The bike needs to be licensed not the 6 year old. the license also only costs 50 cents per year. Reading the rest of the sections of the law it talks about reporting the sales of any second hand bikes etc. I am guessing when the law was passed they were having an issue with bike thefts in the area.

The license was printed on a sticker that we affixed to the frame. After we moved to Chesapeake a couple of years later, we didn’t bother. None of the other kids or their families bothered either. At the time, Chesapeake was more rural than Portsmouth, and had only been incorporated as an independent city for roughly a decade.

Jeb’s participation in the primaries was so brief that it was irrelevant. However, Trump in 2016 claimed he had opposed the Iraq war from the start; he also disparaged NATO and praised Putin. Republican voters clearly had no interest in traditional Republican foreign policy. Bush was the epitome of Republican establishment when it came to foreign policy— the majority of voters had abandoned such positions.

That his superiors said his actions were improper is probably the key indicator that even cops know that Chauvin committed homicide. The only question is whether the jury finds him guilty on the most serious charge, or goes with one of the lesser included charges.

I don’t think the jury bought any of the defense obfuscations and deflections.

Reminding them of Chauvin kneeling on Floyd’s neck for more than 9 minutes repeatedly by showing that video doesn’t help Chauvin’s cause, nor does the nonsensical claim that it was CO poisoning that did him in, not Chauvin’s actions.

Technically, it may be at the county level, but in Virginia, independent cities can’t exist within counties, but my vehicles were taxed as personal property at the relevant local level in Virginia, Texas, and West Virginia. And no, I don’t remember the tax rate. Vehicles also had to undergo annual inspections in those states (Virginia used to be twice a year when I was a kid, but they dropped down to yearly sometime during my adult years), and your car had to hear a windshield sticker for that, too. In New Mexico, we don’t do inspections or even emissions testing *unless* your vehicle enters Albuquerque more than 50 days a year. In 2004, I had to explain the concept of the West Virginia annual vehicle inspection sticker to the nice MVD-Express lady registering my vehicle who was a bit perturbed that the state mandated position of the sticker partially blocked her view of the VIN number on my vehicle.

I got used to smog inspections in California, but after almost 15 years in Arizoba they seem foreign as they’re only required for vehicles in the Phoenix or Tuscon metro areas. I’ve never been taxed on my vehicles though. Is that General Fund money or is it Road money?

I couldn’t tell you. I haven’t lived in a state that taxed vehicles as personal property for going on 17 years, and, at the time, I didn’t care if the taxes went into the General Fund or Road money. All I cared about was if the taxes were properly paid on time.

I remember that from growing up in Cali. It was always a pain to park near the beach. I support that though from my professional point of view as well as my personal one. They do the same thing in neighborhoods near UA in Tucson.

In Minnesota, we pay for our roads, but then we can’t use them because they’re all under construction for 6 months out of the year.

Fair enough. Sorry for all the questions. As a municipal department head these things interest me a great deal beyond d just my personal thoughts on what gets taxed.

Oh, I’m not irritated. I just don’t remember enough to give you any good answers to your questions, and I probably couldn’t even if I were temporally closer to the events in question. I just never bothered with trying to comprehend the implementation of various localities’ tax policies and how they differ from region to region, and locality to locality.

City personal property tax on a car? I guess I’m jaded from living in the west my whole life. Where do the cities tax the ownership of your vehicle, and how much is it?

I live in MA, we have to pay a yearly excise tax. No sticker though. It is $5 per $1000 of value of the car. so if your cars value is $10000 it is $50.

In Northern Virginia, all you know is that the taxes you pay for roads go somewhere else.

In Virginia there are 95 counties and 38 independent cities. The independent cities are regarded as equivalent to the counties for many purposes. There are also townships, which are subordinate to counties, but generally provide many services to their residents that the county would otherwise provide. Counties, independent cities, and townships are rely upon the personal property tax.

In Fairfax County, where I live, there are two independent cities, Fairfax City and Falls Church. There is often some confusion with the phrase “Fairfax” as one needs to clarify “Fairfax County” or “Fairfax City”.

The townships are Clifton, Herndon, and Vienna.

Until recently, many taxation authorities would issue car window stickers when one had paid the appropriate personal property tax. This led to various police forces being able to quickly determine “You’re not from around here, are you?” while deciding if they want to issue a traffic summons. Herndon and Falls Church were particularly infamous.

These days the payment of personal property is usually tied to one’s license plate number.

I have not seen any local bicycle licenses. However, I have given up riding a bicycle due to the heavy traffic and poor driving skills on roads, and the habit of local dog owners to walk on one side of trails while their leashed dog walks on the other side of the trail.

It’s pretty easy for a state to include a property tax in vehicle registration fees. CA does this.

Quite a few Republicans, both officeholders and pundits, wondered why Waters’ words were ok, but Donald Trump’s remarks to the crowd on Jan. 6 were not. These folks are either ignorant or dishonest, because the legal distinction is crystal clear. Beyond Trump’s words being considerably more direct and inflammatory, the key is that such egging on is only illegal, and is not covered by the First Amendment, if it encourages imminent lawless action. So, for example, “There’s Bob standing over there. You should shoot him,” is illegal. “Someone should shoot Bob sometime,” on the other hand, is ok. This was established in Brandenburg v. Ohio.

The announcement is to be made between 3:30 and 4:00 PM CDT, so about an hour to an hour and a half from now. I’m incredibly nervous. Please, Minnesota, do the right thing. I’m counting on you.

I knew they weren’t coming back to say not guilty. If they were going to be hung, there would have been several times where the judge would give them instructions to keep working at it. If there was doubt, they would have asked the judge to explain the instructions again. Coming back 12 hours after they started meant they were going to find him guilty.
