Gellman cites a little-known—OK, I didn’t know about it—legal maneuver that may prove consequential. For 40 years, elections were held under a consent decree by which the Republican Party was required to pre-clear a whole syllabus of ratfcking techniques, most of them aimed at intimidating minority voters, that the Republicans used under the rubric of “ballot security.” (The order had its beginnings in the 1981 gubernatorial election in New Jersey.) I looked through this policy..

One of the criticisms are that they’re going by percentage rather than total number overstays. If your goal is to minimize the number of visa overstays given total number of visa holders, you should go by percentage rates, _not_ by total numbers
— that is always how US immigration has managed things.

For example, we allow countries to join the US VWP (Visa Waiver program), if their overstay rate is less than 2% (IIRC). Doing it by total numbers doesn’t make sense, because then larger countries would _never_ be able to join, even if they’re visa overstay rate was ridiculously large. Having a minimum number of visa overstays before a country gets hit with restrictions for countries with both a trivial number of visa applicants and a trivial number of visa overstays, but above the 10% ratio seems like a reasonable solution for this problem, if this is a problem that needs solving.

However, and this is key, these restrictions are _not_ for the purpose of allowing people to travel without visas, they are for people to come on a student visa. Getting a visa already requires proving that you have sufficient ties to your home country, and no plans to stay in the US. If you’re going to apply for any STEM field, further checks may apply. Plenty of people get rejected for student visas.

If you’re from a country with very high overstay rates, and/or which is on the official US government hate list, you _already_ get subject to lots of additional scrutiny, with an assumption that you are either trying to immigrate, or are trying to steal technology, act on behalf of your country etc…

Additionally, and what the real problem is that only a 2 or 4 year visa is granted to begin with, with 6 month extensions which are not guaranteed. How do you come for an undergraduate program if you _only_ are guaranteed to have 2 or 4 year stays, let alone Grad school?

An additional problem: If you were born in one of these countries, even if you never were a citizen of that country or are a citizen of another country, these restrictions will apply to you.

Undergraduate programs, and PhD programs which bring in talent will be hit. Short term MBA programs which are real cash cows.. not that much, but there are likely _relatively_ few people applying from these countries, and they generally finish up in < 2 years.

I watch our county numbers every weekday. To be fair our rate of declining cases was flattening before Labor day. But now it really looks like we are flattening at 1000 or so new cases a day. Which relates to us as about 14,000 contagious people given a 14-day cycle. COVID Roulette. And losing a couple dozen people daily. To say near nothing of the poor long haulers.

Probably the best shortcut food I’ve learned to appreciate right now is a tub of white miso and chicken stock for miso soup, because it has a mercury-amalgam quality to it where you can put in pretty much anything (mostly vegetables in my attempts) and get a decent meal.

Glad to hear it—your FL vote will probably have more impact than my SC one. When I called to cancel, the lady was astounded that I had ordered it in May—you could order primary and general ballots at the same time. Our presidential primary was in February, but the House and other races were in May.

You have to renew your request for vote by mail ballots every two years in FL.
They are supposed to mail them mail them out in the next week
