He’s accepted that the parties in his mix are too diverse and stubborn to handle, this is more a jibe agaisnt his own then agaisnt israel.

Around this time of year, we start getting calls from charities who are really scams. It’s the time of year to run the charity scam. The PA has been one such scam for decades. And just like our household says no, many governments, even Arab governments, are starting to say ‘no’ to the PA requests for donations. This has been going on for over a year.

The Quartet, however, has put them in a very difficult position. To keep the Quartet’s support, one must do what the Quartet asks. And the Quartet has asked them for the first step—the first step that would occur if the negotiations were taking place.

And that step is, submit a plan for the borders you would like for your country. Israel has accepted this and will follow along. However, if the PA submits a proposal for their tentative borders, they will be tacitly entering negotiations, and relinquishing their agenda to destroy all of Israel. There is also the possibility that Israel will agree, and a peace treaty must therefore be signed (or they will once again show the world that they are bluffing peace). If this happens, the PA must survive on the economy they foster, not foreign aid. They can’t survive without foreign aid.

The only move left to a) avoid a treaty and b) attack Israel, is to remove themselves, to essentially completely throw their population under the jurisdiction of Israel—a situation Israel does not want. The result of this would be that the Palestinian People that Fatah theoretically cares for will no longer receive any services from their government, which is the largest employer in the West Bank. This means that most of the West Bank will no longer have any sovereignty, not even the de facto sovereignty of Oslo.

And they are hoping that the anarchy drifts west, into Israel, as opposed to staying in the West Bank and creating an internal revolution. It is obviously a last gasp.
