 was an indicator of some huge movement. Trying to infer a large movement based on any single House race doesn't make sense, especially in a screwed up special election.
BTW, the Dem who won the NY23 race got 49% of the vote. The GOP candidate who dropped out got only 6%, so the vote splitting explanation there is pretty thin.

Certain things get lost in translation when you go back that far, like where the district actually is.
From 1913-1983, NY 23 was located in NYC, and included parts of the Bronx and Manhattan; as such it was a Dem stronghold.
Since it was moved to its present location in 1993, it had been exclusively a gop district. NY-23.

New York's 23rd congressional district has historically been one of the most Republican districts in the United States. The district's seat had been in Republican hands since 1873. The far northern portion of the district—including the largest city, Watertown — had not been represented by a Democrat since the 1850s. In parts of the district, the last non-Republican to represent the district had been a Whig.
Were you hibernating at the time of the special election? That NY-23 was a safe Republican seat since forever was all over the news at the time.

On the other hand this silly bit from Huffpo:
Charles Djou's win Saturday is the latest triumph for the GOP as it looks to take back control of Congress.
Is just stupid since this election was the first special election that the RNC has one since Brown.
7 losses in special elections since Brown and this is touted as a "triumph" because they won an election that had a ticket that split the Dem vote.

To quote that Wikipedia article you link to:
In most of the geographic area that now makes up NY-23, Owens is the first Democrat to be elected since the 19th century. The district has only been in its current form since 2003, due to repeated reapportionment and renumbering of districts. A large portion of the district—including the largest city, Watertown—has not been represented by a Democrat since the 1850's. In parts of the current 23rd district, for example Franklin county, the last non-Republican representative was a Whig, George A. Simmons, elected in 1852 in what was then NY-16.
I realise the narrative you want to believe is that all signs, including a Democratic win in a longterm Republican area, are signs of impending doom for the wicked Democrats, their puppet leader, and their little dogs too. But even your own links are showing you up. Pull back from this one and move on.

The only one that matters is that if 'liberals' are for it, it must be bad, and if 'liberals' are against something, it must be at least partly good and right.
And if it's completely indefensible... well, um... well, what about the liberals? They're just as bad!

OK, I'll say it again. NY23 was in a completely different part of the state up until 1993, namely NYC itself. So comparing NY23 of 1950 to NY23 of now is like comparing NYC to the part of the state that borders Canada.
You're hung up on the number; what you need to look at is the geography.

Can't ever underestimate the power of resentment (and ressentiment) to influence people's voting behaviour. The GOP appears to have made the decision sometime in 2008 that they'd run on resentment and fear (xenophobia) and subsequent events have done nothing to change that- only encourage it.
I read a helluva lot of blogs from all over the spectrum. Visit any wingnut blog comment section and you'll easily find a selection of comments like this:
"I love [doing X, voting for X] because it makes liberals heads explode".
Sometimes it's a statement about the future: "I will do X or vote for Y because it pisses off liberals."
I don't see that on the left. Oh, you can find as much rage and resentment as you like on the left, at any time, but you don't get these statements about personal motivation where someone claims to do or vote for something solely because it will 'make wingnut heads explode'. That just isn't part of the mainstream of blog commentary on the left, it isn't part of our particular mythos and pattern.
And I find it very strange and telling.

Yes and no. Some things are beyond any president's control--shit happens. But in order to assess Obama, you DO need to look at Bush, and at Clinton, because people criticizing him do sometimes seem to be positing a void before him, in which everything was fine until Barack Obama took the reins.
That said, I very much want Obama to do something, ANYTHING to solve this mess in the Gulf. Now, can someone tell me what powers he actually has to do so? I understand regarding Katrina that Bush's hands were somewhat tied by state and local control. Who controls this, and who can bring them to heel?

The problem is very simple - on any police contact, they will attempt to determine status. In practical terms this means, simply, that if you look brown, you have no right to police protection or services unless you have your birth certificate/passport on you because instead of protecting you they are going to try and throw your ass out of the country. Just because you might be an illegal...
It just became very, very, very easy to victimize these people as well because they won't dare call the cops on you even if you steal, rape or kill.
And that is why this law is evil.
William
Actually, in addition to that 'evil', it is also a bad law because of the zero tolerance enforcement mechanism. You know, the part that allows anybody to sue a law enforcement agency for failing to enforce the law.
That said, I can hardly wait for the law of unintended consequences to kick in. Bear with me as I run the scenario.
Officer pulls over car. Occupants, being proud Sovereign Citizens, do not have drivers licenses or other paper. Officer, following Arizona law, arrests them as possible illegal immigrants. Bullets or hilarity fill the rest of the program.
