Decreased capital investment also decreases competition and also increases profits and also decreases wages.

Reduced confidence and increased risk is the cause of decreased capital investment.

If you don't like the outcome, then we need increased capital investment.

This begs the question as to how best to increase confidence and how best to reduce risk.
