FBI Will Now Oversee Ferguson Protests, Operations - Update: FBI Says KSDK Report is Wrong

Out of the hands of local law enforcement
US News • Views: 23,348

In a pretty obvious indictment of the heavy-handed tactics of the St. Louis County and Ferguson police departments, the FBI will now be taking over the investigation into the shooting of Michael Brown, as well as overseeing all operations and protests. KSDK has the details:

FERGUSON, Mo. - NewsChannel 5 has learned the FBI will now take over a large part of the investigation into the shooting death of 18-year-old Michael Brown.

The FBI will oversee all operations, protests and other activities in Ferguson.

Local police agencies, including St. Louis County police will now operate under the direction of the FBI.

UPDATE at 8/14/14 11:53:52 am by Charles Johnson

But hang on, folks — it looks like KSDK may have gotten this one wrong:

I knew the problems were systemic yesterday when the local prosecuter said he would turn over responsibility for any indictments to the grand jury.

When a prosecutor does that in an investigation of police misconduct…it means he wants it buried without his fingerprints on it. Grand juries are overwhelmingly white and pro law enforcement. Often, retired LE serve as jury foreman.

From Holder’s statement:

“At a time when we must seek to rebuild trust between law enforcement and the local community, I am deeply concerned that the deployment of military equipment and vehicles sends a conflicting message. At my direction, Department officials have conveyed these concerns to local authorities. Also at my direction, the Department is offering - through our COPS office and Office of Justice Programs - technical assistance to local authorities in order to help conduct crowd control and maintain public safety without relying on unnecessarily extreme displays of force. The local authorities in Missouri have accepted this offer of assistance as of this afternoon. [Emphasis added.]

“Department officials from the Community Relations Service are also on the ground in Missouri to help convene law enforcement officials and civic and faith leaders to plot out steps to reduce tensions in the community. The latest such meeting was convened in Ferguson as recently as this morning. Over time, these conversations should consider the role that increased diversity in law enforcement can play in helping to build trust within communities.

I’m kinda hoping there will be a federal investigation of the apparent obstruction of justice in this case. Since there is to be a federal investigation into whether Brown’s civil rights were violated, any cover-up becomes a federal crime.

At least I think that’s how that works.

The DHS and federal grants to buy military gear goes back well before the Obama Administration, and there are good reasons to have the program, particularly for big cities that have repeatedly been the focus/target of terror threats (like, say NYC). It makes a lot less sense for rural communities to have this kind of gear, but Congress wrote the law to allow for these sales - because they all wanted a piece of the pie.

How to fix this situation? Resolve clear rules of engagement for their use. Civil public demonstrations is an invalid use. Aiming weapons at unarmed civilians. Improper and should result in investigations of the officers who ordered those actions.

No, this gear can serve a just and proper need. Like addressing hostage situations, active shooter situations, mass casualty events, disaster relief, terrorism response. Demonstrate need (number of incidents that would have required use but for its absence).

Tighten the rules. Reduce the size of the program. Reform the program and make sure that the agency making the request has met qualifications for need.

It shouldn’t be a roundabout way to update gear/equipment for a department that would end up seeing the gear sit in a garage except for parades.

They need to restrict this equipment to State police forces or at least County Sheriff Offices. There’s no reason every other little town police department needs a SWAT team and MRAPs.

There needs to be a massive demilitarization of law enforcement in general (and about a million other reforms to the way things are done as well), but baby steps here.

The stupid is strong with this one:

Rick Wiles is pretty sure that President Obama is a “foreign plant” who was put in office by Saudi Arabia in order to destroy America. But maybe it wasn’t Saudi Arabia after all, as yesterday on “Trunews,” Wiles and right-wing documentary filmmaker Joel Gilbert wondered if President Obama — along with his entire family — secretly works for the CIA, Great Britain, or Russia, or maybe all three, who knows!

“This guy, he works for somebody,” Wiles insisted.

Not a total answer, but from Rachel Maddow’s 8/12 show:

In Ferguson, which, again, is 2/3 black, 67 percent black, there`s no
black member of the school board. There were protests last year when that school board with no black people on it decided to suspend the superintendent of schools in Ferguson who does happen to be African- American.

Whole show was great—particularly the story about the fired lieutenant in St. Louis County (Lead story)

I know that. I was speaking more generalized than this situation. There should be more of a chain of command to go through to request the use and deployment. In California (which is the size of like 6 Missouris) for example, the County LE office might be enough. In a low population state like Missouri, it probably should be at the state level.

re: #77 Jack Burton

Not every state has an identical law enforcement structure, so the St. Louis County Police would be that “sheriff” for these purposes. They’re the ones who have been most involved in escalating the violence here.

I agree that not all local PDs don’t really need to have this gear; shared services would go a long way, but no one wants to give up their specialized departments, salaried employees, etc., to get rid of the ESU/SWAT tactical units. Rural departments would claim that by the time shared services show up, it’d be too late (an argument that makes some sense out West, where departments can cover large areas).

But there’s no room for common sense to win out here. There’s money to be made, divided up among departments, and rules of engagement to ignore.

That’s why I think the way forward is to start with uniform rules of engagement with the gear - setting conditions for when the equipment can be used. If it is used for other purposes, they’d lose it, face actions, etc. If the department can’t abide by the terms of use, they aren’t to get the gear.

Something for the legal eagles around here to look into:

Proposed MO Bill Would Let Police Withhold Names of Cops Involved in Shootings

The bill was introduced by Democratic state rep. Jeff Rooda back in January of 2014, and would legally allow Missouri police departments to withhold the name of any officers involved in police shootings, as well as redact documents and records “if they contain the name of any officer who did the shooting, unless the officer who did the shooting has been charged with a crime as a result of the shooting.”

LMAO. That’s some serious cognitive dissonance that rivals - we destroyed the village to save it.

The county police purposefully targeted that camera crew with tear/smoke grenade. Forced them to stop covering the events, and then tried to dismantle/stop the video from being made.

That’s not helping them to safety. That’s obstructing their right to report on events.

No. It is not cognitive dissonance.

It is bald face lying and daring the public to call it what it is. This is propaganda…right here and right now from men with guns who did whatever they wanted to do last night. Russian ‘volunteers’ in beige drive aid convoy to Ukraine border (paywalled)

When asked if they are serving in the Russian military, the mostly young men with crewcuts replied, with the occasional snigger and raised eyebrow, that they were “volunteers”. Their convoy is organised in “columns”.

Sergei, one of the more senior among them, said he was a Russian military veteran with 15 years of service, as were most of the older men in the operation. He said he had been asked by his superiors if he wanted to volunteer and decided to accept, hoping it would earn him credit at his “organisation”, an institution he would not name.

While none of the convoy personnel would confirm they worked for the Russian military, many appeared to have finished their military service not too long ago.

One young man bore a large elaborate tattoo of a parachute and a leopard of a type occasionally worn by Russia’s elite VDV paratroopers. The leopard is the mascot of the VDV’s 76th regiment. Earlier images of the convoy as it was preparing to leave Moscow were geolocated by bloggers to a sprawling military base which includes the VDV’s headquarters at Kubinka.

Meanwhile, the number of military vehicles flanking the convoy has grown in number, as the trucks get closer and closer to the Russian border.

Among the dozens of military vehicles seen by the Financial Times were two Ranzhir armoured command units being transported on the back of flatbed trucks. Images of the vehicles were shown to military analysts who corroborated the identification.

Such vehicles are used to co-ordinate multiple high-powered anti-aircraft batteries - including those of the type allegedly used to shoot down a Malaysia Airlines passenger jet last month - and are designed to help ground forces beat off large-scale air attacks.

Pictures of other sophisticated anti-aircraft systems including a 9K22 Tunguska missile launcher were also photographed by journalists following the convoy and spread on social media.

The military leader of pro-Russian rebels in the eastern Ukrainian city of Donetsk, Igor Girkin - known as Strelkov - has resigned.

Alexander Borodai, the former PM of the self-declared Donetsk People’s Republic, confirmed the news but denied reports Mr Strelkov had been wounded.

He said reports that Strelkov, a Russian citizen, had been injured were “total rubbish”.

No. It’s a talk between an FSB agent in “Abwehr“‘s group and his handler. The FSB agents are being pulled out from DNR and LNR. The interesting thing is the brutal description of what happens there through the eyes of this FSB agent. Main points:

1. Strelkov is an Orthodox fanatic.
2. DNR is a big “business” divided into spheres of influence, the money is from stealing everything (e.g. cars and people).
3. Average folks began to hate DNR. E.g. a woman cursed this guy as he was walking around in camo. “What kind of liberators are we?”, he asks.
4. But it’s not like he has a huge bout of conscience, he thinks that various diversions, e.g. explosions should be planned.

BOOM:

Missouri State Senator Calls Governor a ‘Coward’ on MSNBC

“Our governor, Governor Nixon, has been absent from the minority community, not for a few years, but for a few decades, and this is inexcusable. And he only comes to the minority community when it’s politically expedient. And now that the world’s eyes are on Missouri… the governor is now here. But he’s not really at Ground Zero. He’s never come to Ground Zero… For that, I call him a coward.”

She’s right. Nixon has been an abject failure at his job during all this mess. And yes, he’s a coward. He had to be publicly shamed into doing anything at all. If he had his way, he’d just be at the State Fair eating fried Twinkies and taking photo ops.

Chap. 2: Open Carry Texas and the New Black Panthers (maybe) fail to agree.

HOUSTON -
Members of the gun rights group Open Carry Texas met with Fifth Ward community leaders Wednesday, hoping to explain why they chose an historic African-American community to hold a demonstration.

Members of the group were met by a chorus of voices telling them to stay out of the neighborhood and warned they will be “matched gun-for-gun.”

A full and complete list of who needs to be fired, demoted, or resign:

Gov. Nixon
Ferguson Mayor
Ferguson Police Chief
Police chief of the St. Louis County Police
Head of the tactical unit of St. Louis County Police

Firing the police officers mentioned above would be a good first step. The mayor and governor should resign, but knowing that they will resist all calls to do so, should be voted out of office.

I should probably add my disclaimer that the posting of tweets here is not endorsement of their claims but an attempt to bring at least somewhat reasonably sourced information and/or statements from officials to the attention of the Lizard community.

Really no need for the disclaimer but thanks. I think it’s the tweeter that’s trying to pull a fast one on his followers. (Tweeter? Is that right? I’m not on twitter).

Russian military vehicles enter Ukraine as aid convoy stops short of border

The Guardian saw a column of 23 armoured personnel carriers, supported by fuel trucks and other logistics vehicles with official Russian military plates, travelling towards the border near the Russian town of Donetsk.

After pausing by the side of the road until nightfall, the convoy crossed into Ukrainian territory, using a rough dirt track and clearly crossing through a gap in a barbed wire fence that demarcates the border. Armed men were visible in the gloom by the border fence as the column moved into Ukraine. Kiev has lost control of its side of the border in this area.

The trucks are unlikely to represent a full-scale official Russian invasion, and it was unclear how far they planned to travel inside Ukrainian territory and how long they would stay. But it was incontrovertible evidence of what Ukraine has long claimed - that Russian troops are active inside its borders.

Separately, there were several military transporters loaded with artillery and tanks visible on the main M4 road during the day. Locals say the sightings have been ever more frequent in recent months, with Ukraine accusing Moscow of shelling its territory from inside Russia, and transporting heavy weaponry across the border, including perhaps the BUK missile system which is believed to have been used to shoot down a Malaysian Airlines passenger jet last month.

The armoured column seen by the Guardian appeared to be further evidence of Russia’s incursions, which the Kremlin has repeatedly denied.

CNN is disgusting and are DEFINTELY part of the problem in this instance and NOT part of any solution. To keep floating the idea that POLICE are CAUSING and ESCALATING the civil unrest due to their military gear and rubber bullets and batons is absolute LUNACY. Even some libitard Dem Senator just went on talking about demilitarizing the police.

So let’s see if I got this right….MORONS and those who would do violence and property destruction should just be LEFT ALONE IN THE STREET and we are to talk with them with kindness and NO riot gear? WTF is that? Do these morons really think the idiots standing around in the middle of the street in the middle of the night, pacing around in front of the police, are there for peaceful and justice resolutions? Give me a break! Will please someone that is not insane and not trying to keep the whole “breaking news” hype alive on CNN PLEASE GO ON RECORD SOMEWHERE?!!!!

CNN HAS GOT TO STOP MAKING THIS WORSE. Common sense is quickly evaporating in the country in favor of whiny spineless a-holes who claim THEY are the majority of this country and are so fragile they can’t bear to see a cop in tactical gear or face the facts that some “communities” just are happy being “ingnant” and full of hatred at the wrong people and issues, and are happy to raise their kids that way.
