Well, the giant spending bill that will keep the government open until September has been assembled, and would it surprise you to learn that Republicans have crammed it full of “riders” to do things like allow wealthy donors to give more to campaigns, block the adoption of energy-efficient light bulbs, give farmers an exemption from clean water rules, prevent transferring prisoners from Guantanamo Bay to US prisons, and allow huge banks to use their customers’ money in risky investment practices?

A bill that was assembled in secret and without public scrutiny for more than a few hours, and yet will appropriate the funds for the continued operation of the USG for most of the next year.

They figure that they might as well get something in return. So, that means underfunding the IRS so that they can’t do their job to collect taxes owed to the US government.

It means cutting funds for other items that Democrats (and most Americans) might actually favor. It means the GOP adding riders that attack programs near and dear to Democrats (and most Americans).

It means the GOP adding provisions to address issues that haven’t been issues in years (ACORN, light bulb efficiency?)

And they know that the President wont veto the bill because it’s more important to get the goverment funded than to fight over these isolated issues.
