Rick Perry Refuses to Comply With Anti-Prison Rape Law

Yesterday, this happened: creationist Texas Governor Rick Perry came out strongly in favor of letting prison rape continue unabated.

“I will not sign your form and I will encourage my fellow governors to follow suit,” Perry wrote in a letter to Attorney General Eric Holder, the first governor to make such a move.

The “form” in question is a letter asking governors to say whether they comply with the sexual violence prevention guidelines of the 2003 federal Prison Rape Elimination Act (PREA), a law Congress passed unanimously and George W. Bush signed in 2003. Most of what the law has done so far is collect data on sexual victimization in prison, which had never been collected before. More recently, the Department of Justice has issued standards for prisons and jails, including limiting when guards of the opposite sex see prisoners naked or pat them down and prohibiting invasive searches of transgender prisoners.

“Governor Perry’s letter rejecting PREA is a disgraceful illustration of why Texas prisons are among the most violent in the country,” Lovisa Stannow, Executive Director of Just Detention International, said in a statement. The organization, which works on ending sexual abuse in prisons, said it had received more letters from Texan survivors of sexual violence than from any other state.

Jason Clark, spokesman for the Texas Department of Criminal Justice, said the prison system has already made significant progress in meeting PREA standards.

“We are compliant with most of PREA’s standards, except for the cross-gender supervision standard,” Clark said.

That regulation, which is the primary rule to which Perry objects, would prohibit female officers from working in areas where they would see male inmates in private settings, such as the shower. About 40 percent of TDCJ correctional officers at units that house males are female, Perry wrote. PREA standards would force TDCJ to deny female officers jobs and promotion opportunities at those units.

The rules would also require a smaller ratio of correctional officers to juveniles at facilities that house offenders younger than 18. Perry said the cost of meeting that requirement would be unacceptably burdensome to small, local jails. texastribune.org

The for-profit private prison system means there has to be a constant inflow of prisoners to make a $$$ profit. With the legalization of pot and possibly other drugs, prison corporations will need to fill the hole. People in debt will do nicely.

With this in mind, I think those lower income whites who currently vote Republican/Tea Party reflexsively will wonder what happened as their late credit cards and mortgages turn into months or years in jail. And the possible rape and other assorted violence that follows in prison amy make them rethink their previous positions.

As the article states, many people did not know who they were and now they’ve made themselves more publicly known, more people can target them. This is probably all Rachel Maddow’s fault. Her script writers constantly had her reading negative corporate agiprop against them. It is almost as unfair as targeting a CEO for his stance on a political issue that is highly unpopular.

Two things are clear. One, a company is within its rights to dismiss a top executive who does not reflect its values or priorities. Two, activists are within their rights to criticize positions held by corporate executives. So what went wrong in the Mozilla/Eich case? A handful of hotheads forgot what the gay rights movement is fighting for: the embrace of diversity and the freedom for all Americans, gay and straight, to live publicly as who they truly are.

It’s a big country and there are intolerant and intemperate people on all sides of every issue. This won’t be the last time activists and publicity seekers call for the head of someone they don’t like. When gay-marriage opponents claim that a new reign of terror is abroad in the land, however, please remember that the large majority of gay and lesbian Americans share with the large majority of conservatives and Christians a desire to live and let live, and it is those large majorities that will prevail in our majoritarian country.

That must be quite an aroma. Sad, really; I worked at Sears during what I guess now was it’s “last gasp” in the early to mid 1990s. I was lucky - I had a great boss, great co-workers, and I even won a couple of awards for customer service ‘above and beyond the call of duty’, such as it were. I owe that to my mentors there, one of whom was a real old-timer, a lifer. He taught me a lot about retail.

Another one of those “re-appropriated” words. I remember as a very young teen going to the library to find out the appropriate terms for what nasty young boys were taunting me with in 9th grade algebra class and which I subsequently heard from men as a term of disdain and vulgar reference and which I saw as a sign of ignorance.

I wouldn’t think Clinton has fond memories of those years, either. I’m sure she is more supportive of the ideology those women espouse rather than the name they chose for themselves.

You forget, us peons have no right to criticize CEOs. It’s not like they publicly represent the companies they head or play any kind of leadership role, so their beliefs and attitudes have no impact. If there’s a dead or dying strip mall or shopping mall near you, it may well have a JC Penney, Kmart, or Sears as an anchor tenant. They do smell of despair, that when not smelling of mold/mildew, and inventory that isn’t moving because those who make these kinds of purchasing decisions don’t know what sells.

There are departments that are nearly barren, while others are overstocked and overflowing with goods. It’s a hodgepodge of crap and no one seems to take any pride in how any of the departments look.

The best parts of Sears - the hardware and durable goods (appliances) departments are also withering away because the Kenmore and Craftsman brands don’t carry the cachet they used to, and you can buy similar quality elsewhere.

And much of it traces to Lambert’s decisions to make departments fight each other and undermined performance across the board at the company.

Sears is a company circling the drain. Kmart is probably across the event horizon; there’s no turning back the clock on its inevitable demise.

Similarly, JC Penney was run into the ground in much the same way. It’s in nearly as bad shape as Sears (just without the cachet brands like Craftsman or Kenmore to keep it limping along).

Together, they are a tale of woe for business managers who think they’re the smartest in the room and whose results show that they are far worse than throwing darts at a board.

There’s one near us, in a big mall. The Macy’s in that mall just finished an expansion and facelift, and people are flocking to it.

The poor Sears is at the end of the mall, and some departments have more empty shelves than stock. It reminds me of what they used to say stores were like in Soviet Russia. Kinda sad.

I did, in fact, read the essay. I also read the other two essays, including one by someone who is gay and works in the tech industry who said she would have been very leery working for a company where the CEO has put money towards a constitutional amendment designed to restrict her rights.

Funny, that. It’s like, there are real world consequences related specifically to this being the role of the CEO, and yet you are all busy being concerned that this might lead to oppression. Never mind the very real oppression people can still face for being gay - we have to worry about making sure the bigots don’t feel like their bigotry isn’t being tolerated anymore!

One of those events I won an award for was as follows; a woman had purchased a treadmill, and the control board went belly-up after 15 days. Of course, it was under warranty. So I called the service center (lolol) and they said it would take five weeks to get one. Never being one to take that kind of BS as acceptable, I called the manufacturer in Utah. They could FedEx one up to me and I’d have it two days.

So I spoke to my boss, and he said, “Do it - we’ll bill the service center”. So I ordered it. And when it came in, after work, I went to the customers house, swapped them out, and she was very happy. Mind you, the service center wasn’t too happy with me, but tough shit.

My family stopped shopping at Sears when their automotive section tried to screw my dad on tires for his car. They claimed they wouldn’t touch the car without replacing two tires (one needed to replace but the other was fine) and told him the cheapest tire they had was $350 a piece. My dad took the car to this local shop and got one for $89.

I remember one of the highlights of the year as a kid was getting the Sears Christmas catalog in the mail. We’d go through it circling all the toys we wanted. Going to a mall usually meant going through a Sears store and they were always nice to go into. And Craftsman tools used to be one of the top brands.

Now Craftsman tools are cheap and Sears is a joke. KMart is just as bad (made even worse by its alliance with the worst of the pizza chains, Little Caesar’s (Many of the KMarts here have little Caesar’s pizza joints inside much like having McDonalds in Wal Mart).

I’m not sure about that. People love, love, love a “bargain”. I have a friend who can easily afford to buy the best and pay full retail for it, but is always looking for a ‘deal’. Sometimes it is high quality, sometimes not so much. When you add in the question of the profit margin on an item, working conditions for the people making the stuff, etc., etc. it becomes hard to know what anything is “worth.”

Wow. I didn’t realize they were that much. I’ll see about converting mine to an LED; I need to find the Czech version of a Radio Shack for one of those little toggle switches. Other than that, I can buy a small LED flashlight that uses AAA batteries for about $1 or so and then just borrow my neighbor’s soldering iron and get it going. I saw a few vids on YouTube, and apparently, it’s pretty easy to do.

I found a whole new rear wheel with coaster brake hub at a scrapyard not far from here - cost me $6, so the bikes pretty much ready to go. I’ll have to replace the front brake (the spoon brake) pad, but I improvised on that; I used an old leather belt, cut it to fit, and glued the leather together to the appropriate thickness to fit the brake shoe. A lot of those old spoon brake pads were made of leather typically.

Killing the arts in this country is going to kill this country…it is one of the reasons our education system is in the dumper. Expansion of creativity is dangerous…damn people start coloring outside the lines and that can’t happen.

Afternoon Lizardim from the home of the Snowpocalypse. Things seem to be melting rapidly, but it was enough to put the fishfolk in a very sour mood when they arrived. We HAD TO discipline the older boy, and to do it we HAD TO yell at him. He didn’t hear us otherwise. It was so bad my wife had his hearing tested - perfectly fine, ears like a bat. Just hard to penetrate his concentration.

The younger one would actually get upset with the yelling, even though it wasn’t at him. So much more sensitive, not to mention eager to please. Well, THAT didn’t last through teenage!

I was being more metaphoric than literal. I do not doubt what you wrote.

So, do they actually have art education in schools anymore, or is it just a free-for-all experience and not necessarily built around any actual history and things like basic color education? I really do not know. I was under the impression a lot of arts programs have been cut.

Actually, it sounds even stupider. I think they’re talking about pictures of that particular plane taken by airplane buffs prior to the day it disappeared. BUT, I ain’t going to CNN to find out if I’m right.

Oh, now that’s interesting. Assange had trouble following through finishing an earlier book with a ghostwriter doing most of the heavy lifting. In the end, after several go-rounds with the publishers, the book was published without his final approval, because deadlines, contracts, money exchanged. In short, his track record in getting books out on time is not stellar.

Now the thing about Bitcoin is that transactions are irreversible. So, if some Assange fanboi sends WikiLeaks $1,000 in Bitcoin, he can’t change his mind later and cancel the remittance and get the charges reversed. So, the Bitcoin payment method benefits Assange and WikiLeaks. Take the money and run, as it were.

On the other hand, every Bitcoin transaction is recorded in a massively shared public ledger, so if the book never makes it to print, all those donors would have record of their pointless donations, and could take legal action.

To be fair to Perry, his reason for not complying with the law is that it would require a massive and expensive reorganization of the huge Texas prison system.

To be fair to everyone else, keeping 17-year-old boys from being raped in prison is the kind of thing you want to make an effort to prevent. I think even most conservatives — like the Congress and President who passed the bill — would be OK with spending a little money to do that.
