Regarding the 89 percent of rental assistance funds going unspent, here is a personal account of what has been going on:

The money was approved back in March 2020 as part of the CARES Act. In August 2020, we learned municipalities would be able to apply for COVID relief funding through the state as part of a Community Development Block Grant (CDBG). Since that money has to go through Housing and Urban Development (HUD) regulations, there is a litany of things that municipalities must approve through multiple public hearings, let alone the grant request that must be written and submitted.

Grant request was submitted in October but not formally approved by the state until the beginning of January. Then, per HUD rules, more things must be approved by the municipality and submitted to the state. These range from Fair Housing Act activities, to Section 3 (hiring qualified, low-income people for projects), to environmental reviews. It does not matter if you are performing what is, essentially, a transfer payment program. Rules are rules.

These submissions are then reviewed by the state, and you do not get a release of funds until each and every item is signed off on. My submission was left dangling because an environmental review - for a program that had no environmental impact at all - was submitted on a HUD form and not a state form. Then we had to go back and show where the nearest airport was.

In other words, the slowdown of getting payments to people was delayed by classic red tape. We finally did receive our release of funds and people have started getting money for past due rents and utilities.

What SHOULD have happened in this situation is a relaxation of traditional HUD rules, or the creation of an agency to oversee activities at the federal and state levels. I do not blame the folks at the state - they are only enforcing the rules that are set down by HUD protocols and they do not want to be punished when their activities are reviewed. But what should have been a very easy program to establish and monitor got bogged down in needless “paperwork.”

There’s no way Gene Simmons is vaccinated. And what a setback for Burgettstown, PA. I’m sitting next to a dog with a similar history. Late night walk and she found a frog of some sort before I could see it. She foamed at the mouth for a few minutes until we got home. Another time she found a baby bird under a bush. I saved the bird, but for 6 months every walk that started there she had to go check under that bush. Ours doesn’t look like she’ll bite you (though she’s bitten my second son twice—just a quick grab from under a table).

When you’re writing code, regardless of how simple or complex it is, you often find yourself in one of two situations.

1: It doesn’t work, and you can’t understand why.

2: It DOES work, and you can’t understand why.

Both are terrible in their own way.

I am always wary if I had just changed/added a bunch of code and it builds without error on the first try.
