Exaggerations Debunked: NSA Actually Collects 20% or Less of US Call Data

The truth behind the hyperbole
US News • Views: 20,217

Today the Wall Street Journal’s intelligence reporter, Siobhan Gorman, has some very interesting news. You know how the Greenwald crowd has been relentlessly pushing the meme that the NSA is eavesdropping on every phone call made in the US?

Not even close: NSA Collects 20% or Less of U.S. Call Data.

WASHINGTON—The National Security Agency phone-data program, which has been at the center of controversy over the NSA’s surveillance operations, collects information from about 20% or less of all U.S. calls—much less than previously described by lawmakers.

The program had been described as collecting records on virtually every phone call placed in the U.S., but in fact, it doesn’t cover records for most cellphones, the fastest growing sector in telephony and an area where the agency has struggled to keep pace, according to several people familiar with the program.

The dwindling coverage suggests the NSA’s program is less pervasive than widely believed and also less useful.

“Landlines are going away, and new providers are entering the field,” said one person familiar with the program. “It’s hard to keep up.”

The notion that the federal government is efficient enough to monitor and collect all US phone data is one I could never accept. That would not be the government I know.

Real reporters also don’t treat the fact that a spy agency utilizes honey pots and other classic spycraft as newsworthy because everyone knows it’s done, and the most famous example of a honeypot is British in origin (James Bond).

Oh, and focusing on the Israeli op to capture Vanunu that supposedly used a honeypot in the 1980s is obscure. Ignoring the Anna Chapman case from just a few years ago because she’s Russian? That’s not without … what’s the word? Irony.

The choices of selective facts included in that recent article about honey pots and other spycraft used by the British GCHQ went out of its way to point to regular whipping boy Israel while absolutely avoiding any mention of Russia. Greenwald is nothing if not consistent on both points (attack Israel and ignore/shield Russia).

In fact, only mention of Russia was in a quote of the Brits noting that the Russians engage in cyber warfare.

SHould also note that one of my friends here in OK is a fan of Jeremy Scahill.

I looked him up, and found this:

In 1999, he covered the 78-day NATO bombing of Serbia, reporting live from Belgrade and Kosovo.[15] In 2000, Scahill reported from the Serbian parliament as the government of Slobodan Miloᘞvić was brought down and was outside Milosevic’s home the night the former president was arrested.[16] Scahill accused the United Nations Mission in Kosovo UNMIK of being complicit in Albanian atrocities against Serbs.[17]

After Slobadan Milosevic’s death in 2006, Scahill accused the International Criminal Tribunal for the former Yugoslavia (ICTY) of practicing “victors’ justice” and being “a poor substitute for a true international court.”[18] In October 2013 James Kirchick published an article in Commentary magazine discussing Scahill’s coverage of the Kosovo conflict, writing: “Scahill’s work during the period was focused almost exclusively on isolated incidents of violence committed by ethnic Albanians—to the exclusion of the vast, methodical ethnic-cleansing campaign carried out by the Serbs, whom he portrayed as the true victims.”[19]

Short answer is: He is a whackadoodle.

And, even though I am the healthiest mentally I have been in 2.5 years, I still feel no sympathy for the Serbs whatsoever. They bought into Ethnic Cleansing, and Genocide, and don’t like when their victims rose up, and when a major power thumped them for being nasty. Tough luck.

Don’t agree with 1st rule since government is necessary for a bunch of basic functions, aggregate improvements, and protective regulation.

It’s a common tactic of the far left and far right to regard the entire political mainstream as equally corrupt and in agreement to preserve whatever cover-up the extremists subscribe to. I need to invoke the O’Reilly Rule: You cannot justify bad behavior by pointing to other bad behavior. While Bosnian Muslims and Croats were targeted for murder and displacement by the Serbs in the 1990’s, the war of those years has ended. It is wrong for anyone in Bosnia to return to such tactics, period. If the Serbs attack others then those others may take such actions needed to repulse the attack and prevent attacks in the future, but they must do so while not carrying out attacks on non-combatant civilians.

If the Serbs attack others then those others may take such actions needed to repulse the attack and prevent attacks in the future, but they must do so while not carrying out attacks on non-combatant civilians.

A Tennessee couple faces murder charges after Randall Lee Vaughn’s 5-year-old daughter died after being forced to drink two liters of soda and an excessive amount of water as a punishment two years ago, cops said Thursday.

I might more accurately say I am descended from an unbroken line of peasant housewives.

Heh, same here.

On the male side it was mostly decorative painters & carpenters.

The original immigrant (around the turn of the 18th century) was a runaway Catholic priest-to-be from Spain. To be more accurate, it was more of a “Screw you, I’m not gonna take this shit,” type exit over some sort of intended harsh punishment at the seminary due to missed prayers. That attitude is still a very strong family trait—I’ll bet ya’ll would never guess that, right? //

Some years ago I tried to get an elderly priest of Spanish origin to tell me what sort of punishments might have been meted out to seminarians back in the late 1700’s, but he very politely declined to talk about it. All he would say is something along the lines of, “Oh well—*cough, cough*— you see things were different then. The Church no longer does a lot of the harsher things it used to.” I tried asking several different ways, but he wouldn’t budge, heh.

She then laid down to relax and soak up the rays.

“Stephen Kim, the State Department contractor accused of leaking information to Fox News reporter James Rosen, has entered into a plea deal with the government.

“Under the terms of the agreement, Kim will plead guilty to a single felony count of disclosing classified information to Rosen in June 2009, and serve a 13-month prison sentence. Judge Colleen Kollar-Kotelly would have to accept the sentence or reject it outright?, in which case Kim could withdraw his plea. You know how the Greenwald crowd has been relentlessly pushing the meme that the NSA is eavesdropping on every phone call made in the US?

Yeah, most in the news media constantly misreports that too. For example, here’s a recent Guardian article that makes that same error:

theguardian.com

A divided Privacy and Civil Liberties Oversight Board, an independent and long-troubled liberties advocate in the executive branch, issued a report on Thursday that concludes the NSA’s collection of every US phone record on a daily basis violates the legal restrictions of the statute cited to authorize it, section 215 of the Patriot Act.

You see this all over the place even though the review panels have told the media that one of the reasons section 215 phone record collection isn’t much more effective than going directly to the phone companies with warrants and NSLs is because of that fact:

investigations.nbcnews.com

… one reason the telephone records program is not effective is because, contrary to the claims of critics, it actually does not collect a record of every American’s phone call. Although the NSA does collect metadata from major telecommunications carriers such as Verizon and AT&T, there are many smaller carriers from which it collects nothing. Asked if the NSA was collecting the records of 75 percent of phone calls, an estimate that has been used in briefings to Congress , Stone said the real number was classified but “not anything close to that” and far lower.

Bottle released by US scientist in 1956 to track ocean currents is found off Nova Scotia

A glass bottle released by a US oceanographer in 1956 has been found off Nova Scotia.

The bottle was among thousands dumped in the Atlantic Ocean between 1956 and 1972 as part of a program by Woods Hole oceanographer Dean Bumpus to study surface and bottom currents.

About 10 per cent of the 300,000 drift bottles have been found over the years. The latest find was made by a biologist. Warren Joyce found the bottle in January in a pile of debris on Sable Island.

Joyce said it was like “finding treasure.” He returned the bottle to the Woods Hole Oceanographic Institution on Cape Cod, including the location data sought by Bumpus.

His reward will be exactly what Bumpus promised in 1956 to anyone who returned a bottle: a 50-cent piece.

John the Orange offers up a strange allegory:

As US hits debt limit, business group urges Congress to raise it

As the U.S. hit its debt limit on Friday, a leading business group urged Congress to act quickly to raise it to avoid damaging the economy.

The Business Roundtable sent a letter to House and Senate leaders Thursday night warning that “urgent action is required” to prevent a potential default as the Treasury Department was set to begin so-called extraordinary measures to extend the nation’s borrowing authority.

[…]

On Saturday, the debt limit will reset to the current U.S. debt, which is about $17.3 trillion.

[…]

House Republicans are looking for what they say are modest concessions in exchange for voting to raise the debt limit, but President Barack Obama has insisted that he will not negotiate over an increase.

“I think that we’re still looking for the pieces to this puzzle, but listen, we do not want to default on our debt, and we’re not going to default on our debt,” House Speaker John Boehner, R-Ohio, told reporters Thursday.

He emphasized that House Republicans wanted something in exchange for agreeing to raise the limit. But Boehner said it was unclear what would be enough to get many Republicans, who oppose more federal borrowing, to agree to raise the limit.

Mother Theresa is a saint now, but, you know, if the Congress wanted to make her a saint and attach that to the debt ceiling, we probably couldn’t get (the necessary) 218 Republican votes,” he said.

164 lawhawk  Fri, Feb 7, 2014 12:20:13pm

You know what’s bothering me.

It’s not the fact that the Olympic rings got asterisked.

It’s that Pussy Riot was imprisoned for speaking out against the government (and released in amnesty effort to make Putin look good). It’s that the Russians spy on everyone and no one should have any expectation of privacy - Olympics or not.

It’s that the Russians treat civil and human rights in the same way that they treat stray dogs. Take them out and make them disappear.

It’s that they spent $50+ billion on a spectacle and I have no doubt that most of the venues will look like they’re straight of Sarejevo in just a few years all while the Sochi residents have to deal with the long lasting effects of holding the games there with nothing but the environmental damage to show for it. And the Russian economy isn’t going to benefit either.

It’s that the media took notice of the lack of privacy and Russian spying, but ignored that this is what the Russians have been doing all along - to journalists and their own citizens.

All except Greenwald, that is. He knows the real culprit here, of course. USA!! USA!!

I really want to go to the grocery store today. It’s a short drive and I have 4 wheel drive but I really worry about everyone else on the road.

When I lived up there, it was the same way. My dad taught me how to drive on snow and ice, even in a regular car, but it’s everyone else I worried about.

Heh - I remember once getting caught in a freezing rainstorm on I-205. I was doing maybe 5 mph at most; some guy blew past me at 55 mph in his Jeep. About 20 minutes later, when I came across him - still plodding along at my nice slow speed - the Jeep was on its side, and he had a look of puzzlement on his face. I stopped and gave him a lift to his destination, only a quarter-mile further up the road.

Slow and steady wins the race.

Rolling Back Prices and Raising Crime Rates? The Walmart Effect on Crime in the United States

Wal-Mart is not an ordinary retail store𠅌ommunities are impacted in significant ways by its entrance. Using various data sources and propensity-weighted multilevel modelling, this paper explores the ‘Wal-Mart effect’ on crime. Concentrating on the 1990s, results reveal that Wal-Mart is located in United States counties with higher crime rates, net of robust macro-level correlates of crime. Wal-Mart selected into counties primed for the 1990s crime decline, but, after accounting for endogeneity, growth of the company stunted crime declines when compared to matched counties. A Wal-Mart𠄼rime relationship exists. If Wal-Mart did not build in a county, property crime rates fell by an additional 17 units per capita from the 1990s to the 2000s. A marginally statistically significant, yet stable, effect for violent crime was also observed, falling by two units per capita. These findings provide important theoretical implications regarding the influence of specific economic forces on aggregate crime trends and offer important implications for local governments faced with the prospect of Wal-Mart entering their communities.

Well, so, that’s the thing. There’s a shared library of kanji between Chinese and Japanese; since I can’t read it, I can’t say if it’s in that library or specific to one. In general I can tell the writing apart when you have a bunch of characters because Japanese will include some hiragana or katakana, which Chinese does not.

Korean is really easy to tell apart though.

“This Is My Family”: Differences in Children’s Family Drawings Across Cultures

I can see how things like houses, forms of transportation, clothing, food, and family dynamics affecting creative expression, such as described in the article:

The family drawings varied with cultural context and the respective orientation toward autonomy and relatedness, specifically in regard to the number and position of family members, the depicted absolute and relative size of family members, the details of facial features, and the emotional expression. Additionally, the positioning and spatial arrangement of family members on the paper can be linked to the children’s familiarity with external frames of reference in drawings.

But a snowman is a very basic shape modeled after the human from, which is the same everywhere—like a stick figure. If I ask a kid in Iran to draw a garden, it’s probably gonna look a lot different than if I ask an American kid to draw one. If I asked both kids to draw a flower I’d expect them to be very similar (unless one kid was especially creative). Ditto for requests to draw a cat, dog, etc.

Sometimes in a good way, sometimes in a bad way (mostly based on whether or not I like the included subsidiary canon where the detail comes from).

Yeah, this. I love me the original trilogy, but could take or leave everything else, but there’s some stuff in there that offends my sensibilities. re: #234 Charles Johnson

Ah yes - that would happen because you’d have the 4-digit Unicode for the em-dash followed immediately by a letter that looks like a 5th hex digit (a-f), and the browser displays it as a 5-digit Unicode character, in that case a Chinese character.

Hmm. Not sure how that can be fixed and still allow real 5-digit Unicode.

Well, at least I can provide useful information for diagnosing the problem, even if I can contribute absolutely nothing to solving it!

It’s one of my favorite games to play when travelling. Ask people what cats say, or dogs. Another good one is ask them for euphemisms. “a bird in the hand is worth two in the bush”. White Sands National Monument closed because of drone crash

A QF-4 drone aircraft from Holloman Air Force Base crashed this morning at White Sands National Monument.

Holloman officials said the crash occurred 9:08 a.m., four to five miles off of Runway 22.

The monument was closed in advance of the test mission and will remain closed until further notice, officials said.

The unmanned aircraft was conducting a routine training mission, according to base officials, who said there is no threat to the public.

Want to Avoid the NSA? Use a Cell Phone

Holy crap, the latest NSA report is actually good news—sort of. Despite what you’ve heard in the past nine months, the NSA only collects information on 20 percent or fewer U.S. calls. Why? Because they’re having a hard time figuring out how to tap cell phones.

The Wall Street Journal [snip]
pointed out two specific problems:

NSA has been working to expand the coverage to cover more cellphone calls, but it has been stymied by how to remove location data—which is isn’t allowed to collect—from cellphone records collected in bulk, said a U.S. official.

Moreover, the agency’s legal orders to U.S. phone companies don’t cover most cellphone records, a gap the NSA has been trying to address for years.

EuroMaidan increases security after bomb cripples two protesters

kyivpost.com

“Andriy Parubiy, the security chief of EuroMaidan, instructed the protesters on Feb. 7 to accept no objects from people they don’t know, no matter how well-meaning they may seem. His warning came a day after an explosion that left a young man and a teenager crippled for life when they opened a box they thought contained donations of medical supplies.

“Early afternoon on Feb. 6, Roman Dzvinivskiy, a young man who wore markings identifying him as a militant Right Sector member, was approached by an unknown man and handed a small box. The man, who spoke Ukrainian, praised his group — which has engaged in clashes with police — for heroism and handed over the box.

“Here’s a present for you, guys,” he said.” (cont)
