I definitely felt this one. Very short, maybe less than 5 seconds, but spooky nonetheless.
The SF Gate has more info and is calling a 3.9.

[manila is on the ring of fire, i think i experienced a very mild wobbler a couple years ago]

From the SFGate article:
The quake may have felt stronger to many in the East Bay than its 4.0 magnitude would suggest because the epicenter was deep beneath the surface, about 6 miles, said Jack Boatwright, a seismologist for the U.S. Geological Survey.
“The path is very simple from a deeper quake,” he said. “That simple path means it is felt very abruptly and very sharply, and that’s why people felt it so strongly.”

Bounced us straight up and down a couple of times and then sideways. Pretty sharp jolts in Walnut Creek. It did feel more than a 4.0.

I felt it. Shook things and flickered the lights a bit. At least there wasn’t more of it.
