That would indeed be the proper way to handle things - but the security system failed completely - no one involved in airport security noticed him scale the fence, then the two runways, multiple taxiways, ramp spaces, and then the terminal 3 property itself. That points to major problems with the security team. Where was security patrols on the perimeter or manning the cameras? Why did it take so long for them to respond?
And yes - putting in some kind of phone or intercom to assist disabled boaters might make sense.
