My experience is that people in the developed world are taught, and do not question, that there are other places where it is simply normal that people live briefly and die cruelly. The thing that actually is getting worse—and that relates to climate change—-is that as time passes and destabilzation continues the same heuristic—over there is a place of death, bear it no mind—is stretched over more of the planet. I don’t know if it is unique to Nebraska, but the state constitution gives that power to the governor. As for vacancies being too important, the constitution requires an appointment unless it is sixty days before an election.
