Horrifying Police Dashcam Video: Hands Up, Don’t Shoot… In South Carolina

Crime • Views: 24,823

Horrifying video from South Carolina of a white trooper gunning down a black motorist after the officer asks the man for license and registration. Note how the trooper continues to shoot at the man after his hands are in the air…

Fortunately, the motorist survived and the officer has been fired and is now facing felony charges.

The trooper is claiming, natch, that he feared for his life.

Cameras! Put cameras with every cop, and everyone, cop and robber and civilian, will know that whatever goes down, goes before a judge by and by.

Experience with cameras confirms what logic predicts: much less trouble all around. Most everybody is on their best behavior when they know the whole world will be watching if there’s trouble.

This time, the cop didn’t unload the whole clip into the poor guy. Because why? Maybe because he came to his senses. Or maybe because he knew it was all going on tape.

In Kentucky, state troopers are generally several notches above the local LEOs in terms of professionalism. Having never lived in South Carolina, I don’t know if the same is true. I hope this particular trooper is not representative of the SC State Police. He sounds like he was just plain afraid, panicked and (luckily for the victim) had less than perfect motor control as a result.

UPDATE: Moore PD identify suspect as Alton Nolen 8-16-84 in Vaughan Foods stabbing. #Breaking #KOCO

Another winner from the revolving door prison lottery it would seem…

Court records show that Nolen was convicted on drug-related charges and of assaulting an officer in 2011. In October 2010, Oklahoma Highway Patrol trooper Betsy Randolph pulled Nolen over and attempted to arrest him on outstanding warrants. While the trooper was attempting to handcuff Nolen a struggle ensued and the trooper was assaulted. Nolen fled into nearby woods, troopers said. A manhunt involving four law enforcement agencies and two helicopters lasted 12 hours before Nolen was apprehended.

In March, Nolen was sent to the Davis Correctional Center in Holdenville where he stayed for seven months before he was transferred to the Lexington Assessment and Reception Center in Lexington, said state Corrections Department spokesman Jerry Massie. Nolen spent the final year of his sentence at the department’s Lawton and Oklahoma City community correction centers.

Massie said Nolen had no misconduct record during his time in the Oklahoma prison system. He was discharged in March 2013.

The trooper was waiting to pull out of the gas station parking lot when the man pulled in, so as he passed slowly from only a few feet away the trooper could see he didn’t have his belt on.

The man explained to the officer while he was laying on the ground after being shot that he had removed his belt as he was pulling in.

1. You are not required to wear a belt on private property, only public roadways.

2. People often remove their belt when pulling in to a convenience store/gas station/restaurant/etc. because they plan on getting out seconds later.

For that matter is SC even a “primary” state, one where a seat belt violation can trigger a stop? (That’s opposed to states that may only write a belt violation if you’re stopped for something else.)

It is a primary enforcement state…

As of December 9, 2005, South Carolina’s safety belt law changed from secondary enforcement to primary enforcement. What does this mean to a motorist? Under the old law, an officer could only cite a motorist for a safety belt violation if the motorist had been stopped for another violation. The new primary law, however, gives law enforcement officers the authority to stop a driver if the officer has a clear and unobstructed view of a driver or occupant of a motor vehicle not wearing a safety belt or not secured in a child restraint system.

I see that Yahoo is censoring their coverage of this muslim killer. According to employees statements from the business, Nolen was warned about his ongoing statements about how the killing non muslims was ok. He was also warned according to statements about telling others on the job to convert or die. Nolen was then fired for not obeying those warnings. After his firing he then committed this killing and attempted the second one before being shot by a good guy with a gun.

I wouldn’t do #2 in part to the fact that I think a sudden (even if relatively low speed) collision is actually more likely to occur in a parking lot or pulling in/out of such of a location. And one of the two collisions I ever was involved in was getting T-boned while pulling out of a bank’s parking lot.

You can throw all the training in the world at someone who does not have the needed temperament for the job and it wont matter a bit when the feces hits the rotary air pusher.

“Training” is just that. Good training tries to add stress elements to the scenarios, but it still can’t replicate or predict real situational responses. BTW police are notoriously lousy shots in general when under mental stress, the records on that are pretty damning.

74 Shiplord Kirel  Sep 26, 2014 10:18:45am

re: #71 Rightwingconspirator

You can’t limit the “good guys with guns” to “avid shooters” with CCW etc. if you want to make a valid comparison. You’re arbitrarily excluding inept gun owners, of whom there are many, while including bad cops. Amateurs shoot 70 or 80 times as many people as cops and with a much lower percentage of justified shootings, Ferguson and similar incidents notwithstanding.

My original point is really about the need for training and proficiency, not a suggestion that firearms should be limited to police.
