Barbour Spokesman on White Citizens’ Councils: ‘That Doesn’t Sound Like a Racist to Me’

TPM writer Eric Kleefeld spoke with Gov. Haley Barbour’s official spokesman, Dan Turner, about Barbour’s statements in the Weekly Standard praising the segregationist “Citizens’ Councils.” To recap, here’s the quote from the interview:

“You heard of the Citizens Councils? Up north they think it was like the KKK,” said Barbour. “Where I come from it was an organization of town leaders. In Yazoo City they passed a resolution that said anybody who started a chapter of the Klan would get their ass run out of town. If you had a job, you’d lose it. If you had a store, they’d see nobody shopped there. We didn’t have a problem with the Klan in Yazoo City.”

Dan Turner, following a tried and true right wing strategy for responding to these kinds of incidents, went on the attack — and denied that the Citizens’ Councils were racist organizations: Barbour Spokesman: Mississippi Gov. Is Not Racist.

After being pressed further on whether Barbour’s comments about the Citizens Councils were accurate, Turner said: “I’m aware of what the governor said in this interview. I’m not gonna get into the business of trying to twist what the governor said, or to manipulate it.”

What does he mean by manipulate it, I asked?

“Your questions are very angular, let’s say that,” said Turner. “You have a very specific point that you’re trying to drive at, and you’re trying to paint the governor as a racist. And nothing could be further from the truth.”

I then responded that I was not asking about whether Barbour is a racist, but was asking about whether it is true or not that the group he praised was a racist organization?

“It was an organization in Yazoo City that was, you know, a group of the town leaders and business people,” Turner responded, then referring back to Barbour’s comment. “And they passed a resolution that said anybody who started a chapter of the Klan would get their ass run out of town. And that doesn’t sound like a racist to me. Does it to you?”

Turner made it a lot worse with this statement. It’s a trivial matter to show that the Citizens’ Councils were repellent white supremacist organizations, and their current incarnation, the Council of Conservative Citizens, is every bit as bad — if no longer as powerful.

And I don’t believe Turner doesn’t know this. How could he not know? It’s as if they just can’t help themselves.

The White Citizens’ Councils usually refrained from terrorizing and murdering black people like the Klan did, because they were businessmen. A permanent underclass of low-cost, low-maintenance servants and manual laborers was very valuable to them. So instead of killing African Americans, they just denied them education and opportunities.

Unless, of course, they happened to be wearing their Klan robes — because, contrary to Barbour’s whitewashed narrative, there was a lot of crossover between the CC and the KKK.

African Americans who were seen as being too supportive of desegregation, voting rights, or other perceived threats to whites’ supremacy found themselves and their family members unemployed in many instances; whites who supported civil rights for African Americans were not immune from finding this happening to them as well. Members of the Citizens’ Council were sometimes Klansmen, and the more influential the Citizens’ Council member, the more influence he had with the Klan. In fact, the WCC was even referred to during the civil rights era as “an uptown Klan,” “a white collar Klan,” “a button-down Klan,” and “a country club Klan.” The rationale for these nicknames was that it appeared that sheets and hoods had been discarded and replaced by suits and ties. Much like the Klan, WCC members held documented white supremacist views and involved themselves in racist activities. They more often held leadership in civic and political organizations, however, which enabled them to legitimize discriminatory practices aimed at non-whites.

The Ku Klux Klan (KKK), which was founded by former Confederate General Nathan Bedford Forest in Pulaski, Tennessee, in 1866, and other similar groups, such as the Knights of the White Camelia and the Boys of 76, roamed the countryside, hooded or otherwise, terrorizing African-Americans and their supporters in the name of white supremacy. Over succeeding decades, the KKK underwent sporadic surges of popularity, as during the 1920s when the organization added anti-immigrant and anti-Semitism to its litany of hate. In 1954, the KKK re-emerged more determined than ever to stop integration, following the Supreme Court’s landmark Brown decision, which also spurred the formation of White Citizen Councils throughout the South. The first meeting of a White Citizens Council, whose members considered themselves to be more respectable than those of the KKK but who were just as adamantly opposed to integration, occurred in Indianola, Mississippi in July. 1954. Byron De La Beckwith, who assassinated civil rights leader Medger Evers in Jackson, Mississippi in June, 1963 was a member of both the KKK and a White Citizens Council (Stewart 1996; Carson; 1991; Trelease 1991).

Haley Barbour

2003 campaign

After two decades in Washington, D.C., Barbour announced in 2003 his intention to run for governor of Mississippi. On August 5, 2003, he won the Republican gubernatorial primary over Canton trial attorney Mitch Tyner. Barbour's campaign manager was his nephew Henry Barbour.

During the campaign a controversy arose when Barbour chose to speak at the Blackhawk Rally, a fundraiser for the Blackhawk "council school" in Blackhawk, Mississippi. Such "council schools", also referred to in Mississippi lexicon as "academies", were established by the White Citizens' Council movement in reaction to the demands for racial integration by the American Civil Rights movement. The Blackhawk rally was hosted by the Council of Conservative Citizens (CCC). A photograph of Barbour with CCC members appeared on the CCC webpage, and some commentators and pundits demanded that Barbour ask for his picture to be removed from the site, but Barbour refused. [6] Barbour stated that "Once you start down the slippery slope of saying,'That person can't be for me,' then where do you stop?... I don't care who has my picture. My picture's in the public domain." Barbour's Democratic opponent, Governor Musgrove, declined to be critical, stating that he had also attended Blackhawk rallies in the past, and would have done so that year except for a scheduling conflict.[13] Historically, both Democrats and Republicans have participated in Blackhawk.

Barbour defeated incumbent Democrat Ronnie Musgrove in the general election on November 4, 2003, with 53 percent of the vote to Musgrove's 46 percent. Barbour became just the second Republican governor elected in Mississippi since Reconstruction, the first being Kirk Fordice.[14]

Why Haley Barbour whitewashes history

Here's how the Arkansas Democrat-Gazette explained the history of the Councils in 1996:


The Delta was home to the Citizens Councils, a name familiar to Southerners who lived through the turbulent 1950s and '60s. The first Citizens Council was organized by ardent segregationists at Indianola during the summer of 1954. By the next year, there were 60,000 members in Mississippi. The councils claimed to oppose violence, but their goal was to prevent black inroads during those nascent days of the civil rights movement and to protect what members characterized as the "Southern way of life." In Mississippi, the state's most powerful farmers, bankers and businessmen were members.

"It was a coterie that could apply frightful pressure on dissenters, whether white or black, in the enclosed, isolated Mississippi society," [Neil] Peirce wrote in 1974. "... By their very presence and rhetoric, the councils created a climate in which racial murder could be tolerated still longer in Mississippi."

The councils enjoyed the support of Democratic Sen. James Eastland and, to a lesser extent, Democratic Sen. John Stennis. The councils also had friends in the governor's mansion. Democrat Ross Barnett won the governor's race in 1959 using a campaign song that said in part: "He's for segregation 100 percent. He's not a moderate like some other gent."

From my experience, and admittedly it is anecdotal, there are a fair number of people who simply cannot recognize when something is obviously racist. Their brain circuitry just doesn't have that function built in.

The Citizens’ Council - On July ll, I954, the Indianola Citizens’ Council was formed to promote segregation. The lndianola Citizens‘ Council's plan for organization served as a model and soon other similar segregationist groups were formed throughout Mississippi.

On October 12, 1954, the Association of Citizens‘ Councils of Mississippi (ACCM) was formed. ACCM headquarters were initially located in Winona, Mississippi, then in l955'rnoved to Greenwood, Mississippi. The ACCM Annual Report: August 1955 states the organization had 60,000 members in 253 Councils throughout Mississippi. 27 The Councils openly promoted the cause of segregation through legal means and did not officially advocate violence. However, at least one Council flyer of the time reflects the organizatiorfs use of intimidation and the fact the threat of violence was sanctioned. _ The Councils attempted to have an effect on the Till matter. During Hugh Steven Whjtaker’s research in 1963, he interviewed thejurors who rendered the acquittal of Bryant and Milam in Till’s death and learned that every juror had been visited by members of the Council to make sure they (the jurors) voted “the right way”.

On May 31, 1955, the United States Supreme Court issued an implementation decree calling on the states to desegregate the schools with “all deliberate speed". Within sixty days black parents had petitioned school boards in Clarksdale, Jackson, Natchez, Vicksburg and Yazoo City to gain entry to the all white schools for their children. Senator Eastland responded to the ruling, stating the
decree:

"...calls for an immediate start for the mixing of the races in the schools“ To resist is the only answer; We must resist them in the courts, in our legislative halls, and by the ballots of our people. I know Southen people will not surrender their dual school system and their racial heritage at the command of this crowd of racial politicians in judicial robes."

The Mississippi civil rights workers murders involved the 1964 lynching of three political activists during the American Civil Rights Movement.

The murders of James Chaney, a 21-year-old black man from Meridian, Mississippi; Andrew Goodman, a 20-year-old white Jewish anthropology student from New York; and Michael Schwerner, a 24-year-old white Jewish CORE organizer and former social worker also from New York, symbolized the risks of participating in the Civil Rights Movement in the South during what became known as "Freedom Summer", dedicated to voter registration.

The case also made salient the efforts of Jews in the Civil Rights movement.

The fact that Barbour isn't screaming from the rafters to denounce these groups in his own state is unconscionable for a human being. He's more worried about him and/or his friends looking like racists. The boat's already sailed on that, I'm afraid.

Rev. George Lee's Murderers Never Caught

As it turned out, the FBI did investigate the brutal murder of the Rev. George Lee of Belzoni, and records show the agency built a circumstantial murder case against two men.

But a local prosecutor refused to take the case to a grand jury.

Peck Ray and Joe David Watson Sr., the suspects, were members of the small town's white Citizens Council and both died in the 1970s.

Interviewed by Newsday years later in 2000, Ernest White, a close friend of Lee's, said that he always suspected that Ray, a local handyman, and Watson, a gravel hauler, were involved in Lee's murder. "We suspected them because of their reputation," White told reporter Stephanie Saul.

Before Lee's murder, Watson had been arrested, but not convicted, for randomly shooting into a black sharecropper's home.

Some of Lee’s friends believed the murder was part of a larger conspiracy involving influential members of the community who wanted to silence Lee, who was encouraging blacks to register to vote.

"The big wheels paid them off," said White, who became a city councilman years after Lee's death.

The FBI released their investigation records to Newsday under the Freedom of Information Act. Many names in the records were marked out but reveal the FBI had named Watson and Ray:

"Witnesses saw two men leave a downtown street corner where they had been standing, enter Ray's green two-toned Mercury convertible just before the shooting, drive away and return shortly afterward. Several witnesses saw a convertible fitting that description following Lee with only its parking lights on.

People & Events: Citizens' Councils

The Brown v Board of Education decision was a watershed moment in American history. On May 17, 1954, in an unprecedented decision, the Supreme court abolished school segregation. Blacks hailed the decision. Whites in the Deep South called the day "Black Monday."

An Opposition Group

Some white Southerners channeled their ire into a new movement called Citizens' Councils -- organizations of white segregationists and supremacists who opposed integration and the Supreme Court decision.

Racist Ideology

The movement, led by Mississippi Circuit Court Judge Tom P. Brady, grew to encompass virtually the state's entire white business class. Council members published a book entitled Black Monday which outlined their simple beliefs: African Americans were inferior to whites and the races must remain separate. "If in one mighty voice we do not protest this travesty on justice, we might as well surrender," Brady wrote.

The "Uptown Klan"

The first Citizens' Council meeting was convened two months after the Brown v. Board of Education decision in a living room in Indianola, the heart of the Mississippi Delta. Soon hundreds of chapters with thousands of members spread like wildfire across the South. Members would meet regularly in living rooms and send in donations. The group even had weekly TV and radio programs, and states would sponsor promotional films spotlighting the benefits of segregation. The councils' view of themselves as a cut above the violent tactics of the Ku Klux Klan gained them the title "uptown Klan."

Spying and Intimidation

The councils picked up momentum and legitimacy in 1956 when the Mississippi legislature formed the State Sovereignty Commission. The Sovereignty Commission contributed funds to the Citizens' Councils and formed a covert network that tracked blacks and whites. Blacks in favor of integration or seen trying to register black voters would lose their jobs, their homes, even their lives. White businessmen would face boycotts and politicians would lose votes if they were believed to be sympathetic to African Americans' efforts at integration.

Violence

The Citizens' Councils claimed they did not sanction violence, but the venom spouted at their meetings and from their leaders, particularly Mississippi's segregationist senator and plantation owner James O. Eastland, fostered a violent, reactionary climate where punishment against blacks was sanctioned.

The Councils' grip on Mississippi was effective. By 1956, they claimed a membership of 80,000. Schools remained overwhelmingly segregated and black voter registration drives were thwarted. In 1959 the Councils played a crucial role in electing staunch segregationist Ross Barnett to the Governor's office.

The Councils' Legacy

Today the Council of Conservative Citizens carries the torch of the Citizens' Councils. "Promoting the interests of European Americans," the anti-civil rights and anti-immigrant group advocates for its ideas in chapters throughout the South.

There's something terribly tragic about a human being who is so insecure that they have to believe that their skin color makes them special and better than others.

Not all that long ago, before Darwin's time actually, it was commonly held that the white race was superior to most others, and when Darwin finally published, there was a bit of a jump by some to look at his work as proof they were right. That mind set is still around, ironically held the tightest by those in disagreement with Darwin, and is taking a very long time to wither away. Conservatism may be a rational ideal when aspects of our society are moving faster than we can intellectually and emotionally keep up, but trying to hold on to ideas most of society has long left behind, strikes me as not terribly healthy.

Evacuations called as storm saturates California

A storm pounding California with record rain forced authorities in the San Joaquin Valley to call Monday for the evacuation of some 2,000 residents of the farming community of McFarland due to major flooding.

An estimated 400 to 500 homes were in danger, Kern County Fire Department spokesman Sean Collins said.

A sheriff's helicopter crew was trying to locate the source of the flooding, which possibly was coming from ditches and canals that supply water to farms, Collins said. Two evacuation centers were set up.

Stormy weather has gripped California since late last week, triggering mostly minor flooding, mudslide, road closures and power outages, but forecasters had warned of significant flooding dangers.

The storm was expected to intensify Tuesday night and Wednesday, with between five and 10 more inches of rain.

Virtually the entire state was affected, from coastal cities to the Central Valley, Sierra Nevada and southern deserts. Rainfall records fell, numerous traffic accidents snarled roads and trees tumbled.

Back on Citizens' Councils, note that there is a range of groups calling themselves "Concerned Citizens' Councils". Some seem to be quite innocent ad-hoc efforts, some are a variety of bad actors (e.g. anti-Native American fishing rights), and some are variants of the racists featured here. Gotta keep the nuts sorted.

It's really kind of sad, because with just the facts Sidney had a very damning book. Lucky you... if you look at weather maps, this year, the storms seem to get stuck at the continental divide and just can't tumble over the divide and bring much of any snow below 9000 feet.

We've had an occasional inch or so off and on, but other than that, nothing. Right now the radio news was talking about the dry winter on this side of the state and recommending that you water your trees.

I've gotten my hair cut at a 'black' salon before. Anyone who's studied cosmetology knows how to cut white hair--which is a snap to do--the same cannot be said for black hair.

No one said a word to me either. I signed up on the list, and they washed and clipped me.

Not all that long ago, before Darwin's time actually, it was commonly held that the white race was superior to most others, and when Darwin finally published, there was a bit of a jump by some to look at his work as proof they were right. That mind set is still around, ironically held the tightest by those in disagreement with Darwin, and is taking a very long time to wither away. Conservatism may be a rational ideal when aspects of our society are moving faster than we can intellectually and emotionally keep up, but trying to hold on to ideas most of society has long left behind, strikes me as not terribly healthy.

It was very amusing to see the way the racists glommed onto the latest evolutionary hypothesis to support their racism.

When evolution was about 'improvement' the racists came up with tons of stuff that show whites were 'more advanced'.

Then evolution became about adaptation and it was shown that humans came about through neoteny, the retention of juvenile features into adulthood. Presto! Whites had more neotenous features than other races.

It's funny, but only because I don't want to cry.

I don't know any black people who hate white people. Not even old black people. It's distrust more than anything.

I do know some. In gangs. It does happen.

Far, far, far more evil has been done to blacks through racism from whites, and still is, than from racism from blacks towards whites.

I am actually trying to agree with you. Yes, they have not had the "power" to do evil as whites have, but there are some pockets of racism and it doesn't help us get through it.

I don't blame them for the distrust, or racism or whatever we want to call it, but it is there and is used by the racists in white communities.

And to add to my previous point, if I were black, I would have a damn hard time to forgive the past and not be distrustful or resentful. I honestly don't know if I could get over it, especially if it could be proven that I had direct relatives that were harmed in the civil rights era or way before in the slavery period.

You are right. This is unsettling at best. You hope that people have grown, respect their fellow man etc, but times like these show us that we may not have come as far as we had hoped.

Gangs of people are always bad. People do things in groups that they would never do alone. That's when you go from thinking bad thought to doing bad things. The instinct to hurt people who haven't personally hurt you is not something I understand. I don't get hatred and bullying in any form. Even if you think it's legitimate, it will kill you on the inside.

I say get to know a person and they will give you plenty of real reasons to not like them in due time. Disliking people for immutable characteristics is just lazy.

It's not that hard, but you stay on guard. There are occasional bullshit uses of the "race card", but for the most part our radar for racism is good. When we see it or feel it, we know it. I don't think or expect most white people to be racist and I don't hold against people what they don't know. I have no doubt that I have offended the shit out of people because I was ignorant about something. I try to give everybody the benefit of the doubt. We are all making our way through the world with limited knowledge and experience. Sometimes we hurt other people and ourselves because of it. That's not just true about race, that's true about everything.

Folks such as Barbour define the norm for racial tolerance a bit differently than do most people. In his world, if you don't subscribe to lynchings and lawn burnings, then you are a model citizen without a racist bone in your body ... even though you can't stomach the idea of full racial equality and a totally desegregated society.
