The DOJ is already looking into all this, but the MO Attorney General should be taking a closer look at both the FPD and the St. Louis County Police - their policies, procedures, leadership, and orders issued during the entire situation from before the shooting to their actions during the protests and riots.

There’s some seriously bad law enforcement going on here, and the residents are the ones who are going to be stuck with this long after the cameras are gone.

That might potentially explain the Ferguson report, which is the Department for which Officer Wilson reports to, but the county police report doesn’t have any information worth a damn.

And they have a legal obligation to take down all the facts and information as it is known to them at the time of the incident. Things like who was shot and where, when, number of bullets they believe were fired, etc.

There’s none of that here - and you could chalk it up to “professional courtesy” between departments, but with other shootings not being investigated as well, and you’ve got systemic issues with how these departments are operating.

Judging by the way he was wandering around the crime scene, Wilson, apparently well known bully that he is, crossed the line and he knew it.
His buddies on the force knew it, but they told him it would be okay, and they had his back. This shooting was supposed to be quietly swept under the rug, and disappear. Wilson’s life and career is worth more than the life of some dead black kid.
They didn’t expect witnesses, or Twitter…

I’m, of course making assumptions, but it’s not like this has never happened before.

The behavior of the cops in both the immediate aftermath and the days following the shooting really speaks to a systemic problem in both the FPD and the St Louis County PD. Plus the newly public info that the city of Ferguson makes most of its money from fining residents for a whole host of bullshit. There’s rot from head to tail here. Next week, on Tuesday, I’ll be teaching some students English as a Second Language at the Ostrava City Police Academy. I’m going to ask them about these so-called “incident reports” and see what they think about it. That should make for a good lesson.

Addressing that is one of the demands of the Justice for Michael Brown Coalition.

Have U.S. Attorney General Eric Holder and Missouri Attorney General Chris Koster investigate policies of St. Louis County, City of St. Louis an municipalities in Missouri for racial profiling and create policies that end those practices. The group also demanded Auditor Tom Schweich to do an audit of those municipalities who have a practice of racial profiling and find out how much minorities pay in terms of tickets and other violations.

Gov. Nixon needs to make an emergency proclamation that Ferguson PD is relieved of all duties, effectively immediately. May as well get some use out of the state of emergency that has already been declared.

I know I’ve compared this incident to Trayvon Martin’s death countless times, but this is really where that particular train just derailed. Call the Sanford PD whatever you like, but they at least took the time to recover evidence, interview witnesses, and get Zimmerman on tape telling his version of events multiple times. The case ultimately seemed to break down somewhere due to a perceived inability to secure a conviction due to FL SYG laws, hence incompetence snuck in as cops didn’t take anything past that point seriously.

I think they panicked.

It’s one thing for their officers to treat black people like subhumans, which they have a well documented history of doing, it’s another to gun them down in the street because they refused to let you drag them into a car through a window like an animal — in front of dozens of witnesses, no less.

They fucked up, they went into the standard coverup they do for all these kinds of things — write down nothing, circle the wagons, etc — and then it blew up in their faces.

I half expect them to find an incident report of some kind, but hidden away someplace else. I read someplace that they’re standard MO was not to put any evidence in the proper place, but instead file it someplace else so it would be missed — for example, any accusations of overuse of force weren’t put in the officer’s file, instead they were added to the file for that particular incident — so any history of violent behavior that Wilson might have had, for example, would be spread throughout a hundred case files instead of in his official record.

No this is worse. This is a police department charged with the trust of the citizens of the city, county and state.

When you can’t trust law enforcement who can you trust?

And that is not to say the Florida Stand Your Ground Law and the Prosecutor in the Zimmerman/Martin mess doesn’t suck bad, just that this sucks even more.

If people want to send a message…start emailing the Missouri and St. Louis Visitor and Convention Bureau, the Governors Office and May a few well known destination spots like Branson theaters, St. Louis NFL and MLB teams and let ‘em all know you won’t be visiting the state due to all these policing issues.

All these people need to know they have some major problems and American people of good conscience think it sucks and needs to be fixed.

So if there was not an uproar and people taking to the street, Mike Brown would have just been another black thug who robbed a store and assaulted a cop who had to empty his clip into a drug addled charging bull who was jaywalking.
Those folks knew if they did not take to the streets, there would be no investigation. No justice. And there may not be.
My gut instinct on this is they actually thought they were going to be able to sell the thug story, except they never got the lies to line up right.

Exactly - I don’t think this is incompetence at all. It’s deliberate. They knew this shooting was bad, so they filed these totally uninformative reports to avoid putting anything on the record.

The smell of corruption is getting overwhelming.

Lawrence O’Donnell predicted early on that there would be no incident report and speculated that it would be due to legal advice.

So, there are no initial statements to compare any later story to. I do believe he has been questioned by now, so there should be a deposition somewhere.

I’m too young to have seen this first hand, but this Ferguson PD crap seems very similar to what must have happened many times in the Jim Crow era, where the killing of any black person is officially a non-event, especially if the perpetrator is a cop.

Holder and Obama need to come down on this like a ton of bricks. We don’t have Romney in the White House, and that needs to make a difference in this case.

Wilson would probably have a lawyer by now, and his counsel would probably tell him not to say anything, to protect his rights against self incrimination. That would go for both the county and FPD reports.

The grand jury could call him to testify, but that again runs into his right against self incrimination.

But that doesn’t exclude the police from forming a report without him. There are enough details that could have been put together without Wilson’s statements. And where are the interviews with the other cops who were next to arrive on scene - nothing about securing perimeter, evidence, gathering cellphones, nothing.

Would it surprise anyone if the Ferguson police are trained to not file a report in a shooting that results in a death and the first thing you do is go silent and call your lawyer?

This all seems to be too well planned not to be planned.

I’ll go one step further to suggest that the use of dogs, riot gear, snipers, etc. when there was no indication of anything beyond a peaceful protest was a deliberate provocation to incite violence. It gives them further ammunition to claim that the people of Ferguson are the “animals” they and others *cough*Sorbo*cough* keep calling them. Thus, a reason to shoot them for jaywalking. Thugs yanno.

Garrity Warning

The Garrity warning is an advisement of rights usually administered by state or local investigators to their employees who may be the subject of an internal investigation.

The St. Louis County police department presumably did file an incident report, but any such documents will not be made public until a grand jury investigating the officer-involved shooting concludes its investigation, according to officials from the office who briefed NBC News on the case.

My husband is really good at reading the signs, but I usually just flat out tell him when he needs to take over because I’m going to lose it. He’s much more mellow, but he does sometimes reach the breaking point and tells me that it’s my turn. Our rule is that we cannot both lose it at the same time. It’s one or the other.

It’s a way to include mixed breed dog/owners in organized dog activities and get their money.

The UKC has had a Limited Priviledge Program for some time. They are the National Club that offers hunting titles. A lot of the “southern huntin’ dogs” were /are of breeds not recognized by the AKC, or were of unknown parentage, but still great hunters!

I like the classes and trials because I end up with a well mannered and healthy dog when I participate. I also have made good friends!

Mixed-breed dogs must be spayed or neutered to be eligible.

I guess we can be prejudiced with our dogs.

Ferguson went on an information blackout about Wilson’s medical condition, and all other information about the shooting.

They refused to issue any information, and then produced a laughable police report that doesn’t actually contain any information.

Less than a year ago, a Kansas City cop, who was off duty but in uniform, got into an altercation with a suspect. The cop was severely beaten, and the cop ended up being able to get his firearm out and shot and killed the suspect.

The family released photos showing just how badly beaten the officer was, and other details.

Hubbard still has to undergo facial surgery. The recovery is expected to take four-to-six weeks. The picture of Hubbard was taken Sunday, hours after he was admitted to the hospital.

It was released to FOX 4 with permission from the family. Hubbard was in uniform, working an off-duty job early Sunday when he heard cries for help. A cab driver was reportedly assaulted by Bruno after a dispute about a fare.

When Hubbard arrived, the suspect ran. Hubbard tracked him down and was trying to arrest him when the fight began. According to witness and police accounts, 26-year-old Bruno pinned Hubbard to the ground and punched him repeatedly in the face and head. Fearing for his life, Hubbard was able to get to his gun and fire. Bruno died at the hospital a short time later.

Bruno, a third-generation Kansas City, Missouri firefighter, was buried Friday afternoon. He had just left his wedding reception with his new bride when the incident with the cab driver occurred. Police continue to decline comment pending the shooting investigation

Another officer involved shooting in Kansas city involved a bat-wielding man who was going around a neighborhood breaking windows. He was confronted by police - started to put the bat to the ground, and then took a swing nearly hitting an officer. Another officer fired his firearm, killing the suspect.

Dateline: Dallas, Texas. Officers responding to an incident called in by the victim’s mother, a man lunged at them with a knife, and the officers shot and badly injured the man. That’s what they put in their incident report. A neighborhood security video captured the incident, and it undermines the claims in the officers’ reports. There was no indication that the man lunged at officers. Investigations are underway and those officers are now on indefinite leave. Charges against the man were dropped.

The man who was shot and injured had a mental illness.

This is more than an isolated problem with law enforcement in Ferguson. It’s a law enforcement problem nationally. It affects minority communities . It affects suburbs and inner cities. It affects those with mental illness.

It can affect anyone.

I’m too young to have seen this first hand, but this Ferguson PD crap seems very similar to what must have happened many times in the Jim Crow era, where the killing of any black person is officially a non-event, especially if the perpetrator is a cop.

Holder and Obama need to come down on this like a ton of bricks. We don’t have Romney in the White House, and that needs to make a difference in this case.

I have never competed in UKC so was surprised to see the age at 12 months. A lot of people don’t even start training their dog for agility until that age. They spend that first year just working on the bond with the dog and doing simple team building games.

I start with puppy agility as soon as possible. Great exercise for mind and body. Even if the dog isn’t going to compete for a title —it’s a great weekly class for any dog to attend.

AND a good lead in to more formal Obedience. I don’t do Rally, I just don’t think it’s as good a transition to Obedience as is agility.

I know, but getting them into the training center and exposing them to the environment there is a good for them.

Also, my Junior Handler is often there anyway for several classes in a row …

I can’t do the handling anymore, balance issues. We work on all kinds of stuff around the house and whiile we do our walks. Feral Girl and Brat Puppy are sensitive, so getting used to the noises in the ring is essential.

No deposition yet; Wilson hasn’t been charged. MSNBS (I think) said he has been interviewed twice by StLC investigators, but as was pointed out in an earlier thread, he may or may not have answered their questions.

For those of you who wonder if any good can come out of this, here is a link to a Wikipedia entry about the 2001 riots in Cincinnati that resulted when a Cincinnati police officer killed Timothy Thomas, a young, unarmed African American man. The entry includes an overview of unequal treatment African Americans experienced at the hands of the police.

Current and former Cincinnati government and police officials have talked to parties in Ferguson about this process and this agreement. I’m not sure who asked for their input or who they talked to.

While things are not perfect, there has been great improvement in how police interact with citizens here. I despaired of any positive change in this city, but it has happened. That’s why I am hoping Ferguson can experience positive long term outcomes also. If Cincinnati can do it, any city can do it.

I don’t know if you’ve ever seen the Circuit Court ruling on the case, but the judge who convicted them actually said the following when they filed a motion to vacate the conviction:

As someone mentioned up-thread, a “file image” (usually referred to as a “file photo”) is a photograph kept on file by periodicals. Even when the images aren’t theirs—i.e. not taken by a photographer or journalists in their employ—they will have usage rights, and, if necessary, give credit to the original photographer.

For example this photo of James Foley can be found on numerous news sites, but they all clearly state that not only is it a file photo, but that credit for it belongs to the original AP photographer, Steven Senne.

I didn’t see any credit given for the image of the x-ray Dim Jim used and, as you’ve already pointed out, the fact that they tried to conceal the original source (U of Iowa), IMO clearly indicates that not only did they intend to mislead, but they failed to give professional credit. Sleazy.

Yes, yes I did see that. I saw the documentary on their case actually. I was actually talking with my grandmother about it and it turned out that my grandfather employed Richard while they lived in D.C. Never knew that in his lifetime. I’d say that was pretty admirable of him given the attitudes of the times.

He’s so practical. My phone is charged.

The year my father died at the age of 90, he called me from his 3rd nursing home and begged me to come take him home. This nursing home was a private house in the neighborhood with a live-in male RN as owner and manager, his wife and two teenagers, and just 4 other patients. I helped him move in, a nice well run place by a family who cared.

In the phone conversation, I had to tell my father that he had to stay in the nursing home because he kept refusing to allow nursing assistants to care for him at home. He was insistent his 85 year old retired RN wife, my mother, be his care taker. She had done it for 5 years, with a hospital bed on ground floor of their house, empty the foley bag, change the bed, and other such duties.

I would stay with him, so mom could travel from time to time. When I asked what decisions I should make if something critical happened while she was gone, she pointed to my father’s doctor’s order posted on the wall, “No extreme measures.” “Show that to the paramedics.”

He wasn’t afraid of dying. He would joke that if he died and went to hell, he would just talk about Bob Dole with the devil. “Probably see Bob Dole down there too.” He thought Bob Dole would see the humor in that as well.

I just had to explain to him that if he continued to stay at home, it would cause an earlier death of mom, and then he would die as well. So staying in the nursing home was best for both of them.

Don’t know what else to say that might help you.

I get that the shooting cop doesn’t have to talk and incriminate himself (which in this case, I have no doubt that he surely would) but this certainly shouldn’t preclude the department from reporting on a homicide in its district regardless of who the shooter was.

But then, there’s another shooting victim who’s wondering why there’s no report, and no bullet, in Ferguson, too.

He can’t and wont answer how or why the image was edited (trying to smudge the Univ. of Iowa off the image).

Hoft refuses to account for the CNN and WaPo reports that directly contradict his claims that Wilson has an orbital fracture - the prosecutor’s office claims they never got Wilson’s information, let alone a scan, and that there’s no evidence that Wilson ever had a fracture in the first place.

Possible outcomes include consent decrees with Ferguson, including the Ferguson PD, St. Louis County, St. Louis County Police, and other agencies and municipalities in the Greater St Louis area whose police responded to the protests and whose officers engaged in improper conduct.

It’s most likely that consent decrees will be what happens from the DOJ suit - primarily for Ferguson and the Ferguson PD. It may extend to the county police as well.

I’d bet my next old age check that if a study was done comparing rates of these incidents every year since 2008, there would be a very distinct increase in their number every year, especially among Black victims of police violence.

Exactly. I’m sure the AAPOS has permission to use the image, but simply linking to them isn’t attribution, nor does it relieve you of the responsibility to get permission. There’s “fair use”, but I hardly think this qualifies.

I was a Warcraft III player in college - big into real-time strategy. When WoW came out, it was my first real RPG experience. I’ve been hooked for a long time, and I’m all-in for at least one more expansion pack.

The image did not originate at AAPOS, it’s from a University of Iowa study and textbook (I think it was Kragar or Lawhawk who found that link when we first started discussing this a few days ago; I remember klys was the first to find the AAPOS link).

I took the image and did an Google Image search and found other sources that way, finding the picture first appeared online in 2007

It’s a social game, but the game makes it really easy to find groups of people to run with. You can hop online, get into a group, run an instance in a half hour or so, and be done.

They’ve done a lot to make the group aspect …less intrusive? You can queue up for a dungeon and run it with other people without ever saying a word to anyone.

I admit I typically don’t run a lot of group stuff anymore (I do a lot of the Pokemon sub-game) but part of that is a lot of the folks I played with have drifted on to other things.

I haven’t played TF or L4D so I can’t compare but you can typically do something for like 15-20 minutes if that’s all you want to at max level.

I liked the old Warhammer 40k DoW RTS games. Warcraft was alright (preferred Starcraft) I just couldn’t get into WoW. I tried playing as part of the Horde (Undead) and just couldn’t wrap my mind around working with the alliance (especially after playing warcraft) and I wasn’t a huge fan of the “click and watch” combat.

One of the reasons I got hooked on Age of Conan was that each combo required different button combos to fully execute which made it more interactive and combat was real time (as in if you clicked to swing your weapon you swung it) vs. click on X target and auto-attack kicks in.

I had an incident with a person at work recently. They tried to describe a bad situation with a person in racist terms. I had to attempt education on the spot that some people are just assholes, DUH, and you putting a racist tinge to it only makes assholeness perpetuate.

Even as an event log the additional pages look almost useless to me - a bunch of dispatch/arrive/clear events but no unit numbers, no identification of who arrived, who was dispatched, etc.

They did none of that - at least nothing that they’re willing to release as part of a report at this stage.

County Police Chief Belmar wants people to think this is an isolated incident.

Not when there were hours of video from the protests showing his officers pointing loaded weapons at protesters in contravention to standard police practice (let alone military practice). Let’s see him deal with that.

Zedushka & I were both feeling very low blood sugary this afternoon so we opened the pie early. He’s all like “How much cherries did you put in this pie” and I’m like “It’s a raspberry pie, there are no cherries” and he’s like “well it feels all squshy & seedy like raspberries but it tastes like cherries!”

Raspberries are TART just like sour cherries and yes, it totally does taste like cherry pie except squshy & seedy.

So with the release of the video of the racist and homophobic STL County PD officer at the Oathkeepers event will people start to realize that the Oathkeepers aren’t what they claim to be? I mean, here we have someone who apparently has sworn an oath to this group to disobey orders that are unconstitutional and what do we see him doing in Ferguson? Or should I even wonder if those orders were OK because they were directed at blah people?

Also, another thought I had. Since Officer Wilson took the 5th will the same conservatives who automatically believe Lois Lerner is guilty because she took the 5th now automatically believe Wilson is guilty where they thought him innocent before? Or will hypocrisy reign supreme over the conservative world?

An analysis by NBC News indicates that in recent years, Ferguson and other nearby jurisdictions have issued citations for low-level traffic and other violations at a per capita rate as much as five times higher than cities in other parts of suburban St. Louis.

St. Louis County has 90 municipalities within its 524 square miles, and towns with populations as small as 800 people have their own police forces. Given the dense patchwork of towns and police departments, a single short car trip includes the possibility of multiple traffic stops. One seven-mile stretch of Interstate 70, for example, passes through eight different cities that can issue violations.

“If you’re driving to get to highway 70 to go to work, you drive through two to three municipalities, each of which can ticket you and make your life really difficult,” said Thomas Harvey, executive director of ArchCity Defenders, a law firm that represents low-income people in the area and recently released a report on local municipal courts.

Data from the State Attorney General’s Office also shows that per capita, black drivers in the county are 66 percent more likely to be stopped than whites, and more likely to be arrested once stopped. The result, in a section of the county where the poor black population is growing and the older white population is declining, is that much of the interaction between police and the newer residents takes place during traffic stops.

I certainly hope so. In addition to the consent decree, Cincinnatians also voted to authorize the city government to go outside of the city to hire replacement for police chief. One of the big problems was that the PD was pretty inbred - mostly white men from the same side of town (conservative/Catholic) who went to the same high school, etc. So when the police chief retired the city hired a police chief from LA.

BTW - here is a link to an interview with James Craig, who was the first chief to come from another location. He offers interesting insights on how to improve morale in police departments:
