Was Edward Snowden Covered by the IC Whistleblowers Act? Yes, He Was.

According to the DNI - in 2012 - he most certainly was.

“As an employee of a private company rather than a direct employee of the U.S. government, I was not protected by U.S. whistleblower laws, and I would not have been protected from retaliation and legal sanction for revealing classified information about lawbreaking in accordance with the recommended process.

“President Obama also reformed a key executive whistleblower regulation with his 2012 Presidential Policy Directive 19, but it exempted intelligence community contractors such as myself. The result was that individuals like me were left with no proper channels.”

So said Edward Snowden in testimony to the European Parliament on March 7th this year.

But did he really not have any protection under the Intelligence Community Whistleblowing Act?

The DNI didn’t think so back in 2012. From their own whistleblowing website, as of 6th October 2012 - months before Snowden left the agency:

The Inspector General Act of 1978, as amended by the Intelligence Community Whistleblower Protection Act of 1998 provides employees and contractors of intelligence agencies with a mechanism for reporting alleged wrongdoing in IC agencies and associated programs to Congress.

It also says:

A Federal agency cannot retaliate against an employee or applicant because that individual exercises his or her rights under any of the Federal antidiscrimination or whistleblower protection laws listed above.

On another page, also from 2012, the DNI gives detailed instructions about how an “IC employee, assignee, detailee, or contractor” could file a whistleblowing complaint to the Inspector General, or contact Congress.

Other pages on the same site even say how he could have reported anonymously if he wanted to be sure he was safe from reprisals.

Snowden would surely have known this had he actually bothered to search “IC” and “whistleblowing” (it’s the first “.gov” hit on Google).

The fact that he knew he was protected - or didn’t bother to try and find out if he was - significantly undermines his argument that he couldn’t whistleblow.

It’s not that he couldn’t whistleblow. It’s that he chose not to.

Greenwald got money and fame and Snowden got to sit his dumbass (excuse my French) in a country that has abuses worse than ours
I don’t believe a word he or Greenwald says, ESPECIALLY not Greenwald-show me the e-mails that he told higher ups about abuses, or I’m gonna assume that he’s full of it-the same way he wants us to believe that the Gov is full of it

Like I noted downstairs, no matter how much you question Snowden’s version of events, dudebros will brush it off by saying that one should be happy that the NSA’s “lies” have been made public. Of course, if you acknowledge that there needs to be a discussion on the matter, then you find that they’re not interested in discussion, they’re interested only in feeding their paranoia by calling for all intelligence gathering to be ended.

What an amazing post! Snowden’s story is unraveling faster than I thought it would.

The little weasel knew exactly what he was doing when he flew to Hong Kong (getting out of the country to avoid prosecution), yet he doesn’t deserve the “genius” label so easily ascribed to him by the slavering Dudebros™ who have been pushing his crap.

I suspect he’s gotten a lot of help to do what he did, not the least of whom are Greenwald and Poitras (both of them protected by living outside the US) and publicity from their connections in the media.

It wouldn’t surprise me one iota if it’s determined at some point that he has been in the employ of a foreign country for a number of years now.

Sibel Edmonds or William Binney could’ve been an object lesson for our Snowden.

The trainee decided to do the route herself—called him later and said she got lost because her GPS messed up, but called back and was OK. Greets and saluts from the NYC metro area. Great first page PwnAllTheThings. I recall way back when Snowden/Greenwald first started claiming that they couldn’t whistleblow because the law didn’t allow them to do such things, there was some pushback, including here, at Cesca, and a few others.

But there has to be sustained pushback and the media has to focus on the fact that the law does and did allow Snowden as a contractor to blow the whistle on supposed violations to the IG.

He never did. He never contacted anyone with any issues that could be regarded as a whistleblowing.

All of those claims are a vain attempt to retcon the fact that he stole classified documents, many of which have nothing to do with supposed civil rights violations by the NSA against US citizens, with malicious intent.

The malicious intent was to harm US natsec, damage NSA capabilities to carry out surveillance against foreign countries, entities, and individuals.

There are whistleblowing protection laws in place that are designed to protect the individual from retaliation. That’s what these laws represent and formalize a procedure for who to report to, how to report, and timelines.

The VA delay cases have instances where those who have formally blown the whistle have been retaliated against, and that’s in violation of the law, which means that they’d be entitled to damages/compensation.

German police allowed an anti-Israel protester to climb inside a police car and shout slogans including “child murderer Israel” and “Allahu akbar!” — Arabic for “God is Great!” — through a police megaphone, a spokeswoman for Frankfurt’s police said Sunday.

Police let the protester use the megaphone during a Free Gaza demonstration Saturday because he had offered to calm down a protest that had turned violent, spokeswoman Virginie Wegner told The Associated Press.

“We as police had come up spontaneously with this unusual method and he abused it — we didn’t expect that,” Wegner said, adding that police were investigating the incident. “Police are neutral during protests.”

One of the beauties of city life is street art. Back in the late 70s we used to have a punk band here in Columbus that would many times just pick a spot outside a head shop, record store, book shop, etc, that was willing to cough up some free electricity and they would punk out until the police came to shuffle them off for being too distracting to traffic, etc. It was great. The Blades led by a guy calling himself Zero Watts. They did a mean screaming “When I was Young” by the animals.

KY is a border state, and the same is true there. I have one brother-in-law who has a rifle, a shotgun and a .22 pistol. When he lived in the sticks, he could shoot turkey off his front porch (in season), but he rarely did it, because it would spook his neighbor’s cows.

His idea of hunting now is with a metal detector looking for lost coins and jewelry along riverbanks and lakes.

And none of the women on that side of the family have hunted for the last 150 years, I’d wager, if not longer.

Texas isn’t Southern. It has more in common with the Southwest states considering that they were all part of Spain and/or Mexico at some point and their histories are intertwined that way. The only reason Texas is even marginally part of the South is because of slavery.

I don’t hunt anymore, I never particularly cared for poking their guts out, nor would anyone in my family eat venison. However, my biggest problem with this young lady is that you do not pose with your kill in this way. It is disrespectful of the animal. In New York, you have to complete a gun safety program in order to get you big game license, this is one of the many facets they cover. She may need a refresher.

I understand wanting to hug the cat. I don’t think I’d hug a dead cat tho.

I was thinking it was rather odd, but had not thought of necrophilia…but it fits. It does take away from the “ohhh, let’s hug the pretty-pretty kitty” when you just killed it. And that seems to be the look of her in the image.

Well, in the early part of the century, I think indoor locations were like that. Not everyone had electricity and not a lot of sunlight came in thru the windows in the tenements. Also, in the summer, people would keep the drapes closed to keep the house cool. So, that part makes sense to me.

The reviews I’ve read for this installment, Dawn of the Planet of the Apes, are rave reviews. It’s getting universal acclaim from film critics, who are praising it as not only an excellent sci-fi movie, but an excellent film, period.

It’s one of those rare cases where the sequel is being considered better than the film that preceded it.

According to Todd McCarthy of The Hollywood Reporter, Dawn of the Planet of the Apes:

“manages to do at least three things exceptionally well that are hard enough to pull off individually: Maintain a simmering level of tension without let-up for two hours, seriously improve on a very good first entry in a franchise and produce a powerful humanistic statement using a significantly simian cast of characters. In the annals of sequels, Dawn is to Rise of the Planet of the Apes what The Empire Strikes Back was to Star Wars—it’s that much better.”

I suppose cliches are perhaps somewhat unavoidable in big-budget flicks, but Rise of the Planet of the Apes was infintely preferable to Tim Burton’s misbegotten entry into the franchise.

I didn’t see Rise until it came out on DVD because of Burton’s film, but Rise of the Planet of the Apes pretty much made me forget all about Burton’s version.

If there is going to be one more Planet of the Apes film, it should end there; a trilogy and then let it go. In many ways, it’s been done to death - even briefly as a TV series in the 70s. But if they can crank out one more good film to wrap it up, then put the franchise to bed, at least it can go out on a high note.

True enough, unfortunately. I guess I’m looking at it from an artistic point of view, not a financial one.

If I were in charge, I’d say, “OK, guys….one more flick, and that’s it. I want something well-written, well-acted, visually impressive and also something that wraps it all up unambiguously that the apes have replaced humans as the dominant species, that humans are as rare as Rwandan mountain gorillas, and that when the last scene fades to black and the closing credits roll, there will be no question whatsoever that our little Earth is indeed now the planet of the apes.”

But that’s just me. :)

It’s important to remember that the Church is made up of individuals with their own biases.

When one Priest acts on his own accord, he IS the Church to the lay people affected by his actions.

The Vatican has traditionally done a terrible job of making this clear to the general public. They protect their own. Which makes them complicit to many criminal actions, IMHO.

The Vatican is expert in having it’s cake and eating it too.

I’ve got to disagree with this a bit. I have friends and family members who hunt. They do it responsibly, according to state hunting licenses, make sure the kills are clean, and they eat the meat. But without speaking for them, it isn’t just practical. There is an element of pitting your skills against the prey and winning. I don’t see this as sociopathic, even though it doesn’t appeal to me at all. It seems more like first person shooter games than something evil.

How is setting up blinds, using calls and weapons capable of killing at a distance pitting their skills against other animals?

I too have friends and family who hunt. My younger brother was one who liked the killing & I confronted him on it. I loved him, but his desire for death bothered the hell out of me. It’s an atavistic desire.
