I've been following some of the conversation over at swing state project and a number of commentors seem to feel turnout in Milwaukee county really underperformed making things very tough for Kloppenburg.

At this point they are 400 votes apart -- four hundred out of nearly 1,400,000 votes cast. It's quite incredible. So unless the final precincts are quite dramatically for one or the other, I'm thinking we're in for a recount.

How is it possible that the American electorate keeps producing these razor-thin margins when you also feel as if the two sides are miles apart?

Junior High was pretty miserable for me. (At least nobody bullied me. That was one thing.)

I wouldn't want my home town consumed by hell, though.

Although, in all honesty, if an earthquake shook down the junior high and there was a fundraiser to rebuild it, I wouldn't contribute.

I don't believe in middle school/junior high. None of my kids have to go.

12:05am: Prosser is now up by about 2,200 votes. With most of the precincts in Dem-leaning territory...but these precincts have to be substantive, and not empty, as we've seen plenty tonight.
12:01am: Eau Claire County may not give us as much of a boost as expected - most of the city of Eau Claire is reporting, with 11 of the 21 outstanding being from the city.
11:56pm: Looking at Marathon County, there could be good news left for KloJo - most of the outstanding precincts appear to be in the City of Wausau, which should help her recover her lead, or at least be empty (which is better than the 54-46 margin Prosser has there thus far).
11:53pm: Bad advance news from Racine County, which based on the County website is fully reporting and has KloJo losing by 6K votes, not 3k. This moves the needle to 4.90%.

While we wait, let's remember that in the first round, on February 15, Prosser won 55 percent of the vote to 25 percent for Kloppenburg. A Prosser win is important, and locks up the Supreme Court for Republicans, but a win of the size this is likely to be is a big, yawning vote of no confidence in the state's GOP. The bottom started to fall out of Prosser's bid, and a Republican surge came in to help him, but that was $1.8 million no one had been planning to spend to retain a judge.

At the opposite end of the meter from True is Pants on Fire, for a statement that is ridiculously false. And Pants on Fire is what Kloppenburg gets for her claim about our earlier ruling.

At the opposite end of the meter from True is Pants on Fire, for a statement that is ridiculously false. And Pants on Fire is what Kloppenburg gets for her claim about our earlier ruling.

Grassley said he had information that the AK-47s recovered at the shooting scene were traced to Project Gunrunner, an ATF program designed to stem the illegal flow of U.S. guns to Mexico.

"Members of the Judiciary Committee have received numerous allegations that the ATF sanctioned the sale of hundreds of assault weapons to suspected straw purchasers, who then allegedly transported these weapons throughout the southwestern border area and into Mexico," the senator wrote to acting ATF Director Kenneth Melson. "According to the allegations, one of these individuals purchased three assault rifles with cash in Glendale, Ariz., on Jan. 16, 2010. Two of the weapons were then allegedly used in a firefight on Dec. 14, 2010, against Customs and Border Protection agents, killing CBP Agent Brian Terry."

I have a lot of free time this week.. had my two overnights Sat/Sun and they scheduled a short week, so I have only 4 more hours to work today (Wed. afternoon 4-8 pm) and then off until Sat. night midnight. Which works out to 20 hours, which is just where I like my hours to be.

The last month, I've been getting 30 to 35 hours, lot's of vacations, sick and department moves to cover. I heard from my head clerk that she has hired 3 new cashiers and still has another to hire. That would be the first new cashier hires since I started there March 31st 2010... a year ago.

If that is actually the case, I'll probably be moved off the overnights (they'll give that to the new "low man" on the seniority list and I'll have more say in what hours and how many I work on a weekly basis. At least that's the plan.

Something like 87% of the TRACEABLE guns come from the US. The vast majority of the guns recovered WERE NOT SUBMITTED FOR TRACING.

I'm at 8200 feet here... barely no ambient light, lot of sky up there. You can actually see the Milky Way... all of those millions of stars that make that vague blanket of white, acting like a background for the brighter stars and planets with in.

Yea.... I've seen that, but you have to go east to the desert to avoid the light pollution. It's an incredible sight.

Palomar Observatory, (our local observatory) known for having the worlds largest telescope (I think it's been surpassed now) has major difficulty with the light pollution below.

Under Wisconsin law, there's no such thing as an automatic recount, GAB Director Kevin Kennedy says.

A candidate has to ask for a recount, and it's free so long as the difference is less than one half of 1 percent. Between one half of 1 percent and 2 percent, the cost to the candidate is $5 per ward. If the difference is more than 2 percent, the candidate requesting the recount has to pay for all of the costs.

A recount cannot be requested until all of the county boards of canvass are in, which Kennedy said would likely be Monday or Tuesday. Candidates then have three business days after the last canvass comes in to request a recount.

It would be hard to picture whichever side that is behind, when all is said and done, not requesting their free recount (as long as it's within ~7500 votes), so I imagine you're right.

There are 26 precincts left which should net Kloppenburg 500 to 700 votes. In addition, there are a reported 8000 absentee votes in Milwaukee with an additional 7000 in Madison that need to be counted.

Chris Abele defeated Jeff Stone, a Walker ubercon, for Milwaukee County Executive last night, 61% to 39%. It is worthy to note that this was Scott Walker's position that he vacated to assume the governorship.

It would be safe to say the loser will probably petition for a recount. The recount will be at taxpayer expense if the margin of victory is a half percent or less of the total vote.

Morning, all.

Yesterday, I listened to another briefing from my company's corporate economist. (I've posted on his observations before.)

He mostly said the same stuff he has said before. The couple of interesting new things were that he thinks the stimulus bill knocked 5 points off of the unemployment rate. (He thinks it would have gone to at least 15% without it. At least.)

He sees the stimulus effect ending this year, and there is a minor risk that the private economy fails to pick up the slack, but he thinks that is a very minor risk.

Full employment waits until 2015. And the uptick in the private savings rate in the US renders the current US deficit self-financed.

True but during the last month all the momentum has been on the side of the unions. They outspent prosser, tore him up in the press, and turned out their vote. They should have walked away with this one. I guess the taxpayers of WI were more tuned in than I expected. 1.5 million votes for a supreme court race seems very high.

The reality is this race means next to nothing. The only argument is whether the vote was held in accordance with their open meetings law. Worst case scenario, Walker passes it again and bypasses the fight.

I seem to recall that, as well.
Also, IIRC - the fact that Camilla was not a virgin was one reason why Charles couldn't marry HER to begin with, which is who he was in love with and should have married, IMO.

Now Kate & William - seems to me I keep seeing stories about where "they" are living, and they seem to be living as a couple in the same place; so I suspect the virgin test is a no-go for her. Thank goodness.

At this point they are 400 votes apart -- four hundred out of nearly 1,400,000 votes cast. It's quite incredible. So unless the final precincts are quite dramatically for one or the other, I'm thinking we're in for a recount.

How is it possible that the American electorate keeps producing these razor-thin margins when you also feel as if the two sides are miles apart?

It's not that unusual. Sometimes the electorate is pretty evenly divided. When that happens, the actual count becomes a matter of chance. Flip a penny 1400000 times, (I just tried this on the computer) and you get an 1832 vote margin.

Try it again, an 18 vote margin. (!)

Again, 654.

The numbers we're seeing are not much of a coincidence.

In the time before VCR recorders, I woke up at 4:00am or so to watch Charles and Di get married. This time around it will be on the DVR.

Now I find that bizarre. Would I have spoiled it for you by telling you the ending? The first one, not any of the other endings. I did not find the story of a dim but well-meaning girl who married very well (but to an otherwise non-entity) to be very compelling drama. I find it very telling that the movie The Queen was relatively interesting compared to the life of Diana Spencer.

As for Camilla, I can only suppose that Charles picked her for her brains or some other quality that Diana lacked.

How about a ban on free school lunches. You can make an argument (inane, but an argument) that since public schools have given free lunches and breakfasts, the obesity rates have skyrocketed. I'm sure you could get a crank to even come up with statistics to bolster that argument.

No, the way to reduce obesity is to have parents just say no to McDs and promote healthier eating at home, and to get the kids to quit sitting in front of the boob tube and computer and iPad/iPhones/Droids all day long.

Promote exercise and improve physical education classes.

But banning happy meals? How about banning 40 ounce porterhouses. All steaks over 16 ounces? Especially when a portion size is supposed to be - wait for it - 85 grams (which is about 3 ounces or 173 calories) Doing that math results in a 16 ouncer giving you at least 865 calories - equivalent to more than 1/3 of a daily allowance - and that doesn't include sides, toppings, or preparations other than broiled. A 40 ounce porterhouse will give you 2306 calories - or more than most people need for an entire day.

And for the record, here are the calorie counts for the various happy meal combinations at McDs. Those counts put the meal total at anywhere from 1/2 to 1/4 of a daily recommended intake for calories (depends on age).

Are there healthier choices? Absolutely. But that should be up to the parent to decide - both in terms of where to take their kids, and what their kids should or shouldn't have.

I'm surprised that they hold elections for the supreme court in WI. Here in NY, it's a nomination process that helps maintain at least a veneer of political impartiality - the nominations are generated from a nonpartisan committee and a list is given to the governor, and confirmed by the legislature. Seems to be a much better way of doing it than a direct election that allows the jurisprudence to be swung by whichever way the political winds blow at the time the election occurs.

The mother of an 8-year-old boy who attacked teachers with a sharp stick and threatened to kill them criticized police for pepper spraying her child.

But police say doing so likely prevented the 82-pound boy from injuring classmates, police and himself.

The little boy just said he "deserved it" on the video but his mom is still pretty angry. Maybe they should pepper spray her the next time since it seems to me the behavioral problems are probably her fault.

I don't have a problem with the article as a whole, but summarizing it with this title cheapens it. One might as well argue that poor single women with 4 kids are too lazy to bother with birth control. It isn't that simple.

Goldstone denies he will recant

BEIRUT: Justice Richard Goldstone has categorically rejected an Israeli minister's statement that he had agreed to rescind his highly critical United Nations report on Israel's conduct of the 2008-09 war in Gaza.

On Tuesday the Israeli Interior Minister, Eli Yishai, gave multiple radio interviews saying that in a telephone conversation on Monday, Justice Goldstone had agreed to work to have the report withdrawn.

After writing last week in The Washington Post that new information had come to light that made him rethink some of his conclusions, Justice Goldstone said he still stood by most of the final draft that was published in September 2009.

''There was absolutely no discussion about the Goldstone report on the call,'' he told the Associated Press.

Sorry but I feel squeamish about saying it's okay to bat 0.500 and kill one innocent person for every terrorist you kill.

I'm not disputing that - but it is interesting that they're keying in on the other occupant, and ignoring who the second person was. And there's no way to know at the moment who either of the individuals in that car were. It would appear that one person is a bad actor, and the other person is an open question.

I'd put pretty good odds that both individuals were involved with Hamas in some fashion. Or that one was Hamas, and the other was an arms dealer or other such lowlife - they don't have to be an Islamist or involved in the government - in which case, Israel got a twofer.

That said, clearly all the facts aren't on this situation and that person might turn out to be not so innocent, but one way or another we need to get more data before coming to any meaningful conclusions.

Heck, take that at face value - okay so it wasn't a Sudanese government official or an Islamist. That leaves arms dealers or other criminal elements or another violent element that the Sudanese regime doesn't consider to be Islamist. There are enough of those in Sudan (Janjaweed for instance).

And it could pan out that both were Islamists/Hamas/terrorists, up to and including al Qaeda.

There are also disputed accounts of what happened. Some reports say it was an unidentified aircraft, while others claim it was a missile.

Israel could have carried out the attack, but it could have also been a US UAV strike. Both Israel and the US have such capabilities.

The U.S. ambassador to the United Nations on Wednesday defended America's membership on the controversial United Nations Human Rights Council as a necessary means of supporting Israel against detractors.

In prepared testimony, Susan Rice told a House panel that while the council has its flaws, a U.S. retreat would "embolden those nations that unfairly ostracize Israel and weaken the international community's ability to prevent human rights abuses."

She also said that the United States would continue to work to end the anti-Israel bias in the council.

Most recounts that reverse the result are instances of the candidate who actually lost, winning the game of "recount". This can be proved statistically. Almost all ballots cast are beyond question. Somebody checked one box and not the other, or pushed one button and not the other, and that's that.

There may be a few thousand that are open to interpretation. Out of those few thousand, the odds of a swing of 400, just because by chance the original interpretation was objectively mistaken, are invisibly small.

All of them. Wisconsin puts them into the machines with the rest of the votes on election day. So the total reported on election night includes all early, absentee and election day votes.

I think it's the Heritage's 2.8 unemployment projection that's getting grief.

By 2021, unemployment would hit 2.8% under their projection, well below the 5% - 6% range that the Federal Reserve considers the maximum desirable rate achievable without dangerous inflation.

Considering how rare actual terrorists are, relative to the population, and how unlikely it is for anybody to be never ever ever in the company of an innocent person...

that's actually a very low collateral damage ratio for any military action. Ten to one or twenty to one is far more common.

As a non-chemical plant derivative, it's becoming more widely noticed as an alternative sweetener. Sweet Leaf (somehow, I don't think they're Sabbath fans....) and Truvia have their products fairly widely available, and there's a new soda called Zevia that is Stevia-sweetened.

My own sweet tooth is pretty particular, having adapted to unrefined cane sugar long ago -- I have a bit of a hard time with fully-processed white sugar as a result. And I can't stand the taste of alternative sweeteners; however, if I was diabetic or otherwise concerned about my glycemic index, I'd consider developing a taste for it....

Educational research has determined that teaching effectiveness depends mainly on two things.

First, the teacher must know what he is trying to teach. There's no getting around this. The prospective teacher should be tested to see if in fact he knows his stuff. Re-qualification every 7 years or so wouldn't hurt either. These tests might cut a swath through the ranks of the worst schools, but that would be all to the good.

Second, the teacher must have the knack, the touch. You can't train this. You can't spot it from degrees or credentials. It emerges over time in many teachers, but for some, unfortunately, teaching is just not their calling. The way to tell who has the knack is to compare the progress the teacher's class made against the progress those very students might have been expected to make, given their incoming test scores and past progress and circumstances. To be scrupulously fair, look at the progress his students make in the next course in line, because laying a good foundation and instilling good habits might not yield the kind of instant payoff that shows up on the end of semester standardized tests.

Since "knack" isn't altogether a global attribute, the teacher should be given a variety of courses to see whether they may have better success doing this than doing that. But in the end, if their results are always bottom tier [always, measured not against what the average student achieves, but against what this teacher's students might have been expected to achieve given their own track records], it's probably best to send them on their way and see how the replacement does.

Any institution or policy that stands in the way of these reforms is part of the problem.

That's not REMOTELY what I said. We misidentify who's qualified. We restrict entry to the profession, requiring degrees that take a long time to earn and have no demonstrable connection to teaching effectiveness. [Is there any reason a retired engineer can't teach high school trigonometry? Is there any way someone who doesn't know trigonometry CAN teach it?]

- He wants all those tested to pay for their own tests, out of their own pockets.
- Until recently, he was the owner (majority shareholder) of the company that does the vast majority of all drug testing in the state, and the only company in FL with the capacity to test all state employees and welfare recipients. He signed his shares into his wife's name recently, to avoid a conflict of interest. (I know, i know)

So yeah, if that isn't a monstrous profiteering racket, I don't know what is.

Fair enough, obviously I wish for a perfect world where we could take down terrorists without ever harming innocent people, but clearly that isn't going to happen any time soon.

So in most things related to Israel I will sum up my stance with... being a wealth middle class catnip smoking hippie from the east coast of the USA, I have never experienced the hardship that comes from living in the middle of a desert surrounded by countries that hate you, and so am in a biased position when it comes to judging what is and isn't acceptable.

The issue of how much collateral damage is acceptable in an situation like this (assuming Israel was behind the strike) is a serious discussion worth having, but I defer to my fellow lizards more well versed in the subject since my own opinion has little besides my gut instincts to back it up....

I was not implying anything, but there are those who find that teachers are "overpaid" and do not deserve collective bargaining. And lots more who see privatization as the cure-all, at least for their families and neighbors.

As for those on the other side of the tracks, they will just have to stay there...

As far as 'customer feedback', that's a rather tricky one. Are the customers the kids? The parents? To what extent should their opinions actually matter, and why?

We were talking about teachers so how do you want to measure "productivity" is it in the students GPAs, their federal test scores?

Do we rate higher someone who has kept good scores high or someone who has taken poor scores and improved them to middle of the road?

As for customer feedback, well are the students the customers or are the parents?

Finally as for "job description knowledge" all I can say is that there is a wide gap between knowing something well and being able to teach it well.

Yeah, it looks like they made a pretty serious mistake. Prosser was set for an easy victory until the Republicans went nuts. Walker and crew probably won't survive the next election cycle if they manage to avoid being recalled before that. Republicans should be poised to retake the Senate by now but their recent antics may endanger that. At this rate they might even lose the House. We'll see how this shutdown nonsense plays out but I don't think it's going to work in the Republican's favor.

Teachers are observed and receive formal evaluations. Twice to three times a year for beginning teachers, periodically for those who've been with a school longer.

Except then it turned out that the improved test scores were the result of teachers and principals cheating -- erasing wrong answers on the test sheets and writing in correct ones. Whoops. The schools that didn't have a lot of that kind of cheating... had parents complaining that all their kids did all day was drill for the tests, they weren't learning anything other than how to pass multiple choice tests.

Not such a roll.

Basically. It's run by the Boy Scouts in a couple of areas (law enforcement, merchant marine/coast guard, etc.) Almost an apprenticeship program, in many respects.

I worked for a start-up charter school one year. Our kids did AMAZINGLY well on the standardized exams.

One of my co-workers pulled me aside, and said, "OK, what happened after you finished giving the kids the exam?"

I said, "I counted everything, put it back in the box and gave it to the office."

"Who took over from there?"

"(Name of Principal)."

"Did anyone supervise him?"

"Uh, no. He just took everything back to the district."

"Can you think of any good reason why our students would have done well on a standardized test?"

"Not really."

a difference of 120 votes... Not enough to surpass Kloppenburg's current lead of 224...plus 2 precincts still out in Milwaukee county that favor her by 14%.
