It's one of those things where he may not have technically said the word "secession" or "secede" but basically implied that's what he was talking about.

What he means is that Texas would still be the USA if it left the union. It'd be all the other states that were seceding.

Some may question the prudence of Perry entertaining the suggestion of secession, or talking too loosely about such a radical idea, but any fair-minded reading of Perry's fuller quote, and its context, makes clear that Perry was not advocating for Texas to secede. And Perry has repeatedly said since then that he did not, and does not, advocate secession.

Proof positive that liberals can't take a joke.

Robert Scoble, the blogger who met with the governor, said he thought Perry was joking.

It sounds like a joke. Perry has repeatedly said it was a joke.

It is basically "don't take Texas for granted", but said in terms people in Texas understand.

He wasn't giving a political speech. He wasn't citing actual policy. He wasn't giving a formal history lesson.

He made an off the record joke.

I would have thought the phrase "don't take Texas for granted" is simple enough that it doesn't need to be dumbed down. Or is a seven letter word too long for those folks?
