Town’s Officers Resign En Masse When First Black Mayor Elected

Missouri Adjourning
Crime • Views: 47,068

Here’s a fun story about a bunch of very corrupt looking cops and city employees cleverly trying to appear racist to avoid being investigated for illegal shenanigans.

Voters in Parma, Missouri voted in their first African-American female mayor.

Tyrus Byrd will be sworn in as mayor on Tuesday evening, April 14 at the Parma Community Building.

According to Mayor Randall Ramsey, five out of six police officers resigned this week, effectively immediately.

Mayor Ramsey said the city’s attorney, the clerk and the waste water treatment plant supervisor also turned in resignation letters citing “safety concerns.”

“Safety concerns,” in this case however is likely a euphemism for “I don’t want to go to jail.” Either that or they’re just a bunch of racist dillholes, but I’m going to give them the benefit of the doubt and go with dirty deeds as the likely story here. See, the old mayor had been in office for 37 years, and the fleeing personnel not only cut and ran without giving official notice, they wiped the computers on their way out.

Mayor Tyrus Byrd began her first day in office with a clean slate. Literally.

Mayor Byrd said the resignation letters cannot be found and that the computers were cleared.

The only plausible reason for fleeing law enforcement personnel to clear their work computers before fleeing their jobs on the eve of a newly elected administration is fear. Fear of what they’d been up to coming to light.

“I think it was pretty dirty the way they all quit without giving her a chance, but I don’t think they hurt the town with quitting because who needs six police for 740 people?” said Martha Miller of Parma.

As for why the police and three other city employees resigned, Mayor Tyrus Byrd is still trying to figure that out.

The resignation letter could not be found.

“They say we have six cops on the payroll. How can we have six cops and we go days without cops patrolling and we have these recent break-ins?” asked one Parma resident.

So there you have it, small town Parma had a Police Officer per Capita rate of 81 per 10K citizens. That is more than Washington DC, the most policed major city in the US and home base for most federal law enforcement agencies. What were Parma residents getting for their tax dollars, apparently a bunch of lazy cops notorious for not even going on patrol.

The new mayor should dig into this vigorously, direct the State AG to convene a Grand Jury and bring in the State and Federal investigative agencies if necessary. Whatever corruption was going on in that town had obviously become deeply entrenched over the last 37 years, reminiscent of the criminal government uncovered in Bell, California.

I guess the cops could have just been afraid of the DOJ coming in and finding a bunch of hilariously racist emails a la Ferguson, but the 37 year reign of the previous mayor is a gigantic red flag. This whole thing stinks.

Funny - this story is like a test to see who actually clicks through from Twitter and reads the article before commenting. I’ve been getting replies from people who clearly haven’t.

5 Charles Johnson  Apr 19, 2015 5:04:24pm

One reply went off on the town officers for being racists - which isn’t the story at all. So that person obviously didn’t read the post.

Another informed me that they quit to avoid having their corruption become public - which is obviously the point. So that person also didn’t read it, but was coming at it from the opposite direction.

This post is a Rorschach test.

Definitely seems to be something shady going on, but where I have to disagree is that 6 cops is a lot for even that small a town. Police have to be available 24/7 so that is basically 3 shifts a day with 2 cops on each shift or something like that.

7 Higgs Boson's Mate  Apr 19, 2015 5:49:46pm

The city’s attorney, clerk, and waste water treatment plant supervisor all up and resigned? I’d say that they were up to something criminal simply because racism seems to be requirement for small town officials in Missouri.

If the mayor is smart, the first thing they and the new city attorney does is see if the DoJ can put their forensics folks (or, barring DoJ involvement, a forensics firm) on those wiped PCs to see if they can recover any actionable evidence of misconduct.

I always felt it was better to overwrite a disk rather than erase. For example, take a DVD full of photos and once you’ve deleted your files, the programs that store unsaved data, and emptied the recycle bin, start copying the DVD onto the hard drive over and over again until you’ve written over all the space.

Or you could download one of DoD grade disk wiper apps. Basically will overwrite ever memory location on the disk with a random 1 or 0 at least 7 times. Makes it next to impossible to recover anything.

There are a couple of LEOs that do some part time stuff in the dive shop, and none of them are what you would call ‘computer literate’. They seem to work from the “if you hit the keys hard, then the computer will do what you want it to do” school.

I suspect that good forensic investigators will be able to pull the contents off the drives.

On it’s face clearing the hard drives was obstruction of justice, no? Like, can’t they be charged with a crime on that basis alone? I’d be surprised if the courts didn’t just assume that police computers contain shit that’s probably relevant to ongoing investigations and suchlike. Cops don’t just get to take the ball and go home, it’s not their ball.

Depends if they thought to use a good recovery service. Those can be expensive. The only way to be sure is to blow torch the drive into slag.

This post is a reminder of how incredibly backward some areas of the US still are. If Missouri hadn’t been forced to accept desegregation black people would still be fighting to be recognized as human beings there. And there are still elements of this racist legacy that are trying to hold on to the privilege they had a century ago.

America has a lot to be proud of, but the legacy of slavery remains our deepest shame. And its effects are still being felt.

Nick Searcy’s wingnuttery makes it a bit hard to go back and watch From the Earth to the Moon sometimes, because I like his portrayal of Deke Slayton, but there’s so much more talent on display throughout the mini-series (Stephen Root, Tony Goldwyn, Cary Elwes, Kevin Pollack, and Bryan Cranston, to name a few out of a huge cast of really good actors, in addition to now-Senator Al Franken), I get over it quick.

I hope Deke’s ghost haunts his ass…

Here’s a story out of Germany, regarding the defects that have shown up in the Heckler & Koch (HK) G36 rifle during prolonged firing. We’ll pick it up later in the piece, where it appears HK may have engaged in corrupt practices:

Earlier this week, we covered the weaknesses of the G36 rifle that have sparked the recent controversy. However, even knowing what I had about the rifle’s construction, I did not fully realize the problems were as bad as they appear to be.

The audit reportedly concluded that G36 rifle receivers were being made in whole or in part from polyethylene plastic (a very common, very cheap plastic of the kind used to make milk jugs and bags), rather than the polyamide plastic specified:

According to the Court of Auditors’ report and the Bundeswehr Research Institute of the Bundeswehr found evidence of oddities. In the plastic mixture of the housing of the series rifles, the additive polyethylene could be detected, which could promote the deformation of the hot weapon.

The delivered by the company’s flagship model, the so-called Abnahmedemonstrator of 1993, with the German army was convinced of the practicality of the weapon, on the other hand, no polyethylene contained.

Beyond the audit report, a former Federal Office of Technology and Procurement (BWB) engineer alleges that Heckler & Koch forged Bundeswehr acceptance marks on rifles:

In December 2006, reported an engineer of the BWB-range “Quality Assurance weapons” of the BWB-tip, Heckler & Koch Concerning operative in the work - against all the rules - through a laser software with the official seal of approval, with which the company could mark his weapons themselves tested as officially , The company therefore amounts “this ‘Sovereign measure’ with its own counterfeit seals” from. The permanent presence of a BWB employee was “according to the statements” of the Institute of certification Oberndorf “because of the trusting relationship” with Heckler & Koch “unnecessary”.

Deliberately using weaker polymers than the contract called for? Uh oh.

His staying in character throughout the shooting day tends to get on people’s nerves, though. It drove Matthew Modine up a wall at times during the filming of Full Metal Jacket, and on the set of Law & Order: Criminal Intent D’nofrio proved so annoying that Chris Noth (and later Jeff Goldblum) was brought in to resume his role as Detective Mike Logan for half the episodes in several seasons, just to give the crew, directors, writers and show runner a break from an actor who spent the entire day as Detective Goran.

I made a lot of model airplanes when I was a kid. I paid a lot of attention to detail, even dry brushing the cockpit instruments with silver paint and the same with dirt and exhaust stains. It never occurred to me that while they made a flesh tone paint for the pilot’s face, there was never a flesh tone for a black pilot, at least through 1982, when I stopped making them.

Daredevil was able to use his sense to perfect his ricochet shots, which they developed more as the show progressed. Also, being the only guy able to see in a dark room is great in a fight, but doesn’t leave much to film. It also makes it harder for him to be taken by surprise.

So tired of conservative meaning “I need to look down on someone.”

I think it’s a byproduct of two things. First, the conservatives are united in needing someone to hate and fear. I don’t see any other philosophy in most of their policies and actions. Second, the rich have successfully sold the idea that wealth is a measure of a person’s worth. Poor people are therefore worth little in that world view.

Conservatives sell hate to create a united base, then peddle vodoo economics once they’ve got a platform. And the rich get richer, as planned.

I’m glad some of the Democrats are starting to talk that way, and talking about fixing some of the inequalities in our current economy. I think both parties are going to be making populist claims, and the difference will be that Republicans will blame minorities, and their solutions will continue to hurt all poor. It would be nice if there was a way to show poor whites why their lives are getting worse before the Republicans gut the safety net. Maybe a few swear words will help.

This could also put O’Malley in the position of VP popularized by Joe Biden, being able to say the things the president can’t.

Yup. Same here, but I prefer my wingnuttia pre-digested by LGF instead of face to face. Simply because I’ve found so few wingnuts willing to question dogma. Had a co-worker tell me recently that climate change was a big hoax and he was totally shocked when I dissented. He insisted he’d investigated both sides and was sure the mafia was involved. But left in a huff when I asked why scientists worldwide were in consensus. We still say hi but haven’t really talked since. I avoid politics like the plague at work, but it’s not always easy.

They seem like disparate things. Hillary Clinton’s (false) email snafu, erasing emails on a personal account or some such thing. And there’s a police department in Parma, MO whose former officers wiped their own computer systems clean before they resigned…because a black person got elected?

Again, they are disparate things. And wholly disparate standards are being applied.

Another reason a Republican cannot be president on 20 January 2017. You can forget about a Republican Justice Department looking into corrupt little police departments like Parma and Ferguson and North Charleston. The conservative wing of the Supreme Court thinks racism is a thing of the past, and a Republican president will stack the court with more ahistorical jurists.

The high mountains of these watersheds store most of the water for the American southwest. With a low snow pack comes low water supplies for people downriver. They’re already planning to pump water out of Lake Mead from underneath the reservoir, the water is so low. That water comes from melted snow up in the mountains, which is sorely lacking in too many places in the west. There may be dire consequences for millions of people.

I love snow in the mountains, and so should everybody else.

I’m mad at myself for binge-watching the whole Daredevil series in just a few days. My life feels so empty without another episode of this amazingly great show.

But I couldn’t help it. I am so ashamed.

So did I.

On IMDB I think the rating is, as usual for contemporary productions, too high. I found the writing of the two supporting protagonists somewhat shallow and cliche.

But, very impressed with the villains. Even if stereotyped, their characters are still quite well fleshed out for the bit of time they had. IMO Vincent D’Onofrio is the stand out of the series.

Money’s spent on defense, not prosecution. Just file the charges, and let them lawyer up…the important thing is to inflict as much butt-pucker on them as you possibly can so they don’t enjoy cutting and running…and maybe one or two will offer to cut a deal to fry the others…always a possibility.

Interesting factoid about Parma, though, from the 2010 US Census.

The racial makeup of the city was 67.46% White, 29.45% Black or African American, 0.14% Native American, 0.56% Native Hawaiian or Pacific Islander, 1.12% from other races, and 1.26% from two or more races. Hispanic or Latino of any race were 2.81% of the population.

en.wikipedia.org

Parma is located in New Madrid County in that little “boot heel” on the south-eastern border of MO w/TN.

Democrats elected are generally Dixiecrats leaning on socially and culturally conservative principles and populist on economic issues.

The new mayor should get a criminal investigation started ASAP, but I’m not sure I’d depend on the State of MO exclusively.

106 Justanotherhuman  Apr 20, 2015 3:05:53am

BTW, I live in an unincorporated area with a postal designation and 4x the population of Parma. The county mounties patrol this area. People who moved here from Charlotte and commute to work (mainly the “lake people”) have tried for years to have it incorporated, but the locals aren’t buying into more taxes and improvements—they prefer it just the way it is. County water and sewer lines were only recently installed in a few locations, mainly on the 2 lane state rd which is “Main St”. Most people have their own wells and septic tanks anyway, and don’t see many advantages to a tax increase. It’s pretty laid back. A new 4 lane state rd running parallel to the old one keeps a lot of traffic out of the area now also and it’s only heavy at peak times.

Rs rule this county and there is a lot of nepotism and inbreeding politically, and it’s who you know and who you blow, if you want anything done.

It makes sense when you consider Chuck’s perspective, that of a professional troll. He’s a narcissistic psychopath who defines success in terms of the ability to intentionally carve out a controversial position and use it to generate intense opposition. Whatever genuine merit exists in the opinion espoused by Larry Flynt and the Hustler content that got him shot are totally incidental to what Chuck is trying to convey.

In his mind the admirable thing was that Flynt was able to get somebody, anybody to hate him enough to take a shot at him. This is Chuck’s fantasy, he feels it would be validating, and I wouldn’t put it past him to fake an attempt on his life if he thinks he can get away with it.

Speaking of writing, I discovered a new feature/annoyance in MS Word 2007 today.

For no apparent reason last week, whenever I’d resize the Word window to see both my doc (a list of quiz answers) and an Excel spreadsheet side-by-side, the Word fonts would also shrink in proportion to the windows size. For a two-inch wide doc, that was most unhelpful.

It turns out that in the lower right corner, there is a Zoom slider. Somehow I must have nudged that slider into the less-than-100% range by accident. Once I centered it, everything went back the way I wanted it.

Took me several tries searching user forums to get the solution.

Thanks, Microsoft, for yet another poorly documented feature.

Well, it was originally his graduation thesis, so if he had employed a ghostwriter, there’d be some academic consequences if it were true.

I hired an editor for my master’s thesis. Hiring a professional editor was actually a requirement, they had to sign off on the final document before we were allowed to send it to the printer and book binder. My lead adviser said I probably didn’t need it and that the requirement was in place because the school was somewhat popular with wealthy foreign students, South Koreans in particular, who didn’t have a good grasp of English. He was wrong tho’, the editor found plenty of minor errors. She explained that everyone has a gremlin or two in their writing style that tend to show up repeatedly.

As bad as it is in the States, it’s much worse in China, where status and guanxi (connections and ego-stroking) reign supreme. Status includes who your parents are and who they know (and can bribe/flatter for you), which university you attended, and how much ass-kissing you’re willing to do to get a job or promotion. At least in the States, your hard work and ambition can make up for any perceived limitations when you’re first hired. In China, if your status is not sufficient, you won’t even be considered for the job. In the new cities/economies like Shenzhen and Yiwu, there is less of this custom of who-you-know-will-get-you-a-job, so young people flock to those cities to test their fortunes. In their hometowns, they can get jobs easily if their family has connections (or money), but some want to try the Western concept of making their own way.

I could never be a successful businessman in China. Aside from my natural reluctance to kiss ass to get ahead, the amount of alcohol and nicotine consumption required would kill me.

Greets and saluts from the NYC metro area. As I’ve been saying for a while, Ferguson was hardly alone when it came to corrupt and mismanaged municipalities in Missouri, where policing was done with racial profiling and using minority communities as a piggy bank. That so many police officers resigned and other officials cut and run all while wiping their computer records is suspicious enough. That they did so the moment a new mayor was elected suggests that there was quite a lot of information that they didn’t want to see made public.

I’d go further than GDF in calling for investigations though. Missouri records retention rules require that all local official records be maintained for minimum periods, and the willful destruction of these records is a direct violation. For instance, general emails must be preserved for at least 1 year. Other records must be retained for longer periods.

The destruction of email files indicates a willful attempt to destroy information (and potential evidence of wrongdoing), and those involved should be investigated and prosecuted.

If he’d gone straight to groping boobs or butts, those rugby coaches would have used him as a tackle dummy.

A younger officer makes a tough call at personal risk…

Officer shows ‘great restraint’ not shooting charging suspect, chief says

The officer’s body camera — which Kidder’s family bought for him after the Michael Brown shooting in Ferguson, Missouri — captured the suspect rushing toward Kidder, unfazed by the officer’s handgun. Dispatchers had told Kidder the suspect might have a gun under his car seat and might attempt to commit “suicide by cop,” WLWT reported.

“I jumped out, and he’s running toward me. I had my firearm already drawn on him, and I tell him to put his hands up in the air, and he was screaming, ‘Shoot me! Shoot me!’” Kidder said.

Kidder backs away from the suspect, who puts one hand in his jacket pocket, then another. Still, the officer declines to pull the trigger.

“My eyes are watching that hand right now, nothing else,” Kidder said.

And this is one instance that I have some real sympathy for the officers in that situation. How do they know who was attacking and who was defending? A gun in hand and shots fired, guns everywhere will just expand that situation exponentially.

Wisconsin Republicans introduce bill to require photo IDs for food stamp recipients

The worst part is at the end of the article:

“It sickens me to see all of the fraud and abuses that go on in this state. From some of the tenants in our rental homes that make more than I do and can’t afford rent to the people using Quest cards at Potawatomi or using these benefits to purchase steaks for their dogs because dog food is not covered. I would love for nothing more than to locate every crack and crevice where there are abuses in our state run programs. They are there as a crutch and a lifeline, not a lifestyle,” Kremer wrote.

Kremer also wrote in his “term paper” about an idea he’d raised during his campaign: limiting the use of QUEST cards to privately-run food pantries overseen by the government.

“Yes, it may be humbling to go into the pantry to purchase ‘needed items,’ but as I mentioned earlier, most people understand that this is meant to be a crutch and not a lifestyle. I would also love to see photo lD’s (sic) on all Quest cards and will continue to work this angle,” Kremer wrote.

The pantries could be set up on grocers’ property, Kremer said, but they would not sell items like junk food, liquor or cigarettes.

“The fact that the author of the bill would, in his perfect world, require poor people go to segregated grocery stores to get food for their families, makes it clear that it’s seething contempt, not legitimate public policy concern driving Kremer and supporters of this bill,” Ross said.

Mexico City also has its own version of migas. It is a garlic soup which is thickened with sliced day old bolillos. It is usually flavored with pork shanks, ham bones, epazote, oregano and different types of dried chillies. A raw egg is usually added to each plate when served and it is slowly cooked by the warm soup, similar to egg drop soup. It is a very popular dish in fondas around downtown Mexico city, especially in Tepito.[9]

Scott Walker Caught Trying To Rob Family-Planning Clinics

It’s no deep dark secret that Scott Walker will pander to any special interest group that might support him, including the right to life groups. Hence, Walker will do whatever he can do - whether or not it’s legal or ethical - to prevent women from getting basic health care and to have the right to make decisions regarding their own bodies.

He already had one of his schemes broken up when it turned out that his attempt to limit women’s access to family-planning clinics was found to be unconstitutional.

Now, he’s been found to have his hand in the money till of these clinics, falsely accusing them of overbilling for their services. That amount was found to be off by at least 93%:

I told him it was a devil’s deal, but at least it meant I didn’t have to sit up there and repeat all the bullshit. I saw my granddaughter, her husband and her sister in law in the hall and none of them said a word to me, not when I first arrived or until we finally got the deal finished about 11:30.

I’m feeling totally defeated, but there’s nothing I can do about it. I told the lawyer that I wasn’t willing to see my g-daughter on the stand committing perjury, because she was going to say she saw the whole thing, in defense of her s-i-l.

She didnt witness anything, but even if she had, she didn’t come to my defense and that hurt more than anything else.

Since GotNwes was off attending weddings and such this weekend, this scoop is a few days late. I played this one mostly straight.

EXCLUSIVE: How @GotNewsDotCom tells half-truths about #OluStevens to get racist clicks

Really, there are no surprises here for watchers of the Chuck C. Johnson/GotNews juggernaut, but his recent GotSmear of Louisville Circuit Court Judge Olu Stevens takes the cake for lurid race-based clickbait.

Here’s the screaming GNDC headline:

EXCLUSIVE: Corrupt Black Judge Lets Black Thug Out of Prison Because White Victim’s Toddler Is ‘Racist’ #OluStevens

The headline bears little resemblance to what actually happened.

I wonder how many “This scandal will DOOM Hillary!” events we’ll have go through between now and Nov. 2016?

As others have said above, Hillary will have been through the equivalent of an impeachment* by the time the election comes around, and should be in the same shape as Bill was at that point. Every poll showed he could handily have won a third term if he could have run for it, and against a lot more plausible opponent than they’ve got now.

Well, back from court. They served the lumberjack in court after I talked w/the lawyer. Then it was wait a bit and he came back and said the ADA wasn’t willing to drop the charges against me and the only way to do that was to drop my charge.

They don’t want to look like bloodthirsty savages?
They don’t like the mess?

Maybe they shouldn’t be killing people then.

The media isn’t interested in informing the electorate, it’s interested in creating the illusion of a horse race. That requires that Republican ideas be treated as if they were serious, viable, and good for the nation. If that’s too much of a stretch then they remain silent about the more insane shit and dig up dirt on the Democrats.

Nobody says anything about that. In fact, GW and Thomas Jefferson were the richest presidents in US history in terms of today’s dollars.

US Supreme Court tosses NC high court decision on state’s GOP-drawn electoral maps

The U.S. Supreme Court on Monday threw out a North Carolina Supreme Court ruling that had upheld the state’s Republican-drawn legislative and congressional districts.

The nation’s highest court ordered the state’s highest court to reconsider whether legislators relied too heavily on race when drawing the 2011 maps, which shape how state and federal elections are decided.

In an order released Monday, the U.S. justices ordered North Carolina’s highest court to reconsider the 2011 maps in light of a recent decision the court made in a similar Alabama case.

It’s plausible that he’s right, that SCOTUS making same-sex marriage the law of the land will pretty much end the issue short of talk about an amendment that will never become a reality. But if Howie really believes that there won’t be those GOP candidates who spend time on the campaign trail vehemently pushing their opposition to such a situation, then he’s a fool.

“It’s a feel-good piece of legislation that quite honestly is dissociated with reality in the real world with the way the criminal justice system and the judicial system work,” Baltimore said. “It’s a far more complicated situation, honestly, than most people acknowledge. I get the general concept. I understand the general concept. But it’s a concept that needs a lot more work.”

SCOTUS legalizing same-sex marriage across the board will end the issue for a large subset of the population. It’s already legal in 36 states and we haven’t seen society collapse yet. The other 14 states getting in line won’t change much.

You’re right, though. Howie is delusional if he thinks it’s not going to be an issue in the GOP primaries. Calgary Ted and the rest of the religious nutcases will be babbling about God smiting America because gays, Aqua Buddha will keep flogging his STATES’ RIGHTS! bullshit, and the rest of them will try to thread the needle between the GOP base and the general election.

The following is how reporters have described Schweizer’s work: “Incorrect,” “inaccurate,” “bogus,” “a fatal shortcoming in Journalism 101,” “the facts didn’t stand up,” “unfair and inaccurate,” “specious argument,” “there was nothing there,” “suspicious,” “the facts don’t fit,” facts “do not check out,” sources “do not exist or cannot be tracked down,” “confusion and contradiction,” “discrepancies,” “admitted a mistake,” “neither journalism nor history,” “a polemic so unchecked … that we can’t tell the fact from the fiction,” sources “have clearly used him,” and “tacitly conced[ed] he was wrong.”

After reading that Media Matters report, my question is how does that asswipe have any credibility at all? In any other line of work, if you were wrong, dishonest, full of shit that often, people would point at you in the street and laugh at you—not offer you writing jobs/publishing contracts.

Oh wait, it’s Harper Collins publishing his new book—I’m sure Uncle Rupert is thrilled.

Mine brings up all the windows of the selected app. ?? I never used Exposé.
