Target Breach Bigger: Personal Data on 70, not 40 Million Customers Stolen

From Target’s Press Release:

Target today announced updates on its continuing investigation into the recent data breach and its expected fourth quarter financial performance.

As part of Target’s ongoing forensic investigation, it has been determined that certain guest information — separate from the payment card data previously disclosed — was taken during the data breach.

This theft is not a new breach, but was uncovered as part of the ongoing investigation. At this time, the investigation has determined that the stolen information includes names, mailing addresses, phone numbers or email addresses for up to 70 million individuals.

Much of this data is partial in nature, but in cases where Target has an email address, the Company will attempt to contact affected guests. This communication will be informational, including tips to guard against consumer scams. Target will not ask those guests to provide any personal information as part of that communication. In addition, guests can find the tips on our website.

“I know that it is frustrating for our guests to learn that this information was taken and we are truly sorry they are having to endure this,” said Gregg Steinhafel, chairman, president and chief executive officer, Target. “I also want our guests to know that understanding and sharing the facts related to this incident is important to me and the entire Target team.”

“Fraud experts said the information stolen from Target’s systems quickly flooded the black market. On Dec. 11, shortly after hackers first breached Target, Easy Solutions, a company that tracks fraud, noticed a ten- to twentyfold increase in the number of high-value stolen cards on black market websites, from nearly every bank and credit union.

“The data breach, confirmed less than a week before Christmas, could not have come at a worse time for Target. The holiday season can account for between 20 percent and 40 percent of a retailer’s annual sales, according to industry groups.”

Not surprising that there were lots of media inquiries. Any kind of lane shutdown at NYC metro area bridges or tunnels will get heavy coverage - all the local radio, tv, and newspapers will want to know what’s going on, especially if it’s going to be a prolonged closure.

That Baroni and Wildstein were running interference and not giving any information about this shows that they knew what they were doing was wrong, and were quite possibly trying to figure out a cover for their nonsensical closures.

Still not quite a smoking gun directly leading to Christie, but one that should have resulted in their being fired - not allowed to resign/retire.

There’s a math error in that headline above - TIME added a correction:

Therefore we can estimate that commuters spend 320,850 hours going from New Jersey to New York over the bridge during a normal four-day stretch. If we assume the traffic jam doubled that time, the total cost of the jam would be $7 million. If we assume that it quadrupled commuters time on the road it could have cost as much as $21 million!

Correction: An ealier version of this post mistakenly used the total number of minutes traveled each day across the bridge rather than hours, overestimating the cost by a factor of 60. Thanks to reader Gary Goetz for pointing out the mistake!

The company incurred costs of more than $250 million as a result of the security breach, which went toward covering lawsuits, investigations and improvements to its tech infrastructure. Although a significant amount of money, it’s still a drop in the bucket compared to TJX’s $18.6 billion in sales in the 2007 fiscal year, an increase of 7% from the previous year. The company’s revenue has continued to grow since then and topped $25 billion in 2012.

In the case of HealthCare.gov, the real risk is likely to be in how it relays data back and forth between the various third-party websites it’s linked to (e.g., IRS, Veterans Affairs, etc.) and how well it encrypts those communications.

I was more than a little disturbed last Nov on finding that a popular port-scanning vulnerability test (ShieldsUP at grc.com) was indicating about 800 open ports (out of 1056 ports tested) for my IP address.

The results were more or less repeatable over a period of about 2 weeks. Yet some other vuln-testing sites such as PCFlank indicated no serious issues.

Even one open port detection is cause for concern (unless you know you are running service fs that must accept incoming connections, and you clearly understand what’s happening). Several hundred is utterly crazy.

For last few weeks, my ShieldsUP results have been back to normal (for me) — 100% stealth.

That’s half my point. Healthcare.gov has all the vulnerabilities other “secure” sites have. What is different is it’s appeal as a target, no pun intended. The “yes it is”, “no it’s not secure” argument is silly. Rhetorical. The facts are technical and glaring. If the pentagon and BofA can be hacked so can healthcare.gov. And all those points of access only sharpen the point.

IMO-That launch was not a confidence builder. Unless a wholly different team was on the security task than the development team, hacking it and exposing data is a matter of time.

I received a letter from my credit union saying they had been made aware that my debit card was among the ones leaked in the Target mess. They proactively decided to issue me a new card with a new number, even though no actual fraud has occurred [yet].

They also gave me a new account number and did some other reassuring voodoo after my rent check was stolen from my apartment’s leasing office. Whole thing took about 30 minutes.

Contrast this with Compass/BBVA, who went out of their way to avoid doing anything whatsoever after some actual fraud *did* take place involving my debit card with them. Not only did they take about a month to do a chargeback and reimburse my account, they also refused to do anything like change my account number or issue a new debit card, even though my account was obviously compromised in some way. I was expected to just watch for weird transactions, and if I got cleaned out, they’d “address it” with what I only assume would have been their customary alacrity and deep, abiding concern.

I received a letter from my credit union saying they had been made aware that my debit card was among the ones leaked in the Target mess. They proactively decided to issue me a new card with a new number, even though no actual fraud has occurred [yet].

They also gave me a new account number and did some other reassuring voodoo after my rent check was stolen from my apartment’s leasing office. Whole thing took about 30 minutes.

Contrast this with Compass/BBVA, who went out of their way to avoid doing anything whatsoever after some actual fraud *did* take place involving my debit card with them. Not only did they take about a month to do a chargeback and reimburse my account, they also refused to do anything like change my account number or issue a new debit card, even though my account was obviously compromised in some way. I was expected to just watch for weird transactions, and if I got cleaned out, they’d “address it” with what I only assume would have been their customary alacrity and deep, abiding concern.

5/3 gave me massive amounts of shit when my business credit card number was used fraudulently. Had it not been for KMart calling my cell (not sure how they even got the number), and asking about the charge, I wouldn’t have known that someone was using that card. The whole disaster was over $400 spent (before I shut the card down) - while I was on a business trip.

Chase, on the other hand, is really proactive in preventing fraud. I moved all my accounts to Chase. Sometimes I have to call them before a charge goes through, but that is a minor inconvenience compared to dealing with fraud after the fact.

The trouble with debit cards is that they don’t have the same protections as credit cards, so if your debit card is compromised, the thieves get whatever is in the account it is attached to.

I tend to try to write checks to small businesses and use my CC at the chains.

After the most recent episode in the Fall of last year, and after talking to the bank’s fraud investigator, I have tried to limit the times I swipe my card at a gas station or other outside place where these scam artists apparently work their funny business. I’ve also started carrying more cash. Back to the Future.

Yeah both times SunTrust thought the transactions were suspicious and froze my card before I recognized a problem. So I’m happy they’ve been proactive. At the same time, to have this happen a couple of times where it requires a new card being sent out and my needing to make sure any automatic payments I have set up with the old card number are changed is annoying.

Suggestion

Keep a minimum amount in you checking account (tied to the debit card) Keep the rest of the money in a money market account. When you have to make a large purchase or bill pay (i.e. mortgage) you can go online and transfer that amount from the MM account to the checking (just make sure you tell the bank that the debit CANNOT be accesable via the debit card)

I’m with Bank Of America, and have been very pleased with their security process. I had one time they froze my card, I had, in a 24 hour period, paid for some auto repairs (which I found out is a way that somebody working in cahoots with a crooked shop can pull funds out quickly), a new computer, travel to Vegas and a room at one of the casinos. Since my usual pattern on that card was “Gas, Groceries and 50 bucks cash” it set off all kinds of flares.

They actually contacted me, were very apologetic, but I told them no problem, I appreciated the service.

CNN has gone through the emails, and thinks they’ve got proof that a study was done:

4:28 p.m. ET - Amid the controversy surrounding access lane closures near the George Washington Bridge scandal for apparent political reasons, documents released Friday show that a traffic study did in fact occur.

An “early assessment” of traffic patterns on the bridge was conducted. The assessment, which was released on September 12, the fourth day of the lane closures, produced findings that detailed the number of vehicles that used the Ft. Lee section of the bridge, peak traffic hours and what the impact would be if lanes were removed or added.

I wouldn’t say that was a traffic study so much as an attempt to CYA by those involved. A traffic study would have involved more people, including local PD at Fort Lee to alert them to the potential for traffic, etc. Because any kind of adjustment of lanes at the bridge would have fallout locally, and Fort Lee would have to adjust their traffic patterns accordingly. To simply claim they did this to find out what happens when they randomly shut lanes for no good reason is akin to simply causing chaos to see what happens and how everyone responds.

Here’s the answer - not well. Especially when you screw with people’s commutes on the first week of September with schools opening up and a full commute expected on roads/bridges due to the return to regular business hours for many businesses that stopped their summer hours (flex schedules).

4:02 p.m. ET - David Wildstein, New Jersey’s top official at the Port Authority who has since left his job, forwarded e-mails about the bridge lane closures in September from his official account to his personal G-mail.

On one occasion, Wildstein forwarded the e-mails after a member of his staff told him that a Wall Street Journal reporter was asking questions about the lane closures.

He did the same when Democratic Congressman Bill Pascrell sent a letter inquiring about the traffic getting onto the bridge.

NPR/PBS - both have become increasingly reliant on funding from major corporations, and I now find the vanilla-i-zation of almost every topic covered by the news programs of these outlets to be too much to bother spending my time to listen/view.

Sure, there may be an individual who comes along and does a true investigative piece once in a while, but for me it’s just not worth the effort to try and sort the wheat from the corporate chaff.

The PAPD were getting the instructions to say that from somewhere. You’ve got to follow the chain of command to see who said what to whom.

At this point, I’m all for completely nuking the PANYNJ public authority structure and starting from scratch. Everyone should be booted and house cleaned - including anyone at the GWB who was involved in this decision.

Next step. Merge the PAPD into the local PD on both sides of the Hudson, and work out a method for addressing crossing the border - so that you can have pursuits and coverage on PATH, etc.

Eliminate the PAPD altogether and you’d save a few hundred million in personnel and other costs since they pay/pension higher than every other PD in the region, including the NYPD.

Mine was compromised to the tune of $4,500 about three years ago

i had NO issue with the bank (Wells Fargo) as far as reimbursement

Mine was for around $200 and Citibank immediately reimbursed me.

That’s half my point. Healthcare.gov has all the vulnerabilities other “secure” sites have.

What the article doesn’t seem to mention about these backend vulnerabilities is that in accordance with standard Federal practices they don’t accept traffic except from each other. Valid source IPs are put on a whitelist, and any traffic from other sources to that destination is dropped in the bit bucket by the routers. If you try to spoof the source IP for an attack, the routers will notice (via RPF) that the traffic is not coming from the correct link and drop it as well.

Checks can hurt at my day job. Two ways-we do get “returned items” and the postal transit means we always have (redacted) many thousands of dollars “in the mail” We are always looking for an edge like wire transfers etc.
