In AFP-land, it's only a terrorist attack, without scare quotes, if it is carried out by the uniformed military under the control of a democratically-elected civilian government against non-uniformed armed thugs who attack civilians.

I think you have misinterpreted the use of the quotes. The article itself leaves no doubt that the attacks were in fact terrorist attacks.

The headline, seen in the context of the text of the article, may have been intended to be read as follows: The US condemns the recent attacks on Israel, and explicitly, using the word itself, calls them terrorist attacks.

The article is careful to write that X said A, Y said B, and leave it to the reader to decide whom to believe. Only when a fact is entirely beyond dispute does the article assert it as fact without attribution.

If what you are saying is true, the headline should be "U.S. condemns 'terrorist attacks in Israel'" not just putting "terrorist" all alone by itself in scare quotes.
