They’ll do it by manipulating the standard deduction threshold. Make sure that only someone who is rich and doesn’t actually need the mortgage deduction (which can be taken only if you’re itemizing returns) can take it.

In other words, the GOP will crater the housing market, make it more expensive for most everyone in the middle class, and preserve the benefit for the richest folks out there.

Rinse and repeat. This is GOP policy. This is also why simplification is a misnomer. The GOP is intent on “simplifying” how much money the rich can keep, while shifting the burdens elsewhere.

That’s not to say there aren’t good reasons to phase out the mortgage interest deduction over time, but that’s not the GOP plan. Phasing it out over time would reduce the negative effects on homeowners who bought expecting to have the deduction make the purchase more affordable.

For the upper middle class, I would think so. Make enough money that you have a non-trivial state tax bill and losing that deduction could hurt a lot. And generally you’re not quite well-off enough to have all the fun tricks that the really wealthy can use.

It’s the way that they’re doing it - selling it as a tax cut, when it is hiding a hike for a significant portion of American homeowners (who are also taxpayers in the middle/upper middle class).

The key here is that they’ll be devaluing the single biggest asset that these people will ever own - their home:

How so? Itemizing only makes sense for taxpayers if it will save them more than the standard deduction. Since most homeowners don’t pay $24,000 a year in mortgage interest, and Republicans want to eliminate most other major deductions, including the break for state and local taxes, it will be extremely difficult for most households to hit the threshold at which itemizing becomes reasonable. The Tax Policy Center estimates that “38 million (84 percent) of the 45 million filers who would otherwise itemize in 2017 would opt for the standard deduction” instead. To be clear, these people should receive a tax cut—they would only pick the standard deduction in order to save money. The entire point of expanding it is to give working households a break while reducing their paperwork. But as a side effect, the tax advantage of owning a home would disappear, which should hurt real estate prices.

The combination hit of the state and local tax deduction, plus the mortgage interest deduction would essentially hurt folks in Blue States a lot more since they usually have higher taxes, plus higher mortgages due to higher home prices (NY/NJ versus Arkansas for example). It would hurt mobility for these people, and sellers will feel it hardest.

Give and take, and the GOP is taking. A lot.

I don’t know what it is like in other areas of the country, but here in Columbus apartments and condos are being built at a rapid pace. Some thinking over building. Housing is still being built but nowhere near the pace and numbers.
