Arkansas House Passes 20-Week Abortion Ban With No Exceptions

The Republican Party’s total war on reproductive rights continues

You know the “war on women” that right wing blogs and the Republican Party furiously deny they’re waging? Well, since the election, the reactionary cavemen of the right have not even slowed down their efforts to drag women by their hair back into the Stone Age, and today the Arkansas House passed a bill that would ban all abortions after 20 weeks, with no exceptions for rape or incest victims.

No finer Republican tradition than trying and failing over and over and over and over to contravene the sometimes-holy-writ document on which the Republic is founded.

Ever Classy, FRC Says VAWA’s Cost to Taxpayers Is the ‘Real Abuse’

In an email alert last night, the FRC denied the positive impact of VAWA, which has contributed to a dramatic decrease in intimate partner violence, and said that the “real abuse” is VAWA’s cost to taxpayers.

Last year, when it first came up for reauthorization, Democrats intentionally loaded the bill with provisions the GOP cannot support—like millions more in spending and special rights based on certain sexual behavior. Their goal was to make the legislation so objectionable that Republicans would be forced to oppose it and fuel the lie that the GOP is anti-woman. Sen. Pat Leahy’s (D-Vt.) version, which leaders will vote on this week, is a five-year extension of the Act. Among the bill’s most egregious parts is a provision that would ban funds to grantees who may have religious objections to homosexuality—even if no documented case of refused services has been found. It also includes special assistance for homosexual victims.

Although Sen. Leahy promises to have a 60-vote block of support, FRC has warned the Senate that we will be scoring the vote. You can help by contacting your Senators and urging them to vote against VAWA and end the real abuse of taxpayer dollars.

They really, really hate women.

Except they’re pissing on the rights of women, who they don’t consider people.

Remember, women are to be subservient to their husbands, etc., etc.

I’m sure this is just a coincidence, but in the Washington Post article I referenced today in my page on the healthcare exchanges, there is this little bit of information:

Arkansas has adopted the same strategy to hire about 535 in-person assisters, whom officials plan to train by midsummer — albeit for a different reason.

The state is one of 32 that has chosen to let the federal government run its exchange. In these cases, the Obama administration is in charge of setting up the state’s navigator program. But Cynthia Crone, Arkansas’s director of planning for the exchange, said state officials worried that the administration wasn’t moving quickly enough.

Our population has a lot of uninsured, not a lot of Internet use, and is very rural and very diverse,” Crone said. “We felt like we couldn’t wait.”

Like I said, I’m sure just a coincidence.

AP headline: “Jindal: GOP should change ‘just about everything.’”

Still, Jindal’s not advocating changing policy or the party moderating its views. “We do not need to change what we believe as conservatives — our principles are timeless,” he said.

See, because it’s the message not the policies. That’s why Hispanics, women, African Americans, anyone under 60 years old, etc etc refuse to vote for you.

From the FRC on the VAWA:

Last year, when it first came up for reauthorization, Democrats intentionally loaded the bill with provisions the GOP WE cannot support—like millions more in spending and special rights based on certain sexual behavior. Their goal was to make the legislation so objectionable that WE Republicans would be forced to oppose it and fuel the lie that WE the GOP is are anti-woman.

I think that was how the original memo read, since the FRC and the GOPteabag party are essentially one and the same.

Also a special reference to the wingnut butthurt over the VAWA’s funding; “millions (of dollars) more in spending”. Millions. Billions spent in Iraq, OK. Millions here at home: Not OK. //

re: #15 Lidane

Israel hasn’t suffered during Obama’s term in office.

Obama might not have a great personal relationship with Israeli PM Netenyahu, but that hasn’t meant that Obama’s prevented arms shipments or stopped development work with the Israelis on the Iron Dome (which deployed faster than the IDF thought due to US assistance) - and which was helpful during the most recent round of fighting in Gaza.

Obama hasn’t forced Israel to cut a deal with the Palestinians.

He hasn’t changed US policy re: the peace process. He hasn’t changed US policy towards development of housing in disputed territories or recognized Hamas as anything other than a terror group.

The differences between Obama and Bush on Israel-US relations is miniscule but that isn’t stopping the nutters from claiming that the relationship has gone to poop.

Obama doesn’t have the cozy relationship with Netenyahu that Bush did, but that doesn’t mean they don’t have a working relationship. They do. They see Iran as the kind of regional threat that can cause all kinds of trouble for both Israel and the US interests in the region. They’re far more in agreement than the nutters would care to understand.

It’s actually interesting how little it matters that Bibi is such an asshole to Obama and Likud has even gone as far in openly taking sides in US politics as they have, or Obama’s coolness towards Bibi and the right-wing government of Israel as a whole. The relations between Israel and the US aren’t based on shit-fits and snubs, they’re based on actual politics and policy and they have a lot more to do with how Clinton and her staff interact with Moshe Ya’alon and his staff. (It would be how she interacted with Lieberman but he’s such an enormous corrupt insane fucking asshole that the Israeli government actually does what they can to restrict his power, which is part of why he acts like more and more of an asshole.)

40 lawhawk  Tue, Feb 5, 2013 11:25:32am

re: #32 Obdicut

There’s a ton of coordination and interaction between the US and Israel on matters of diplomacy and defense. And the relationship isn’t defined solely by how the PM and President interact, but how the different staffs work and interact.

For the most part, those are jobs by career staffers, except at the highest levels, and they too understand the importance of preserving the relationship (particularly Israel’s relationship with the US).

Far more stuff goes on in back channels and behind closed doors than anyone would ever know. And that includes talking with regimes and groups that are officially considered threats - by and through intermediaries.

41 wrenchwench  Tue, Feb 5, 2013 11:25:52am

From the link at the top:

Although a 20-week ban would be unconstitutional under the viability standard set in Roe, the governor is currently more invested in deciding whether a different ban, which would make abortion illegal after the point in which an embryonic heartbeat could be found, is worth potentially signing into law if it reaches his desk. Today he announced that his office’s preliminary research into the bill says it would be unlikely to survive a court challenge.

There should be a way to sue legislators for malpractice when they spend a bunch of time passing bills they know are unconstitutional.

And Bibi has to work with a limited caucus or else face an election or a vote of no confidence. So he has to pander to those who wield sufficient power - extremists within Likud or Yisrael Beitenu or the religious parties that comprise his current coalition. And as the most recent election showed, the Israelis are pretty tired of his nonsense and want definite action on the Tal Law and improving the economy - both of which are interrelated.

re: #41 wrenchwench

They’re hoping to challenge Roe, leading to it being overturned. Or at a minimum, a roll back of the reasoning in Penn v. Casey that set out the current schema. They figure to get at least a couple of cases into the appellate level agreeing with curtailing Roe, and that forces the Supreme Court to rule - and they hope in their favor.

It would be bad news for women across the country, particularly the fact that it doesn’t provide any health/safety/rape exemptions (but not surprising since this kind of proposal is proffered by the Akin wing).

Robertson prays for Boy Scouts, warns that gay pedophiles ‘will come in as scoutmasters’

Televangelist Pat Robertson on Tuesday said that he was praying for the Boy Scouts of America because “predators” and “pedophiles” could infiltrate the organization if the ban on LGBT members and leaders was dropped.

During his 700 Club television show, Robertson incorrectly stated that Congress was behind the Boy Scouts of America national board’s decision to consider a proposal that would allow local organizations to have control over whether they accept gay scouts.

“Congress gets involved and they have no business fooling with the Boy Scouts, and the Boy Scouts ought to be free to do what they want to do,” he explained. “And the board should feel free to do what it wants to do, and that’s just the way it is.”

49 Interesting Times  Tue, Feb 5, 2013 11:36:32am

One thing I want to add is the so-called rape/incest exception, even when it’s allowed, is far, far, far from any kind of genuine protection for women:

How do rape exceptions work?

Stephanie Poggi is the executive director of the National Network of Abortion Funds, which coordinates groups that subsidize abortions for low-income women. She tells me that many states require that women submit police reports. In Iowa, for example, women must submit a police report of a rape within 45 days of it occurring and give the report to their abortion provider so she can include it in the Medicaid claim; you can see the specific paperwork here (pdf). Given that most rapes — 54 percent, according to the Rape, Abuse, and Incest National Network (RAINN) — are never reported to police, that rules out funding for a majority of women right off the bat.

This describes trying to get Medicaid funding for an abortion under the Hyde Amendment. Imagine how much worse it would be a victim were subject to these burdens in order to get the abortion at all?

How stupid can liberal women be that after being pregnant for 20 weeks they can’t yet decide if they’re going to keep the end product of their rape or incestuous relationship?

It’s not a case of stupidity. It’s a case of fear, misery, and denial.

What, you think every girl that gets raped by her father just trots right down to the police and goes through the process that starts with the father being called and told to pick up his daughter? You think that rohypnol and drunk-rapes don’t happen?

You’ve not been hearing when some woman who tries to claim rape gets told it’s because she went to a party or dressed that way or took a walk in the wrong neighborhood or any of that crap, and the other women who’ve seen it desperately try to avoid dealing with the hatespew?

Have you walked through a protest line with a woman? Have you thought about how hard it might be to do so when you’re already hurt and confused and afraid?

Yeah, thought not. The word for what you’re lacking is empathy. You might want to read up on it.

re: #69 jackw33

How stupid can liberal women be that after being pregnant for 20 weeks they can’t yet decide if they’re going to keep the end product of their rape or incestuous relationship?

Here’s a serious answer, even though you’re clearly not looking for them.

Many women, after rape, especially after incest, have a truamatic avoidance reaction. They don’t want to deal with what’s just happened to them, especially since most rapes come from people they know. Especially since there’s generally no legal recourse— most rapes don’t have enough evidence for a conviction, and only between two and eight rapists out of a hundred ever go to jail— a lot of women are overcome with a feeling of hopelessness.

Scheduling an abortion, especially in a GOP-controlled state, is hard. There are often not many doctors around who do them, the scheduled are often booked, and the GOP has enacted laws purposefully to make it take longer and be harder for a woman to get to the doctor, for the doctor to have a clinic that can provide the care, etc. Things like requiring two separate appointments separated by 24 hours mean that if the woman is poverty-level, that’s a very large economic burden on her if the doctor is any distance away.

And of course it’s not just liberal women who get abortions, but you were just trolling with that.

So there, an honest answer to your dishonest question, because the underlying concept does seem to escape a lot of people. Some women immediately seek contraception after rape— some want, need to shut themselves mentally off from what happened to them.

93 Bulworth  Tue, Feb 5, 2013 12:02:29pm

re: #92 Obdicut

Here’s a serious answer, even though you’re clearly not looking for them.

And here’s an actual case to illustrate the scenario you laid out:

He also tells the story of two of his patients. One was a 32-year-old successful lawyer who found out in her 21st week that she was pregnant with a baby who had a lethal developmental abnormality. She didn’t abort until the 23rd week because she wanted the diagnosis to be absolutely confirmed before she proceeded. The other was a 13-year-old girl who was very shy and well behaved. It turned out she was being molested by her uncle, who was staying with her family, but she didn’t tell her parents until well after he’d left. She’d hid her pregnancy until 19 weeks, and she terminated it when she was at 20 weeks. He describes these as “typical circumstances” in the patients that seek second-trimester abortions—not exactly the terrible, irresponsible people that anti-abortion activists are so fond of using as examples.

Televangelist Pat Robertson on Tuesday said that he was praying for the Boy Scouts of America because “predators” and “pedophiles” could infiltrate the organization if the ban on LGBT members and leaders was dropped.

Pardon me if I’m wrong, but it’s pretty damn ironic for him to say that considering the Catholic Church’s bans and spiteful rhetoric against LGBTs haven’t done anything to keep the pedophiles and predators out of their own organizations.

What does the RCC have to do with Robertson? Robertson’s a Baptist minister. Not defending him but he has no association with the RCC. What makes this is a ridiculous statement is this kind of stuff was still happening within the BSA while they hate the bans and spiteful rhetoric against GLBT people. The earliest surviving premature birth was 21 weeks 6 days. It’s still described as a miracle.

The earliest sustained survival point is 23 weeks. It require an advanced NICU (Natal Intensive Care Unit) and a lot of luck, and still a large proportion don’t survive. The current survival rate (source: March of Dimes, Quint Boenker Preemie Survival Foundation, see [Link: www.preemiesurvival.org…] for 23 weeks is 17%. 5 out of six born at that age will die, which is better than the ~1% survival rate of a mere week earlier. BTW, NICUs cost money. A lot of money, of which insurance companies pay only a part.

It takes till 27 weeks for premature birth survival rates to reach 90%.

If it isn’t viable, it isn’t a baby.

It’s an entirely moot point regardless. No one can coerce another into using their bodies or body parts to treat or save the life of another. It’s known as body autonomy and it is absolute. We cannot even be required to donate blood under any circumstances. Unless a blastocyst/embryo/fetus is elevated in rights above any other human being in the US, no woman can be required to allow the use of her body. The end.

Agreed. By now, I think there is no need for any laws regulating abortion at all. Anything that is allowable under a reasonable standard of medical ethics (i.e., assuming these standards are not politically twisted) should not be legally impeded.

Laws are not needed to address the mythical RW talking point of the awful woman who wants a late-term abortion for the hell of it.

I’m not worried about it being born. If a woman wants to continue to carry it, more power to her. If she doesn’t, same wish.

Here’s a silly question (because I suspect I know your answer). How do you feel about Danielle Deaver’s case?

In case that didn’t register at all, Danielle Deaver’s fetus was diagnosed in the 22d week as being non-viable - that as soon as it was born it would die. She was denied an abortion (Nebraska law) and was required to wait till she actually had the contractions and expelled it. It died approximately 15 minutes after birth.

What about anencephaly? It’s often undiagnosed till around the 20th or 22d week. There have been three babies in records that survived more than 15 minutes after birth. Of the unaborted, about half die stillborn, the remainder are in the less-than-15 minute zone. Do you think women should be forced to carry the fetus they know is going to die immediately?

No. But we’re not talking about delivering dead babies. The AL law cuts abortions off at 20 weeks. If you can’t make up your mind whether or not you are going to have a baby after 5 months then something is seriously, seriously wrong with you

You’re right, we’re not talking about delivering dead babies. We’re talking about a pair of conditions where the fetus was determined to be non-viable (not dead yet, but cannot survive after birth) after the 5 month cut. At that point the choice is - or should be - continue to carry knowing it’s going to die (before or shortly after birth) or get an abortion.

Abortions are not birth control.

We should at least get a full refund of little jackie’s public education and probably his parent’s tax subsidies to raise him. It clearly did not take and give us back a thinking member of society.

I think the chew toy’s many issues relate more to indoctrination than to deficiencies in education, so it might not be fair to go after public education here.

Republicans have tried for years to get proof that PP is using government funds to provide abortions, and has yet to come up with anything besides the argument that funds going to screenings and health care “frees up” money from other sources for abortions.

Because abortions are just so much easier than a condom, or not getting raped. Women are just lining up to get knocked-up so they can wait for 5 months just to get a late-term abortion. I’m sure they also just love the various issues their bodies go through being pregnant.

New York City’s Teen Pregnancy Rate Plummeted After High Schools Expanded Access To Plan B

The teen pregnancy rate in New York City dropped by 27 percent over the last decade, a statistic that city officials credit to teens’ expanded access to contraception.

The city’s health commissioner, Tom Farley, told the New York Daily News that the data shows two concurrent trends: more adolescents are choosing to use birth control, and more of them are also delaying sexual intercourse. That’s partly because New York is one of the 21 states that allows all minors to have access to contraceptive services — and two years ago, the public school system began a pilot program to provide Plan B to public school students in districts with high rates of unintended pregnancy:

The problem with that, of course, is that it acknowledges that young people might want to have sex outside of the only morally allowed occasion (you know, in a married heterosexual relationship for the purpose of having children). Or any people, really.

Because we all know that God made sex uncomfortable/boring/painful* and something you only do when absolutely necessary. //

* I feel like I should acknowledge that it can be this way for women (and perhaps men, I don’t know) even if they are otherwise interested in it and am more remarking on the general attitude that sex is only done because it “feels good.”

What does that have to do with anything? Do you feel that women do not have a right to the possibility of consiquences free sex before they go barren?

It’s all about making sure women have little choice in how many children they have and who fathers them. If it was about the awfulness of abortion then they would actually give a damn about making sure that there was scientifically accurate sexual education and birth control available for everyone. They’d also actually give a damn about the actual issues and problems facing the kids who are already here. If Jack really was involved in those sorts of things he sure as hell wouldn’t have time to sit here and tell us ladies to keep our legs closed.

Actually, thinking about it I think it more likely he (she?) just doesn’t pay attention to statistics. Doesn’t think about what he or she is reading, rejects contradictory evidence, misreads material, etc.

Wait. I just looked at this again. You dishonest little …

1 in 3 women have an abortion by the age of 45. That is NOT 1 in 3 pregnancies.

…and how many miscarriages are there a year? Why does God hate the little babies?
//

257 Bulworth  Tue, Feb 5, 2013 2:30:04pm

There’s too much government. Government always trying to tell us what to do. Government violating our Freedom. The individual is more important than government or the group. Get government off our backs. Too much government bureaucracy. Government is incompetent. Too much regulation.

Except for abortion. In the case of abortion, all the above statements don’t apply.

So, let’s leave another hanging question.

Abstinence only or full spectrum sex education? Should high schoolers be taught about contraceptives and their effectiveness rates?

The obvious solution is church regulated chastity devices.

re: #250 A Mom Anon

I try, sometimes, to give people arguing against safe, legal access to abortion the benefit of the doubt, that they haven’t really thought through all of the implications of policies such as these. That this can really be an extremely nuanced issue, like so many others, and the political climate doesn’t allow nuance these days. And I like to believe that there is in fact common ground that can be achieved with a lot of people, and we might not see eye to eye on everything but we can all work to empower women to make responsible choices about when they want to bring a child into this world and have the resources needed in order to do that - because it benefits everyone when it is the woman’s (and hopefully the family’s) choice. Not just the family and the child, but also society as a whole.

And then I read arguments like those presented here and it’s very hard to maintain that benefit of the doubt.

Arkansas is also trying to pass another idiotic law allowing guns in churches.
Priorities people, priorities. I’m sure there’s no poverty or crumbling infrastructure in Arkansas, no schools in need of teachers or repairs, no people who need decent jobs. I’m guessing of course because certainly those righteous warriors of the people and decency have all that covered already since they have time for uterus patrol and gun fetishes.

Republicans have tried for years to get proof that PP is using government funds to provide abortions, and has yet to come up with anything besides the argument that funds going to screenings and health care “frees up” money from other sources for abortions.

Hence their “starve the beast” tactics.

If it isn’t a baby, why are you worried about it being born?

What if it were an “anchor baby”? Should it still be born, thus gaining American citizenship and helping illegal aliens stay in the country? Or is abortion okay in that case?

Curious minds would like to know.

I live in Arkansas and have since ‘98. This is also the state that produced Bill Clinton and we currently have a democratic head of state in Arkansas.

But…the abortion story is not surprising as the one planned parenthood I’m aware of looks like some sort of world war II Japanese pill-box bunker with multiple points of egress.

I’m ashamed of this story and wish Charles would pick on Mississippi or Alabama for a change and leave us razorbacks alone =).

re: #6 Lidane

So how many women vote for Republicans in Arkansas? I would guess well over 50% (among the White population). I don’t understand that at all.
