Horrible Video of SC Cop Shooting a Black Man in The Back

This video is just awful and very difficult to watch; it shows a police officer in North Charleston, South Carolina, shooting a black man eight times in the back as he ran away, and killing him. Then the cop plants evidence on the man as he dies.

The cop was charged with murder today, for obvious reasons.

WASHINGTON — A white police officer in North Charleston, S.C., was charged with murder on Tuesday after a video surfaced showing him shooting and killing an apparently unarmed black man in the back while he ran away.

The officer, Michael T. Slager, 33, had said he feared for his life because the man took his stun gun in a scuffle after a traffic stop on Saturday. A video, however, shows the officer firing eight times as the man fled. The North Charleston mayor announced the state charges at a news conference Tuesday evening.

The video begins in the vacant lot, apparently moments after Officer Slager fired his Taser. Wires, which carry the electrical current from the stun gun, appear to be extending from Mr. Scott’s body as the two men tussle and Mr. Scott turns to run.

Something — it is not clear whether it is the stun gun — is either tossed or knocked to the ground behind the two men and Officer Slager draws his gun, the video shows. When the officer fires, Mr. Scott appears to be 15 to 20 feet away and fleeing. He falls after the last of eight shots.

The officer then runs back toward where the initial scuffle occurred and picks something off the ground. Moments later, he drops an object near Mr. Scott’s body, the video shows.

The only reason this cop is getting charged is because there is indisputable video evidence. I hate to say it because I have family who are good cops, but let’s face it - there are a lot of “bad apples” in police forces across the country, enough to make you wonder if it’s a systemic problem.

The video also does not show Mr. Scott receiving CPR, from what I have read.

From the article:

Police reports say that officers performed CPR and delivered first aid to Mr. Scott. The video shows that for several minutes after the shooting, Mr. Scott remained face down with his hands cuffed behind his back. A second officer arrives, puts on blue medical gloves and attends to Mr. Scott, but is not shown performing CPR. As sirens wail in the background, a third officer arrives later, apparently with a medical kit, but also not seen performing CPR.

In California, that would mean that all the cops who signed off on that report would be gone.

You cannot keep a cop on the force, after he lies on an official police report. His testimony in any case is automatically worthless.

That, of course, is merely the tip of the iceberg with the problems with this department, it seems. For an office to be this out-of-control means that the sergeants, lieutenants and all the way up to captains were failing to exercise adequate supervisorial oversight. Start by bringing cases and building jackets on upper management. At that point, all kinds of stuff starts oozing out as the superiors all drag out the dirt and sling at each other to try to hang onto their miserable jobs.

It’ll get worse before it gets better, once you start down this path. Law enforcement departments that have lost their way, to the point where they feel they can shoot fleeing suspects in the back, and nobody seems to think this is in any way wrong … these are departments where the entire culture is now dysfunctional and perhaps criminal.

It’s only when you start bringing cases against top management that the shit starts to come out.

You need a city manager and council with balls of steel to hold the course through investigations like this, as well as an outside chief who can come in and provide a moral compass to a department where the cops are in some cases, indistinguishable from the criminals. In L.A., this used to be Mike Berkow, who worked his way up from chief of South Pasadena, to Irvine, and eventually to head I.A. at the LAPD.

Unless you missed it, this case has been adjudicated in a court of law. The accused was found not guilty. Hence the very claim of a sexual assault in this case is in question (to put it mildly). You murder analogy is obviously false.

I mentioned before, I saw a mentally handicapped black person walking across the street behind me one day a few months back. When a squad of St. Paul Police walked by going the other way, I instinctively reached for my iPhone and flicked it to camera mode in my pocket. It depressed me that that was my first reaction, but unfortunately, it’s becoming necessary as part of being a diligent citizen.

The tail light is one of the go-to I-Want-To-Pull-This-Person-Over-And-Fuck-With-Them cards for the police. There’s no inspection in S.C., IIRC, so if you aren’t consistently checking or someone tells you, you could go a long time with a taillight out.

(I drove for 5 years without a yearly inspection in SC, which may have changed).

I remember following several major events - elections here, natural disaters and protests abroad, mass killings in the US, most notably Boston. In every case, the ‘citizen journalists’ posting on Twitter, etc. were jumping on stories with no sourcing and spinning them into a whole picture which almost invariably turned out to be wrong. Hell, even ‘professional’ journalists can get it wildly wrong, like the story in the NY Post about the Saudi student.

I’m not personally wishing any harm on him, despite his lack of humanity. That’d put me on his level.

That said, this guy is one of those people that, IMO, has zero redeeming qualities and would not be missed if he disappeared forever.

I’ve never seen one person so consistently try to visit as much pain as possible to others; often those who are already getting kicked in the teeth by life.

It’s pretty much the walking definition of a sociopath.

Unless this is some new taser whose construction I’m not familiar with, it’s a one-shot affair, you have to physically remove a back-up set of darts from the grip and load them into the front of the device. Otherwise, the most it can do is operate as a contact taser.

And Scott struggled for the taser, took it and then…what? Ran away with it? Come on, in what world does that make any sense. This guy’s report should have fallen apart as soon as the autopsy results came back, it should not have required video evidence.

I remember following several major events - elections here, natural disaters and protests abroad, mass killings in the US, most notably Boston. In every case, the ‘citizen journalists’ posting on Twitter, etc. were jumping on stories with no sourcing and spinning them into a whole picture which almost invariably turned out to be wrong. Hell, even ‘professional’ journalists can get it wildly wrong, like the story in the NY Post about the Saudi student.

It’s complicated. IDK that we’d have had some of the images and stories out of Ferguson, Egypt, Iran, etc. without citizens on the ground. That said, there’s inevitably going to be a lot of noise to signal. Hell, Rolling Stone just fucked up an enormous story with a string of editors and an established journalist.

Unless you missed it, this case has been adjudicated in a court of law. The accused was found not guilty. Hence the very claim of a sexual assault in this case is in question (to put it mildly). .

The Illinois General Assembly just passed a bill that would prevent citizens from recording the police.

Earlier this year, the Illinois Supreme Court struck down a state eavesdropping law that made it a crime for citizens to record conversations with police or anyone else without the other person’s permission. The court held that the old law “criminalize[d] a wide range of innocent conduct” and violated free-speech rights. In particular, the court noted the state could not criminalize recording activities where there is no reasonable expectation of privacy, including citizens’ “public” encounters with police.

Now the old law is back, with just a few changes, in a new bill sent to the governor’s desk by the Illinois Senate on Dec. 4. The bill not only passed, but did so overwhelmingly with votes of 106-7 in the House on and 46-4-1 in the Senate.

The new version is nearly as bad as the old one.

Under the new bill, a citizen could rarely be sure whether recording any given conversation without permission is legal. The bill would make it a felony to surreptitiously record any “private conversation,” which it defines as any “oral communication between 2 or more persons,” where at least one person involved had a “reasonable expectation” of privacy.

Illinois is a 2-party state. Technically, you could record video, but not audio, and be on the safe side.

Yes, and obviously there’s this situation where a citizen capturing a murder on camera has resulted in an officer being charged and the rest of us being able to SEE, with our own eyes, incontrovertible evidence.

There’s DATA, and there are the conclusions you draw from it. Too many are drawing conclusions from too little data, and calling it ‘citizen journalism’. And then it sticks, and you have to fight to get the truth out.

In a way it reminds me of an SVP of R&D I worked for years ago. She would leap on some crumb of data in the first few minutes of a conversation, and you have to spend the next 20 minutes undoing that leap to a wrong conclusion, before you could get her to listen to the REST of the data and the conclusions you could draw from them.

Except she was merely annoying, and didn’t do any actual harm.

Wish they’d inspect “unsecured shit in the back of pickup trucks” as an extension ladder fall off a truck (going about 65 mph) in front of me just last week.

I just KNEW it was going to happen and changed lanes about 3 seconds before it flew.

Which is why I wrote in an earlier comment: “unless there is strong evidence that the jury decision was tainted (which obviously happens, but always needs to be demonstrated).”

No jury decision ever “proves” guilt or innocence completely. It does shift the balance of probabilities, however. If you call her a victim without any qualifiers, you’re saying that yes, he did it. Despite the jury not finding him guilty. So you better have facts in your hands that show the jury to be wrong.

Part of the reason it depresses me is that this is the wild north country. As far as red state-blue state goes, Minnesota is one of the bluest, with many progressive reforms and social programs. If any place should be free from the scourge of racist cops beating and killing black people, it should be here. But this incident occurred immediately after Ferguson, and not long before, I had posted about Minneapolis police savagely beating a black community activist. I had to acknowledge to myself that there was a non-zero chance that an incident was about to occur on the busy downtown streets of the state’s capital city.

That’s my guess. Cop probably told the lawyer his made up story and insisted it was the truth. Lawyer saw the video and realized the cop was lying to him. Lawyer probably realized it was a losing case and bailed.

I can only assume the lawyer took one look at the video and realized any possible defense he could have prepared was DOA before he ever stepped into a courtroom. Even if he could argue that there had been a struggle, as soon as the jury saw the gunshots as Scott ran, it would be all over. No chance of a plea bargain and no chance of leniency. A cop not only shot an unarmed man in the back, he then lied about it on the official record.

It does seem to be only a matter of time before that happens. The video is quite damning, but as we saw with Eric Garner, even video showing an excessive force incident isn’t enough to result in an indictment, let alone a conviction.

What appears to be particularly damning in this case is not only was the incident caught on video, but we see the cop actively manipulating the scene to plant evidence or alter the evidence - a clear indication that the cop knew what he was doing.

The truly sad thing is that this is the exception, not the rule in excessive force/officer-involved shooting situations (even those with video/photo evidence). An indictment is particularly rare, a prosecution/conviction even more so.

That shouldn’t be the case. It has to change.

Part of the reason it depresses me is that this is the wild north country. As far as red state-blue state goes, Minnesota is one of the bluest, with many progressive reforms and social programs. If any place should be free from the scourge of racist cops beating and killing black people, it should be here. But this incident occurred immediately after Ferguson, and not long before, I had posted about Minneapolis police savagely beating a black community activist. I had to acknowledge to myself that there was a non-zero chance that an incident was about to occur on the busy downtown streets of the state’s capital city.

Contemplate the notion that a Minnesota cop is more like an Alabama cop than he is like a Minnesota veterinarian. That’s not an anti-cop statement. It works the same way for veterinarians.

It does seem to be only a matter of time before that happens. The video is quite damning, but as we saw with Eric Garner, even video showing an excessive force incident isn’t enough to result in an indictment, let alone a conviction.

What appears to be particularly damning in this case is not only was the incident caught on video, but we see the cop actively manipulating the scene to plant evidence or alter the evidence - a clear indication that the cop knew what he was doing.

The truly sad thing is that this is the exception, not the rule in excessive force/officer-involved shooting situations (even those with video/photo evidence). An indictment is particularly rare, a prosecution/conviction even more so.

That shouldn’t be the case. It has to change.

There needs to be more Blue, standing Blue.

While that is generally true, I had a very bad experience with a cop so I tend to view all cops with suspicion. I was once falsely arrested by a cop because he didn’t like my attitude (standing on my rights and not being deferential enough). He continued to rant at me even after handcuffing me and putting me in the squad car. I was genuinely fearful.

The only good news? Cop’s name was Drew Peterson. Don’t need to worry about dealing with him again. And the false charges went away.

You cannot keep a cop on the force, after he lies on an official police report. His testimony in any case is automatically worthless.

That, of course, is merely the tip of the iceberg with the problems with this department, it seems. For an office to be this out-of-control means that the sergeants, lieutenants and all the way up to captains were failing to exercise adequate supervisorial oversight. Start by bringing cases and building jackets on upper management. At that point, all kinds of stuff starts oozing out as the superiors all drag out the dirt and sling at each other to try to hang onto their miserable jobs.

And, more importantly, out of prison.

Convicts tend to not like cops that get put in slam.

The former executive director of the South Carolina Republican Party received a $5,000 personal recognizance bond during a hearing Tuesday morning on criminal domestic violence charges.

James John Todd Kincannon, 33, appeared in court and begged the judge to not impose a no contact order against him seeing his wife, Ashely Griffith, who alleged Kincannon yelled at her and prevented her from leaving their car after the pair left a gathering on March 26.

Griffith also appeared at the hearing and despite the fact she called 911 on Kincannon during the incident, she told the judge she does not feel endangered by her husband and even asked the judge to not impose the no contact order.

“I do not in any way feel there was a crime committed. I don’t feel endangered for my life at all. I’m not worried about being around him,” Griffith said. “We have had contact since the incident. We have attended counseling sessions. We are working on our communication.”

The state disagreed with Griffith’s story.

“We have, in light of recent testimony given by the victim, the state has evidence to prove otherwise,” a Lexington County law enforcement official said. “We have genuine concerns about the safety and the welfare of the victim.”

“The facts that were given are not true and concise. If, your honor, I could be candidly honest, we are still reviewing evidence and there are some genuine concerns that we have for her safety.”

Kincannon was also given permission to speak during the hearing and threw himself on the mercy of the court.

“My wife testified that she does not believe a crime was committed, the officers that came to the scene the evening of the incident did not find probable cause to arrest,” Kincannon said.

He was nice enough to me, although the subsequent coverage found he could be very pushy towards women/inappropriate behavior. It’s possible the part where my desktop wallpaper at the time was a photo of me with my then-boyfriend made it clear that I wasn’t likely to be interested and I got spared that.

Or he tried and I was oblivious. Also possible.

I considered him at best an acquaintance and it was still the most spine-crawlingly terrifying feeling, to read about the case and see his photo and realize that I knew him.

He got life in prison. I hope that he doesn’t get parole for a long, long time.

When I was stationed in Alaska, in the operations center we had a full body mount of a Kodiak bear. The civilian who ran the air field was also a guide, and that particular bear almost killed him when he followed it into the alders after his client wounded it. It was easily 9 foot tall standing, paws the size of dinner plates. At the time it was still in the top 10 record book for size.

Indeed, if you read the initial story from Sunday, they seemed content to just wait weeks or months for a “final report” before considering any action. And were already setting the grounds for Slager’s defense by saying there were eyewitnesses who backed up his story. The autopsy report would have blown a hole in said story, which is why it would never have been made available to the public until after the case had been closed, if ever.

The only reason this cop is getting charged is because there is indisputable video evidence. I hate to say it because I have family who are good cops, but let’s face it - there are a lot of “bad apples” in police forces across the country, enough to make you wonder if it’s a systemic problem.

This is why I’ve been saying all along that there should be video of every last cop-civilian interaction. Both for cases like this one, in which the video makes it obvious that the cop is in the wrong, and for cases like Ferguson, where if we had had video, we probably wouldn’t have had riots.

They figured they’d be literally out of harm’s way guarding America’s coastline. They figured they’d be literally be out of harm’s way guarding America’s coastline. They started out convinced that it was another “Cop punished for doing his job” case, but quickly dropped that as soon as they began watching the video and seeing just how fucked Slager is.

This guy isn’t at all typical of the cops I’ve met. I’ve seen a riot where the rioters were the cops, but even then, they didn’t kill anybody. And most of what I’ve seen of cops is them giving me tickets I had coming, or being helpful. On the whole, they really do protect and serve.

I’d argue being part of the crew of a flamethrower equipped tank was also a contender for that title. Their was the very real chance a penetrating hit would cause you to be immolated and few soldiers in World War II were (or even today are) willing to take the surrender of a crewman* of such a vehicle. Most such for fell into enemy hands were summarily executed.

*: Or crewwoman, as a shortage of capable tank drivers meant that a small number of Red Army OT-34s (flamethrower-equipped Soviet T-34s, which could have either the 76mm or 85mm gun) were driven by women.

The Army and USMC employed flamer throwers differently during the war.

IIRC, the Army created dedicated assault teams, consisting of multiple flamethrower teams, supported by demolition teams, engineers, and bazookas.

The Marines would attach the flamethrower teams to existing units, based on their missions and operational needs.

Been a while since I read up on them.

I really don’t know how much of a behavioral and profile side there is to it, but one of my sons dresses unconventionally and gets stopped a lot. And on the other side of the ledger, I take pains to be polite. My wife wins the trophy though. Once, we were speeding through St. Louis on the interstate a couple days before Christmas, heading to family, and got caught. Ticketed. And when the cop handed her the ticket, she wished him a Merry Christmas. Not sarcastically, but for real.

That stands zero chance. It’s so lame it probably won’t even be attempted. Scott was big and black, but too big to have had any chance of catching Slager in a footrace and anyhow was running away, not at Slager.

I wouldn’t want to be Slager’s attorney. Even if I were some high-powered hot shot who just lived to get the guilty off, I wouldn’t want. Because this case is a lost cause. The best strategy the defense may have would be to plead guilty but talk about extenuating circumstances [there’s always the badly scraped toast the cop had for breakfast, or something] and try to get a reduced sentence.

Different experiences. For the US, flame throwers saw their greatest effect in the Pacific. The opportunities for their use in Europe were far less, as the Germans fought fewer battles from behind field fortifications. Most American assaults on German fortifications were against purpose-built positions and Germany built its fortifications to have considerable protection from flame-based weapons. This was because the German Army had been the leader in flamethrower development and use during World War I, and as such was fully alive to the dangers of such weapons being used against it.

Terrain also played into it. The jungles and mountains of the Pacific islands made it difficult to bring in armor or artillery to bear on hard points, meaning infantry need more options to deal with them.

One thing to keep in mind in these predictions is there’s no sense that the department or the city wanted to really dig too deeply into the events of that day before the video was made public. I get the sense that he’s only facing a murder charge now because there’s no way to excuse Slager’s actions. Which makes me wonder if the prosecutor won’t just try to get him to plead out to a lesser charge so this whole matter goes away.

If you didn’t have them, you really wished you did.

By the time you get to the Spaniards infamous rout of an overwhelmingly superior Native American force (168 guys with awkward black powder weapons and cavalry vs 8,000 of native American infantry with another 80,000 nearby at Cajamarca) the armored man on horseback with a lance was a weapon system with over 3,000 years of development, and it was shockingly destructive.

The fact that my life, is almost by default made easier due to my skin color is enough to make me sick to my stomach.

That racism is still so prevalent in America in 2015…what have we spent 50 years fighting for?

Skin color is so not worth destroying ourselves over. Racist attitudes were a waste of time 500 years ago, a waste of time 50 years ago and a waste of time now.

My priest has two sons adopted from Liberia. They’re at risk even up here in the middle of flyover just because. My asian son too, though it’s not as bad overall but he could get mistaken for Native American this close to the Rez and that is just as bad.

Though it must be said they’re still at less risk here than they would have been in Liberia.

I know that doesn’t make things any better, since our police should be held to a high standard. But still I felt it worth noting that it can always be worse. Before the proliferation of video cameras this Charleston cop would have simply spun a story out of whole cloth about how he was ‘justified’ and that story would have held up because he said so. Thanks to video, he’s been charged and he’ll almost certainly never work as a cop again. He might avoid prison (though I don’t think he will), but he won’t keep his job.

Just looking at the facts as we know them, I’m not sure they’ll manage to convict on 1st degree. Intent and malice might be possible, but premeditation would be difficult in the time span between when traffic stop began and when the video does.

Battle of Beersheba

Beersheba was defended by lines of trenches, supported by isolated redoubts on earthworks and hills, which covered all approaches to the town. The Ottoman garrison was eventually encircled by the two infantry and two mounted divisions, as they (and their supporting artillery) launched their attacks. The 60th (London) Division’s preliminary attack and capture of the redoubt on Hill 1070, led to the bombardment of the main Ottoman trench line. Then a joint attack by the 60th (London) and 74th (Yeomanry) Divisions captured all their objectives. Meanwhile, to the north-east of Beersheba the Anzac Mounted Division cut the road from Beersheba to Hebron (which continued to Jerusalem). Continuous fighting against the main redoubt and defences on Tel el Saba (dominating the eastern approaches to the town), resulted eventually in its capture in the afternoon. During this fighting the 3rd Light Horse Brigade had been sent to reinforce the Anzac Mounted Division, while the 5th Mounted Brigade (armed with swords) remained in corps reserve. With all brigades of both mounted divisions already committed to the battle, the only brigade available (the 4th Light Horse Brigade), was ordered to capture Beersheba. These sword-less mounted infantrymen galloped over the plain, riding towards the town and a redoubt supported by entrenchments, on a mound of Tel es Saba south-east of Beersheba. While the 4th Light Horse Regiment on the right, jumped trenches before turning to make a dismounted attack on the Ottoman infantry (in the trenches, gun pits and redoubts on rising ground), most of the 12th Light Horse Regiment on the left rode on across the face of the main redoubt, to find a gap in the Ottoman defences. These squadrons rode on across the railway line and into Beersheba, to complete the first step of an offensive which would see the EEF capture Jerusalem, six weeks later.[Note 2]

In WW2, after initial being decimated by the Germans, the Russian cavalry was reformed into Cavalry mechanized group, able to infiltrate and deploy in conditions tanks could not.

I wonder what the timeframe is for premeditation. 20 paces? Unlikely to fly, especially when juries look for ways to let cops off.

Their jobs are tough. That’s a given. But this behavior of just killing Anerican citizens has got to stop.

The only thing I almost never do on my iPhone is talk on it. If I use 15 minutes a month, that’s a lot.

I just wish a lot of pedestrians in Philly would either stand in a non-chokepoint location to talk or text on their cell phones, or walk without using them. I spend a lot of time dodging people who are trying to walk and text at the same time and are a total failure at it. (Or dawdle in a chokepoint without realizing how much they block other people.)

It’s the barrage of shots that gives the prosecution a case for premeditation. But yeah, I do see a problem there. If the cop were willing to plea bargain down to murder 2, the prosecution might accept it because of the likely difficulty of getting a jury to see it their way on murder 1.

Arguing for the prosecution, I’d say that one or two shots you could think were fired in a sudden rage, but not eight. And if memory isn’t playing tricks on me, at least one of them after the man started going down.

A civilian who emptied his clip at somebody for no very good reason might explain about the stress of the moment and it all happened so fast etc., but cops are trained in the use of firearms. It would be almost automatic to count, to assess damage and reassess threat, etc. The defendant cop can’t expect to be believed in the same way a naive civilian might be.

And that’s the key word right there, what his lawyer is going to use to get him off on a lesser charge, arguing that he did what he was “trained” to do, that he can’t be punished for doing something his superiors say he’s supposed to do. That we as society expect him to do as he’s trained, but now want to punish him for carrying it out.

I’d also like to know about the “witnesses” who backed up his story — filing false reports if they did it voluntarily, or if somebody intimidated them into lying that’s witness tampering, suborning perjury, who knows what else.

I’m hoping for second degree homicide. I’m guessing manslaughter is the best we can hope for. The fact that the cop lied in the official reports supports the case that he knew what he was doing was wrong, so I’m not sure the training argument will work. The fact that he moved the taser would indicate he falsified evidence to cover up his actions, also contradicting the training argument.
