A failure by the judge to recuse is a separate disciplinary issue from any appeal of the bail ruling. In other words, even a successful appeal of the initial bail ruling (assuming such an appeal is possible under Pennsylvania law) would not necessarily incriminate the judge on a standalone basis. Judges generally recuse themselves on their own initiative; failure to do so is not per se an ethical violation. It is a complicated issue.
