FBI Will Now Oversee Ferguson Protests, Operations - Update: FBI Says KSDK Report is Wrong

In a pretty obvious indictment of the heavy-handed tactics of the St. Louis County and Ferguson police departments, the FBI will now be taking over the investigation into the shooting of Michael Brown, as well as overseeing all operations and protests. KSDK has the details:

FERGUSON, Mo. - NewsChannel 5 has learned the FBI will now take over a large part of the investigation into the shooting death of 18-year-old Michael Brown.

The FBI will oversee all operations, protests and other activities in Ferguson.

Local police agencies, including St. Louis County police will now operate under the direction of the FBI.

I knew the problems were systemic yesterday when the local prosecuter said he would turn over responsibility for any indictments to the grand jury.

When a prosecutor does that in an investigation of police misconduct…it means he wants it buried without his fingerprints on it. Grand juries are overwhelmingly white and pro law enforcement. Often, retired LE serve as jury foreman.

The DHS and federal grants to buy military gear goes back well before the Obama Administration, and there are good reasons to have the program, particularly for big cities that have repeatedly been the focus/target of terror threats (like, say NYC). It makes a lot less sense for rural communities to have this kind of gear, but Congress wrote the law to allow for these sales - because they all wanted a piece of the pie.

How to fix this situation? Resolve clear rules of engagement for their use. Civil public demonstrations is an invalid use. Aiming weapons at unarmed civilians. Improper and should result in investigations of the officers who ordered those actions.

No, this gear can serve a just and proper need. Like addressing hostage situations, active shooter situations, mass casualty events, disaster relief, terrorism response. Demonstrate need (number of incidents that would have required use but for its absence).

Tighten the rules. Reduce the size of the program. Reform the program and make sure that the agency making the request has met qualifications for need.

It shouldn’t be a roundabout way to update gear/equipment for a department that would end up seeing the gear sit in a garage except for parades.

Not a total answer, but from Rachel Maddow’s 8/12 show:

In Ferguson, which, again, is 2/3 black, 67 percent black, there`s no
black member of the school board. There were protests last year when that school board with no black people on it decided to suspend the superintendent of schools in Ferguson who does happen to be African- American.

Whole show was great—particularly the story about the fired lieutenant in St. Louis County (Lead story)

I know that. I was speaking more generalized than this situation. There should be more of a chain of command to go through to request the use and deployment. In California (which is the size of like 6 Missouris) for example, the County LE office might be enough. In a low population state like Missouri, it probably should be at the state level.

Not every state has an identical law enforcement structure, so the St. Louis County Police would be that “sheriff” for these purposes. They’re the ones who have been most involved in escalating the violence here.

I agree that not all local PDs don’t really need to have this gear; shared services would go a long way, but no one wants to give up their specialized departments, salaried employees, etc., to get rid of the ESU/SWAT tactical units. Rural departments would claim that by the time shared services show up, it’d be too late (an argument that makes some sense out West, where departments can cover large areas).

But there’s no room for common sense to win out here. There’s money to be made, divided up among departments, and rules of engagement to ignore.

That’s why I think the way forward is to start with uniform rules of engagement with the gear - setting conditions for when the equipment can be used. If it is used for other purposes, they’d lose it, face actions, etc. If the department can’t abide by the terms of use, they aren’t to get the gear.

Russian ‘volunteers’ in beige drive aid convoy to Ukraine border (paywalled)

When asked if they are serving in the Russian military, the mostly young men with crewcuts replied, with the occasional snigger and raised eyebrow, that they were “volunteers”. Their convoy is organised in “columns”.

Sergei, one of the more senior among them, said he was a Russian military veteran with 15 years of service, as were most of the older men in the operation. He said he had been asked by his superiors if he wanted to volunteer and decided to accept, hoping it would earn him credit at his “organisation”, an institution he would not name.

While none of the convoy personnel would confirm they worked for the Russian military, many appeared to have finished their military service not too long ago.

One young man bore a large elaborate tattoo of a parachute and a leopard of a type occasionally worn by Russia’s elite VDV paratroopers. The leopard is the mascot of the VDV’s 76th regiment. Earlier images of the convoy as it was preparing to leave Moscow were geolocated by bloggers to a sprawling military base which includes the VDV’s headquarters at Kubinka.

Meanwhile, the number of military vehicles flanking the convoy has grown in number, as the trucks get closer and closer to the Russian border.

Among the dozens of military vehicles seen by the Financial Times were two Ranzhir armoured command units being transported on the back of flatbed trucks. Images of the vehicles were shown to military analysts who corroborated the identification.

Such vehicles are used to co-ordinate multiple high-powered anti-aircraft batteries - including those of the type allegedly used to shoot down a Malaysia Airlines passenger jet last month - and are designed to help ground forces beat off large-scale air attacks.

Pictures of other sophisticated anti-aircraft systems including a 9K22 Tunguska missile launcher were also photographed by journalists following the convoy and spread on social media.

Firing the police officers mentioned above would be a good first step. The mayor and governor should resign, but knowing that they will resist all calls to do so, should be voted out of office.

Don’t know about a reporter talking about it. I have seen photos and name on several twitter feeds claiming that people in neighborhoods have outed him and he has a reputation of starting conflicts. I didn’t pay much attention as the entire department is so poorly trained.

Russian military vehicles enter Ukraine as aid convoy stops short of border

The Guardian saw a column of 23 armoured personnel carriers, supported by fuel trucks and other logistics vehicles with official Russian military plates, travelling towards the border near the Russian town of Donetsk.

After pausing by the side of the road until nightfall, the convoy crossed into Ukrainian territory, using a rough dirt track and clearly crossing through a gap in a barbed wire fence that demarcates the border. Armed men were visible in the gloom by the border fence as the column moved into Ukraine. Kiev has lost control of its side of the border in this area.

The trucks are unlikely to represent a full-scale official Russian invasion, and it was unclear how far they planned to travel inside Ukrainian territory and how long they would stay. But it was incontrovertible evidence of what Ukraine has long claimed - that Russian troops are active inside its borders.

Separately, there were several military transporters loaded with artillery and tanks visible on the main M4 road during the day. Locals say the sightings have been ever more frequent in recent months, with Ukraine accusing Moscow of shelling its territory from inside Russia, and transporting heavy weaponry across the border, including perhaps the BUK missile system which is believed to have been used to shoot down a Malaysian Airlines passenger jet last month.

The armoured column seen by the Guardian appeared to be further evidence of Russia’s incursions, which the Kremlin has repeatedly denied.
