WESLACO - A center for unaccompanied minors set to open in Weslaco later this year will be the first of its kind in the nation, officials with a network of non-profits said.

BCFS Health and Human Services secured a multi-million federal contract to house young illegal immigrants at the site of the current Palm Aire Hotel and Suites on FM 1015.

Representatives with BCFS said the Palm Aire will undergo a multi-million dollar transformation.

BCFS runs a temporary detention center for young illegal immigrants at Lackland Air Force Base in San Antonio.

BCFS began as an orphanage for Hispanic children in San Antonio in 1944

“Children … who weren’t able to go into other orphanages. They weren’t allowed at the white orphanages, they weren’t allowed at the African-American orphanages,” said Krista Piferrer, with BCFS external affairs.

The agency has grown into a multi-national network of health and human service non-profit organizations.

“Our central intake facility at Weslaco will be licensed by the Texas Department of Family and Protective Services as a child residential center,” Piferrer said.

Piferrer said medical staff will be on hand so children with diseases or injuries will not be transferred to local hospitals.

The agency applied for a conditional-use permit with the city of Weslaco. City Manager Leo Olivares said the request has to go through the regular planning and zoning process. If approved, it will go to the city commission for a final vote.

The fact that Baptist Child & Family Services is even putting in a bid on this property would indicate that it is not a flourishing luxury resort, but a defunct, rundown motel in an undesirable location. It is doubtful that many of the luxury amenities that the Palm Aire may have once included are still kept up. As the final paragraph explains, the request still has to be approved and voted on.

If you watch the video at the link you will see that the property is quite run down.

So, the hotel has 193 guest rooms, and the Baptist Center wants to house 600 kids. If they use all the rooms, that’s about 3 kids to a room, each with a bathroom and shower. Pretty good amenities, as children’s shelters go. Some rooms would probably be reserved for residential staff, so maybe 4 kids to a room is more reasonable.

The kitchen would need to renovated to feed that many kids three times a day, and the restaurant and bar would become cafeterias. The tennis courts would be fairly low maintenance, and a useful outlet for the kids, but I’d assume the swimming pools would be a liability insurance hassle and they’d be decommissioned. If the place is rundown, there might be other repairs necessary.

All that work would eat up the remaining portion of the $50M pretty fast.

Well, at least I had a nice break from the unceasing derp, but I come back, and sure enough, it continues apace.

I went and saw 2001: A Space Odyssey at my local cinema (about a 15-minute stroll from where I live) as the local cinema just got done doing a full interior/exterior refurbish. Very nice; the city of Ostrava - which owns this particular cinema through the local branch of the Ministry of Culture - did an excellent job. Dolby Surround Sound, nice seats, good disabled access as well. They also refurbished the restaurant adjacent to the cinema as well.

Much to my pleasant surprise, the print of 2001 they showed was in 70mm Cinerama. Very nice, and I have to agree with the late Roger Ebert; you’ve never really seen 2001: A Space Odyssey until you’ve seen it on the big screen, where you can fully appreciate Kubrick’s work.

Another nice surprise…..there were only eight other people in the cinema besides myself, and the admission price, well, you couldn’t go wrong on that! The equivalent of $2.50 - not bad at all to see a sci-fi masterpiece.

OK….back to reality.

Our team is comprised of professional emergency management and health care professionals, and the safety and security of those in our care are protected by off-duty commissioned law enforcement officers.

In response to misinformation reported in the news, here are the facts about the care being provided for children at Lackland Air Force Base:
Protection and Privacy of Children. The children at Lackland Air Force Base are under the conservatorship of the federal government and, like any child in foster care, their personal information is private. As a result, all persons involved in providing care and service to the children must agree to protect the identities and health records of the children in our care, just as any hospital or childcare operation requires. Breaching personal health information or professional standards of care or ethics is unacceptable and grounds for dismissal.

Contrary to allegations by anonymous former employees of our temporary staffing agency, none of our Lackland shelter professionals have been arrested or threatened with arrest for any activities related to shelter operations.

Health Screenings & Illnesses. The children cared for at Lackland are ALL medically screened and immunized based on CDC guidelines on vaccinations. If a child feels ill, he or she is taken to an on-site clinic, staffed with a pediatric ER physician as well as mid-level providers, nurses, paramedics and a pharmacy tech.

To date, 127 children have been treated for lice, 24 children have been treated for scabies, and 1 child was sent and admitted to a local children’s hospital where they were diagnosed with the H1N1 Flu. The most common illnesses seen at Lackland are fever, headache, upper respiratory colds, and ingrown toenails (another result of the children’s travels from Central America). [snip]

Since operations at Lackland Air Force began on 18 May, numerous officials from the state and federal government, health care agencies, faith-based organizations and the news media have visited the site, including members of Congress and the Texas Legislature; the Secretaries of Homeland Security and Health and Human Services; local, state and public health authorities; medical professionals; the Texas Attorney General; military leaders; Department of Defense officials; child defense attorneys; and the Archbishop of San Antonio and other pastors. Media was also provided a full tour of the facility on 5 June, and reported on their accounts of the clean, safe operations at the Lackland shelter.

More details on the Lackland AFB barracks where 200 kids are being cared for by BCFS.

A small group of reporters on Thursday got a look at the temporary shelter for immigrant children in a 60-year-old building at Lackland, only one of a handful of similar facilities across Texas that has been open to the media.

The children are part of an unexplained wave of kids detained by the Border Patrol, and in the last month authorities have opened temporary shelters to house them. The Lackland shelter opened two weeks ago.

The emergency shelter is one of five housing nearly 500 children who have appeared in the last month as the Border Patrol deals with an influx of unaccompanied children, said Jesus Garcia, a spokesman for the U.S. Department of Health and Human Services.

The department cares for children detained by Border Patrol and contracts shelter operations to BCFS. San Antonio’s shelter is the only one on a military facility, Garcia said.

“We did (the tour) for transparency’s sake,” he said. The children receive “the same services they would get in a private sector.”

Of the children HHS cares for, 88 percent end up with family members, Garcia said.

If this had happened in the bizzaro President Romney universe the tune would be oh so different. President Romney would have likely followed the law of the land and done some of the same things real President Obama is doing now.

No, if we were dealing with President Romney, there would a lot of moaning and bitching about how Obama had left the mess for Willard to “clean up.” There’d be no question about providing the funds necessary to address the shortage of judges and Border Patrol agents, because it would be an example of “compassionate conservatism.” But one thing you can be sure of, any talk of “amnesty” would be right out.
