How very odd. In the rest of the world, property is acquired through the purchase of deeds, with the help of banks. But the deeds are issued by various government bodies, state, federal, whatever. If land is the issue, then the document of ‘deed’ must exist.
Now, if the PA issues legally binding deeds, then they are already a state. If they don’t issue legally binding deeds, then they need to declare themselves a state in order to create deeds.
I must be missing something.
