A hangman’s noose.

For two decades, that’s what the elite Albuquerque Police Department unit assigned to the city’s worst criminals has used as its symbol.

It will no more. After Journal inquiries, Police Chief Ray Schultz said in an email late Thursday that he is doing away with the noose image. He ordered one of his deputy chiefs to remove it from all documents and apologized “to anyone who may have been offended” by it.

When the Journal first asked another high-level APD officer about the symbol, which appeared on an internal APD wanted poster that came to light last week as part of a lawsuit in state District Court, the officer’s initial reaction was to question whether it was indeed a hangman’s noose.

APD Cmdr. Doug West, who oversees the Repeat Offender Project, known as the ROP team, said early Thursday he was “not a knot expert” when asked about the noose image. “The simple way I look at it is that it’s a rope, and it’s the ROP team. I don’t read into the hangman’s noose. I don’t know a whole lot about knots,” West said. “… It’s something that we need to look at and get rid of … because people would construe this as, like you, you’re looking at it as a hangman’s noose, and if that’s how people are perceiving this, it’s the wrong signal that we need to send. We need to not send that.”

I’d say Cmdr. West was playing dumb, but I don’t know whether he was playing. More from the article:

When asked about the image in a telephone interview, West said he was not familiar with it, had never seen it on any document and didn’t know whether it had anything to do with the ROP team.

After putting the reporter on hold for several minutes, West came back on the line and said it has been the ROP team’s ‘symbol’ for 20 years and that APD now plans to change it.

The noose image is frequently used on internal documents such as wanted posters and is even painted on the wall of the unit’s office, officials said.

APD has faced repeated criticism in recent years over a litany of incidents that critics say points to a culture of brutality and disrespect toward the community within the department. Officers have shot 24 people since 2010, 17 of them fatally. Several officers have been disciplined for posting inappropriate comments on social media websites. And revelations that the police union had been paying officers involved in shootings up to $500 rocked the department earlier this year.

The U.S. Department of Justice has been considering since August whether to launch a full-scale civil rights investigation into APD, and many have called for Chief Schultz to resign.

The department has implemented numerous policy changes the past year. Schultz maintains that APD does not have a cultural problem and says the changes in policies adequately address the public’s concerns.

Seventeen dead suspects in less than two years? And officers paid by their union for each one? A full-scale civil rights investigation is way overdue.

Do read the whole thing, even though you have to ‘answer a question’ to see it all if you’re not a subscriber. It’s less intrusive than the old ‘watch an ad’ process they used to have.

Apparent break-in attempt at congressman's home, officials say

Men in masks apparently attempted to break into the Pennsylvania home of Democratic Rep. Robert Brady on Friday, according to his congressional spokeswoman, Karen Warrington.

The phone lines into the house were severed, police said. Brady's wife was home alone at the time, they said.

Brady, a Philadelphia native, was in Washington at the time of the incident, which occurred in the Pennsylvania city's Overbrook neighborhood, Warrington added.


Police said Brady's wife, Debbie, heard a knock at the door, then noticed that neither her cable nor telephone were functioning. She then looked outside and saw three men in her yard wearing surgical masks and hooded sweatshirts.

I don't think burglars would cut the phone lines. I'm thinking home invasion or kidnapping.

Good point. Powerlines might be a bit more tricky. Could also raise alarms elsewhere. If there's a cable outage the company might send a truck around the next day. Cutting a power line might signal the power company thinking there's a loose cable laying in the street.

Alarm systems can be backed up on GSM systems now, for not a lot of $.

Basically, works on phone line.

If phone line fails, uses internet.

If internet fails, uses cell system such as GSM.

Power usually comes in off a street pole. Maybe they didn't bring an extension ladder.

Modern high end alarm systems (the kind I'd assume a US rep has) have cut line detection circuits - it's pretty simple too since active land lines deliver a constant incoming voltage. These systems also have integrated cell transmitters and battery backup power. Cutting the phone line runs the risk that the system will alarm before you've breached the perimeter, especially since land lines are usually the last system to go down in a legitimate natural disaster like a storm. The only reason to cut the land line is if you know the exact layout of the system you're attacking or if you need to temporarily hold off a massive hostage response, since the alarm company will call for a car to investigate first.

Why some illegal immigrants aren't celebrating Obama’s new policy

Their concerns center on how Obama's order will be carried out. The new policy pushes Immigration and Customs Enforcement (ICE) to approve "deferred deportations" for undocumented immigrants who are age 30 or under, arrived in the US before age 16, have lived in the US for at least five years, have no criminal record, and are either in school or the military or have a high school diploma.

Once they have received a deferred deportation order, qualifying immigrants can apply for a two-year work permit. Youths who are under deportation orders can also ask for deferred action in order to apply for the permits.

The catch, says Mr. Rico, is that ICE still holds the authority – Obama is only asking it to defer deportations. So far, the agency that has to some extent stonewalled the president’s previous calls to go easy on younger Latino immigrants. ICE deported a record 396,906 people during fiscal year 2011.

Obama has already attempted to rein in ICE. Last August, for example, he asked it to deport only the worst and most hardened criminals. But many undocumented immigrants do not trust the agency, and that might prevent them from coming "out of the shadows," as Sen. Richard Durbin (D) of Illinois put it, to apply for a deferral.

DHS cannot provide any assurance that all such requests will be granted. The use of prosecutorial discretion confers no substantive right, immigration status or pathway to citizenship. Agreed. It's just about the only thing he can do. I suspect this may be a bit like his promise cut cut back on interfering with state marijuana laws. There's only so much he can do. There are a lot of issues and they require a legislative solution. The executive can only do so much.

I'd like to believe the former, but I'm not putting the latter past. Personally, I don't care which, there has to be progress forward on this. If this EO gets Congress to get off its ass and seriously pursue immigration reform, then I'm all for it.

I look at it like this-Being very strict at the airport, the border and against undocumented felons (not minor stuff) literally makes the room to be more lenient with those that are already in. It's inhumane to deport all those people. It's irresponsible to not regulate immigration as a facet of the economy and or foreign policy.

The whining is easy to understand: Obama just put the GOP in a very uncomfortable position. Like the announcement about his stance on gay marriage, Obama shined a stark light on the GOP's general lack of a real plan to deal with illegal immigration that doesn't boil down to "Deport them all and let God sort them out!"

There is NO WAY to deport all of the "illegal immigrants" currently in this country. We do, have to start to have a strategy to deal with them, humanely. I don't know how to even start that strategy, but it is very important, because the sooner we start, (and start enforcing our borders, which is a big part of the solution) the sooner we resolve the issues for the people who have, in some cases, lived here for decades, and contribute to our society.

To make progress, you first need two parties that are willing to tackle the problem. The GOP just keeps whining that you can't have reform until all the illegals are gone, so any attempt to hash one out will just get stonewalled to death.

We obviously have to have some sort of immigration policy. And yeah, keeping felons out and having some sort of enforcement in place is needed. I sure as fuck don't want the cartels here any more than anyone else, and we need to keep criminals out.

But seriously -- so much of our industry (construction, agriculture, hospitality, etc.) depends on undocumented workers that it's hypocritical and stupid to push a policy that says we can't do anything until all the illegals are rounded up and deported by the millions. The GOP are as full of shit on immigration as they are on anything else these days. I'm actually glad that Obama forced their hand today with this.
