Sort of. More like he knew he couldn’t do anything more publicly because he’d been named by Trump in the call as a point man along with Giuliani, had already had the OLC illegally overrule the IC IG’s assessment that the whistleblower’s complaint was urgent, and had the DOJ Criminal Division improperly rule that the request wasn’t chargeable under USC 52 Section 30121 because the interference somehow didn’t represent “a thing of value.”
After all that, for Barr to get up in front of a podium and proclaim Trump’s innocence would have been an utter joke. Right now he’s just desperately trying to avoid drawing any more attention so that he can avoid an open revolt from within the DOJ that forces him to recuse himself from having anything to do with the impeachment inquiry.
