Meltdown now seems imminent and probably unavoidable. With no containment, stable cooling will be impossible to achieve in the short term. Spraying water on spent fuel rods that are heating up towards 2800 Celsius is pointless. I don’t see how re-establishing power to the plant is going to change anything with the containment gone and the coolant boiled away.
