Robert Gates

Because of his senior status in the CIA, Gates was close to many figures who played significant roles in the Iran-Contra Affair and was in a position to have known of their activities. In 1984, as deputy director of CIA, Gates advocated that the U.S. initiate a bombing campaign against Nicaragua and that the U.S. do everything in its power short of direct military invasion of the country to remove the Sandinista government.[25] The evidence developed by Independent Counsel did not warrant indictment of Gates for his Iran-Contra activities or his responses to official inquiries.

Gates was an early subject of Independent Counsel’s investigation, but the investigation of Gates intensified in the spring of 1991 as part of a larger inquiry into the Iran/contra activities of CIA officials. This investigation received an additional impetus in May 1991, when President George H.W. Bush nominated Gates to be Director of Central Intelligence (DCI). The chairman and vice chairman of the Senate Select Committee on Intelligence (SSCI) requested, in a letter to the Independent Counsel on May 15, 1991, any information that would “significantly bear on the fitness” of Gates for the CIA post.

Gates consistently testified that he first heard on October 1, 1986, from Charles E. Allen, the national intelligence officer who was closest to the Iran initiative, that proceeds from the Iran arms sales may have been diverted to support the Contras. Other evidence proves, however, that Gates received a report on the diversion during the summer of 1986 from DDI Richard Kerr.[26] The issue was whether the Independent Counsel could prove beyond a reasonable doubt that Gates was deliberately not telling the truth when he later claimed not to have remembered any reference to the diversion before meeting with Allen in October.

Grand jury secrecy rules hampered Independent Counsel’s response. Nevertheless, in order to answer questions about Gates’ prior testimony, Independent Counsel accelerated his investigation of Gates in the summer of 1991. This investigation was substantially completed by September 3, 1991, at which time Independent Counsel determined that Gates’ Iran-Contra activities and testimony did not warrant prosecution.

Independent Counsel made this decision subject to developments that could have warranted reopening his inquiry, including testimony by Clair E. George, the CIA’s former deputy director for operations. At the time Independent Counsel reached this decision, the possibility remained that George could have provided information warranting reconsideration of Gates’ status in the investigation. George refused to cooperate with Independent Counsel and was indicted on September 19, 1991. George subpoenaed Gates to testify as a defense witness at George’s first trial in the summer of 1994, but Gates was never called.

The final report of the Independent Counsel for Iran-Contra Scandal, issued on August 4, 1993, said that Gates “was close to many figures who played significant roles in the Iran/contra affair and was in a position to have known of their activities. The evidence developed by Independent Counsel did not warrant indictment…”[27]

I try. I had that thought cross my mind on the way home as I’ve been doing a shitload of people management at work lately and doing it well. My boss, the Director of IT, doesn’t really push people until shit explodes in our faces. I’ve been chipping away lately taking on more responsibility in part, because I want to be recognized and rewarded, but also because I finally realized just how fucking easy it is managing developers.

You know, think about the great price you can get on strings of lights right after Christmas. Darn near giving them away. Balance that against the time and effort to take the old ones off, try to roll them up, untangle them the next year. On a Cost / Benefit analysis basis it might actually be the smart play.

My record is Xmas Eve. We opened presents and then immediately undecorated the tree and put it outside. Xmas morning we left early to spend a week with relatives. Conveniently there was a windstorm while we were gone and the tree literally blew away and, as far as I know was never seen again.

That cost analysis has been done and if you are hiring someone to decorate and undecorate your trees (as a business or public space might) it is generally cheaper to decorate them and then throw everything out and start fresh the next year rather than pay people to do it, as well as the cost of space for storing the stuff.

My ex, who was from CA (we married in late 1958) talked about going over to East LA from Monterey Park and buying “mary jane” when he was in HS. Unfortunately, by the time we got to CA in 1960, I was pregnant and never got to try it. Didn’t see any until 1970 when I tried it for the first time in NC.

Just finished watching tonight’s episode of Agents of SHIELD.

So it turns out that Coulson was dead for *days* after Loki stabbed him, not minutes or hours. And Fury supposedly “moved heaven and earth” to bring Coulson back for some reason. Coulson ends up undergoing at least seven different vivisections, with some sort of robotic thing working on his brain in one scene. They implanted memories of Tahiti because he had become suicidal and had given up the will to live. And I’m pretty sure he’s not an LMD despite him saying “let me die” over and over and over while they operated on him.

Should be interesting to see where things go from here.

OK, I read Woodward’s review and it didn’t strike me as bad, though it didn’t really render a ‘good or bad’ judgement on the book. Woodward did take Gates to task for a key omission on the runup to the Afghan surge:

“Duty” reflects the memoir genre, declaring that this is how the writer saw it, warts and all, including his own. That focus tends to give short shrift to the fuller, established record. For example, in recounting the difficult discussions that led to the Afghan surge strategy in 2009, Gates makes no reference to the six-page “terms sheet” that Obama drafted at the end, laying out the rationale for the surge and withdrawal timetable. Obama asked everyone involved to sign on, signaling agreement.

According to the meeting notes of another participant, Gates is quoted as telling Obama, “You sound the bugle … Mr. President, and Mike [Mullen, the chairman of the Joint Chiefs of Staff] and I will be the first to charge the hill.”

Gates does not include such a moment in “Duty.”
