Will Syria Relinquish Their Chemical Weapons, or Are They Just Playing for Time?

An interesting development today in the Syria crisis, as the Syrian regime responds positively to a call from Russia for them to give up their chemical weapons.

MOSCOW (AP) — Syria on Monday quickly welcomed a call from Russia, its close ally, to place Syrian chemical arsenals under international control, then destroy them to avert a U.S. strike, but did not offer a time frame or any other specifics.

The statement by Syrian Foreign Minister Walid al-Moallem appeared to mark the first official acknowledgement by Damascus that it possesses chemical weapons and reflected what appeared to be an attempt by Syrian President Bashar Assad to avoid the U.S. military attack.

Assad knows the playbook. Saddam and the Iranians played with international inspectors for decades. They are easily pacified and can be stalled indefinitely. This also gets us off the hook about the ‘red line’ and threats of military action (and the subsequent responsibility). I think inspections is a mistake and will prolong the problem but it’s a political win-win for the major players.
Send in the inspectors!

Assad will make a “serious” effort at first but even the starting negotiations will take a couple months. Then there’s the details and logistics about moving stuff around, access to certain areas. more negotiations, etc. Inspectors could be on the ground in a couple months. The cat and mouse could go on for years.

Syria’s minister admits what everyone else already knows - that Syria possesses chemical weapons. That they’re willing to talk about the weapons is a hopeful sign, but the realist in me understands that this is likely Assad’s way to get out of airstrikes or military action that would end his regime (following the NATO blueprint in Libya or the Iraq and Afghan operations).

If he relinquishes some portion of his chemical weapons stockpile, he’ll still be able to go after the rebels with his conventional weapons. He can add to the body count - one that doesn’t seem to garner enough action on its own. 100,000 and climbing. Democide doesn’t warrant action on its own.

WMD use should, but even WMD use isn’t sufficient to get the UN or other international groups to agree action must be taken against Assad. And Assad realizes that giving up some portion of his WMD stocks will get the US to hold off on opening fire on its own. It’s about trading for more time. It’s an out that Assad may take, knowing that he’s already gotten quite a bit out of its use - he showed his followers that he was in the fight to the end, and the rebels know he’s willing to use any weapons at his disposal.

Getting rid of the WMD stocks is a worthy goal on its own, but those responsible for their use in killing hundreds (up to 1,400) still needs to be held accountable for their use. Whether that was Assad directly, independent use by Assad loyalists, or rebels who gassed their own, those responsible need to be dealt with. The Geneva Conventions and the CWC demand as much. Waiting until the body count has grown to grotesque proportions may make the politicians sleep better at night, but it does nothing but provide comfort to those who may use these weapons going forward.

The US and Russians both have been eliminating their own chemical weapons stocks for years now. The destruction of the remaining US stockpiles is underway in CO and KY. We’ve got experience in dealing with unstable stockpiles, so neutralizing Syria’s stockpile is within the US/Russia experience. Getting these weapons out of an unstable Syria is a big deal, and makes everyone breath a little easier - especially those downwind of where Assad or the rebels might get their hands on these weapons and use them with or without orders or even knowledge of what they’re firing.

Yep, it’ll work because it allows the West to go back to saying that it’s an internal Syrian matter and, while they hate Assad, they will not directly involve themselves in his removal from power. And if he does use them again, then we get a UN kabuki dance where everybody again acts “outraged” and threatens action, Assad makes further concessions, and we end up mollified again.

The pucker factor has a lot to do with it. Remember that Col. Mo gave up his own nuke program immediately after we invaded Iraq. Despite all the talk about how Obama is “weak” and “leads from behind,” foreign leaders still fear us enough that just the possibility that he would risk the world’s ire to knock out Assad’s chemical weapons is enough to push Russia to offering a concession.

Here’s a thought that I haven’t seen reflected in any analysis so far. Russia has one strong incentive to get control of Assad’s CWs: Chechnya.

It’s been well known for some time that extremist Islamist fighters from Chechnya have been infiltrating into Syria and fighting against Assad in the civil war. If somehow even a small supply of his CWs fall into the Syria rebels hands, (and then into the hands of the Chechnyan rebels), they could very well end up back in Russia/Chechnya being used against the Russians.

I’m thinking that that would be Putin’s main incentive for getting control of them. For that reason alone, Russia’s biggest fear is regime change. They could take that off the table once and for all by removing them from of the equation entirely.

It’s actually in Russia’s own internal interests to make this proposal work.

A Texas neighborhood watch captain has been named as the leading suspect in string of rapes in the Dallas area.

Dallas police announced on Sunday that DNA evidence had linked 38-year-old Van Dralan Dixson to at least one of nine sexual assaults in South Dallas. Authorities were waiting on test results to confirm the link to other cases.

KTVT reported that Dixson had been head of the Mill City Community Association crime watch from January until these allegations surfaced.

But they allowed him to go? WTF?

The very fact that he actually showed up at her parents’ house, more than likely uninvited, means he was probably trespassing, and it escalated when they tried to get him to leave.

I think he’s a walking time bomb.

Assad will make a “serious” effort at first but even the starting negotiations will take a couple months. Then there’s the details and logistics about moving stuff around, access to certain areas. more negotiations, etc. Inspectors could be on the ground in a couple months. The cat and mouse could go on for years.

Better that than a war. Inspections/sanctions kept Saddam disarmed. They will keep Assad disarmed too.

There’s a cave near Angel’s Camp where the family and I went once. To get to the cave, you can go down this spiral staircase cut into the rock. It’s about 3 feet wide and 6 feet tall. No way in hell. Even thinking about it just now I have the willies.

Actually, the French used a different definition of the foot than we do now, and than the English did at the time. That’s where it comes from.

The French foot of the time was about 6% larger than ours. So he was like five foot nothing… in French feet.

Thanks for the information. I’ll give them a try. I’ve read about ten of the series — the best one is The Tears of the Giraffe — and can understand why they might not make successful TV. In a way it could be like trying to film the New York Trilogy. Not enough happens.
