DOJ Investigation Finds Pattern of Racial Bias Among Ferguson Police

The Washington Post has details on the Justice Department’s investigation into racial bias among Ferguson police and other municipal officials, and the bottom line is exactly what most of us suspected: Justice Dept. Review Finds Pattern of Racial Bias Among Ferguson Police.

As part of its findings, the Justice Department concluded that African Americans accounted for 85 percent of all people stopped by Ferguson police officers and 90 percent of all citations issued.

The Justice Department plans to release evidence this week of racial bias found in e-mails written by Ferguson police and municipal court officials. A November 2008 e-mail, for instance, stated that President Obama could not be president for very long because “what black man holds a steady job for four years.”

The Justice Department did not identify who wrote this and other racist e-mails and whom they were sent to. Officials at the department spoke on the condition of anonymity to discuss the review and its findings before a planned release this week.

The review concludes that racial bias and a focus on generating revenue over public safety have a profound effect on Ferguson police and court practices and routinely violate the Constitution and federal law.

The DOJ found systemic racism and racial profiling. Firing the FPD and either building a new department or moving policing over to the County is a possibility, though the county PD is just as bad as the FPD is when it comes to excessive force and racism (by the MO AG’s office’s own statistics).

Cleaning up the PD is only the tip of the iceberg since the municipal leaders have let this department operate as it has for years with no oversight, no care that they’re turning residents into a piggy bank, and where racial profiling is pervasive.

Everyone from the mayor and city manager on down needs to lose their jobs.

And Ferguson is hardly alone in that category.

Mr. Williams was wondering why a sergeant would be doing the grunt work of conducting an impromptu drug test when, he said, a fist hammered him hard on the right side of his rib cage. He doubled up, collapsing to the floor. More blows rained down. Mr. Williams tried to curl up to protect himself from the pummeling of batons, fists and kicks. Someone jumped on his ankle. He screamed in pain. He opened his eyes to see a guard aiming a kick at his head, as though punting a football. I’m going to die here, he thought.

Inmates in cells across from the dayroom watched the attack, among them a convict named Charles Bisesi, 67, who saw Mr. Williams pitched face-first onto the floor. He saw guards kick Mr. Williams in the head and face, and strike him with their heavy wooden batons. Mr. Bisesi estimated that Mr. Williams had been kicked up to 50 times, and struck with a dozen more blows from nightsticks, thwacks delivered with such force that Mr. Bisesi could hear the thud as wood hit flesh. He also heard Mr. Williams begging for his life, cries loud enough that prisoners two floors below heard them as well.

A couple of minutes after the beating began, one of the guards loudly rapped his baton on the floor. At the signal, more guards rushed upstairs and into the dayroom. Witnesses differed on the number. Some said that as many as 12 officers had plunged into the scrum. Others recalled seeing two or three. All agreed that when they were finished, Mr. Williams could not walk.

After the investigation (unusual enough), we got this:

Three guards accused of beating an inmate at the Attica Correctional Facility so severely that doctors had to insert a plate and six pins into his leg, each pleaded guilty here on Monday to a single misdemeanor charge of misconduct. The last-minute plea deal spared them any jail time in exchange for quitting their jobs.

I’m sure the officers are all pleased that they “went home alive” after making sure they beat an unresisting man nearly to death…

They may also impose further restrictions on the city leaders (mayor, city council, manager), setting clear rules, and addressing the municipal court system too.

If they eliminate the FPD, they’re left with either creating a new department in its place, or putting policing responsibilities on the STL County Police, which is little better than the FPD (and in some ways, I’d argue worse, since they showed their true colors during the riots they incited with their heavy handed use of force). The DOJ has an investigation into their actions underway too. That’s another department in need of housecleaning.

Those micro municipalities around St Louis need to disincorporate or combine. They are racist vestiges of white flight and red lining from 40 years ago, and they are all too small to actually function as cities. As long as these micro cities cannot find enough tax base to work off of, they will keep relying on predatory law enforcement as a back door tax.

The job is for a client from Mexico that they recently landed. I don’t want to go into details, but things are ramping up quickly and they wanted someone who speaks Spanish, with relevant education and experience who could understand the situation on the ground and get started right away. It’s a three month gig with potential for more work from that client and the possibility of permanent employment after everything is done.

I start tomorrow at 9am. :)

The Kochs philosophy unfortunately can and will continue to succeed as we become more and more removed from the time before Medicare and Medicaid. That’s my big problem with the entire philosophy. Fuck you, I got mine is bad enough but it’s this delusion that “Well things would be just peachy if we did away with so and so program.” Even Otto von Bismarck, hardly a liberal in any sense of the word saw the need for some parts of the welfare state. That’s why I call these people reactionary and not conservative. The conservative for all his faults may at least see the value of some programs.

It is currently 55F here in the Backwoods and we are awaiting a Winter Storm Warning that is going to dump 7-13 inches of snow on us tomorrow through Thursday morning (that on top of 1-2 inches of rain tonight).

On a more positive note, I did manage to get to town today to vote in the special election for the vacancy for State Senator, got my prescriptions refilled, and picked up some essentials that I forgot to get on Sunday (coffee filters, dog biscuits, TOILET PAPER!!!, etc.)

I am soooooooo tired of this winter nonsense and want to smack Inhofe upside the head with an iceball…

Test ride everything you can! There are different wheelbase lenghths, high handlebars and low handlebars, trikes, a lot of variety. If you’re lucky, you’ll find a shop not too far away and be able to try them.

Picking up on VB’s post above, I gotta say that the increasing polarization of the political discourse is discouraging. I find myself feeling pulled toward demonizing Netanyahu because of the abject, asskissing, grovelling worship I’m seeing from the Right. And yet he’s really just a relatively weaselly political operator. He lies with great facility, but so do any number of other weaselly politicians. I think he’s more interested in his own reelection than in solving the Iran nuclear problem, but that means he’s no different from lots of other people.

I truly deplore the Black/White, Good/Evil, Jesus/Satan way we seem forced to view everything these days.

Give ‘em a fair shot, too. With some designs, it’s like learning how to ride a bike over again. One customer had one that I learned to ride, and then would refuse to test ride it after I worked on it. He ended up getting rid of it. (Front wheel drive.)

Why yes I do. :) Cranky one, WW had the best advice, try and find a shop that carries ‘bents, and test them. Generally speaking, the lower the crank / pedal are in relation to the seat, the easier it is for a novice to pick it up.

In terms of storage, they don’t have to be a nightmare. My Long wheel based one is a PITA, but the rest are really not any more of a problem than my traditional framed bike. A good site to get started at is Hostel Shoppe. They probably have the most complete assortment you’d find anywhere, and if you go to the help guides section of the web site, down at the bottom they have a number of good guides to ‘bents.

I have to say, I love mine. They aren’t as good up a hill, but other than that, the fact that there is no stress on my neck / back / wrists / butt is great. Probably the worst thing, since they are such a niche market, the prices tend to start high.

I’ll be glad to give you any advice you need, feel free to ask away.

If this Israeli historian & author (@faniaoz) is correct—and I don’t have any reason to doubt her—the politics over there have turned into as much of a zero sum game as ours have. Below is a little snippet from her most recent opinion piece on the matter. It sounds depressingly familiar:
