Wow, the House can do something right:

In an effort to make the quantum computing industry more viable, the U.S. House of Representatives on Thursday passed legislation that would establish a federal program to advance research and training in quantum computing. Drafted with help from University of Maryland quantum physicist Christopher Monroe, the bill will release $1.275 billion in funding for centers of excellence that will train quantum engineers. To develop quantum computers that can handle real-world problems, Monroe says the U.S. needs engineers who understand quantum physics and the principles of computer engineering. Monroe says it is challenging for companies to find engineers to develop scalable systems, pointing to IonQ, the quantum computing startup that he co-founded. In the next five years, quantum computers will run calculations that could never have worked with conventional hardware, according to Monroe. However, these early systems will only be capable of certain types of computation, and determining how to use quantum systems will fall to quantum software engineers. Monroe says, “When we build them, they will be useful for something.”

Researchers from Osaka University and the Nara Institute of Science and Technology in Japan have created a machine-learning technique that is 90% accurate in detecting dementia in conversations between humans and avatars. The system learns the characteristics of elderly people answering easy questions asked by avatars, and picks up on indicators of dementia, such as response delay and certain intonations, articulation rates, and percentages of nouns and verbs. Osaka University’s Takashi Kudo said, “If this technology is further developed, it will become possible to know whether or not an elderly individual is in the early stages of dementia through conversation with computer avatars at home on a daily basis. It will encourage them to seek medical help, leading to early diagnosis.” The model distinguished individuals with dementia from healthy controls based on six questions, taking two to three minutes per question.

I got an E-mail from The Economist Letters editor yesterday, pointing to the senior editor’s post for his rationale to invite Steve Bannon to their upcoming event in New York City.

I sent back that it was apparent they didn’t read my letter the first time, that we fought a war over these ideas and the whole world was involved, and I already have someone here mailing me locally-printed copies of Der Sturmer for free, I don’t want to pay for it.

I think the thing that has me most frustrated is have we always been this flawed and were our accomplishments in spite of this all? I hate to say it but I’m thinking yes and yes. We won WWII with our allies thank god but while still segregated in the trenches. We ended slavery. Thank God and then Jim Crow happened. The Labor movement accomplished a lot for the working man. Thank God and now we have people who have no appreciation for what Unions have done for them. We have the knowledge on environmental science. Great, but we also have a cottage industry of deniers who will attack anything based on science. We could be so much greater. But maybe humanity is the real problem. We create our differences. We white people told the black man he was black and thus inferior and dark to our white. I’m not ashamed of being white but I’ll never be proud of it either.

I dunno: to me the reason for trying to get Kavanaugh confirmed ASAP is pretty obvious- the GOP wanted to get Kennedy out, and their stooge in before the elections: they probably wanted to hedge against possibly losing control of the Senate - as it is, they barely had a margin to confirm Judge Brett even before the nom crashed ( as it seems to have). The Senate in the 116th Congress might be another matter entirely.

I want a day where a sexual assault victim isn’t treated with contempt. We don’t have this mentality to rich people who get robbed. “Well you know, I think you led that burglar on with your nice house. Teen prison guard fired in incident that left teen brain damaged gets reinstated and nearly $30,000 in back pay

A fired prison guard who falsely claimed she had repeatedly checked on a teen inmate before the inmate hanged herself in her cell has won reinstatement — with back pay.

Taxpayers must pay guard Rosemary Esterholm about $29,000 after the Wisconsin Employment Relations Commission determined last week that she was wrongly fired in March and must get her job back.

The decision follows a round of firings in March around the time the state reached an $18.9 million settlement with a former 16-year-old inmate who was severely brain damaged after she hanged herself at Copper Lake School for Girls.

Copper Lake and Lincoln Hills School for Boys, which sit on the same campus north of Wausau, have been under criminal investigation since 2015 for prisoner abuse and child neglect. The facilities are slated to close by 2021.

In 2015, Copper Lake guards left inmate Sydni Briggs alone in a cell and did not check on her for more than 40 minutes even though they were required to regularly do so and she had recently expressed suicidal thoughts. They found her hanging in her room not breathing and with no pulse.

Esterholm filled out paperwork that day claiming she had checked on Briggs five times that morning, even though Esterholm wasn’t even on duty in the unit at those times.

At the time, the state Department of Corrections did not discipline Esterholm or the guards who had failed to check on Briggs. Esterholm’s bosses promoted her two years later, in September 2017.

But this March, as the state neared its record settlement with Briggs, officials fired Esterholm and another guard. They took those actions after Esterholm acknowledged in a deposition she had wrongly filled out prison paperwork and had not checked on Briggs before her suicide attempt.

On the other hand, if the RT story is true, what the Israeli fighter aircraft did would be a war crime (the Russian plane was over international waters and not a combatant between Syria and Israel).

This is going to be a cluster. There was also a French naval vessel in the area, so perhaps they have radar recordings to show as evidence for or against the Russian claim.

Russia is reserving the right to retaliate. Since they are not blaming Syria, that would be Israel.

Japanese billionaire and online fashion tycoon Yusaku Maezawa, 42, announced: “I choose to go to the Moon.”

He is expected to lift off on the Big Falcon Rocket (BFR), a launch system that was unveiled by Mr Musk in 2016.

The mission, which is currently planned for 2023, will mark the first visit to the Moon by humans since Nasa’s Apollo 17 landing in 1972.

The announcement was made at SpaceX’s headquarters in Hawthorne, California, on Tuesday.

It used to happen more often in the 60s and 70s. I was on a winter backpack at Echo Summit. We got 48+ inches in maybe 16 hours. We gave up hiking and just crawled into the tent. So fluffy you could swim in it, snow shoes sank 3 feet into the snow and came up with a foot of snow packed on top. It took hours to go less than 2 miles. Toes were frozen and socks caught on fire thawing them by the fire. I had actual ice crystals between my toes. These years you can drive up to 8000 feet in February.

They are now claiming the missile battery used to shoot down the aircraft was originally manufactured and sent to the Ukrainian Soviet Socialist Republic and never returned to Russia after Ukraine left the USSR.

Switzerland accusing Russia of espionage, specifically on the laboratory testing for the nerve agent used in the attack in Salisbury:

A diplomatic war of words between Switzerland and Russia has intensified, with the Swiss demanding that Moscow cease spying activities on its territory after two suspected espionage cases came to light in recent days.

“The Swiss Department Of Foreign Affairs has called on Russia to immediately end illegal activities on Swiss soil or against Swiss targets,” it said on September 16.

The Swiss ministry said it summoned Sergei Garmonin, Moscow’s ambassador in Bern, to protest Russian activity in Switzerland.

The statement did not cite specifics, but it came a day after newspaper reports said Russian spies had allegedly targeted a laboratory in Spiez that was testing the nerve agent used on Russian double agent Sergei Skripal in the English city of Salisbury in March.

The lab also tests suspected weapons of the type allegedly used by Russia’s ally, the Syrian government, in that country’s civil war.

Mueller’s sights are set on everyone in Trumpworld from Trump on down, and he’s been working from the bottom of the campaign on his way up. That’s not entirely true, since he started with Flynn, who was Trump’s NSA, cochair of transition team with Pence, and key adviser to campaign, Papadopoulos, a foreign policy adviser, etc.

Trump’s fucked, and everyone seems to know it except the Trump nuts and Fox misinformed viewers. The GOP continues covering for Trump because of his high approval rating among GOPers, and that Trump keeps furthering the right wing agenda.

But the moment support for Trump dips in the GOP base, he’s toast.

Dr. Leslie Norins is willing to hand over $1 million of his own money to anyone who can clarify something: Is Alzheimer’s disease, the most common form of dementia worldwide, caused by a germ?

By “germ” he means microbes like bacteria, viruses, fungi and parasites. In other words, Norins, a physician turned publisher, wants to know if Alzheimer’s is infectious.

It’s an idea that just a few years ago would’ve seemed to many an easy way to drain your research budget on bunk science. Money has poured into Alzheimer’s research for years, but until very recently not much of it went toward investigating infection in causing dementia.

But this “germ theory” of Alzheimer’s, as Norins calls it, has been fermenting in the literature for decades. Even early 20th century Czech physician Oskar Fischer — who, along with his German contemporary Dr. Alois Alzheimer, was integral in first describing the condition — noted a possible connection between the newly identified dementia and tuberculosis.

Well, Donald Trump did tell Republican voters to only listen to him on the news.

In the wake of some Republican primaries in June that went the way the White House wanted, Donald Trump interpreted the results as proof that Democrats would have a difficult year at the ballot box. “So much for the big Blue Wave,” the president wrote on June 6, “it may be a big Red Wave.”

That didn’t make a lot of sense - Republican victories in Republican primaries do not diminish Democratic prospects - but two months later, Trump was at it again. “[T]here will not be a Blue Wave,” the president wrote on Aug. 5, “but there might be a Red Wave!”

In all, looking exclusively at Trump’s tweets, he’s talked up the idea of a “red wave” - a reference to major Republican gains in the 2018 midterms - seven times since summer began.

And while it’s easy to laugh at such analysis, Republicans are confronting an awkward problem: many of the party’s voters actually believe the president’s assurances and are feeling quite confident about this year’s midterms. The New York Times reported over the weekend:

America First Action, a political committee aligned with Mr. Trump, conducted a series of focus groups over the summer and concluded the party had a severe voter-turnout problem, brought on in part by contentment about the economy and a refusal by Republicans to believe that Democrats could actually win the midterm elections.

Conservative-leaning voters in the study routinely dismissed the possibility of a Democratic wave election, with some describing the prospect as “fake news,” said an official familiar with the research….

Those of you familiar with kudzu will find some parallels here with the callery pear tree.

From the 1960s to the 90s, the callery pear was the urban planner’s dream. BEIJING — Beijing will immediately retaliate against President Trump’s new tariffs on $200 billion in Chinese imports, setting the stage for a protracted dispute that could raise prices of household goods in both countries.

Chinese President Xi Jinping has refused to budge amid mounting threats from Trump, who vowed to place higher border taxes on practically everything the United States buys from China if Beijing unveils new duties next week.

I’ve never been but I think witnessing albeit from afar my grandparents home area of PA that once preferred Mondale over Reagan to becoming Trump turf, I think a few things happened. Older people dying out who remembered the New Deal and how it helped them and life before the New Deal. The Democratic Party’s increasing social liberalism on a national level though the DNC platform has been pro-choice for a long time. And finally the right’s playing of identity politics. Making liberals and Democrats into boogeyman outsiders who don’t understand you and your values. We’re seeing the latter on steroids in Texas with Cruz.

Russia is reserving the right to retaliate. Since they are not blaming Syria, that would be Israel.

Russ Feingold weighs in on Kavanaugh, explaining his own line of questioning over Charles Pickering.

In fact, there’s clear evidence showing that Kavanaugh lied under oath during the 2006 confirmation hearing for his spot on the U.S. Court of Appeals for the D.C. Circuit. I should know: I was one of the senators on the Judiciary Committee who questioned him.

I asked Kavanaugh about his involvement as White House staff secretary in the highly controversial 2001 nomination of Charles Pickering Sr. to the 5th Circuit. Many of us were concerned about a 1994 hate crimes case in which Pickering decided that a 25-year-old, who had participated with two others in a cross burning, was deserving of a reduced sentence.

During the Senate’s consideration of Pickering’s nomination, we had also learned that the federal trial judge solicited and collected letters of support from lawyers who had appeared in his courtroom, some of whom had cases still pending before him. This was a clear breach of judicial ethics, so I asked Kavanaugh about it:

Sen. Russ Feingold: My first question is this. Did you know that Judge Pickering planned to solicit letters of support in this manner before he did so? And if not, when did you become aware that Judge Pickering had solicited these letters of support?

Brett Kavanaugh: The answer to the first question, Senator, is no. This was not one of the judicial nominees that I was primarily handling.

However, the long slog of ballots with only one choice on them appears to be over, and the GOP is going to have to fight to retain seats.

I don’t know what caused the situation for the Democrats in Nebraska, as that was the problem when I first moved here.

It does show that both grass-roots organising from inside the state, with structural help from the national party and from outside the state can turn things around.

Trump is so impetuous and incapable of rational/serious thought, that he can’t be bothered by the details - namely what those documents might actually contain and how they would dispute his longstanding claims of bias against Trump.

As we know from all the evidence to date, he benefited from FBI leaks, namely against Clinton - all while keeping word of investigation into Trumpworld on the down low until he fired Comey when Comey would not end the investigations into Trump.

What we know is that Trump wants to selectively declassify documents, while keeping others secret - hoping to shift opinion in his favor.

This has a chance of success if this admin were competent, but they aren’t. They’re going to end up revealing just how criminal they are, and even his own lawyers know how bad things are (mostly because they don’t have a clue as to how far down the rabbit hole Trumpworld goes in criminal conduct; they can’t get straight answers from Trump to point where they’re hoping Mueller doesn’t subpoena Trump because they can’t get straight answers under direct questioning by Trump’s own lawyers). When your own lawyers are warning that Trump lies - a lot - you’re in trouble.

The film, which is slated to be released in October, is the true story of an ex-firefighter named Mark Taylor who in 2011, while recovering from PTSD, had a vision that Donald Trump would be President.

Executive Director of the Cinematic Arts program and producer/director of the film Stephan Schultze said that the experience provided to students through this project is invaluable.

“There is no other film school in the country that makes feature films with their students,” Schultze said. “Not only do we make movies, but this’ll be the second movie we’ve had a national theatrical release, which is very hard to do.”

The message the film’s producer and financier Rick Eldridge wants to get across is how there is power in prayer and the impact it can have on a group of people mixed with patriotism.

“I really want it to be a patriotic, a God and country message that we can understand,” Eldridge said. “The best thing I can take away is when people leave the theater they are really feeling proud about their country and the things God has blessed us with.”

Is the GOP wedded to Kavanaugh? McConnell seems to signal that he doesn’t care one way or the other. Trump is wedded to Kavanaugh, and I think that has to do with Kavanaugh’s expansive immunity to criminal charges/indictments by a sitting president.

Trump doesn’t give a shit about anything else.

But since this is Trump’s guy, the GOP are going to continue this farce, even as they all know how bad the guy is - because he’s also the guy who gets them a step closer to repealing Roe and rolling back civil and voting rights. But everyone else on the Heritage/Federalist list would do that too.

So, I’m not sure what the game plan is here, especially as Kavanaugh’s nomination is under increasing scrutiny and doubt is creeping in among even the GOP Senate. Are they thinking they can string this out until right before the election? Do they think this fight energizes their base?

Can it energize the Democratic party base? Seeing how voters didn’t think the judiciary was a big issue in 2016, not sure it resonates now. Trump’s idiotic trade war is a bigger issue/threat, as is his immigration policy. The best thing going for Democrats right now is GOP incompetence.

Like GOP NY Rep. Collins, who was indicted on insider trading, insisting that he’s going to remain in the race to run for reelection for his upstate district.

McConnell might be a great tactician in how to manipulate the rules to the GOP’s benefit, but everyone else in the GOP doesn’t seem to have a clue how things work.

And of course, Mueller’s got more indictments that will be coming too.

I think we’re a long way from rape being legalized. Rape being illegal is pretty much universal. It also exists pretty much universally. What changes is the way “real” rape is defined.
Woman out alone without a man capable of guarding her? Not “real” rape.
College girls not locked in their dorm after 7 pm? Not “real” rape.
Employer/employee relationship or rich/poor divide? Not “real” rape.

Those situations get treated more or less seriously depending on the culture.

I should add that I also was lucky to grow up in a high income area too. The IEP program helps well to do kids like me far more than it does less well off kids.

I got litter mates from the shelter. I kept them at the shop for four months, taking them home on the weekends. Then, after a long weekend, they stayed home, where they have been for 10+ years. One of them picked me, the other one picked Mr. w to follow around and demand skritches. He had never had a pet before, it’s been wonderful to watch.
