NYC has paid out nearly $1 billion in suits from NYPD actions. That’s for the period of 2000-2010. Some of those cases are only tangentially related to the NYPD, but consider that the tally includes the Sean Bell shooting (2006) that resulted in more than $7 million paid out to the Bell family and the families of two others who were shot.

In 2012, the NYPD paid out nearly $4 million to the Ramarly Graham family for that fatal shooting incident.

The story may well be entirely legit, and I saw nothing to suggest it wasn’t.

America was built on exploiting child labor…and much of the world continues to do so. We still exploit people in quasi slave labor situations (see: Chinese women held in sweatshops and brothels in American Samoa, Saipan and Guam), but we usually make sure they are adults.

I fail to see why Israel would be magically be free of unscrupulous assholes, since the rest of humanity seems to have no shortage of them.

The Palestinian middlemen/managers maximize their profits by under-reporting how many children are working for them so they can pay less insurance. The children are not paid overtime, sick leave or holiday pay.

The settlements aren’t helping, but they aren’t the obstacle to peace that Palestinians make them out to be. Settlements can be transferred and reassigned - it’s happened before - in Sinai after Camp David and even with the Gaza disengagement.

If a peace deal could ever be reached, there will be land swaps as part of that deal. That would necessarily include settlements being vacated or consolidated, with some of those settlements being given over to Palestinians for their use.

But the extremists will use the settlements as a cudgel - on both sides.

It’s not the settlements that are the real problem - it’s the settlers. A lot of these people are religious fanatics who are deliberately trying to provoke conflict with Palestinians. If settlements were populated by people who were actually trying to find solutions and coexist with Palestinians, it would be a very different story - but that isn’t what’s happening.

You are making an assumption that may have no relation at all to what the Palestinian general public thinks.

If they consider the settlements to be the fucking deal breaker of all eternity (and I would not want to underestimate obstinancy on that topic after the amount of blood and treasure that has been committed), then it will be the deal breaker. In any event both sides have 3 generations of dead kids and bloody shirts to wave around (and I will never forgive or forget the fucking sociopath who crept into an Israeli house and butchered their baby as a goddamned “political act”. After that one, I would have been willing to level the West Bank myself. I have to disagree with you. To the Palestinians, they believe they own that land so Israelis coming in and building communities is emotionally equivalent to a stranger coming into your home and squatting in your living room.

Someone named Jayne Miller from WBAL TV is disputing the WaPo story about Freddie Gray hurting himself. She said that Freddie was alone for most of the time he was in there and the other prisoner was only with him for 5 minutes. She says the timeline and evidence do not match this WaPo story.

I’ve been using that and Zyrtec too regularly but the last couple days I’ve had awful hayfever that even benadryl couldn’t knock out (I took one pill before going to bed the last two nights because it makes me so drowsy). Took two tablets an hour or so ago and the relief has been amazing.

It’s the sort of scenario that a prosecutor would have fun tearing apart. Not only could he bring in a medical expert who’d look at the autopsy and say “There’s no way this could have happened,” but then he’s going to put each one of the cops on the stand and ask them “So, you have a suspect that is not properly strapped in, beating his head against the wall so hard that he ends up severing his own spine. The guy on the other side of that wall can hear this going on. But at no point did you or another officer think to stop the van, check what was happening, and put a stop to it? You allowed a suspect to kill himself while he was in your custody?”

Before crashing for the evening, I stopped in to catch up bit and saw your comment. It reminded of something very similar.

I was with a friend and his about 6 month along pregnant wife at a Led Zep concert at Cincinnati’s Riverfront Stadium. (Yeah, sigh, that one of the infamous Who stampede deaths). I think it was 1977, maybe March.

The crowd was growing restless as the doors were late opening and it was a chilly evening. The crowd was definitely alcohol, herb and other fueled. The parking lot was a party and the walkways were jammed with ‘salesmen.’

The cops came and seemed to be there just for crowd control and weren’t really doing anything but watching. Pretty soon bottles were tossed and then more were tossed and the cops really were being intimidated and it was getting crazy. Soon there was a tussle of fools pushing at a line of cops.

For the protection of my friend’s wife we moved to the side of it all over by some cops. Suddenly this one police van started to sway and you could hear a guy in a drunken voice screaming “F’n pigs, let me outta here, bastards, let me out, I didn’t throw anything, Pigs!” Then you could hear a big wham and another wham to the van sides causing the sway.

Standing off to the back of the van was one of Cincinnati’s finest who noticed us talking about the guy in the van. He looks at us and says “When we get him downtown, he’ll say we beat him up.” He probably was correct. The dude in the van was out of it and doing a bang-up job of messing himself up. I suspect some type of Quaalude was added to the alcohol. He wasn’t feeling anything. Yet.

Four justices on the seven-member court voted to put Roggensack in charge just hours after state election officials certified the April 7 referendum results, allowing court members to choose the chief justice. For the past 126 years, the state constitution had the most senior member of the court serve as chief justice.

I disagree. There should be fairly stringent regulations on production of cannabis concentrates. That is certain. But should we outlaw high-proof liquors?

I love comparing cannabis to alcohol now, because folks used that comparison (over a number of years) to great effect in Colorado in 2012 to outright legalize cannabis (and three other states as of this writing).

Disclosure: I’ve smoked concentrated cannabis, and yes, it’s strong stuff. But in the end it’s just weed.

I was pretty ticked off by Maureen Dowd’s NYT column about her flying to Denver, eating some delicious cannabis confection, and completely losing control of herself and reinforcing her (and many Americans) opinion that cannabis consumption is dangerous and should be kept illegal.

Well, Maureen Down did it wrong. She ate too much in too short amount of time. I’ve done that too, it’s unpleasant. Remember drinking too much?

And these amateur hash oil producers with their exploding devices are doing it wrong too. The manufacture of cannabis concentrate shouldn’t be legal in residential areas. The process is certainly too dangerous. And facilities that manufacture cannabis concentrate should be tightly controlled by the state, of which folks who are participating in legal manufacture of hash oil in Colorado are already subject to.

It’s kind of crazy out there with cannabis law in the United States. I’m a Colorado native still living in the state, and all the little/big changes that have occurred since legalization is still pretty surreal. Cannabis concentrates and edibles have become a contentious debate topic, and I hope for sensible action when it comes to the regulation of those things.

Gay marriage was not uncommon in Ancient Rome; even the Emperor Nero publicly married at least two men. During the Ming Dynasty in China, it was not uncommon for older men to marry young men and bring them into their families as official sons-in-law. While Christianity officially frowned on men marrying each other, they also came up with a way around this taboo. Both the Eastern Orthodox and Catholic church allowed “brother-making” in which two totally straight single guys had an official ceremony telling everyone what good friends they were and how they were going to live together and pray together but totally not do any guy-on-guy stuff.

Of course the rumors about Nero marrying guys (and mind you, just rumors, not established facts, contrary to what Cracked wants you to believe) served exactly the purpose of showing that he led a life of debauchery and was otherwise a naughty fellow.
And no, brother-making was not gay marriage in any form. While some gays might have used the opportunity, it was not the function of “brotherhood” to allow them this. In fact, many (maybe most) “brotherhoods” consisted of actual brothers living together, and often these brothers were actually married (to women, mind you).

While I am no expert, I’ve read that in practice it’s not so easy to break someone’s neck, as often shown in the movies. It would probably be a lot harder to break one’s own neck, or even dislocate your cervical vertebrae without causing injury to some other part of your head or shoulders. Smacking your head against the wall would knock you unconscious before you had a chance to damage your neck.

Either way, the CNN report is total BS.

Prisons are a function of the State, not profiteers. If you’re brought to trial, found guilty and incarcerated by the State, then it’s up to the State to provide prisons, not their cronies in private businesses.

My car remains in limbo. Drivable, but not that drivable, and the parts for the repair have not turned up yet at the dealership. I guess that is more time to save up money to pay the repair bill.

Respect works both ways.

No idea who he is. Then again I pretty much ignore the local Philadelphia media for the most part. Only time I have TV on is to watch sporting events and old movies. So I rarely have NBC/ABC/CBS/FOX on, and when I do the commercials for their other shows give me a very good reminder of why I don’t watch those channels.

The school having a policy to send reminders to parents about unexcused absences is a good idea. It’s communication with the parents, and might help detect an issue (like a child playing hooky) before it causes problems.

That the letter could use better phrasing might help. And Rossi probably should have taken a breather before posting his remarks since he essentially was pretty insulting to the school and teachers if you want to view it that way.

That jackasses then went and made threats doesn’t surprise. There are always people looking to be insulted or for an excuse to act out. Cities, obviously, have them in higher concentrations.

The witness has no way of knowing exactly what was going on, who was in the van with Gray, and therefore his conclusion (that Gray was engaging in self-harm) is faulty.

If he attempted self harm, the BPD too is at fault for not properly securing Gray in the van to avoid potential self harms.

Either way, the BPD is at fault, but the BPD is hellbent on trying to justify the death by any means necessary, and they’ve got a willing mediaverse that would excuse yet another death at the hands of the agency.

Egads. I’m reading the Wikipedia page on the Abington School District.

Ranked 52nd out of the almost 500 PA school districts. Consistent 93-95% graduation rate. Sounds like one of the better one in the state.

Then you seen a 2009 study saying that 44% of the graduates from the school would need a remediation course in mathematics or reading before taking higher education courses. And their PSSA (standardized test) scores are 8-10% below basic for their 11th graders.

If this is one of the better public school districts in the state I don’t think I want to look at the numbers for other districts.

I would tend to concur - that his legs were flopping around, unable to stand, and appeared to be dead weight would suggest the injury occurred prior to being put in the van. How he was arrested and the force used to effectuate the arrest are questions that need to be resolved.

And that would all come from the autopsy and investigative reports that have yet to be made public.

I had ESPN on over the weekend and they were doing some background on fighter Manny Pacquiao. They were telling the story of how in one of his first fights he had to go into the ring after a fellow fighter and friend had just been beaten into unconsciousness and Manny and the trainers/handlers had to carry the fighter to the locker room. Pacquiao said he felt the guy die in his arms as they carried him.

The video of the badly beaten boxer reminded me right off of the Freddie Gray video. He was out and as his handlers and others tried to pick him up off the floor of the boxing ring he had zero control. As I watched transfixed by the brutality ( I am not a boxing fan…at all) I kept thinking damn, that looks just like how Freddie Gray looked as the police manhandled him into the van like a 150 pound bag of potatoes.

I think you are right. He was badly hurt before he was even in the van. There are witnesses that said they thought he was unconscious when they picked him up.

This is all so sad, infuriating and disgusting. And seen too often. But thanks for smart phones we are getting to see what has obviously been going on for far too long. It’s no wonder cop shops don’t want people to be allowed to see them working (over) the public.

And with that…time to get to work…back later.

But a troubling detail emerged as hundreds of protesters converged on City Hall again Thursday: He was not only handcuffed and put in leg irons, but left without a seat belt during his trip to the station.

Unbelted detainees have been paralyzed and even killed by rough rides in what used to be called ”paddy wagons.” It even has a name: ”nickel rides,” referring to cheap amusement park thrills.

Police brutality against prisoners being transported was addressed just six months ago in a plan released by Baltimore officials to reduce this misconduct. Department rules updated nine days before Gray’s arrest clearly state that all detainees shall be strapped in by seat belts or ”other authorized restraining devices” for their own safety after arrest.

Gray was not belted in, said attorney Michael Davey, who represents at least one of the officers under investigation.

This is my shocked face:

The other prisoner was wrong. Gray asked for medical assistance even before the 2d prisoner was loaded into the police van.

Before the second prisoner was even in the police van, Freddie Gray asked the police for medical assistance.

So you have to wonder why on earth a man who had just asked for help would then try to hurt himself—as the second prisoner supposedly concluded after he was picked up at the next stop a few minutes later.

The opinion of the second prisoner is reportedly contained in a search warrant application prepared by a police investigator and now leaked to the Washington Post.

Somebody leaked the sealed document for a reason just as the police were preparing to turn over the results of their investigation to the Baltimore state’s attorney. There is nothing to stop the police department from also publically disclosing it major findings, as it largely did after its initial investigation soon after Gray’s death.

But what the police have already disclosed is enough to suggest why the second prisoner might have believed Gray was trying to hurt himself—and why he was almost certainly mistaken

After the stop where he asked for medical assistance and medical assistance was denied to him, Gray seems to have resumed signaling his need for help by the only means available; by banging on the inside of the van.

I don’t necessarily condone nor do I want to romanticize what this mother did. However, fear of your child being killed by police can cause a very strong visceral reaction. It gets to survival mode/protection of your child, even if not entirely logical.

Also, there is a vast difference in the two cases you cite
Adrian Peterson allegedly beat his 4-year-old son with a stick, hitting him in his scrotum and breaking the skin. That child was defenseless.

TPM’s report offers a bit more:

Deputy Police Commissioner Kevin Davis said police found out about the new stop from video footage captured on a privately owned surveillance camera. According to the timeline Davis laid out, the new stop is the second of four stops the van made on April 12.

So the BPD is just finding out, over two weeks after the arrest, that there was a stop not recorded in any of the official logs or paperwork. And only found out about it because of a private video camera that happened to catch it.

in other words, without the presence of that camera, we would never have known about this unreported stop.

After reading about the state attorney involved in this matter, I’m somewhat confident that she will want to pursue this to the bitter end, rather than acting as other prosecutors have in dumping the case to avoid harming her relationship with the police.

She’s four months on the job, after a surprise win last November while campaigning against police violence. And her husband is a member of the city council who had this to say the press the other day:

“This is bigger than Freddie Gray,” he said in an interview with Fox News on Monday night. “This is about the socioeconomics of poor urban America.” The rioters were exhibiting “decades-old anger and frustration for a system that’s failed them,” he added.

So yeah, I have a somewhat good feeling about this, that we’re not looking at a “good ol’ boy” with years of rubbing shoulders with the PD and letting cops off the hook for shit you and I wouldn’t get away with.

I occasionally read message boards elsewhere (particularly cross stitch related) and made the mistake of clicking on a thread about Baltimore. Or rather, to be specific, the fact that the word “thug” can be racist.

Cue lots of people talking about dictionary definitions, that they’ve never heard it used that way, that we shouldn’t be sheep and allow the media to tell us what terms are racist and what aren’t, a non-trivial amount of (probably) subconscious racism when talking about the looters, and a few people talking about the fact that in a lot of places, it’s used as a replacement for other words that are less acceptable to say in public.

Roundly being ignored by the rest of the group.

Very little acknowledgement of the issues at the heart of all of this either. Sadly. And I suspect that cross section of the public is probably more representative (in some ways) than we are here - the nature of the site and all.

They now have the cops involved in a lie of omission, failing to note a stop that only became known to investigators when they got ahold of camera footage from a third party. Now they finally have a new woman police chief who’s trying to take things in a better direction and a serious riot could discredit her and set us back another 15 years.

The governor’s budget proposal calls for merging the troubled Wisconsin Economic Development Corp. and the Wisconsin Housing and Economic Development Authority into the Forward Wisconsin Development Authority.

Sen. Rick Gudex, R-Fond du Lac, and Rep. Rob Hutton, R-Brookfield, sent a memo to lawmakers Wednesday saying they’ve crafted a separate bill implementing the merger at Walker’s request and need co-sponsors by Monday…

Minority Democrats on the panel blasted the merger, saying it would create an unaccountable entity. Audits in 2012 and 2013 showed WEDC, Walker’s flagship job creation engine, lost track of $12 million in overdue loans and gave money to ineligible projects between July 2011 and June 2012. The agency also has seen considerable turnover in its upper ranks.
