UPDATE at 5/8/13 12:54:28 pm

Review of today’s Manufactured Outrage Theater: a dismal dud. Bombshells noticeably absent. Less interesting than the trailer. If I were a wingnut I’d be feeling pretty disappointed.

Not one dime for Benghazi security…. the fault of which can be attributed to… the failure of Congress to appropriate the funds.

The GOP refused to fund the security. In fact, they had members tout their refusal to fund State Dept security.

The President can’t make appropriations. It’s not his job - or constitutional power/mandate. That’s Congress (and Civics 101 to boot).

I’m sorry, but that’s not evidence that things necessarily went wrong - there’s quite possibly a system in place for dealing with such requests, and at some point someone makes a decision. Unless there is evidence that this decision *should* have been signed off by Clinton?

To me, this is very like the whole “OMG sequestration cuts mean things actually stop happening” debacle. A lot of right-wingers seem genuinely ignorant of how large organizations actually work, and also of the fact that public institutions are not particularly inefficient to begin with.

The ARB states there were a multitude of issues involving low level state department personnel before the attack, but no cover up and no dereliction of duty during or after. They made recommendations to improve and Clinton swore to implement them all…with proper funding.

O’BRIEN: Is it true that you voted to cut the funding for embassy security?

CHAFFETZ: Absolutely. Look, we have to make priorities and choices in this country. We have — think about this — 15,000 contractors in Iraq. We have more than 6,000 contractors, private army there for President Obama in Baghdad.

And we’re talking about can we get two dozen or so people into Libya to help protect our forces? When you’re in tough economic times, you have to make difficult choices how to prioritize this.

What a complete bleeding asshole.

The John Bolton Acknowledgment That Should End The Benghazi Scandal Mongering

“When the attack began, no one could know when it would end. No one could know what the geographical limitation was. Was it simply an attack in Benghazi? Could terrorists be poised to attack the embassy in Tripoli? Were other posts around the Middle East in jeopardy? So the notion that you’re just going to sit and wait for this to work itself out left a lot of other people at risk.”

…But it’s precisely the fact that it was unclear that the embassy in Tripoli was safe that informed the decision over whether to send a second reinforcement team away from the embassy. NBC News reported that Department of Defense officials confirmed that a second unit was denied authorization to leave Tripoli for Benghazi during the night of the attack, in part because the security situation in Libya remained unclear:

38 lawhawk  Wed, May 8, 2013 11:10:22am

The DoD could and should have done a better job. That’s clear from their decision to set up a rapid response force in Spain.

It seems that despite multiple attacks over the past couple of decades against FSOs and diplomatic facilities, some of which resulted in the deaths of hundreds of people, the focus on security has been more on hardening the facilities themselves, rather than tactics to deal with potential attacks themselves.

We’ve seen embassies and consulates turned into armored fortresses (creating an architectural style that is brutalist in tenor and far more removed from central city locations as an attempt to improve security postures). The problem is that in many parts of the world, that’s not possible - and the funds simply aren’t there.

That means that staff has to make due with what’s available - and staff has to work around the appropriated amounts. The Benghazi situation was complicated by the fact that State was shifting security obligations far too quickly so that no one was able to gain a good picture of the situation and stick around long enough to implement. Congressional failures to fully fund State’s security initiatives again contributed.

This isn’t just a matter of throwing money at the problem. Diplomatic security is a balancing act. You want to maintain an open dialogue and encourage people to interact with diplomatic staff - not just sit behind fortified walls. But you have to give security the tools and means to respond when something goes terribly wrong.

Attempting to judge higher-ups based on what someone on the ground saw/did doesn’t actually add anything of value to the discussion. It allows those who see the attacks as a political opportunity to grandstand in Congressional hearings rather than understand what needs to be done to fix the problem.*

If that means getting the DoD and State to work closer together to develop a rapid response team that can be called upon to act within a short timeframe - within 4-6 hours of the initial report of problems - with a range of force responses, with a follow-on force to secure the situation within a reasonable time thereafter.

The problem of course is that what I may think of as reasonable is someone else’s idea of completely unreasonable - as in even a 4-6 hour response is unreasonable when we can have a UAV overhead in X minutes (ignoring that there are actions that only someone with the training, tactics, and capabilities on the ground can do and it takes logistics to make that happen).

It’s clear that DoD sees value in setting up this rapid-reaction force. Given the delay involved with counter-action, and the speed with which an attack might progress, I’m not entirely convinced that the value DoD sees isn’t entirely political.

* followup comment to above about utility of hearing from subordinates and on-the-ground people in judging those above.

This goes to the micro versus macro view on events as they develop.

Someone on the ground isn’t necessarily in a position to know what is going on outside and above their level of responsibility. They might know something is going on in Benghazi - their area of responsibility, but not know that something else is developing elsewhere in the region/world that prevents a quick response.

Forces aren’t available simply at the touch of a button. It takes time to mobilize the proper forces to respond. You can’t just send troops into a situation without knowing what they might be walking into.

The subordinate may critique someone above them for not responding with sufficient urgency, or failed to return calls or provide information/updates in a timely fashion. That has value.

Using someone who didn’t understand the security posture or that there were concerns that the Benghazi attack could be a prelude to an attack on the main embassy in Tripoli - affecting a far greater number of personnel - would affect the calculus of whether to send security personnel from Tripoli to Benghazi.

The GOPers running this show don’t care about such things. They’re hoping to get their talking points in order to carry on into the 2014 elections and beyond.

Secretary Clinton: House Republican budget cuts will endanger national security

“…Noting that the funding resolution proposed by House Republicans last week would cut State and USAID funding by 16 percent compared to FY 2010 levels, Clinton said she told Boehner that she was “very clear” about her “deep concerns” about the cuts and what they would mean for the work being done by both departments, particularly regarding the U.S. mission in Iraq and Afghanistan.

Clinton also said that it was “somewhat frustrating” that funding for the work done by State and USAID is not classified as “security” spending despite the national security implications of that work. She added that Boehner acknowledged that Defense Department officials are among the “strongest supporters” of the State Department and USAID.”

Why don’t they extrapolate the needs and costs from these attacks under Bush to what we have now? Isn’t there a ‘lessons learned’ in government? Supposedly the branches of the military have it.

Scott Desjarlais’ public relations opportunity.

Rep. Scott DesJarlais, a member of the House Committee on Oversight and Government Reform, will be among the 40 members participating in Wednesday’s event, titled Benghazi: Exposing Failure and Recognizing Courage. Rep. Jim Cooper, who represents Tennessee’s 5th Congressional District, is also a member of the committee.

Wednesday’s hearing comes seven months after the group held its first hearing on the Sept. 11, 2012, attack. Questions are likely to center on what prevented military intervention from occurring as attacks unfolded on the compound and why administration officials quickly categorized the assault as a spontaneous response to an anti-Islamic YouTube video.

In an interview with Nooga.com, DesJarlais said he would seek to shed light on two questions—whether American lives had been scarified (sic) for political purposes and whether the military had been told to withhold or stand down because of similar reasons. The congressman suggested the administration had acted with the re-election of Obama being held in higher regard than the situation’s immediate needs.

I don’t think that teachers unions opposing Emanuel’s re-election is all that surprising or objectionable.

The article itself is, to be honest, a bit sloppy. There is no such thing as an “average median salary”, at least not in the sense the author thinks there is. And comparing teaching salaries, which typically require at least an undergraduate degree, to an unspecified “private” median (?) salary is also designed to mislead.

I will also point out that Emanuel sent (sends?) his kids to a unionized school which does not use performance evaluation as part of the teacher review process.

Finally, the article references “Scott Walker’s reforms” as another thing that unions are opposed to. ‘Nuff said.

It’s true that the CPS is pretty much screwed budget-wise, ditto the state. I don’t know enough about it to know where to assign blame. Another representative focused on issues of critical importance.

Representative Massie (R-KY) has signed on to co-sponsor the Veterans’ Firearms Heritage Act (H.R. 420).

“This bill protects veterans from unfair prosecution because they keep lawfully procured war relic firearms acquired during World War II and the Korean War, and reflects our gratitude for their years of service, as well as my respect for their rights against undeserved punishment,” said Rep. Massie. “Veterans and their families deserve these relic firearms as well-earned and lawfully acquired tokens of military service.”

Kaufert’s FoodShare reform bill advances

A bill requiring healthy foods to be purchased with “food stamps” has cleared a legislative committee. The amended bill from state Representative Dean Kaufert of Neenah would require FoodShare program participants to spend at least 67 percent of their benefits on items designated by the federal WIC nutrition program. The bill cleared the Assembly State Affairs Committee on a partisan vote, where one Democrat charged that it’s little more than “press release politics.” The action clears the way for a possible vote by the full Assembly.

….

Kaufert said their have been “abuses” of the FoodShare program. “People have told me - anecdotally of course, because nobody tracks the purchases - but around New Years Eve you’ll see a lot of people with porterhouse steaks, t-bones, lobster, and pay for it with food stamps. In some peoples’ minds those would be abuses. It’s totally allowable. It’s legal. But should it happen? Probably not.”

Top Air Force commander blames ‘hookup culture’ for rise in military sexual assault

“Some of it is the hookup mentality of junior high even and high school students now, which my children can tell you about from watching their friends and being frustrated by it,” Gen. Mark A. Welsh III said at a Senate hearing on the issue.

Welsh said that “roughly 20 percent” of women in both the Air Force and the Defense Department reported being sexually assaulted before joining.

Welsh’s remarks came amid not only the release of a Pentagon study showing more than 70 sexual assaults commited per day against miltary members, but the arrest of Lt. Col. Jeff Krusinski, the USAF’s Chief of Sexual Assault Prevention, on sexual battery charges and the surfacing of a “prevention and response” brochure saying, “it may be advisable” for airmen being raped to submit to their attackers.

Oh Mississippi, you slay me:

In a PPP poll released Thursday, a 46% plurality of registered Republican voters said they thought interracial marriage was not just wrong, but that it should be illegal. 40% said interracial marriage should be legal.

Gov. Haley Barbour, with a home state advantage in Mississippi, also topped PPP’s survey of the GOP primary field at 37%, followed by Mike Huckabee at 19%, and Sarah Palin and Newt Gingrich at 10%.

The poll also found that voters who thought interracial marriage should be banned liked Barbour, Palin, and Huckabee the most among the slate of potential GOP presidential candidates. Seventy-nine percent of those voters said they approved of Gov. Barbour’s job performance, while 74% said they had a favorable opinion of Sarah Palin, and 73% viewed Huckabee favorably.

There’s so many thousands of layers of awesomeness in that ad that it goes beyond any mortal advertisement.

There’s the reference to Nimoy’s song - the ballad of Bilbo Baggins. There’s the lens flares when Quinto’s on screen and driving.

There’s the books that Nimoy has on his bookcase.

The Wrath of Khan shout out - “I was, and forever shall be, your friend - through the window”.

The Vulcan pinch.

It is glorious for its geekiness.

Wisconsin Bill Would Treat Organic Milk, Sharp Cheddar, Brown Eggs as “Junk Food”

Wisconsin’s AB 110 would mandate that two-thirds of a person’s FoodShare benefits could be spent only on foods on the WIC-approved list. Exemptions have been added so recipients can also purchase fish, beef, pork, chicken, and potatoes. Strangely, exemptions were not added so that the “healthy” two-thirds could also be spent on a full range of healthy Wisconsin farm products and fresh food.

The result is that the bulk of your FoodShare dollars can be spent on milk, but not organic milk; on eggs, but only on white eggs by the dozen, not on brown, free-range, or organic eggs; on 100 percent whole wheat bread, but not on gluten-free bread for those with Celiac disease; on slices of American cheese, but not sharp cheddar. FoodShare dollars can be spent on dry beans, but not if they come from a money-saving bulk bin at your local food coop. You can get juice boxes for your children, but only Juicy Juice brand juice boxes.

Of course! Poor people are poor because they’re black and brown lazy and shiftless. Anybody can get a job if they just look. Unemployment is high because unemployment insurance pays so much more than actual work.

So after weeks of crying about “eyewitnesses” and “whistleblowers” whose testimony would “end Obama’s presidency,” they get their day before Congress and…nothing happens. No grand revelations, no bombshells, nothing but more finger pointing and assigning of blame, though this time the target has switched to Hillary for apparently no other reason than because she is possibly considering running for the presidency in 3 years time.

Whoa:

How to Ruin Your (or Our) Gear in 5 Minutes (Without Water)

The color dust is very fine, tiny specs, made to stick on people as the run by (I’m still trying to figure out why someone thought this was a good idea). Because of this, the lenses’ weather sealing, front filters, etc. don’t even slow this stuff down. It’s throughout the entire lens stuck on every element, on the gears and helicoids, and in the mirror box of the camera too. And yes, that includes pro-level lenses on pro-level cameras, all of which are supposedly weather sealed. As an added bonus, it doesn’t blow out like regular dust. It must be wiped off.

You know what I’d probably find more interesting than the photos of what the insides of lenses look like after this? What the inside of the runner’s lungs look like. All my medical training leaves me curious about that kind of thing.

Not really. He was worried that the kidnapper(s) might have done it to use the women to get welfare benefits. Not sure how that was going to work unless they were going to tell the government they had these women that every one knew were missing, which seems somehow contraindicated.

They are playing to their base, positioning themselves for their next prmary against even more rabid TPGOP candidates, a high profile on Benghazi will help reassure their re-nomination.

That is the sad fate of any GOP candidate, as we jsut saw with Mark Sanford, they cannot distance themselves from or alienate their base, it is now too string within the party.

Yeah, shocker, the media not paying attention to the latest House Republican kabuki dance. Nobody went into this today expecting anything other than what we got: rehashing old facts with a new emphasis on how Hillary is “Teh Debil!” Nothing really expected that Republicans would reach any other conclusion.

If Hillary runs it is very unlikely she’ll have much of a field to run against. Notice how quiet the possible Dem candidates are being, while on the right there are a few “we’re not saying yet, but we’re looking at it” candidates.

If she runs I’ll vote for her over anyone I see in the Republican field. Yeah, she’s getting old. Yes, that’s a problem. But when the choices are “too old” and “OMG what planet are you from” I’ll go with “too old.”

Besides, there’s always her VP, whomever that may be.

That’s easy, actually. The response would be that CEOs compensation is because they ‘add value’ to the company, that it’s determined by The Market and therefore is OF COURSE fair and just.

To be fair, I think that CEOs and such DO earn higher levels of compensation. It’s not all golf and drinks, and you do take on a lot of responsibility.

Executive compensation is set by the Board of Directors, and who sits on Boards? Other CEOs. This means you’re evaluating what a job like yours should pay, AND you’re essentially generating the data your own compensation committee will use to decide YOUR salary.
