Missouri Gov. Jay Nixon: The Highway Patrol Will Take Over Security in Ferguson

Changes
US News • Views: 22,910

Governor Jay Nixon announced minutes ago at a press conference that the St. Louis County police department is being relieved, and the Missouri State Highway Patrol will now take control of security operations in Ferguson. Capt. Ron John of the Highway Patrol said, “I grew up here, and I understand the anger and fear the citizens of Ferguson are feeling.”

When asked whether the name of the officer who shot Michael Brown would be released, Gov. Nixon was rather evasive; so there’s still a serious issue of transparency to be dealt with.

Capt. Johnson: I believe today will be a different day. #Ferguson

Just looking at the picture it’s already better.

And Ferguson County police are shamed right off the street. Good to see.

After the past few days I don’t think the Ferguson PD or the St.Louis County PD/or sheriff , I seem to have lost track, are capable of being shamed. They have a victim mentality.

I know Captain Ron Johnson will do better than the last folks who wanted to be in charge.
Kudos to Capt. Johnson in advance!

This would appear to be the first significant official step in the right direction since the killing of Michael Brown.

Better late then never, I suppose, but it really shouldn’t have taken nearly this long.

Interesting fact: there is no elected sheriff for St. Louis County.

The position of elected Sheriff was eliminated. St. Louis County is the only county in Missouri that does not have an elected sheriff. With the Charter amendment, all law enforcement services were assigned to a new police agency, the St. Louis County Police Department. The department is primarily responsible for law enforcement and investigations within unincorporated St. Louis County and contract municipalities, however, it has full police authority throughout the county, including its 91 municipalities. Additionally, St. Louis County police officers are authorized to enforce Missouri law in all counties in the state having a government of the first classification, which includes the independent City of St. Louis. Chief Jon Belmar was appointed to the position of Chief of Police on January 31, 2014 by the St. Louis County Board of Police Commissioners.

Interesting fact: there is no elected sheriff for St. Louis County.

I wonder what the reorganization was in response to. Here’s what I found so far:

This change in law enforcement services for St. Louis County Mo. occurred on July 1st, 1955. Due to problems within the Sheriff’s Department, the St. Louis County Charter was amended by the voters in 1954 to restrict the duties of the St. Louis County Sheriff’s Office. With the Charter amendment, all law enforcement services were assigned to a new police agency, the St. Louis County Police Department.

I heard a Ferguson councilwoman on NPR yesterday commenting that everyone in the neighborhood already knows who the cop was and that he had a reputation for harassing residents. That said, I’m not actually against withholding his name until things calm down.

By 1954, public indignation over the inability of the Sheriff’s Office to provide law enforcement service prompted a citizens committee, along with the St. Louis County Bar Association, to recommend the creation of the St. Louis County Police Department through Charter amendment. HIGHLIGHTS OF THE COUNTY BAR ASSOCIATION

By 1954, public indignation over the inability of the Sheriff’s Office to provide law enforcement service prompted a citizens committee, along with the St. Louis County Bar Association, to recommend the creation of the St. Louis County Police Department through Charter amendment. The Department was to have authority to enforce State Laws throughout the County; to enforce County ordinances in the unincorporated areas; and to contract with municipalities for some or all police services.

On November 2, 1954, voters flocked to the polls and overwhelmingly approved the Police Charter amendment by a vote of 117,547 for to 24,091 against. Designed to take effect on July 1, 1955 it did, but not without legal maneuverings in the Supreme Court of Missouri.

You know, there are people out there who put the cops on a pedestal, and assume they can do no wrong.

But whenever I hear that line of reasoning, I automatically think of the Rampart Scandal - or the name of Frank Serpico pops into mind.

Of course there are bad cops; that goes without saying. But police corruption - or abuse of power - are very bad things that cause a lot of problems in the long run.

The incident and the investigation that followed is apparently what prompted the creation of the citizen’s commission that recommended the current model that they use. Which could be argued has different issues, but…

I’d copy and paste more from the second article because it’s really quite decent and worth a read - scholarly paper on the creation of the department - but it’s a bitch to copy/paste from.

Is there a sociological term for institutional ass covering and wagon circling? The people in the institution become so invested in the organization they belong to and its reputation that they’ll condone damned near any kind of fucked up behavior and cover up for the myriad shit weasels in their midst to defend it. It’s the major downside of esprit de corps. Lots of activities done to build up group identity - and then that identity leads to a willingness to cover up in the face of external criticism.

re: #57 goddamnedfrank

Perhaps it’s this - System Justification Theory.

en.wikipedia.org

System justification theory (SJT) is a theory within social psychology that proposes people have a motivation to defend and justify the status quo, even when it may be disadvantageous to certain people. People have a psychological need to maintain stability and order in their lives. As such, they are motivated to see the status quo (or prevailing social, economic, and political norms) as good, legitimate, and desirable.

According to system justification theory, people not only want to hold favorable attitudes about themselves (ego-justification) and their own groups (group-justification), but they also want to hold favorable attitudes about the overarching social order (system-justification). In certain instances, system-justification motives override the other two motives, and result in outgroup favoritism and acceptance of inferiority among groups low in status (i.e. groups low on the social, political, and economic hierarchies). Consequences of this theory is that existing social, economic, and political arrangements tend to be preferred, alternatives to the status quo are disparaged, and inequality may be indirectly perpetuated.

It’s unfortunate that the city can’t do much more here, because they’ve definitely shown a saner response than the county department. The jurisdiction is apparently that the county could come into the city but not vice-versa.

However, the State Police appear to have put someone sane in charge of the mess now, so hopefully we will see significant improvements. And the federal government taking a look at how the county department treats civil rights.

106 ausador  Aug 14, 2014 3:21:42pm

Interesting article, perhaps someone more tech savvy might want to page…

And this is what happened to “Ferguson” on Twitter:
Ferguson Trend Timeline

And then I switched to non net-neutral Internet to see what was up. I mostly have a similar a composition of friends on Facebook as I do on Twitter.

Nada, zip, nada.

No Ferguson on Facebook last night. I scrolled. Refreshed.

This morning, though, my Facebook feed is also very heavily dominated by discussion of Ferguson. Many of those posts seem to have been written last night, but I didn’t see them then. Overnight, “edgerank” -or whatever Facebook’s filtering algorithm is called now — seems to have bubbled them up, probably as people engaged them more.

But I wonder: what if Ferguson had started to bubble, but there was no Twitter to catch on nationally? Would it ever make it through the algorithmic filtering on Facebook? Maybe, but with no transparency to the decisions, I cannot be sure.

Would Ferguson be buried in algorithmic censorship?

Would we even have a chance to see her?

This isn’t about Facebook per se—maybe it will do a good job, maybe not—but the fact that algorithmic filtering, as a layer, controls what you see on the Internet. Net neutrality (or lack thereof) will be yet another layer determining this. This will come on top of existing inequalities in attention, coverage and control.

Twitter was also affected by algorithmic filtering. “Ferguson” did not trend in the US on Twitter but it did trend locally. So, there were fewer chances for people not already following the news to see it on their “trending” bar. Why? Almost certainly because there was already national, simmering discussion for many days and Twitter’s trending algorithm (said to be based on a method called “term frequency inverse document frequency”) rewards spikes… So, as people in localities who had not been talking a lot about Ferguson started to mention it, it trended there though the national build-up in the last five days penalized Ferguson.

Algorithms have consequences.

One card reader, part of the macbook. It doesn’t appear on my desktop like it used to. Same old card that I have been using in my camera since the beginning of my ownership of said camera. Sold to me by the camera shop.(which is, of course, no longer located in my neck of the woods—in the city only now —which really upset me because they were wonderful)

The deal is that a couple of weeks ago I downloaded pix from a friend SD card (she took pics of my dog and I didn’t want to wait for her to email them to me). Her card got stuck. How racist remarks cost L.A. cops trust

cnn.com

(CNN) — A Los Angeles Police officer was caught on an audio recording allegedly making racial slurs during an encounter with some young black men outside a bar in Norco, California.

“The incident took place in 2012, according to a report this week by CBS-LA reporter David Goldstein, which included audio of the the officer’s remarks. And a panel assembled to conduct a formal disciplinary hearing subsequently recommended that the cop, Shaun Hillmann, be fired. But LAPD Chief Charlie Beck overruled the decision, issuing a 65-day suspension instead.

“Apparently, Chief Charlie Beck thinks it is tolerable to have officers on the beat who use the N-word — as a bar security guard alleged Hillman did — and refer to young black men as “monkeys,” as Hillman can be heard doing on the audio recording.” More

There are multiple flavors of SDcards, and each flavor is characterized by a maximum capacity that can be accomodated— such as 32GB, 4GB, etc. Whatever reader one is plugged into must be compatible, ie, must work with that flavor (and older ones, typically[ed]). This may help: Secure Digital

If it hasn’t worked at all since the removal of your friend’s card, then chances are that something did get damaged. I found one report of a piece of metal bending that caused issues, but whether you can diagnose that will depend on how comfortable you are with poking around.

If you can see the card reader info in the System Profiler tool but it’s not registering your card, then it probably is something physical in the reader itself.

Actually I was getting at using a blue tooth enabled device that had an SD port you could plug your card into. But then again, can you plug your camera into a USB port and access it from your MAC?

This may be the easiest solution - if you can connect your camera to the laptop via USB and turn it on like you were going to browse the pictures on the screen, the computer should be able to connect to the memory card. That’s pretty standard.

Seems to be a known issue. This thread over at Apple says try resetting SMC, PRAM etc. OTOH this video says you can just put the card all the way in, then wiggle it back out a little:

ah, I didn’t reboot! (duh)

Yep, that’s exactly what I do.

ah, well, you see, *ahem* I lost my official Sony cord and got a cheap one from china. Thus, it charges, but is not recognized by my macbook.

Ouch. Well since to the best of my knowledge, unless your camera uses a proprietary (looking at you Apple) USB port you can pick up a new cable almost anywhere that will work with your camera. Sound like the one you got only had the +5 VDC and ground line.

That is what I always do because in my camera the SD card slot is inside the battery compartment. To remove the SD card you have to open it which interrupts power to the camera. After re-installing the SD card you have to reset the time and date along with ALL picture settings!

I don’t know what idiot engineer came up with that idea but I’d surely love to give him a piece of my mind sometime.

Are you sure all 9 pins in the socket are still aligned properly after the other card got “stuck?”

Should look like this, minus the broken plastic anyway…

re: #151 Fairly Sure I’m Still Obdicut

Had to break the lurking spell because…you are full of shit.

The ONE place on the planet where institutional racism is almost non-existent in the leadership department is the military. If you know *anything* about the promotion process, especially at the senior enlisted ranks (E7 and above), you know that the process has criteria determined before a single jacket is opened or a single photo is examined.

And, the best bosses I’ve ever had wore green. The fact that their skin color was darker than mine made little difference, other to impress a man born and raised in white America that black people were worthy of my respect and earned it every fucking day.

Damn…ignorant statements such as yours piss me off!!

According to the report, “the demographic composition of the officer corps is far from representative of the American population and … officers are much less demographically diverse than the enlisted troops they lead.” The Military Leadership Diversity Commission also found that “with some exceptions, racial and ethnic minorities and women are underrepresented among senor noncommissioned officers”.
